I thank the Chairman of the Select Committee for what he said. Clearly, one problem is that adult social services, children’s social services and homelessness services are all demand led, so it is very difficult for a local authority to predict the number of people involved and how much money will be required. Does he agree that what the Government and the Department need to look at now is how we can enable local authorities to have a pool of money nationally that could be used by a particular local authority when these demand-led services have dramatically increased the burden on it?

Commons ChamberI thank the hon. Lady for her intervention. The position here is that the Iranian Government are funding professional gangs to inflict attacks and violence on individuals in this country. They have neither mercy nor morals in how far they will go. A Spanish politician and vocal opponent of the Iranian regime was shot outside his home by a criminal gang employed by the IRGC. We must not allow such despicable attacks to occur on domestic soil. It is completely unacceptable that people in this country are being followed home or having to suppress their freedom of expression for fear of being targeted. I urge the Government to tackle this issue with urgency.
The Iranian authorities have been targeting BBC Persian staff, who are predominantly based in the UK, and their families since 2009 in an attempt to intimidate them into stopping their work as journalists. The intimidation escalated in 2017 and has been at an unprecedented level since September 2022. BBC Persian staff frequently receive credible death threats, threats of horrific violence, thousands of abusive comments and increased threats to their personal safety on online platforms.
With several colleagues, I was a target of the Iranian regime when we attended the annual gathering of the National Council of Resistance of Iran, with delegations from almost every major democracy, back in 2016. An Iranian diplomat tried to bomb the conference. He had the audacity to smuggle the bomb through security in diplomatic bags. Thankfully, the Belgian and French authorities apprehended the terrorist and no one was harmed. Had he succeeded, there would have been a world war.
The Iranians assumed responsibility, and they forced the Belgian authorities to hand over this despicable so-called diplomat after they kidnapped two Belgian journalists and held them as hostages. If this does not highlight to the Government that we cannot engage in dialogue with the Iranian regime, I do not know what will. The key point is that the current policy on Iran is not working. Its influence is stretching across the middle east and further. It is time to look for an alternative solution, and I urge the Government to proscribe this merciless regime with utmost priority.
I am aware that we have already sanctioned individuals, but we must go further. Until we start cracking down on the IRGC, it will continue to extort and suppress innocent people. Its military capacity is growing and, even if it does not already possess a nuclear capability—I have my doubts—its nuclear capability will also grow.
The international community must wake up and protect countries such as Israel by killing the initial piece of the chain. Without funding and support from Iran, terrorists like Hamas will not be able to carry out their dreadful attacks. Iran will feel the pinch only if there is full proscription, and I reiterate my plea for the Government to do so. Hezbollah is already proscribed, and it is the birthchild of the IRGC. The IRGC must therefore be proscribed, too.
I have heard the rumours that the Government are holding off such action in order to continue a line of dialogue, but there is no honest or trustworthy dialogue to be had with this terrorist regime. Instead, we must show Iran that such action is not and will not be tolerated. Fifty per cent. of the IRGC’s training efforts are on indoctrination, creating more ruthless, more radical and more committed generations. The dangers are only increasing, so we must act before it is too late.
It is high time that we work together to banish this unlawful regime, to protect innocent protestors and to champion free democratic rights across the world—we often take those rights for granted. To oppose the Iranian regime is no longer a political calculation but a simple humanitarian choice. We must support the Iranian people and acknowledge the legitimacy of the Iranian opposition if we are ever to see a free and democratic Iran.
I look forward to hearing from colleagues on both sides of the House. I know that several Members who wanted to take part in this debate have unfortunately had to leave, but I hope we will have excellent replies from my hon. Friend the Minister and, indeed, the shadow Minister.

