Commons ChamberThank you, Mr Deputy Speaker, for calling me to speak on such an important Bill. I feel proud and privileged to be speaking here this morning and supporting the Bill.
I thank the hon. Member for Mid Derbyshire (Mrs Latham) for her tireless work in taking this Bill through Parliament. Her passion was evident in her powerful speech this morning. She has been tireless in her fight and deserves praise from all of us. I also want to register my thanks to the right hon. Member for Bromsgrove (Sajid Javid), who is no longer in his place, who began this journey for us before his return to the Cabinet. Indeed, I thank all fellow sponsors of this Bill, and all Members here supporting this important legislation.
Child marriage is not a thing of the past, but it should be. It is something that harms everyone—boys and girls, parents and children. It makes young girls into a commodity to be bought and sold. They are made to be women long before they are anything but children.
Marriage at 16 is a hangover from a different age, and it is right that we now step forward to close this loophole. We do so because it is the right thing to do. We do so because not to act risks consigning thousands more girls to abuse and controlling marriages, and because to act will empower thousands each year to seek education and employment for their own and indeed everyone’s good. The single biggest step that we could take today to invigorate the economy around the world is the economic empowerment of women.
Child marriage is outlawed in many countries around the world. It shames us that we lend some tacit approval to its continuation by allowing marriage at 16 here. We can lead by example, and live up to what we say abroad. We can slap down charges of hypocrisy by acting for ourselves and reaffirming our commitment to childhood.
Child marriage is often just another form of coercive control and abuse. Sadly, too often it is perpetrated by parents and siblings to force young women and girls into outdated behaviour owing to a misplaced and frankly heinous sense of so-called honour. The horrific murder of Banaz Mahmod in 2006, and the testimony of those who actually cared about her, including her sister Payzee Mahmod, show that honour and love have nothing to do with so-called honour killings and child marriage.
As a member of Ealing Council, I was proud to support the organisation Southall Black Sisters by providing their first official funding, because the work that they do matters. Sadly, that work is as necessary now as it was then. Not all child marriage is about abuse, and I know that some end in happy marriage, but that choice should be made by an adult for themselves, not forced on a child.
I must now share my personal family experience. My own mother, the late Ram Piary Sharma, married young, at only 14, and had her first child shortly after her 17th birthday. She had already brought one life into the world, and she was still a girl—a child. She was bright, intelligent, interested and driven, but poorly educated. Education was something that she insisted on delivering for her own daughters when life had denied it to her. She took the extraordinary step of starting a small school for girls in our village. While there had for many years been opportunities for boys to study, there was nowhere in my village, Mandhali, for a girl to learn. My mother secured a small room, hired a teacher from the next village to come and teach girls, and Bimla, my sister, was the first pupil. It was a great success, and soon many of our friends and neighbours were sending their girls too. My sister was the first to matriculate, and eventually went into further education, followed by my other three sisters. My mother put such value on learning and education, and it changed so many lives. Bimla trained to become a teacher and came back to Mandhali to teach another generation of girls, to change lives and make a difference, all because of the opportunities that not marrying young gave her.
My other three sisters also went into professional jobs, and none married young—they all married after the age of 22. My mother ensured that they knew the value of their learning and their responsibility to live the best life they could. That is the opportunity banning child marriage offers: the ability to shape lives for the better. Banning child marriage is not a ban on love and it is not state control; it protects the right to childhood, the right to a decent education and the right to a brighter future.

Commons ChamberI hope to be brief.
Looking around the world, we see so many problems that need our help—[Inaudible.] It has been a discourtesy to this House and to millions of people up and down the country who voted in 2019 for 0.7%, that this Government tried to cut that without any discussion or debate. I was heartened by the Prime Minister dispatching ventilators and oxygen converters to India, but Nepal is still waiting. India leads the world in vaccine research and production, whereas Nepal has no facilities to produce vaccines. Millions of vulnerable people in Nepal need vaccines, especially second doses. Those are not coming, but we have 500 million doses for 70 million people.
I have visited amazing programmes and met people whose lives were changed and saved by British aid. No one who has seen that work would condone a cut. The cut is barbaric at this time . When I meet people abroad, and online now, I am nothing but proud of our record as a donor to good works, But that work on gender equality, clean water and sanitation, 12 good years of education, ending human trafficking and modern slavery—[Inaudible]. We cannot let this Government waste that work without a fight. We must end this debate and support the return of 0.7% as our commitment to the nation and to the world.

