My hon. Friend has confirmed that concern about the decision crosses the Floor of the House, and it is a matter for all Yorkshire Members. I repeat what I said at the beginning of business questions: this was an independent review, conducted at arm’s length from Ministers and endorsed by the Royal College of Surgeons and by charities with an interest in this field. I cannot promise an early debate in Government time, but I say to my hon. Friend and others who have intervened that I recognise their concern, and I hope that in some way it might be possible to raise these issues on the Floor of the House, given the depth of that concern.

Within minutes of the decision to close the Leeds children’s heart surgery unit being announced, I was contacted by a constituent who has depended on the service provided. As is becoming clear, this issue not only affects the whole region, but unites the whole House, so will the Leader of the House consider again the need for a ministerial statement?

As I said a moment ago, my right hon. Friend the Secretary of State for Health was at the Dispatch Box yesterday dealing with NHS matters, although I appreciate that that might have been before the decision was announced. I cannot promise an early statement from my right hon. Friend, but I will leave him in no doubt about the depth of feeling on the issue on both sides of the House when we next meet.

The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), is seized of this problem and is in touch with the Maldives President to see whether we can resolve the impasse. The high commission in Colombo is also engaged. We want to help the Maldives to make progress towards democratic reform in the direction that my hon. Friend the Member for Salisbury (John Glen) outlines.

May I press the case for a statement from the Business Secretary on higher education policy, to end the uncertainty that has been created by the Government’s chaotic way of developing their policy, which is causing enormous damage to our universities?

I reject the hon. Gentleman’s accusation of confusion. There will be an opportunity to cross-question my right hon. Friend the Secretary of State for Business, Innovation and Skills the next time his Department answers questions. Our proposals for education reform that have gone through the House have been broadly welcomed.

I understand my hon. Friend’s concern. Funding for child and adolescent mental health services for local authorities has been maintained and is included within funding provided for ongoing personal social services. That funding is due to rise in line with inflation through to 2014-15, but it is for commissioners at a local level to decide how best to spend the money.

May we have a debate on the Department for Transport’s policy of installing station barriers even when they block pedestrian access to established routes for non-rail users? Such is the situation in Sheffield. The previous Government made a commitment that no barriers would be installed until alternative access routes were provided, but the current Government have changed their mind, apparently.

The hon. Gentleman raises an important issue. I will raise it with my right hon. Friend the Secretary of State for Transport and ask him to write to him.

I am sure, Mr Speaker, that it would be invidious to discuss the attendance record of any individual Member. It does worry me, I have to say, if some Members have problems reconciling the competing pressures of writing books and making well-paid speeches with their duties in this House. However, I hope that in the context of the present economic situation, those with particular experience of, say, ending boom and bust will feel able to contribute to our debates.

5. What recent discussions he has had on the adequacy of the provisions in Standing Orders for debates on the Floor of the House on instruments subject to affirmative resolution.

Standing Order No. 118 provides that an instrument subject to affirmative resolution shall not be referred to a Delegated Legislation Committee if a Minister has given notice of a motion to that effect. I believe that this is adequate to ensure that an instrument can be debated on the Floor of the House when there is agreement to do so.

I thank the Deputy Leader of the House for his answer. Does he agree, however, that we will putting the cart before the horse if we debate the statutory instrument on university funding before the publication of the Government’s White Paper on higher education, simply to alleviate the discomfort of Liberal Democrat MPs?

That puts me in some difficulty, because I understood that the Opposition had tabled a motion on this very subject for next week, before the White Paper is published, so Opposition Front Benchers obviously do not agree with the hon. Gentleman.

I am grateful to my hon. Friend for raising that. It is important that surveillance powers are used proportionately and for the purposes for which they were designed. The Government are committed to reviewing counter-terrorism and security powers, and later in the Session there will be a so-called freedom Bill, which will provide a proper opportunity to examine how local authorities are using those powers and, if necessary, curtail them.

I am sure the whole House will share my concern about the plans of the Rev. Terry Jones of the Dove World outreach centre in Florida to organise a public burning of the Koran on Saturday. Might we expect a Government statement along the lines of that of the US Government, condemning that action?

I have to say to the hon. Gentleman that there was sometimes confusion between Ministers when they all came from the same party. On the serious issue that he raises, I understand that it was touched on during BIS questions, but I will ask the Secretary of State for Business, Innovation and Skills to write to him, dealing with the specific question that he asks about the agency workers directive.

Given the contradictory answers given to me and to the shadow Secretary of State for Business, Innovation and Skills by the Secretary of State, I wonder whether we could have a debate on the loan facility for Sheffield Forgemasters, given that it is not only of importance to Sheffield but of strategic national importance for manufacturing.

That sounds an excellent candidate for an Adjournment debate, and I hope that the hon. Gentleman is successful in the ballot.