Commons ChamberI thank the Leader of the House for that point of order further to the previous one. We too thank all the authorities for enabling people to get on with their normal daily lives and indeed with the process of democracy that people have elected us to come here for.
On a point of order, Mr Deputy Speaker, on the Order Paper today is the matter of the Holocaust Memorial Bill Second Reading. Indeed, I understand that the Joint Committee on Examination of Bills is considering today whether this is a hybrid Bill. I declare my interest as co-chair of the all-party Parliamentary group on holocaust memorial, but could you use your good offices, Mr Deputy Speaker, to inform us how the result of that Committee will be communicated to this House so that we can get on with this very important project? The project is welcomed across the House, apart from a small numbers of Members of both Houses, but the key point is that we need to know what is going to happen, because the current projections are that it will take a very long time indeed.
I thank the hon. Gentleman for his point of order and advise him to go to the Table Office and put the question to the Clerks, because I think they will have a better idea of the timetabling of any announcements that will be made either today or later on.

I thank them.
From the cleaners to the Clerks, the cooks and the security services and the police who look after us and protect us, I thank everyone who works on the parliamentary estate for what they do and wish them a merry Christmas and a happy new year.
There have been a lot of quotes. My late brother’s favourite Christmas movie was “It’s a Wonderful Life”, and it is one of my favourites, too. Just like Clarence, who got his wings several decades ago, I would like to give another angel their wings today and wish everybody a merry Christmas and a happy 2023.

Thank you, Mr Deputy Speaker. The Chair of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), is indisposed, so he has asked me to report.
In addition to the business that my right hon. Friend the Leader of the House has announced, on Tuesday morning there will be a debate in Westminster Hall on baby loss and safe staffing in maternity care, and in Westminster Hall next Thursday there will be debates on Colleges Week and World Menopause Day—all subjects that I think colleagues will wish to debate. On Tuesday 1 November, provided Madam Deputy Speaker agrees, there will be a debate on the importance of religious education in modern Britain.
We have a queue of debates requiring Chamber time, so I am grateful to the Leader of the House for announcing further dates for the Backbench Business Committee. We are also short of debates for Westminster Hall on Thursdays, so I encourage colleagues to apply for Westminster Hall debates.
On Monday it is Diwali, and Hindus, Sikhs and Jains will be celebrating in the time-honoured fashion. Will my right hon. Friend join me in wishing everyone Shubh Deepavali, and Nutan Varshabhinandan for Wednesday and the Hindu new year?

Commons ChamberThe hon. Member has made two points. One was an apology, which the House has heard. The second was about rule changes. That is not for the Chair; that is for the House, and there is a procedure to do that. The hon. Member has made his views known, and he will know how to progress that. It is then up to the House to decide whether it wishes there to be a rule change.
Further to that point of order, Mr Deputy Speaker. Irrespective of the issue raised by my hon. Friend the Member for Bracknell (James Sunderland), there were photographers outside Parliament using expensive equipment to take photos of Members of Parliament, which is a breach of the security of this Parliament. I hope that Mr Speaker and colleagues will take action to prevent that from happening in the future.
I am not aware of that, but the hon. Member has made it apparent. I will pass him the name of the person he should talk to and give his evidence to. Now let us, on this momentous day in British politics, move on—[Interruption.] Another momentous day in British politics!

