I am delighted to rise to speak in this debate this evening. In fact, there is nowhere else I would rather be on a beautiful July evening than here, and no issue that I would rather discuss than the Union yet again. It is an issue that is close to my heart, and close to the hearts of my constituents, 60.4% of whom voted to remain in the UK in 2014, and 67.6% of whom voted for Unionist parties in last year’s general election. Despite what SNP Members say, what I hear regularly from my constituents, and expect to hear many times again this summer as I traverse my beautiful constituency of West Aberdeenshire and Kincardine—details are on my website—is that they have little appetite left for referendums, whether on Scotland’s place in the Union or on Britain’s place in Europe. A recent poll by the Daily Record has found that fewer than half of Scots agree with Nicola Sturgeon when she says that

“independence is back on the table”

after Brexit. What the overwhelming majority of my constituents—and, I believe, the public at large—want from us is to get on with the job of governing in the national interest for all of Britain’s people, and that is what we in the Conservative and Unionist party are doing.

As I was looking for inspiration for this speech today, I stumbled on these words:

“This morning we have renewed our joint commitment under the Edinburgh agreement to work constructively and positively to implement the will of the people. That work starts immediately.”

Those are the words that Alex Salmond did not say on the morning of 19 September. They are taken from the speech that he had prepared to use if Scotland had voted yes in 2014. It is a pity that he was not so keen to renew that commitment to implement the will of the people following the actual result. Unlike the SNP, the Conservative party kept to the spirit of the agreement, respected the result and delivered everything it had promised through the Smith commission to build a strong Scotland with a powerful voice inside a United Kingdom of which every Member in this House should be proud.

But Ruth Davidson promised that if Scotland voted no it would get to stay in the European Union. How come that has changed?

I think the hon. Gentleman for that intervention, but of course she did no such thing. The people of Scotland went into the referendum in September 2014 in the full knowledge that a referendum on our membership of the European Union was coming down the tracks. It had been promised in January 2013, a full year and nine months before the September 2014 referendum.

It seems hard to believe it now, but when the Scottish Parliament and the Welsh Assembly were created in the 1990s, the goal was to strengthen the Union. Lord Robertson of Port Ellen might not have got it exactly right when he declared in 1997 that devolution would “kill nationalism stone dead”. I will admit that the temptation on our side, and probably elsewhere, to say “we told you so” is sometimes rather strong, as the only thing that it seems to have killed is the Scottish Labour party and the Scottish Liberal Democrats.

We are the party that respects the 2014 referendum result and the 2016 referendum result, so we are the only party that respects the original aim of the devolution process: to bring politics and decision making closer to Scottish communities and to make our politics more representative and responsive. Unfortunately, between the incompetence of the two Labour-Lib Dem Administrations and the deliberate actions of the now three SNP Administrations, Scotland has suffered only centralisation, power hoarding in Edinburgh and central belt bias in decision making, with Aberdeenshire and the north-east—forever Scotland’s cash cow—taxed more than any other part of the country and forever being short-changed.

Reading The Press and Journal this morning, I noticed that Aberdeenshire Council was being forced to double the cost of renting town hall premises in Stonehaven and Banchory due to a cut in grant funding from the Scottish Government. We should never forget that it was the SNP Government’s obsession with centralisation that led, disastrously, and despite many warnings, to the deeply flawed reorganisation of police services in Scotland, for which they found themselves liable for £35 million a year in VAT—a situation that was resolved only by the election to this House of 12 additional Scottish Conservatives.

It is a pleasure to reply to this debate, in what is my last act as a Wales Minister before I move on to the Ministry of Defence. I should like to take this opportunity to say what a great pleasure it has been to work with the Wales Office, and I want to pay tribute to the team, who have supported me brilliantly, and to the work that we have done with Members across the House and in Wales. I also want to pay tribute to the hon. Member for Leigh (Jo Platt). I know that this is her first time at the Dispatch Box. It is always nerve-racking, and I would like to say that it gets easier, but it does not.