Commons ChamberThank you, Mr Deputy Speaker, for giving me the opportunity to speak in this vital debate on the NHS and social care.
I want to speak about social care, which is in the midst of a severe crisis. Tragically, 40,000 older people have died in care homes since the beginning of the pandemic. In response to this tragedy, only one sentence of the Queen’s Speech last week was afforded to fixing the care system. In the memory of those people, the Government must put in place a proper social care system that will prevent such an injustice from ever taking place again. Instead, another year goes by where the Prime Minister has nothing to say to the hundreds of thousands of older people neglected by a broken system that still denies them the care that they so desperately need. This Government have been in power for 11 years and have done nothing to act on the matter.
Over the past 20 years, there have been at least 12 Government reviews, royal commissions, consultations, and Green and White Papers, yet still we have no change. During this time, Germany, Austria, France and Japan have all solved the issue. Even the Scottish Government, under a Labour Administration, were able to institute free personal care. This Government have dodged the issue for 11 years to the detriment of the 400,000 older people who go without the care they need. This is a failure of leadership, but it is also a collective failure of our political class to solve one of the defining issues of our time by ensuring that the older generation, after a long life of hard work and contribution to our society, are afforded the dignity that they deserve in older age.
It cannot be right that more than 10% of older people spend virtually all of their life savings on care. When the Prime Minister came to office, he committed to
“fix the crisis in social care once and for all.”
Now, nearly two years on, he needs to do something to fix this problem once and for all.
When it comes to who needs access to care, it is often smokers, so we need to commit to support reduced-risk products as the best way to help people move off cigarettes. We cannot let those in deprived areas continue to suffer from further smoking-led health inequalities. We must establish two distinct categories of regulation to differentiate between the most harmful tobacco products, and the reduced risk products such as vapes and “heat not burn” cigarettes. I am deeply concerned that public health advice is not getting to my constituents. Black, Asian and minority ethnic communities must have access to the right information and advice to quit cigarettes or to move to less harmful alternatives—that could prove to be a distinct success.
As a result of these pressures, we see more and more care homes close every year, with fewer people able to find the beds they need. I urge the Secretary of State on behalf of the thousands who need help today to take two parallel courses of action. First, I urge the Government to immediately commence cross-party discussions in good faith to create consensus, not over the problems, but to find solutions. Over the past half century, at every turn, politicisation has disturbed what window of opportunity we have had available, and the adversarial nature of our politics has not solved this vital problem.
Secondly, the Government must have faith in local government, and give councils the tools and resources to build and then run a cohesive system of social care. Local authorities have performed admirably during covid-19, and have shown that they are truly capable of running such a system. We should take the lessons learned over the past 14 months and put them into action. Local government knows how to run programmes; the Government should give them the resources to do it. Acting now is not a political white flag. It is not compromise; it is showing decisive leadership. It is weak to leave this issue unaddressed. Strength is acting to save lives, and the dignity of everyone forced into the arms of social care. The Prime Minister is—

Thank you, Mr Deputy Speaker, for allowing me to speak in this debate on the amendment to include caste in the Bill.
Before we debate caste, we need to understand what the caste system means. It has been a deep-rooted tradition among Indian sub-continent communities for centuries. Various social reform movements of the last 1,000 years have declared discrimination on the basis of caste to be unacceptable. Many saints, rishis, social reformers and gurus have campaigned on the issue. Indeed, every page of the Sikh holy book, the Guru Granth Sahib—from which my hon. Friend the Member for Hayes and Harlington (John McDonnell) quoted—speaks, in one way or the other, against inequality in society. Many other faiths—Jainism, Buddhism—also speak against discrimination, highlighting caste before moving on to other inequalities in society.
However, after centuries, we are still talking about the fact that there is a caste system in society. It might be alien to British society, but for people who have lived or come from there, it is in them, which is why, when India gained independence from Britain, it had to pass a law—it is in the constitution—saying that nobody can discriminate against another individual in employment, service delivery or, above all, social life. Why did India have to do that if educating people or persuading them to change their habits and practices was such a simple matter? It shows that even Dr Ambedkar, Pandit Nehru, Mahatma Gandhi and many other leading members of the Indian political movement accepted that doing so was not easy. That is why that law was introduced in the constitution.