Commons ChamberClearly, Transport for London finances need to be put on a proper footing, and the capital funding that will be required is the most important aspect for the long term. The suggestion at the moment is that Crossrail will be the last investment in London for a very long time. That is the principal concern.
As I was saying, the Mayor of London wanted to build tower blocks all over Stanmore station car park. I am pleased to say that Harrow Council—then under Labour control—rejected that planning application. The Mayor called it in and the developer has now pulled out because they cannot make the financial scheme work, so it is in a state of limbo. He also suffered defeat on Canons Park station. Once again, he wanted to build tower blocks in the car park but was defeated at the planning committee. They are not content and have come back with another proposal for Queensbury station car park, again, for tower blocks on the car park. There is a trend, and it is not providing any new homes for anyone, because the plans will constantly be stalled and prevented by the local authorities concerned.
I am pleased that the new Conservative regime in Harrow has made a great start following the elections in May, with the pledges that were made to the electorate being honoured already. One hour of free parking outside shops will be implemented from 1 August, in record time. There will be a ban on tall buildings in Harrow, so we will no longer see buildings above six storeys built. Tower blocks end up, I am afraid, as ghettoes and in the social discontent that we regularly suffer in London. The council is also combating fly-tipping, with the introduction in September of free bulky waste collections from homes. Those are all new initiatives.
I must declare an interest: my wife was elected to the council to represent the good voters of Edgware. She topped the poll in that ward, which was historically a safe Labour seat. She is now in charge of trying to sort out customer contact—Harrow Council’s email traffic and its telephone system. I wish her well in that regard, because the system has been dreadful; people wait on the phone for 45 minutes and then they get cut off. I am certain that that is all going to change.
Let me turn to some of the problems we are suffering in the constituency. I very much echo what the hon. Member for Hackney South and Shoreditch (Dame Meg Hillier) said about passports. Even people who have paid for the priority service are not getting the service within the promised timeframe. That is scandalous. There seems to be a lack of co-ordination and communication, because the Home Office says one thing to constituents and another thing to my office. That cannot be right. Yesterday, at the hub in Portcullis House, staffers waited up to four hours to see someone. It just cannot go on like this. We have even had delays with applications for biometric cards. One constituent has been stuck in Turkey since Christmas; they are still waiting and cannot get home to be with their family. That must change.
There are still 12,000 Afghan refugees stuck in hotels. We have one case of an 11-year-old boy who was unfortunately put on a plane to France instead of the UK. He is still in France and has not been reunited with his family. The bureaucracy is a nightmare. We need to get that resolved. I have just had an excellent briefing from my new friends in Harrow Council—the officers—on what we are doing on Ukrainian refugees. I will be writing to the Minister concerned with a lot of proposals for what needs to happen and change.
I had the pleasure on Monday of meeting former Prime Minister Netanyahu of Israel. One thing about Israel is that they love elections. The one thing I hope they never inflict on us is their voting system, because we would perennially be in elections here. It was a great pleasure to meet ex-Prime Minister Netanyahu. I wish him well and I hope that Likud is returned to power in the forthcoming election.
The Javed Khan tobacco control review was published recently. Unfortunately, because of the current position in the Government, we are not seeing any movement on that. I hope that the Government will come forward speedily and implement the review’s recommendations without too much delay.
I shall be spending the summer in the constituency. I am delighted to say that I have had a record number of applications for work experience with me—no fewer than 56. Those people will be out on the streets with me, meeting the voters.
Finally, I trust that now we have a new Deputy Leader of the House, he will implement without delay the business of the House Committee that he pledged to introduce a long time ago.

Commons ChamberI do aim to try to take everybody, so can we have concise questions—and concise answers, Secretary of State?
My right hon. Friend will be aware that London has a younger cohort and is full of communities from across the world, but many are hesitant because of the activities of pharmaceutical companies in the countries of their origin. Will he look at aspects of control to ensure that those communities can get the vaccine they choose to take, rather than attempting to force them to take vaccines they are extremely reluctant to take?
We have had a principle of saying that they come forward for the vaccine and get the vaccine that is there on the day, but of course we have nuanced that because of the changes in the clinical advice on the AstraZeneca vaccine. As we reach further and further into those who need encouragement to come forward, so we are willing to look at more and more creative solutions to tackle people’s hesitancy. As it happens, I was in Brent central mosque last week at Eid. It was absolutely wonderful to see the work they have done to make sure that people of all faiths and none can come forward. For many Muslim people it means that in Brent they can go forward to somewhere where they are very comfortable being vaccinated. It was brilliant, frankly, to see teams working in the mosque to vaccinate people of all backgrounds. The imam was vaccinated by someone with the support of a member of the Jewish community with me looking on, all organised by a Hindu administrator. It was modern Britain at its best. They have done thousands of vaccines and they have done great work. I know it is that sort of approach that my hon. Friend is looking for. If we can do more on the specifics of which vaccine, I am very happy to look at that. [Interruption.]