This has been an important debate. Like many other people here today, I am a proud Unionist. I grew up in Anglesey, and I spent the first few years of my life in Llanfairpwllgwyngyllgogerychwyrndrobwllllantysilio gogogoch. I can see Hansard looking worried! My father and all his family come from Scotland—I have to confess that my great-grandfather was a proud trade unionist and acted in the Labour party—and my mother is from England, so I have seen the benefits of our great Union of Great Britain.

We have heard a range of interesting views today. As the Prime Minister has said, as we leave the EU and in the years ahead, we will strengthen the bonds that unite us. The people of the United Kingdom voted to leave the European Union, but we are not leaving Europe. We want a deep and special partnership with the EU. We will secure a deal that works for all parts of the United Kingdom and, at this momentous time, it is more important than ever that we face the future together, united by what makes us strong: the bonds that bring us together and our shared interest in the UK being an open, successful trading nation. It is imperative that, as the United Kingdom leaves the EU, all the Administrations of the UK benefit from a unified approach wherever possible. That is possible only through the strength of our relationships.

Our regular work with the devolved Administrations includes formal meetings of the Joint Ministerial Committee and ministerial forums, as well as programmes of work at official level. Alongside regular bilateral discussions, the Joint Ministerial Committee on EU negotiations provides a forum in which the UK Government and the devolved Administrations can discuss the progress of the negotiations and the domestic issues arising from EU exit. Of course, we recognise that engagement cannot remain static and has to evolve with our requirements.

As has rightly been highlighted today, respect for devolution is key to the constitutional integrity of the Union. The UK Government are resolute in their commitment to the devolution settlements. Devolution is about working together to deliver for the whole UK, and we remain committed to giving the different nations of the UK the space they need to pursue different domestic policies while protecting and preserving the benefits of being part of a wider United Kingdom.

If all this is so important, and if respecting devolution is so important, can the Minister explain why, for the first time in history, this House and this Government have chosen to override the will of the Scottish Parliament by passing the EU (Withdrawal) Bill without a legislative consent memorandum?

The hon. Gentleman will know full well that this Government engaged massively with both the Welsh Government and the Scottish Government, and we went a long way in listening to the views that were represented by both Governments. The Welsh Government, thankfully, recognise that the UK Government have come a long way and have produced a measure that is acceptable. It is a shame that the Scottish Government want to play politics.

A number of important elements of our Union have been discussed today, and I thank the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Norwich North (Chloe Smith) for highlighting in her opening speech the role of the armed forces in the Union. I take this opportunity to do the same, and it is clear that in my new position at the Ministry of Defence I will see, on a daily basis, the armed forces’ important contribution to ensuring the security of everyone in the UK.

As my hon. Friend also said, it is not just in defence that the Union has value. Our health services work together under the banner of the NHS—a banner that has turned 70 this year—meaning that whether a person is in England, Scotland, Wales or Northern Ireland, they can walk into a hospital anywhere and be treated with the care and dedication for which the service is known.

I will now address some of the points that have been raised today. The hon. Member for Kirkcaldy and Cowdenbeath (Lesley Laird), who led for the Opposition, talked about youth unemployment. Well, I am proud that under this Government youth unemployment has come down 40% from the high level we inherited from her Government, and that employment in this country is at its highest level since the 1970s.

My hon. Friend the Member for North Herefordshire (Bill Wiggin) spoke up for his constituency. The thorny issue of potholes always seems to come up in politics, and I am glad he was able to raise it in this debate somehow. I hope his relationship with his local newspaper editor will improve as time goes by.

The hon. Member for Edinburgh East (Tommy Sheppard) said that he did not want to go into the detail of the independence referendum, and I wonder why. He gave us a long history, which was very interesting indeed, but he skirted over the issues that did not suit his own argument. On the issue of intergovernmental relations, the Government recognise that we need to review the structures and ensure they are fit for purpose, which is why my right hon. Friend the Prime Minister led the discussions at the JMC in March at which all Ministers agreed that officials will look at the arrangement and will involve the devolved Administrations as we pursue that future working relationship.

My hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) was right to talk about the Northern Ireland Assembly and about the abolition of tolls on the Severn bridge. Many people cross our borders every day to go to work. I saw an interesting statistic the other day that, in the Wrexham authority, 40% of people who work actually go to work across the border, which shows how important the Union is to people who go to work every day.

The hon. Member for Edinburgh South (Ian Murray) was very critical of the Chequers agreement. I see the Chequers agreement as a pragmatic and sensible plan for our leaving the European Union. He also talked about the national health service, and I am proud this Government have committed to putting an extra £20 billion into it.

My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) talked about the city deals. He rightly said that £1 billion has gone to Scotland so far through those deals, and more will be on its way. We are devolving more powers to many parts of England and Wales through similar deals.

The hon. Member for Perth and North Perthshire (Pete Wishart) talked about heckling, which seems a bit rich, as he certainly likes to heckle a bit. He was very doom and gloom about Brexit, painting a dark picture. I think I will just repeat some of his words back to him. At business questions last week, he said:

“There might be the occasional rhetorical flourish, an over-emphasis here and there perhaps, or even a bit of exaggeration”.—[Official Report, 19 July 2018; Vol. 645, c. 600.]

I will leave it there.

My hon. Friend the Member for Ayr, Carrick and Cumnock (Bill Grant) talked about his partnership with his wife for 40-plus years, so I congratulate him on that. He was right to point out that there is no such thing as a power grab here, as we will be giving more powers and those powers will be transferring to the Scottish Government. That is exactly why, as he pointed out, they have had to appoint more Ministers to cope with it. There were so many other speakers that I cannot go through them all, but my hon. Friend the Member for Moray (Douglas Ross) was right to talk about the importance of the investment in defence. I am sure I will be dealing with him a lot more in the coming months in my new role, and perhaps he will answer the phone a bit quicker to me now than he did when I was his Whip.

I absolutely agree with my right hon. Friend. Frictionless trade is a good thing, and the corridor that TradeMark East Africa has provided has cut border times dramatically, as well as cutting corruption. We are funding the second leg of that trade corridor, and it has done amazing work for the region’s prosperity.

If we are to promote trade, we need to be able to promote travel. However, the Scotland Malawi Partnership and others have received a litany of complaints from people who want to come to the United Kingdom and sell their goods from east Africa, but have been denied visas by the Home Office. Will the Secretary of State meet representatives of the Home Office as a matter of urgency to ensure that they sort out the mess of the east African visa system?

I have frequent dialogues with colleagues throughout the Government. As the hon. Gentleman will know, 70 of my staff are embedded in the Department for International Trade to deal with these issues, particularly in respect of developing nations, but if he knows of any specific cases and will pass them on to me, I shall be happy to look at them.

I welcome my hon. Friend’s enthusiasm for National Democracy Week and for the National Citizen Service. Funding is available for the devolved Administrations to deliver the NCS, although the decision is a matter for them. As a proud Unionist like him, I would like to see young people across the United Kingdom benefiting from it.

I am just wondering how the Government can, with a straight face, celebrate something called National Democracy Week when they are completely undermining democracy in this country by passing laws without the consent of the Scottish Parliament, ripping up the Sewel convention and fundamentally undermining devolution.

This Government believe fundamentally in the treatment that our House of Commons has given to the European Union (Withdrawal) Act 2018, which will now serve our country, in leaving the European Union, with certainty for businesses and citizens.

What I have done is explain the constitutional settlement in the United Kingdom fully to the Prime Minister, which she was already aware of. I know that the hon. and learned Member for Edinburgh South West (Joanna Cherry) does not like the existing constitutional settlement and wants to see another one, but the current settlement, the arrangements within it and the Sewel convention are quite clear.

This is the Secretary of State who vowed to make Holyrood

“one of the most powerful devolved Parliaments”

in the history of the known universe, so why is he prepared to see this Westminster Parliament override the ruling of the Holyrood Parliament, which has withheld its consent? How does that square with his vow to respect and empower Holyrood?

