Commons ChamberIt is a privilege to be called in this debate, particularly because Burnley and Padiham have a very long and proud history of service in the armed forces.
Our starting point with any defence review should always be the threats that we face. I have a huge amount of respect for my right hon. and gallant Friend the Member for Beckenham (Bob Stewart), who just spoke, but threats have evolved quite significantly in recent years. The grey zone is real, and it does require a very real assessment of what those threats are and how we need to address them. We need to move towards a much more agile, smaller type deployment. That is why it is positive to see in the defence Command Paper and the integrated review such things as the Army ranger regiment: small groups of better trained people who can detect, deploy and deter aggression. That is what we are seeing our adversaries do. That is what we are seeing the Russians do with increasing frequency, be it in Ukraine, Syria or other such locations.
There are two big capabilities advancements in the defence Command Paper that deserve a particular welcome and credit to the Government. The first is the National Cyber Force, because cyber-warfare is only going to increase. I am sure you will join me, Mr Deputy Speaker, in agreeing that placing it in the north-west is a very welcome development. The second thing that the Government deserve specific credit for is Team Tempest and investing in the next generation of combat aircraft. If we know one thing, it is that if we do not invest in aerospace manufacturing skills—I say this as a Member of Parliament who represents a proud aerospace manufacturing area—we will lose those skills forever. Tempest gives us the ability to work with allies across the world, currently Sweden and Italy, to develop an aircraft that will put us at the cutting edge of warfare and allow us to deploy manned aircraft surrounded by unmanned assets, building on those small deployments of Army rangers or special forces.
We have heard quite a lot in this debate about what is being cut, but I actually do not think the defence Command Paper and the integrated review are reductions in capabilities. They are actually new capabilities. The National Cyber Force is a totally new capability. Tempest is a totally new capability. The multi-role ocean surveillance ship is a new capability. Type 83 is a new capability. Artificial intelligence is a new capability. So if we are going to have a debate about what force structure we need in the armed forces in the next 20 or 30 years, we should do so.

Commons ChamberIn this Budget, the Chancellor and everyone in Her Majesty’s Treasury have pulled out all the stops, left no stone unturned and directed the enormous financial firepower of the Government at building back better. But before we can do that, we have to get through the next few months, as millions more vaccines are administered and businesses prepare to open.
The restart grants will be an enormous lifeline to so many local businesses—gyms such as FX Fitness Experience; salons and barbers such as Jack Jones; and pubs such as the Hapton Inn and the Crooked Billet. They now have a date to reopen and Government support to do it.
However, the Chancellor has also been honest about the economic impact that coronavirus has had. When I was elected in December 2019, yes, it was to level up and give Burnley and Padiham the Government focus they deserve, but it was also to ensure that our economy was properly managed—not the reckless spending that was on offer from the Labour leadership, but Conservative management, which meant that we entered this economic crisis in a way that has allowed us to wrap our arms around the country. That same management will ensure that we can do the same again when the next crisis hits.
It is with that in mind that, as a low-tax Conservative, I agree with the tax measures announced today. While this Budget keeps taxes low, with things such as the VAT reduction sustained and alcohol and fuel duty frozen, it also begins the task of repairing the public finances, which we must do. It strikes the right balance, paving the way for corporation tax to increase on businesses that are making healthy and sustainable profits, but ensuring that losses can be carried back for longer, and it provides much-needed support to our SMEs through a reduced tax rate.
Then we have the announcement of the super deduction. For areas such as Burnley, where we have a significant manufacturing sector, that could be transformational. It means that local businesses in everything from aerospace to construction are incentivised to invest in new equipment and new machinery, boosting productivity, creating jobs and powering our local recovery. We should not under-estimate the impact any of that will have.
Finally, I turn to the levelling-up agenda, which I care deeply about. Just a few weeks ago, I was on the BBC’s “Politics North West”, and the shadow Business Minister said that when Labour was in government, it invested in the cities. As this Budget shows, this Government are investing in the towns, too. Nothing embodies that more than the levelling-up fund and the community renewal fund. These two funds will allow Burnley and Padiham to bid for tens of millions of pounds to regenerate our town centre, boost the high street, improve our infrastructure and make our area a place that people want to live, work and invest. Commons ChamberIt is a real privilege to take part in today’s debate. It might be 76 years since the liberation of the Auschwitz concentration camp, but it remains as important as ever that we remember what happened.
