Commons ChamberThe Transport Secretary’s statement is hugely welcome. Bringing privately owned train operating companies into public ownership as well as setting up GBR will inevitably add to her Department’s workload, so what preparations is she making to manage that additional workload?
I am grateful that my hon. Friend is concerned about my work-life balance—so am I. We are staffing up the operator of last resort, as it is currently known—we will shortly change its name, as it will no longer be the operator of last resort—and the Department has significantly increased its capability. Under the previous Administration, no one in government took responsibility for the running of the railways. We are taking a very deliberately different approach and, as passengers-in-chief, we will ensure that both the operator of last resort and the Department are sufficiently staffed up to manage the quick and successful transition of franchises into public ownership.

Commons ChamberI draw attention to my membership of the GMB. I support this landmark employment Bill, the biggest expansion of workers’ rights for a generation. Today we see the difference that a Labour Government can make for people up and down the country.
Although I support all aspects of the Bill, I will focus specifically on the transport sector. During and following the covid pandemic, transport workers faced the short end of the stick of poor employment practice. I welcome the end of fire and rehire. That unfair practice was used as a sledgehammer against workers, particularly during the pandemic, by companies such as British Airways, which tried it on more than 35,000 staff members, including many of my constituents in Hounslow. BA staff who had worked for decades faced the prospect of being sacked and rehired on poorer pay and weaker terms and conditions.
After huge pressure from trade unions, Labour MPs and the Transport Committee, BA dropped its plans, but other firms such as P&O have also exploited the weakness in UK employment law that the Bill is intended to address. Those practices are still happening, as my hon. Friend the Member for Montgomeryshire and Glyndŵr (Steve Witherden) highlighted in his intervention on the Deputy Prime Minister. When workers were facing fire and rehire, Labour was clear that a Labour Government would ban that practice, and I am pleased the Government are doing that. I welcome clause 22.
On minimum service levels, the Bill will also repeal and scrap the previous Government’s Strikes (Minimum Service Levels) Act 2023—a farcical bit of legislation designed to limit strike action. In Committee, when I pushed the rail operators on the proposed legislation, it was clear that they had not sought it and they appeared to have no plans to use it. The fact that so few rail operators chose to use the powers once they were enacted showed that the companies themselves doubted their value and use.
This Bill also brings in much-needed modernisation of our maritime laws. In the last Parliament, the then Chairs of the Transport Committee and the Business and Trade Committee—one Conservative, one Labour—jointly wrote to the then Government about the need to update our laws to protect maritime workers. I welcome the Bill’s closure of the loophole whereby ships registered overseas previously did not have to inform the UK Government of collective redundancies, and the fact that this Government have committed to further strengthen workers’ rights at sea.

Commons ChamberI am grateful for the hon. Member’s point. There is no doubt a huge amount of skills in his constituency and it is absolutely right that he is coming here to represent them today. I have spoken about the Faraday battery challenge, which is about using new technology to ensure that we are producing the best batteries with the longest lifecycle. Forgive me; he is absolutely right: I should have mentioned the national electrification skills framework. That project is being continued by the Faraday battery challenge. It looks at the skills needed today, tomorrow and even further going down the line to ensure that these jobs and opportunities are spread across the UK. If he would allow, I am more than happy to write to him and to make sure, if it does not already, that that part of the Faraday challenge covers his region, too.
As well as a viable automotive industry, the UK badly needs adequate road infrastructure to drive electric vehicles on. Do the Government recognise that demand for private and commercial electric vehicles is stalling in the UK because there is insufficient charging infrastructure, which makes buyers reluctant to make the move? Will the Minister raise that with Transport colleagues and commit to Labour’s policy of implementing mandated regional targets to ensure that all parts of the country get the charging infrastructure they so badly need?
As I mentioned earlier, I went with a delegation of car firms over to the Department for Transport, and I can see a Minister from that Department, my hon. Friend the Member for North West Durham (Mr Holden) on the Front Bench. As I mentioned, it included Bentley, BMW, Ford, Jaguar Land Rover—I have to read them all out; they will complain if I miss them off—McLaren, Nissan, Stellantis, Tesla, Toyota, Volkswagen and Aston Martin. I think that is everybody. Infrastructure is absolutely key, and we are doing everything we can to put pressure on the Department for Transport as it works with its stakeholders to make sure that the roll-out of charging points, including fast charging points, is kept up to speed to make sure that buying an electric vehicle is as attractive as it can be.

The tail end of that question was answered by the Prime Minister when he gave his statement just last week. On the question about Brazil, at COP27 we committed to £90 million to the Congo basin, a part of the £1.5 billion put in place to invest in the world’s forests. I am not sure if I already made the point that the UK is playing a leading role in developing the Indonesia just energy transition partnership, which was announced at the G20 leaders’ summit in Bali and will mobilise £20 billion in the next three to five years. We should take a moment to recognise that the negotiations on Sunday morning will help a number of those countries that do not do as well as us and ensure that they have the support they need.
The Minister says that the Government want to address the energy crisis soon and roll out renewable energy, so will they recommit to onshore wind and solar power development, as supported by a significant majority of the population, including Conservative voters and the last Prime Minister?
Our focus is offshore wind and nuclear because we see them as the best way of ensuring cheaper, cleaner and more secure power. As for onshore wind, I believe that there is a commitment to a consultation to see which communities in England want to host new onshore wind infrastructure. Fundamentally, we are focused on offshore and nuclear.

In response to the question from the hon. Member for Banff and Buchan (David Duguid), the Secretary of State committed the Government, on Heathrow expansion, to support regional links. Will he confirm where he expects that support to come from—the Government, local authorities or, in Scotland’s case, the Scottish Government?