I am not going to take any lectures on devolution from the SNP. Only today, Nicola Sturgeon has written, ahead of the SNP conference, that this weekend

“marks the start of a new chapter in Scotland’s road to independence”.

That does not sound very much like standing up for devolution to me.

Constitutionally, nationalist politicians are quite entitled to pursue their political objectives. The Government’s responsibility is to ensure that Scottish businesses and Scottish consumers are protected and that they do not risk extra burdens or higher prices as a result of obstruction in the UK internal market.

Last night, four out of five parties in the Scottish Parliament voted by an overwhelming majority to withhold legislative consent for the EU withdrawal Bill. How would this Government, in ignoring the decision of the democratically Scottish Parliament, preserve the integrity of the United Kingdom?

I have been very heartened by the degree of cross-party support in the Welsh Assembly and in the House of Lords for the sensible compromise that the Government have put on the table. As I have said repeatedly to Scottish Ministers, my door remains open to consider any practical proposal they want to bring forward, even at this stage, but I would urge the Scottish Government to think again.

I am grateful to my right hon. Friend for that question, because he rightly focuses on the practical benefits and the outcomes. I believe that so long as we are focusing on an environment in which business can continue to invest, employ and represent communities in the way we have negotiated with the Welsh Government, that will put us in the strongest position to get the best benefits for every part of the UK.

I am sure that, in the interests of co-operation, the Government would not want to do anything that undermines the devolution settlement. Do they not recognise that the Conservatives are isolated in the Scottish Parliament, where there is a cross-party consensus that the EU withdrawal Bill is not fit for purpose? Will the Secretary of State therefore ensure that the House of Lords is not asked to consider the European Union (Withdrawal) Bill on Third Reading until all the devolved Assemblies have had a chance to pass a legislative consent motion?

As my right hon. Friend the Member for Clwyd West (Mr Jones) highlighted, so long as we focus on outcomes—and the Scottish Government focus on outcomes and delivering for Scottish businesses—I am confident we can reach an agreement. The Welsh Government clearly would not undermine the devolution settlement as far as Wales is concerned, and I hope the Scottish Government will see the merits of the certainty and security that we can offer Scottish industry and Scottish business with this agreement.

I absolutely agree. I was certainly very disappointed that the Scottish Government, despite sharing the same concerns as the Welsh Government, decided not to agree with this approach. We will of course continue to have a constructive dialogue with the Scottish Government, and I want to put it on the record that Mike Russell, the Scottish Minister, has put a lot of personal effort and commitment into getting this over the line, and I still hope that his Government will join him in reaching that agreement in the coming weeks.

In the interests of facilitating negotiations, will the Secretary of State confirm whether the Lords will be asked to agree to the European Union (Withdrawal) Bill on Third Reading before the Scottish Parliament has had time to consider a legislative consent memorandum?

The House need take it not from me, but can take it from Bill and Melinda Gates, that this nation has played a huge role. The British public should be immensely proud of the efforts that have been made to combat malaria. It is still a huge problem, particularly in Commonwealth countries, and we are determined to eradicate it.

9. Tackling climate change is crucial to meeting the SDGs, and we discussed that with the President of Malawi when he visited Parliament yesterday. Is the Secretary of State aware of the letter published by more than 170 faith leaders of a range of religions from across the Commonwealth calling on CHOGM leaders to turn words into action? What leadership is the UK Government showing in achieving the Paris agreement goal of keeping climate change emissions below 1.5° C?

The Prime Minister of Jamaica referred yesterday to climate change as an existential threat, and he was absolutely right to do so. Prior to CHOGM, we had been working with our Commonwealth partners to work up concrete proposals and commitments, and we have had many meetings this week, including one particularly focused on small island states, which are disproportionately affected by this issue.

I want to finish this debate by thanking each and every Member who has contributed. I want to thank the right hon. Member for Sutton Coldfield (Mr Mitchell), who has made a special effort to come for the end of the debate; I have always appreciated his friendship in this matter. I want to thank all those Members who wrote to you, Mr Speaker, in support of the debate. What we do in this House, we do best when we do it together. I want to thank the Prime Minister. I may disagree with her on many issues, but today I have admired her fortitude.