Commons ChamberIt is a pleasure to follow the hon. Member for Hammersmith (Andy Slaughter). This is a horrendously complicated issue involving cladding—ACM, high-pressure laminate and other forms of inflammable cladding—fire safety measures and the height of buildings. I warmly welcome the fact that the Government have come up with the money to remedy the most unsafe buildings—tall buildings—and the cladding that was put on them, which fails to provide safe accommodation to residents.
The reality is that the £5.1 billion will remediate only the unsafe cladding and will not do the comprehensive work. The issue then becomes one of the fire safety work that has to be carried out as well. There is no funding to provide for that, so it has to be paid for by someone.
I have a series of suggested tests that could apply. The first is that, emerging from the Grenfell inquiry, it is quite clear that the ACM cladding was illegal, so those responsible for developing the cladding and putting it on the building must pay for the remediation in all other buildings where that is the case. Similarly, for other forms of unsafe cladding, if those people fail to accord with the building regulations that exist at the time, they should pay the cost of removing and correcting it.
Leaseholders could not reasonably have been expected to foresee the fire safety issues when they bought the leases on their flats, so the fundamental issue is that they should not have to pay the cost of remediation, either of cladding or of fire safety defects. My hon. Friend the Minister said that he finds the amendments defective. My challenge to him, when he responds to this debate, is to make it clear from the Dispatch Box that the Government will bring forward proposals in the Lords to amend the Bill to make sure leaseholders do not pay.
The defence seems to be that the Building Safety Bill will eventually come through and be implemented. The problem is that we have sat through the pre-legislative scrutiny of that Bill and recommended at least 40 changes to it. It will take probably 18 months for it to reach the statute book, and then we have the secondary legislation. Leaseholders do not have the time: this work needs to be carried out now. The industry estimates that it will take some four years to implement all the safety works required. It must be made clear that the leaseholders are not the ones to pay.
Currently, leaseholders cannot insure or sell their properties and no one wants to buy them. We are in danger of freezing the housing market because of this problem. I urge the Minister, when he responds, to—

I welcome my right hon. Friend’s statement. Will he set out for the House what he expects the timescales to be for these reviews? This has all gone on over an extended period. The family are clearly concerned. Indeed, everyone in this House will be concerned about the length of time for which this has been allowed to drag on. If he could give us a position on timescales, I think that would settle some of the issues of concern.

Commons ChamberI thank you, Mr Deputy Speaker, for calling me in this important debate. I start by expressing my heartfelt sympathy for the victims and their families in the Grenfell Tower disaster. I thank successive Ministers on updating the House on progress in remedying the disaster and in legislation, but it is sobering that almost three years on from the disaster we are considering this Bill.
I have had the opportunity of going through the various different updates and reviews that we on the Housing, Communities and Local Government Committee have conducted and, indeed, I have heard at first hand evidence from Dame Judith Hackitt. I would echo, therefore, all the remarks of the Chair of the Select Committee in drawing attention to the work that the Select Committee is doing on this subject.
I want to mention first and foremost the problems of the testing regime. It is easy to test cladding by directing a flame or heat straight on to the surface, but the problem is that both ACM cladding and other forms become a huge fire risk when holes are cut for windows and other such purposes. The regime must test all forms of cladding and other building materials properly and safely.
There is another issue on which I would echo the view of my hon. Friend the Member for Orpington (Gareth Bacon). From serving on the London Fire and Emergency Planning Authority before coming into Parliament, I know that who is responsible for signing off the different safety regimes must be clarified. I am afraid that the Bill as it currently stands needs further clarification, because it could lead to confusion. I hope that that be rectified in Committee.
I have a further concern, which I hope will be flagged up by Ministers dealing with the other legislation that is required: what we do about electrical fittings in general. We have very strict regulations for who can fit gas appliances, but the regulation on who can fit electrical fittings is very loose indeed. People who fit the gas appliances must have proper training and certification, but electricians merely need three days’ training. I think most people would think that that is bizarre in this day and age, because those people will be at huge risk.
I also ask for clarity on what we mean by some of the specific definitions in the Bill. For example, references to buildings could be interpreted to mean semi-detached or detached properties of only two storeys. I am sure the definition is intended to cover multi-storey buildings. We will have a huge problem with fire assessments for householders and the fire authorities if it is not clarified.
The definition of “common parts” is normally considered to cover entrance halls, corridors and suchlike, but it needs to be extended to cover other areas of high-rise buildings, such as lift shafts and other systems. At present, there is doubt as to whether they would be in scope. There is of course also the issue of structure. At present, we are clearly thinking of particular types of structures, but we will have problems if that is not clarified by definition.
There are clearly some issues that need to be resolved, but a lot is left to secondary legislation. I trust that, during the passage of the Bill, we can clarify some of these issues, so that we can include them within the scope of the Bill without putting them in secondary legislation, so that everyone is clear.
In summary, I strongly support this Bill, and I hope we can speedily push it through to its conclusion. I look forward to the other legislation that is going to have to come through to improve fire safety in this country for all people in whatever type of housing they live.