We need to understand what is in India, but we also need to understand how we are living in British society. I feel proud to represent the constituency of Ealing, Southall, in which Sikhs, Hindus, Muslims, Dalits—we are using that term now—and many other minorities from different parts of the world live. I feel proud to say in this place that we all live together peacefully, supporting each other. We have the Sikh procession, which all the communities join—I am sure that many Members who are present can speak about that as well. Whenever there are any issues in the community, we come together and address them.
There has been a change in social life as well. People are entering inter-caste marriages and there is more closeness, but there is still an element when we are talking about employment and, in certain areas, service delivery as well. The hon. Member for Reading West (Alok Sharma) asked how many cases there were, and although sometimes we do not have the details of cases, we know that such practices are going on. In previous years, before 1976, there was indirect discrimination—that is, if it was not direct discrimination—and now there is still indirect discrimination.
I would like to make one other point. We are not talking about something that is anti-Hindu, anti-Sikh or anti-Jainist or against any other high-class, high-caste community. This is not against them; it is introducing equality, so that where any individual or group feels that they are being discriminated against, they will have the legal remedy that we are introducing today.
As I have said, there is not a major issue in my constituency. I feel proud that the Sikhs and Hindus there actively promote unity among all faiths. That is why we all meet together at the processions and at many other functions. My right hon. Friend the Member for Leicester East (Keith Vaz), who is in his place, was in my constituency on Sunday when the Tamil new year was celebrated. Members of all the other religions and faith groups were present at those celebrations. There is not an issue in people’s social lives.
We have heard suggestions about placing the value of education over the value of legislation in protecting individuals against caste discrimination. Of course education is key to changing attitudes and behaviour, but it is also necessary to reduce discrimination in the long term. Legislation is necessary to ensure that any victim of discrimination is protected, and to provide legal redress against discrimination. Adding “caste” alongside “race” in section 9 of the Equality Act 2010 will reaffirm our commitment to fight prejudice of any kind and to protect any individual who feels discriminated against. I can only hope that, as a testimony to the strong unity that I have witnessed in the Hindu and Sikh communities, the amendment will never have to be used in practice.

Commons ChamberI disagree with that. The evidence shows that all these decisions are finance-led. It is not to do with the clinicians’ or consultants’ proposals. That may apply in the hon. Gentleman’s constituency, but I can assure him that it is not true of west London.
My hon. Friend the Member for Ealing North (Stephen Pound) will join us later and the hon. Member for Ealing Central and Acton (Angie Bray) will speak later, too. I thank them for their support for our campaign. I would also like to acknowledge the tremendous efforts of my hon. Friend the Member for Hammersmith (Mr Slaughter), who would be in his place here were it not for his Front-Bench duties in the Justice and Security Public Bill Committee. Back in June, when North West London NHS announced its plan to close four of our A and Es, my hon. Friend organised a public meeting, which gave rise to the Hammersmith “Save our Hospitals” campaign. He has been at the forefront of the community campaign in his own constituency and has been instrumental in organising MPs of all parties to come together for this debate. He asked me to mention particularly the threat to Charing Cross hospital, which will lose not merely its A and E but 500 in-patient beds, turning a world-class hospital into a local urgent care centre.
My hon. Friend would have reminded us that this is the second time he has defended Charing Cross from closure. He stands now with his constituents, as he did in the last century during the dark days of John Major’s Government, holding a candle for Charing Cross at its Sunday evening vigils. That light did not go out, and I am sure it will not be allowed to go out now.
Let me now raise some of my specific concerns—as well as welcoming you to the Chair, Mr Deputy Speaker. I have very grave concerns about the way in which the consultation was carried out in north-west London. It was carried out over the Olympic summer months, with an impenetrable document of 80-plus pages and a response document with leading questions that set community against community, doctor against doctor, and hospital against hospital. There were also significant parts of the consultation period when no translated materials were available for many of my constituents who speak various community languages. That was totally unsatisfactory.
Notwithstanding those difficulties, some people in Ealing were able to complete the consultation and overwhelmingly rejected the preferred option that means the closure of Ealing’s A and E, maternity, paediatric and other acute services, and the closure of Central Middlesex, Hammersmith and Charing Cross A and Es. Moreover, a majority of respondents across the whole of north-west London rejected the fundamental premise of the proposed changes—that acute services should be concentrated on fewer sites. I fear that such an inconvenient consultation response will be ignored and ridden roughshod over.
