Commons ChamberOrder. Again, interventions should be short—I understand the reason.
If the point the hon. Gentleman makes is valid, it is valid in the other direction, too. It should be wrong and, in his case, criminalised to tell any young person that they are definitely something when they are unclear about what they are. If that is what comes out of our debate today, that is a step forward in the wider debate.

Commons ChamberMy hon. Friend shows yet again that timing is everything in politics. He says that his constituents may not be affected by this Bill; I would correct that, if I may, to say that they are not affected by the changes yet. These changes are coming, to the whole country, sooner or later. We in North Somerset may be at the beginning of that process and may therefore have been the most affected up to this point, but as we move towards decarbonisation and net zero there will need to be, as my hon. Friend the Member for Buckingham (Greg Smith) said, an upgrade of our entire system of transmission and distribution. As we use more electricity, as my hon. Friend the Member for Watford (Dean Russell) says, there will be all the more need for that system to be robust.
Therefore, while the provisions of this Bill may not affect a number of constituencies yet, they will at some point affect them all. As I said at the beginning, we do not always get credit in politics for preventing a problem; let us hope that today is the exception that proves the rule.
Friday is always a day for firsts. I have never allowed a photo finish intervention before, so congratulations Mr Russell.

Let me first thank those who have spoken today: my hon. Friends the Members for Aylesbury (Rob Butler) and for Buckingham (Greg Smith), and—briefly—my hon. Friend the Member for Watford (Dean Russell), as well as the hon. Member for Feltham and Heston (Seema Malhotra), who not only spoke for the Opposition but was, indeed, the entire Opposition throughout the debate. I thank the Government for their support; I particularly thank my right hon. Friend the Minister, who has been hugely helpful at every stage of the Bill’s progress in ensuring that its aims were improved in Committee, and the officials who helped us to get the appropriate draft into the appropriate place. I thank those who served on the Committee: as always, they were volunteers rather than pressed MPs, and I am grateful to them for their support.
I also thank the outside groups who have written to me about the Bill. One communication, which I think sums up the support I have received, is from Suffolk County Council, which said:
“As I am sure you are aware, Suffolk and the wider eastern region are subject to multiple electricity transmission projects, both overhead pylons and buried cables. Given the significant imbalance of power between National Grid and individual landowners, the proposals outlined in the Bill, to provide an effective, accessible, independent, and low-cost mechanism, for the arbitration of disputes between individuals and National Grid, is essential.”
It could not have been summed up better.
Most of all, however, I want to thank my constituents in North Somerset for their tenacity in dealing with the problems thrown up by the current system. It is their resistance and determination to secure a better resolution for themselves that has led to the Bill, and that will be extended throughout the country.
In another debate earlier today, the hon. Member for Bolton South East (Yasmin Qureshi) said that she had to wait 11 years for a private Member’s Bill. What a beginner! It took me 29 years to get my first private Member’s Bill, and I am extremely honoured to have had two Bills in consecutive parliamentary Sessions. I think that that is something worth waiting for, and something that might weigh on the minds of others.
Let me finally mention my hon. Friend the Member for Castle Point (Rebecca Harris), for whom I have great respect and not a little affection. As the House will know, when the ballot for private Members’ Bills is being held not far from here, the Whips have a habit of calling us up and reminding us to put our names forward for the next ballot. May I say very gently to my hon. Friend that this time she might want to save herself a phone call?

Commons ChamberI have not received any information as to whether any statements will be made before the statement at 5 o’clock. These are exceptional circumstances. We all woke up this morning and saw what is happening. I think we are all devastated, as we have heard, and feel for the people of Ukraine.
If there are to be any additional statements, I am certain the House will be informed in the usual way. The right hon. Lady is right that Mr Speaker has made it absolutely clear that he prefers and wants statements to be made to Parliament first, rather than elsewhere. The next debate is on our relationship with Russia and China, and it will give Members and, of course, the Minister an opportunity to make their views known.
Further to that point of order, Mr Deputy Speaker. To clarify it for the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), what the Prime Minister did was set out a statement of intent without setting out any new measures, which he said would be set out to the House of Commons. It seems, in fact, that all the usual proprieties have been recognised.
On a point of order, Mr Deputy Speaker. Earlier today during the Prime Minister’s statement, I made the point that across health, the economy and social wellbeing, covid has a massive impact. It is not limited to the national health service. Members of Parliament of all parties will have had letters from constituents who believe that the costs of lockdown across those areas are so great that the cure is, in effect, more dangerous than the disease. I do not believe that to be the case, but I do believe that we in the House of Commons have a duty to reassure our constituents about the full disclosure of information that can be made available to use.
That is why I suggested that, along the lines of the Intelligence and Security Committee model that we already have in Parliament, we set up a covid Committee that can look across all the different Departments and cross-reference what happens on the economy with what happens on health and with other areas. As you will know, Mr Deputy Speaker, the Prime Minister said that that was a matter for the House, not for the Government. I understand that New Zealand has already introduced such a system. Can you advise us on the next steps for the House if we wanted to take forward such a model so that we could reassure our constituents, hand on heart, that we had seen and examined all the information that was available, and could command disclosure of any data that we needed to make that case clear?
I thank the right hon. Gentleman for notice of his point of order. I heard the question that he posed to the Prime Minister and the response that he was given. The creation of a new Committee would require the House to pass a resolution determining the membership, terms of reference and so forth. Motions that would have a direct consequence of additional expenditure under the House of Commons administration estimate of £50,000 or more would require the Clerk of the House to produce a memorandum setting out the expected financial consequence. I hope that is helpful. If the right hon. Gentleman wishes further guidance on that, he should seek it directly from the Clerk of the House, Dr John Benger.

