Commons ChamberAs I have said, we are proudly one of the largest contributors of aid to Yemen. It is the Houthis who, by disrupting shipping, are disrupting the very supplies of food that are necessary to feed their people. When it comes to increasing the aid budget, I took the decision I did because I believed it was in our country’s best interests, given its financial situation post covid. We now know that Scotland is the highest-taxed part of the United Kingdom economy, so perhaps the hon. Lady can explain to the British people what taxes she would increase to pay for an increase in the aid budget.
The Prime Minister is right to say that there is a consequence of inaction just as there is a consequence of action, and clearly the Houthis gave no alternative to the response that has come from the UK and our allies. However, the Prime Minister also said—incredibly, I thought—that their attacks on shipping were completely unrelated to the appalling civil war in Yemen, for which they are entirely responsible and which has claimed nearly 380,000 lives. Surely the attacks had everything to do with that conflict.
There is a concern that the Houthis’ political position has been strengthened inside Yemen and beyond as a result of the actions on both sides. What assessment has the Prime Minister made of the impact of these actions on the peace process, and can he spell out not what we have done and been involved in, but what more we will do to achieve a political solution and a political settlement in Yemen?

Commons ChamberThe Prime Minister gave a devastating critique of the Northern Ireland protocol, negotiated by his predecessor but one, who is conspicuously absent today. Clearly the Prime Minister was right, so this agreement is good news, but can I press him a little further on an earlier answer that he gave? Specifically, will he confirm that the agreement opens up the door to association with Horizon Europe, and will he actively seek it, recognising its importance to our universities and our research ambition as a country?
As I have said, research co-operation is one of the many areas where we continue to co-operate with the EU. Our focus today is on the Windsor framework to ensure that we can resolve the issues of the protocol and move forward for Northern Ireland. That will be our continued focus in the coming days to make sure that we can talk, explain and clarify this particular agreement, but of course, over time, there will be a range of other areas on which we can work with the EU, including energy security and research, but also illegal migration, and I look forward to all those conversations.

Commons ChamberIn general, the evidence from previous iterations shows that that does not happen, mainly because those commodities are traded at international prices, so the domestic tax regime does not change the price that is being passed on, but I am happy to take my hon. Friend’s point away.
The Chancellor talked about supporting the most vulnerable, but there appear to be questions about his targeting when we look at the detail in the announcement. Everybody accepts that the most effective way to get support to those most in need would be to restore the universal credit uplift and extend that to those on legacy benefits. Why is he ideologically opposed to the action that would have made the biggest difference to the hardest hit?
Again, perhaps the hon. Gentleman did not hear what I said. We are extending the support to all those on means-tested benefits, not just those on universal credit, who account for less than half of all households on means-tested benefits. What we are doing is more comprehensive than what he is suggesting and, in fact, it is more generous, because £650 of support is more generous than uprating, which in aggregate, on average, would be worth only just over £500.

Commons ChamberOn providing food for those who most need it, I am pleased that the recent spending review confirmed £200 million of extra funding for the holiday activity and food programme to provide support to families and children outside term time. The national living wage, which the hon. Gentleman mentioned, is going up by 6.6% to £9.50 in April, putting an extra £1,000 in the pockets of hard-working people up and down the country.
A constituent wrote to me recently; she is 57 and works four days a week on the minimum wage. Her energy bill is rising from £95 to £220 a month, eating up an extra 11% of her take-home pay. Weekend reports suggest that Treasury action on the cost of living crisis has stalled due to the paralysis engulfing No. 10. Those struggling to heat their homes should not pay the price for the Prime Minister’s conduct, so will the Chancellor agree to extend eligibility for the warm homes discount further and increase it beyond the pitiful £10 that is planned?
Although I do not know the specific circumstances of the hon. Gentleman’s constituent, it sounds like she will benefit from two measures that we have already announced: the significant increase in the national living wage by 6.6% in April; and the cut in the universal credit taper rate, which will mean that a single mother working full time on the national living wage will be an extra £1,200 better off. That will help significantly with energy and other bills, and of course the warm home discount provides a £140 rebate to those who need it.

Commons ChamberWe have secured an unprecedented free trade agreement with the European Union—the first free trade agreement that the EU has ever reached based on zero tariffs and zero quotas. Across sectors and regions, it is a good deal that will protect jobs and investment.
The assessment conducted by the Treasury in 2018 concluded that there would be significant regional variation in the impact of any Brexit deal. We are certainly seeing that, with fishing fleets grounded, manufacturers hit with extra costs, and the Department for International Trade apparently advising businesses to move parts of their operation to the EU to avoid problems. It is clear that there will be a significant regional impact. Does the Chancellor agree that he needs to redress that regional damage from the Brexit deal? Alternatively, does he agree with the new Business Secretary’s comments in “Britannia Unchained” that regional division is an “irrelevant” debate?
No one can doubt the Government’s commitment to uniting and levelling up across our United Kingdom, with an unprecedented infrastructure investment programme. Notably in the spending review, we announced something called the levelling-up fund, which will fund the infrastructure of everyday life in communities up and down the country, on top of our once-in-a-generation increase in infrastructure investment in road, rail and broadband that will benefit equally all parts of our United Kingdom.

Commons ChamberI am not making the point that every single person can access every single scheme that the Government have put in place. That is not what I am saying; everyone will have different circumstances. What I am saying is that across the suite there is a range of support—a sum total of £280 billion-worth—designed to protect businesses, the employed, the self-employed and public services. Indeed, councils have been given large amounts of funding—billions of pounds—to help those in their communities who need it most, and they are well placed to make those decisions.
In the summer, one of my constituents opened a new bar in a previously thriving area, but she shut it on 23 October as we went into tier 3. She paid her workers for that week, but she could not get furlough support until 1 November because, as hers was a new business, her staff were not eligible for registration with the previous scheme. She is just one of many who the Chancellor will know have fallen through the gaps in his support schemes. Will he recognise the problem, act to close the loopholes and provide the support that is needed, particularly in the hospitality sector and its supply chain?
The hon. Gentleman mentioned support for the hospitality sector and bars; he will of course know that support has been provided through initiatives such as the business rates holiday, which I am sure his constituent benefited from for this entire year up until the point she was struggling, as well as the cash grants for businesses earlier in the crisis, the VAT discount, eat out to help out and the further support provided to local authorities to support the supply chain. There is a significant amount of resource to help businesses like that of the hon. Gentleman’s constituent, which I know have had an extremely difficult time.

Commons ChamberWe have listened to the sector’s concerns. The Government will provide an additional £240 million for winter pressures next year, as well as a further £410 million to address pressures in social care.
I recently met local carers, whose unpaid work for loved ones takes enormous pressures off budgets, but inadequate funding for adult social care is putting additional strains on them. Some gain support from local councils and others from local groups such as Sheffield Carers Centre, but most are invisible. What support is the Department providing to local authorities to identify carers so that they can get the help that they need?
The hon. Gentleman is absolutely right to highlight the valuable work that those carers do in our society, and that should be recognised. It is for individual local authorities to decide how best to support carers in their areas. As the Secretary of State previously said, £650 million of incremental funding for social care was announced in the Budget. That funding could be used to provide support in the way the hon. Gentleman suggests.