Equally, I fear that the clinical opinion of Ealing’s GPs and hospital consultants who opposed the preferred option will be ignored, despite this being one of the Government’s four tests for such reconfigurations. The clinical concerns are real and should not be brushed over. Let me address some of the key concerns.
First, the scale of change being proposed in north-west London and the associated risks of such large-scale changes is causing great concern. Taking out in one go four of nine A and Es that serve a population of 2 million—set to grow continually over the next 20 years —is a high-risk strategy. Concerns over A and E capacity are growing, as hospitals up and down the country say that their A and Es are full and that they are putting patients on divert to other hospitals. This has happened recently at Northwick Park hospital—one of the hospitals that Ealing patients are meant to be treated at if the four A and Es close. If these proposals go through, yes, there are plans for some increased investment at both Northwick Park and Hillingdon A and Es, but there are well over 40,000 patients a year using Ealing hospital’s A and E alone, in addition to those currently attending Central Middlesex, Charing Cross and Hammersmith—
Order. I think the hon. Member was told that he had a 10-minute limit imposed on him, as applied in the previous debate. Sadly, however, his time is up. If he wants to make a concluding remark, however, I think the House would allow him to do so.

Let me finally say to the Minister that there should be a moratorium on all A and E closures until a proper, considered and full review of A and E services has been carried out, as opposed to the current rushed review. I hope that the Minister will listen.

How disappointed I am that the Minister failed—utterly failed—to address the issue—
I have the facts here and we must agree to differ on their interpretation.
The Governor of the Bank of England added that unless the G20 nations at the current summit in South Korea work together on trade and tackle imbalances between creditor and debtor nations, the world economy is likely to be damaged. He said:
“What is most important at present, given the difficult and dangerous times that the world economy faces, is that the world leaders at the G20 have a constructive approach… We are in a position where the world economy can be a win-win outcome, but I’m afraid we’re also in a position where it can be a lose-lose.”
These are indeed difficult and dangerous times for the world economy and for UK growth prospects. Britain is particularly vulnerable to economic shocks in the eurozone. UK banks are exposed, with many loans to Ireland, Greece and Spain. Rumours of an EU bail-out of Ireland were rife in the financial markets only this week.
Equally, in the wider international economy, China, Brazil and India have all seen economic growth reducing. This all means more uncertainty as Britain tries to rebalance its economy away from being reliant on financial services and consumer spending on domestic service industries and more towards export-driven sales of our manufactured goods. My right hon. Friend the shadow Chancellor is right to say that the previous Government became over-reliant on tax receipts from the financial services sector, so it is right that, as we go forward, we try to build our manufacturing base back up and sell more of our goods in the world market, but it will not be easy.
I shall now deal with the domestic economy and growth—or, given the Chancellor’s reckless plans as laid out in the spending review, perhaps I should say the lack of prospects for such growth. The growth figures of 1.2% and 0.8% for the last two quarters have indeed been welcome news, but have nothing to do with the Government’s decisions since coming into office. The truth is, in fact, quite the opposite. Those two growth figures show the positive effects of the previous Government’s fiscal stimulus. When carefully analysed, the figures also show that much of the growth was due to a temporary and seasonal upturn in the construction industry.
If Members care to look at the predictions for the UK construction industry going forward into 2011, they will find talk of recession. This is not surprising, given the Government’s decisions in the emergency Budget and the spending review. If the housing capital budget is slashed by more than 50%, it does not take an economic genius to work out that the construction industry is going to take a hit. Equally, the cancellation of the Building Schools for the Future scheme, and the 60% reduction in the capital budget for schools, will also have a severe recessionary impact on the construction industry.
Let me illustrate that point with examples from my constituency and local borough. Ealing was due to have 18 schools either completely rebuilt or significantly rebuilt or refurbished. Some £305 million was to have been spent on those projects, representing a substantial boost to the local and regional economy, in addition to meeting the need for extra school building due to a rising demand for school places in the borough. Those plans were brutally cut in the emergency Budget, and in the end we managed to rescue projects for two sample schools, one of which is Dormers Wells high school in my constituency. However, we still face the withdrawal of almost £250 million of public money—