Most of all, I want to thank Syrians—Syrians in the UK and Syrians elsewhere in the world who have shared with me their experience and told me what they have been through. It is they and they alone we should listen to most carefully. I want to thank my right hon. Friend the Leader of the Opposition, too. He heard my message that we ought to focus on Syrians. The Father of the House described me as elegant if idealistic. That is a badge I am proud to wear. [Hon. Members: “Which one?”] Both.

The Leader of the Opposition describes neither of the primary forces in Syria in very glowing terms. Perhaps it is idealistic to think that the primary forces for Syria are Syrian civilians, but that, I am afraid, is what I think. It is them we ought to listen to. I am glad that the Prime Minister heard what we all have to say. I remain deeply uncertain about her strategy, and I am sure, not taking for granted the views of my colleagues, that the all-party parliamentary group on friends of Syria will want to write to her.

I will finish where I began, with the words of Jo Cox. She said:

“British policy on Syria has wandered aimlessly, a deadly mix of timidity and confusion. The lack of a coherent response, not just by Britain but by the wider international community, has allowed the situation in Syria to fester”.

It must end.

I know this has been said by others, but it is worth repeating that Russia is a great country, and its people have contributed so much to the international community and to broader human civilisation. I think about the close connections historically with the United Kingdom, such as those between Peter the Great and the dockyards at Chatham, but also about those with Scotland—about the educators of Peter the Great and Catherine the Great, and about educators and authors such as Lermontov, who had Scottish ancestry.

The first victims of what has happened in Russia are the Russian people themselves. The appalling inequality and poverty we have seen over the years have had a devastating impact on those people and are a direct consequence of the actions of the Russian Government. We look at the mothers of Russia who stick up for the rights of the young men and women who have served in the Russian armed forces, as well as at human rights activists, Opposition politicians and journalists. Russia is one of the most dangerous places in the world to be a journalist, a human rights activist or an Opposition politician.

As the hon. Members for Dudley South (Mike Wood) and for Isle of Wight (Mr Seely) and others have rightly pointed out, the behaviour we have seen from Russia in recent times is part of a pattern. In Georgia, we saw the conflicts in South Ossetia and Abkhazia over 20 years ago, and we have seen very similar patterns in Ukraine recently. In Chechnya, we have seen disappearances, and Grozny is one of the most bombed cities in the whole of Europe. We have seen there what President Putin is capable of doing to those who sit under his jurisdiction and to his own people, and that is something we should reflect on—they are the first victims.

However, today’s debate is on national security, and one issue I hope the Foreign Secretary will pick up on in his remarks is the high north strategy. [Interruption.] It is very important to the Foreign Office, as the Foreign Secretary is clearly intimating. However, the high north strategy opens up security challenges as well as opportunities. With the busyness of the northern sea routes, we see trading opportunities but also challenges, as has been demonstrated in the Moray firth and elsewhere, and we have had Russian aircraft carriers just off the coast of Scotland, with a 24-hour response time from the Navy. The high north strategy is increasingly important to our European partners, but it must also become increasingly important to the United Kingdom Government. We should be further developing close links with our partners in the Baltic states as well.

Talking of which, it is noticeable that, in recent times, Russia’s neighbours, the Baltic states, have looked towards their relationship with the United Kingdom and others. We have seen planes scrambled from Lossiemouth, but we have also seen the important role that Leuchars in my constituency played for many, many years. I see the hon. Member for Moray (Douglas Ross), and I hope he does not mind me referencing his constituency in that regard.

The hon. Member for Isle of Wight was right to point to the western Balkans and to some of Russia’s recent actions there. I hope that the Foreign Secretary will also refer to the commitment to the security of the western Balkans in his summing up, because it should be important to us all.

Do the complex challenges that my hon. Friend is laying out, and the different, complex responses that are needed, not show even more the folly of the blunt instrument of investing all this money in Trident, which is increasingly irrelevant in responding to those challenges?
