As the hon. Gentleman says, the Chancellor set out yesterday the huge economic opportunities of innovation and AI. We have put £5 billion behind British start-ups, and we will launch our sovereign AI unit with £500 million to help AI businesses start and grow. We are investing the £2 billion that he refers to in our quantum capabilities so that we can be the first country in the world to roll-out quantum computers at scale. Procurement must be the launchpad for start-ups, and we are determined to deliver that.

Q9.   NHS waiting list numbers are down by 374,000 thanks to this Government. Reform UK would take us back to the day when decent healthcare was only for people who could afford it. Innovation needs to be at the heart of our health service as we strive for better patient care. Does the Prime Minister agree that the partnership between Huddersfield Royal infirmary and the Huddersfield University health innovation centre is a great example of that? How do the Government intend to expand the brilliant health innovation centre model nationally?

That is a good example. My hon. Friend makes a powerful point. Thanks to our record investment in the NHS, we have the lowest waiting list numbers for three years, the shortest A&E waits for four years, and the fastest ambulance response times for five years. Stronger community health services, such as the local innovation centre that he mentions, are at the heart of our 10-year plan to go further. We would not have come this far already without the decisions made at the Budget, which were opposed by all Opposition parties.

The hon. Gentleman is right: too many people with eating disorders are not getting the treatment they need. The NHS is expanding eating disorder treatment services with a focus on accessing treatment earlier and closer to home, and we are providing access to specialist mental health professionals in every school. I will make sure that he is kept updated.

Q7. Labour’s flagship Crime and Policing Bill is designed to tackle the rise in antisocial behaviour, theft and shoplifting that occurred under the Tories. It will grant police the power to confiscate disruptive off-road vehicles, which will help to tackle the scourge of off-road bikes in my constituency. Does the Prime Minister agree that we are the party of law and order, and that we are fulfilling our commitments?

It is totally unacceptable for anyone to feel intimidated or unsafe due to the actions of reckless and selfish individuals. Whatever the vehicle, our Bill gives police forces stronger powers to seize them immediately and put a stop to antisocial behaviour. That is our plan for change in action, making our streets and communities safer.

On the question of assets, we are using the interest on the assets to help fund Ukraine and we are looking, with others, at whether it is possible to go further. Obviously, I will update the House if that is possible. But I have to say that, at a time when defence and security in Europe and the UK must be ramped up for all the reasons that the hon. Gentleman readily understands, the SNP maintaining its position of wanting to get rid of the single most effective deterrent that we have—the nuclear deterrent—really has to be explained in its historical context.

Q10. Labour is rolling out free breakfast clubs in primary schools, starting with 750 schools including Scapegoat Hill junior and infant school in my constituency. Under the Tories, only one in 10 schools had these clubs. Labour will make them available for all children. That will help to break down barriers to opportunity for every child. I know that the Prime Minister is as determined as I am to tear away the link between background and success, so will he update the House on how we will do that through Labour’s plan for change?

Labour promised free breakfast clubs in every primary school, and the first 750 will open in April, giving every child the best start in life through our plan for change. It will also put up to £450 a year back in the pockets of working families. I am delighted to say that two of the breakfast clubs will be opening in the constituency of the Leader of the Opposition in April, and I hope she will welcome them when they do.

We have just won a landslide victory and we have massive majority. We are getting on with the job—[Interruption.] Look at the sheer number of Ministers that the Conservatives got through on a yearly basis, causing instability in every conceivable Department.

Q10. In 2016, I was diagnosed with colon cancer and had excellent treatment at Huddersfield royal infirmary. I was one of the lucky ones, because after 2015 the Tory Government failed in the fight against cancer, with over 380,000 patients in England not treated on time. What assurance can the Prime Minister offer Colne Valley residents that the reforms and extra investment he has announced will address that issue?

I wish my hon. Friend a speedy recovery from his recent treatment, and I thank the doctors and nurses who treated him. Under the previous Government, there was no progress made in diagnosing cancer at stage 1 and 2 between 2013 and 2021. That is an appalling inheritance. We are spending £1.5 billion on new surgical hubs and diagnostic scanners to ensure cancer patients get the care they need.