Commons ChamberThis Government have been very consistent in our approach to this matter. In fact, next week I will be setting out, at a slightly lesser level, moves that the Department for International Trade intends to take to mitigate our own international travel. We all have a responsibility, at international, national and personal level, to take climate change absolutely seriously. In international agreements, the environmental impacts are very much looked at. Of course, that agreement has not yet been finally concluded.
I congratulate the Secretary of State and his Department on the latest export figures, which have reached another new high, but there is clearly potential for further growth, particularly post Brexit. What plans does he have to ensure that we have sufficient staff and personnel in high commissions and embassies throughout the world looking for those opportunities and feeding them back to British firms?
For Britain to be able to sell abroad, we need to be able to do two things simultaneously: understand what Britain has to sell abroad and understand the markets we are selling into. That is why my Department is bringing in a major change to rotate our staff from our international posts through our sectors in the UK, so that they can understand what the UK can do in terms of services and goods in a real-time way as well as understand the markets. It is not just about how many people we have in the market, but about how well they understand what is happening in the UK. I hope that this innovation will lead to an increased capability for the UK and improve our competitiveness vis-à-vis other exporting countries.

As I have already said, the Prime Minister and Prime Minister Abe have both indicated that they want a close trading relationship for our countries after we leave the EU, but the Japanese Prime Minister has been very clear that he is hugely encouraging of the UK’s accession to CPTPP, which would then become a trading bloc of almost exactly the same size as the European Union itself. As for his first point, many people are looking to the United Kingdom and saying what a great example it is of democracy that a country wants to take control of its own constitutional future.
And we buy a lot of goods from Japan anyway, particularly cars, and I am sure that it will want us to carry on doing that. Am I not right in thinking that, during the referendum campaign, David Cameron said that, by leaving the EU, we would be leaving the customs union? He recognised that that would be essential. Although a customs union would have the advantage of allowing all these deals to be rolled over, it would be a betrayal of what the people voted for in 2016 because we would still have to pay to access the customs union and there would still be free movement of labour. Furthermore, we would simply not be allowed to do those trade deals with countries such as China, the United States of America and, indeed, some of the fastest growing economies in the world.
My hon. Friend, who has considerable knowledge from his work on the Select Committee, is quite right. If we were in a customs union, but a third country outside the European Union—I do not hear people say that we should stay in the EU and simply behave dishonourably towards the referendum—we would not be able to affect European Union trade policy and would become complete rule takers and would in fact be in a worse position than we are today. As a member of the European Union, we were able to affect policy. We have been given a clear instruction by the voters to leave the European Union, and that means leaving the customs union and the single market.

Commons ChamberI do. As the hon. Lady knows, this Bill is not concerned with new trading agreements, but when the Government come forward with the mechanics for such agreements, I believe that it will be in the interests of all to have as open and wide a consultation as possible—perhaps even more open than has been traditional in other countries.
There has been much speculation over several weeks about the possibility of the United Kingdom staying in the single market or the customs union. The Secretary of State talks about an exciting world in which we will be able to do trade deals with a number of other countries. Would we be able to do that if we stayed in the single market or the customs union?
We know that we would not be able to do that if we were constrained by the customs union, but I say to my hon. Friend that we need to look at where the growth in global trade is going to come from. According to the International Monetary Fund, about 90% of global growth in the next 10 to 15 years will occur outside the continent of Europe. It therefore makes sense for the United Kingdom to have the freedom to maximise our ability to trade with those countries whose economies are growing the fastest, if we want to generate the income that this country will need for the spending projects that we all seem to value.

Commons ChamberWhat we do not know at present is what the state of the EU-Canada agreement will be at the point at which we exit the European Union. It may well be that all countries have ratified it, but as the right hon. Gentleman is well aware, as a result of the Singapore judgment every single Parliament and some regional parliaments will have to ratify the deal. If the deal is not ratified at the point at which we leave the European Union and has only provisional application, it will have no basis in UK law, in which case we will have to have the fall-back position of using that as the basis for a future UK-Canada agreement.
I think that the potential for trade with Commonwealth countries is very exciting—they are growing and strong economies—but every time I open a newspaper or listen to the radio or TV, the story is presented very negatively, as though it will be almost impossible for us to do these trade deals. Does the Secretary of State feel that that is wrong, and that it undermines the work he is doing?

Before I call the Deputy Prime Minister, let me inform the House that, because the debate is not only well subscribed but over-subscribed, we have introduced a seven-minute limit, which is likely to be reduced later. I ask Front Benchers to take that on board when considering the length of their speeches, and I ask for restraint in interventions, which will clearly lengthen the Front-Bench contributions. I also request that no Members approach the Chair to find out when they will be called in this over-subscribed debate.

Commons ChamberFront-Bench speakers have been notified of how many people wish to take part in this debate, and it is clearly up to them if they want to take interventions. The Secretary of State has pointed out that he has taken a number, some of which were rather lengthy.
It is very rare, Mr Deputy Speaker, to be criticised by Back Benchers for taking up more time on the Front Bench.
The Taliban have lost significant ground in their southern heartland. They failed to prevent the presidential elections which took place last year, and they will fail to prevent the coming parliamentary elections too. They are incapable of stopping the expansion of the Afghan national security forces. We have been targeting their bomb-making networks, and their leadership and command structure. Their senior leadership is isolated, their training is deficient and supplies are limited. Their individual instances of tactical success have not reversed this deteriorating strategic position. It is clear that the insurgency cannot defeat ISAF; nor can the Taliban achieve their goal of once again wresting control of the country—neither we nor the Afghans will let them.