Commons ChamberMy hon. Friend and I have shared platforms before on this issue. I look forward to the United Nations resolutions on Jammu and Kashmir being observed to the letter, and the first resolution said that Pakistan should end its illegal occupation of Kashmir. Once that is done, we can look forward to the demilitarisation of Jammu and Kashmir and the restoration of security for the entirety of that great princely state.
I want to mention a couple of other things while I am on my feet. We have discussed Iran today in an urgent question, but it is quite clear that we should be supporting the National Council of Resistance of Iran, in order to lead to regime change in Iran, and we should see the restoration of Maryam Rajavi as the President of Iran. I was at university when the Shah of Iran fled and the new regime came in. I remember that there was lots of optimism, but now the suppression of human rights and the export of terrorism across the world by the Islamic Revolutionary Guard Corps has to be called to account. We need to see regime change and people given the opportunity to restore the previous position.
Finally, on some domestic issues, I am disappointed to see no mention in the Gracious Speech of removing caste as a protected characteristic in the Equality Act 2010. Its inclusion is unnecessary, divisive and ill-informed. The measure was introduced under the last Labour Government, and we have made various promises, at various times, to remove it. Now we have a majority in this House, we should take that opportunity. This measure affects people from the Indian subcontinent regardless of their religion, and it has been very divisive. We have had the consultation; it is now time to remove it.
We also need to think about a number of housing and community issues. Getting the Homelessness Reduction Act 2017 on to the statute book was one of my proudest moments as a Member of Parliament. The Act enabled tens of thousands of people who were threatened with homelessness to get help, so that they were not forced to sleep rough. Far too many people are still forced to sleep rough on our streets, and that is a national scandal that we must resolve.
I look forward to the abolition of the Vagrancy Act, which has existed since 1824. It is time we removed it from the statute book and replaced it with proper provisions to help people to put a roof over their heads, rather than arresting those people and putting them in prison cells just because they have nowhere to live. I will push strongly for Housing First to become a policy to help homeless people put that roof over their heads, but also to give them a level of support and ensure that, under the Homelessness Reduction Act, if local authorities are failing to do their duty, we use the statutory means to force them to do so. We put that in the Act quite deliberately—I see that my hon. Friend the Member for Nuneaton (Mr Jones), who was a Minister at the time, is sitting on the Front Bench—and I think that it may be time for the Secretary of State to consider imposing those measures on local authorities that have failed to carry out their duty.
Let me end by congratulating you, Mr Deputy Speaker, on being elected to the Chair. As for those who are making their maiden speeches, let me tell them about the occasion on which I made my own maiden speech. On the first day I sat through the whole debate, only to be told at 9.30 pm, “Very sorry, but time has run out and you cannot make your speech.” On the second day I sat through the debate again, only to be told, “Sorry, but you cannot make your maiden speech.” Only on the third day did I manage to do so, by which time the subject of the debate had moved on to some area of Home Office policy. I had thrown away my original speech, so I made my maiden speech without notes. I subsequently received a complimentary message from the Prime Minister, saying, “What an excellent maiden speech, all made without any notes!” Little did he know the reason why there were no notes. Anyway, I congratulate those who have made their maiden speeches, and also those who will make theirs over the next few days.