This year, the theme for Holocaust Memorial Day is to be the light in the darkness. Light is an incredible thing: it brings hope, it brings knowledge and it exposes. It is this light which showed us the scale of horror and devastation inflicted by the Nazi regime: 6 million Jewish people and millions more—Soviet citizens, Polish people, gay people, Gypsies and many, many more. The number of victims is almost incomprehensible to us and it is an evil brought about by our fellow man, showing us what can happen if we look the other way. It is a sobering reminder to all of us who sit in this place of the deep and humbling responsibility we have, and it is why I support a permanent holocaust memorial next to Parliament.
Earlier this week I spoke to the Jewish Leadership Council, the Antisemitism Policy Trust and the Community Security Trust, three organisations which do incredible work to protect Jewish people in this country and ensure we never lose sight of the work we still must do to end antisemitism. It is a sad reality that far from eradicating antisemitism, it appears to be on the rise. We know there are places on the internet where it thrives alongside other hate and extremism. Those are not dark, unknown corners of the internet, but the platforms many of us use: Facebook, Twitter, YouTube, as well as the more obscure ones, including the ones explained in such great detail by my hon. Friend the Member for Bury South (Christian Wakeford).
Antisemitism is not just confined to the internet. Burnley does not have a large Jewish population, but last year one of my constituents, Ashley, who is just 18 years old, was attacked for no other reason than his Jewish faith. I want to recognise Ashley’s bravery in coming forward, and thank the CST for the support and help it provided to him. Ashley is a light in the darkness, showing the problems that still exist.
We have heard so many powerful speeches in this debate, including the one from my hon. Friend the Member for Beckenham (Bob Stewart). They show us why we should stand vigilantly. We must stand ready to protect those who need it; not to stand by, but to stand up.

Commons ChamberLet me start by thanking all the staff at Burnley hospital, and our carers, for their incredible dedication, as well as the volunteers of Burnley Together, and other groups who continue to support those who need it most. Through this period we have seen the incredible fortitude and generosity of the British people, and businesses up and down the country, including in my constituency, have stepped forward and played their part in manufacturing what we need.
One sector that has been particularly impacted by the coronavirus pandemic is the travel sector. Airlines have seen their business models collapse, and I warmly welcome the action taken by the Government so far, which has undoubtedly saved millions of businesses and jobs. I ask that they keep an open mind about any additional support for airlines that might be required, and look at measures provided in the United States as an example.
When travel restrictions are lifted and the global economy starts to tick over once more, this country will rely on the trade deals currently being negotiated by the International Trade Secretary in order to bounce back. For that to work, we must have the links needed to keep goods and people moving. I mention the travel sector to talk not only about airlines, but about the wider supply chain. As many Members of the House will know, Burnley and Padiham make up one of the northern areas at the centre of advanced engineering and manufacturing, supplying the components needed to build aircraft, and the engines that power them. Sadly, one of the largest local employers in my constituency has just announced more than 200 job losses, reflecting the deteriorating outlook for the aviation sector over the medium term, with airlines holding on to their existing fleet. Those jobs are high skilled, highly paid, and vital to keeping the UK at the cutting edge of manufacturing and engineering. They are jobs that Burnley, which had a higher claimant count than the national average before this crisis, desperately needs.
My ask to the Government is for any policy decisions that could have unintended consequences to be considered holistically. The 14-day quarantine for international arrivals will definitely have some merit for some countries for a short period, and the Government have my support. As a blanket policy, however, it will only kick the aviation sector when it is already down. The job losses that could follow will ripple through the entire supply chain.
With a clear, sustainable strategy of test, track and trace, such measures can be limited to dealing with an initial spike or specific hotspot areas, and not as a long-term solution. For test, track and trace to be effective, though, we need to get testing to a sufficiently significant scale, in terms of both the number of tests available and the number of test centres that exist to deliver them. That is how we can ensure that capacity is always hit. I encourage all Members to read South Korea’s playbook on how it flattened the curve there and developed a test, track and trace system. There, testing is done not only en masse, but also in small K-Walk-Thru booths, rapidly increasing how many people can get tested because it can be done closer to home. That is a model that could also be deployed in airports.
For track and trace, the development and deployment of the NHS app will be critical, and it can easily be mandated at entry ports to the country, to help to ensure that our approach is sustainable in the long term. I know that the Government are looking at both options for the tracing app, with the one currently being trialled reliant on a central database instead of taking a decentralised approach. There are benefits and drawbacks to both, but whichever method is chosen, it is vital that it is chosen quickly, because any delay in selecting a model and getting the app out there, or any change further down the line, will only delay when we can start to adapt to our own new norm.
