We have just had questions to Department of Energy and Climate Change Ministers, where I understand these issues may have been raised. My hon. Friend will know that the subsidy to the wind farms is being reduced. I will pass on to my right hon. Friend the Chancellor of the Exchequer the points that he has raised, which may be relevant to his Budget statement.

Could the Leader of the House find time for a debate on reforming our rotten system for European elections? On three occasions, it has left my constituents, who voted on a closed party list, with an MEP who switched parties halfway through a Parliament and was still allowed to retain the seat—that is a disgraceful situation.

I hate to disappoint my hon. Friend, but I cannot promise an early debate on the electoral system for the European Parliament. Speaking from memory, I believe that once we had opted out of the old system, whereby we had MEPs for seven or eight constituencies, into the new one, there was no going back. The issue that he has raised is one more for party management than for the House of Commons.

I very much look forward to meeting the campaigners and to receiving the petition with the hon. Gentleman. Of course, I am a strong supporter of new music on the radio; that is why I campaigned so vigorously in opposition to save Radio 6 Music.

T6. Many constituents have contacted me with their concerns about the increase in spending on the Olympics opening ceremony. Will the Minister take this chance just to explain the extra value that we will receive for that money?

With pleasure. We expect that 4 billion of the world’s 7 billion people will watch the opening ceremony, which will be the biggest single opportunity in our lifetime to showcase this country, its history, its culture and its tourism to the whole world. I want it to be of great benefit in places such as the Peak district and my hon. Friend’s constituency, and that is why I went to the east midlands and had a very positive session with the local tourism industry on how it can harness the amazing opportunities that we will have next year.

My hon. Friend is right. Our petrol prices have begun to come down over recent weeks, and we all hope that that initiative can be sustained. The coalition Government have taken action to help. As he knows, average pump prices are approximately 6p a litre lower than they would have been if we had continued with the previous Government’s escalator.

Will the Leader of the House find time for a debate on the importance of the food and drink manufacturing sector to the UK economy, which would enable Members to explain the importance of the sector locally and allow me personally to trumpet the quality and value for money of Thorntons products?

If my hon. Friend is ingenious, he might be able to get into the debate on the Finance Bill next Monday or Tuesday to draw attention to the importance of the food and drink sector to the national economy. Alternatively, he could put in for an Adjournment debate on our last day, which, if the Backbench Business Committee so decides, would give him more time to amplify his point.

In a nutshell, Front-Bench business is the Government’s programme of legislation. There was a statement about Greece on Monday, and I know my right hon. Friend the Prime Minister will want to keep the House in the picture on what happens at the European Council. The question of the House having a debate before European Council meetings is, as the hon. Lady knows, a matter for the Backbench Business Committee.

This morning, the Secretary of State for Transport announced that he was looking into the impact of the European Union procurement regulations and how France and Germany manage to procure their trains from their own domestic manufacturers, yet we seem to be unable to do so. Given the great interest that there will be in such a review, may we have a statement or a debate so that the Secretary of State can hear the full views of the House on this controversial issue?

I understand the concern that is felt on both sides of the House about the procurement process for rolling stock and engines. I wonder whether the best way to proceed might be to have a debate on the final day before the recess, if the Backbench Business Committee decides to have a series of Adjournment debates, or for a Member to apply for an Adjournment debate in the Chamber or Westminster Hall.

Questions to my right hon. Friend the Business Secretary will take place on 14 July, but in the meantime I will draw my right hon. Friend’s attention to the hon. Gentleman’s question and ask him to reply to it.

Will the Leader of the House find time for a statement by the Secretary of State for Transport explaining this morning’s decision to award the contract for Thameslink trains to Siemens, which will manufacture them in Germany, rather than to Bombardier, which would have manufactured them in Derby? I think that the whole House would like to understand how we reached the position of having to export those jobs to Germany.

I believe I am right in saying that my right hon. Friend the Secretary of State for Transport issued a written ministerial statement today on two subjects, one of which was the award of that contract. Next Thursday, when my right hon. Friend responds to oral questions at the Dispatch Box, my hon. Friend will have an opportunity to press him, or more likely her—the Minister of State, Department for Transport, my right hon. Friend the Member for Chipping Barnet (Mrs Villiers)—on the reasons for a particular decision to award the contract to a particular company.