The military position with respect to Taiwan and the statements made by the People’s Republic of China—not least this week, as representatives have met to determine their future strategy and reconfirm their view that Taiwan is a province of China—strengthens my view that we must stand steadfast with our allies in the United States and in Taiwan to ensure Taiwan’s future economic prosperity and independence.
I declare my interests as contained in the Register of Members’ Financial Interests. I am also chairman of the British-Taiwanese all-party parliamentary group. Does my hon. Friend agree that it is a great shame that relations between Taiwan and China have deteriorated since the democratic elections in which Tsai Ing-wen was elected President of Taiwan? We can see from the number of flights between Taiwan and China every week—more than 800—that if only both sides could sit down and see how many mutual interests they have, the prosperity that would pour from that would be beneficial to the peoples of both countries.
Opportunities will arise with the recommencement of direct flights from the UK to Taipei on 1 December. That is a welcome move, which will encourage the development of trading relations and tourism between the UK and Taiwan. As my hon. Friend says, it is right that given the number of flights and the relationship between Taiwan and the People’s Republic of China, there are opportunities for greater trade and co-operation.
As a result of the political situation in Taiwan, the people have exercised their democratic right to a vote—we all understand that in a democracy, we do not always get the results we would like—and have elected a President and a party that are far more independent of the People’s Republic of China than the Chinese might like. On our visit to Taiwan, the great impression that I gained, as I am sure other colleagues did, was that the people of Taiwan see themselves as Taiwanese, not Chinese. That is very important for our future relations.
My right hon. Friend the Member for New Forest West (Sir Desmond Swayne) referred to defence links. Although the UK does not have any military ties with Taiwan, we should press the Government to promote Taiwanese participation in international organisations, so that we can normalise relations and gain from its expertise.
My right hon. Friend tempts me to talk through the history. As he knows, the people of Taiwan have transferred from Japanese and Chinese rule to independence. They fiercely defend their independence from both Japan and China.
I apologise for intervening again; sadly, I have to leave soon on Select Committee business. As well as being chairman of the British-Taiwanese all-party group, I am vice-chair of the all-party group on China. This is a complex issue. When I say that I am a friend of China and a friend of Taiwan, some people cannot get their head around that, but we want to have good relations with Taiwan and China. We need to promote that and get both sides working together.
My hon. Friend gets to the meat of the issue. We need to use our soft power, particularly in the post-Brexit era, to harness co-operation from individuals and individual countries around the world. The opportunities for co-operation will allow the economies of the People’s Republic of China and Taiwan to grow, to the mutual benefit of all citizens. We should encourage that.
I return to the British Government’s role. In 2009, Taiwan became part of the visa waiver programme. It was decided, after assessing different regimes around the world, that Taiwan was a low-risk country. During the first year of the programme, the number of visitors to the UK from Taiwan increased from 26,100 to 54,200. The estimated figure last year was 82,900, and with the introduction of direct flights, the numbers will increase yet further.
The Taiwan-UK youth mobility scheme, which provides 1,000 UK visas each year to Taiwanese people between the ages of 18 and 30, was launched in 2012. It also gives UK young people the opportunity to visit Taiwan each year and interrelate with young people from Taiwan. That needs to be part and parcel of the future of our relationship. Those on the scheme are encouraged to work full or part time, to carry out voluntary activities or study, and to understand the mutual benefits of the culture, society and lifestyles of our two countries. In 2016, the UK Government opened the registered traveller service to Taiwan, which has improved the convenience of travel for Taiwanese citizens who visit the UK frequently. We have built stronger relations between our two nations as a result.
There are clearly many opportunities. In the past year alone, visits to Taiwan have been made by the Minister for Trade Policy; by the Prime Minister’s trade envoy, Lord Faulkner; and by three UK parliamentary delegations. In February, a number of UK cities participated in the first ever UK-Taiwan smart city forum in Taiwan. In March, Sir David King, our special representative on climate change, visited Taiwan. In June, Taiwan’s Deputy Minister of Economic Affairs met the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Watford (Richard Harrington), to promote co-operation on renewable energy. In September, Lord Faulkner visited Taiwan again, to witness the signing of a letter of intent for co-operation on railway heritage between Taiwan and the UK. Direct flights will resume on 1 December; I trust many colleagues will be present to witness the first flight arriving at Gatwick. Clearly, we will need to expand Gatwick to accommodate all the extra flights coming to our great city of London.
We need to build on our strong relationship and promote regular dialogue between our two countries.
