Commons ChamberI was not aware of that. I am grateful to have been informed and I am not at all surprised. As I said, in Sheffield Hallam, where there is only 4% under-registration, we begin to see the real nature of what lies behind the Bill.
I must disagree with the hon. Member for Epping Forest (Mrs Laing)—this is not just about those who are eligible to vote. Significant numbers of people who are not eligible to vote still need the support of their Member of Parliament. That should be taken account of when determining constituency size because we are there to provide a voice for all those in our constituency.
I accept that point entirely. On the calculation of unregistered households in my constituency, I estimate that there are about 25,000 people who are eligible to vote but who would not be counted into the constituency on the basis of a strict redefinition of boundaries by the electoral register.
