Lady will appreciate, in the immediate case I am concerned with a small slice of that, but I have been asking questions about how we hold Government Departments to account for our safeguarding work. I have also strengthened our whistleblowing practices with external oversight and, as I mentioned in my statement, we have written to other Government Departments that administer official development assistance spend.
This is a cultural change, and the Nolan principles of public life can help with the work that the Government do. Since 2013, we have had the UN’s code of conduct enshrined in our staff behaviour rules, and now that this incident has come to light, we are strengthening those rules by making explicit what we expect from all our staff. It does not matter whether prostitution is legal in a country or not; if someone is working for us, they cannot take part in those activities.
Will the Secretary of State stress that her Department makes no distinction about where a charity gets its money from—whether it is from Government or the charitable giving of British citizens—and that we will judge a charity by its deeds? When bad happens, as in the Oxfam case, the real victims are not Oxfam, which has now lost 7,000 subscribers, but the people on the ground, such as those in Haiti. They are the ones who really suffer.
My hon. Friend makes a good point. The beneficiaries of aid are the victims in the Oxfam scandal, not anyone else. I absolutely recognise that individuals and members of the public will judge charities on how they respond, how they operate and their practices and responsibilities towards their beneficiaries. My Department has a particular responsibility to investigate those who are in receipt of UK aid, and the Charity Commission will look at the whole sector.

Commons ChamberMy hon. Friend will be clear about ODA rules from his previous role in the Foreign Office. He highlights the importance of a united and strategic approach, which can be seen in the UK’s work to support the Nigerian Government in their overall undertaking. The cross-Government work that is taking place is the right approach to tackle the severe issues that Nigeria is trying to cope with.
Looking at the immunisation of children in northern Nigeria, it appears that the coverage is very thin. In the past, some of the figures for coverage have been shown to be completely false. Can the Department work with the Government of Nigeria to ensure that there is total transparency, and work more with NGOs to ensure that more children are immunised throughout northern Nigeria?
My hon. Friend is right about the importance of immunising children. I recognise the outstanding work that the agencies undertake in very difficult conditions as they try to reach communities to immunise children. More data and more transparency are needed, and we are driving much of that data transparency requirement through the support that we provide to organisations on the ground delivering those vital immunisations.
I recognise the importance of this issue to the hon. Lady. It is one on which she has campaigned, and she champions the cause of the victims and survivors. Of course, like her, it is the victims and survivors whom we must always keep at the forefront of our minds. That is why it is important that this inquiry is able to continue, and I agree. This point was made this morning by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), the new Chairman of the Home Affairs Committee. We owe it to the survivors and victims for the inquiry to continue. I have to say that, having seen the work that Professor Alexis Jay did in the Rotherham inquiry, I have absolute confidence in her ability to undertake this inquiry.
During the United States election, President-elect Trump stated that Britain should not be at the back of any trade queue, but should be at the front. Now that he has been elected President, what action will the Prime Minister’s Government be taking to ensure that the already very good trading conditions between the USA and the United Kingdom further improve?
My hon. Friend is absolutely right. I mentioned earlier the special relationship between the UK and the USA. We now have an opportunity in our trading relationship with the USA, and that is something I will want to discuss with President-elect Trump at a very early stage.

Commons ChamberI look forward to publishing both of the reviews, and since they were draft reviews when I came into the Department, I am looking at them to make sure they meet not just the Government’s priorities, but also DFID’s new priorities. I look forward to publishing them later this year.
My hon. Friend raises an important point. The UK is the largest donor to GAVI, the Vaccine Alliance, which protects children from rubella through measles and rubella vaccinations, and of course GAVI has been set up very much to do exactly what my hon. Friend says. We have the UK aid match scheme, and Sense International has received over £200,000 for this very purpose in Uganda and Kenya in particular. I look forward to hearing from my hon. Friend about his findings from his visit.

I will just make some more progress. From scientific research, health and climate change to economic growth, education, governance and security, there are few aspects of life that our aid does not touch in many of the poorest nations of the world.

I am extremely grateful. What my hon. Friend is saying is absolutely right and reassuring. If we do not recognise that there are issues out there—that is why we are debating this matter—then we need to address areas where the money has been misspent. Does he agree that when we give money to a charity in America that then spends millions on new headquarters as opposed to ensuring that that money gets through to the poorest people, we do an injustice to the poorest people throughout the world and are probably putting the 0.7% in jeopardy?
I agree with my hon. Friend. We have to ensure that whatever money we have is wisely spent and delivered to the front line. When that is not the case, it needs to be addressed.

Commons ChamberI certainly think that all those people deserve recognition for the work they have done to put this issue so squarely on the agenda, but let me say again that I reject the comparison with the Kindertransport. I do so for this reason: I would argue that what we are doing primarily—taking children from the region, taking vulnerable people from the camps, going to the neighbouring countries and taking people into our country, housing them, clothing them, feeding them and making sure they can have a good life here—is like the Kindertransport.
I think that to say that the Kindertransport is like taking children today from France, Germany or Italy—safe countries that are democracies—is an insult to those countries. But, as I have said, because of the steps we are taking, it will not be necessary to send the Dubs amendment back to the other place; the amendment does not now mention a number of people. We are going to go around the local authorities and see what more we can do, but let us stick to the principle that we should not be taking new arrivals to Europe.
Q7. The Department of Health is looking to introduce a cell-free DNA test for pregnant women in order to reduce the number of miscarriages, but this will have the unintended consequence of increasing the number of abortions for those with Down’s syndrome. I know that nobody in this House cares more about the protection and safety of those with special needs, so will the Prime Minister meet me and representatives of the East Lancashire Down’s Syndrome Support Group so that we can look at ways of protecting those with Down’s syndrome and ensuring that they will not be simply screened out?
My hon. Friend raises a very important issue. A local group of Down’s syndrome parents came to my constituency surgery on Friday and made all these arguments to me. As a constituency MP, I am taking this up with the Department of Health to make sure that all the right processes are followed. There are moral and ethical issues that need to be considered in these cases, but on the other hand we also have to respect the view that women want to have screening and testing about the health of their children, and we should be in favour of maximum transparency, on the basis that this is optional rather than mandatory, but it is part of routine care. So the Health Secretary is going to have to find a way through this, but, above all, we must make sure we go about it in the right way.

Commons ChamberThe strategic framework on economic development that we published several months ago gives the key pillars of work that we will invest in. As the hon. Lady points out, we are ramping up our investment in economic development. Later, we will have a question about migrants. If we are to stem the flow of migrants, it is vital that we do more to create jobs where those people are.
Thinking about the private sector in an alternative way, will my right hon. Friend ask our embassies and high commissions that operate in developing countries and have plants or offices in those places to source materials, including labour, as locally as possible and pay the relative living wage to those whom they employ?
That is a very sensible suggestion, which I will certainly pass on to the Foreign Secretary. We work hand in hand with the Foreign Office around the world, not least in countries such as Tanzania, with which we have a prosperity partnership that is helping to create jobs.

Commons ChamberLet us look at what has happened in the hon. Gentleman’s constituency. The claimant count has fallen in the last year by 28%, or more than a quarter, and in the last year alone—not over the whole Government—the youth claimant count has fallen by 32%. I thought this was the party that said how important it was to get young people off the dole and into work. That is what the Government have done. Unemployment has fallen in every region of the UK. In the north-east, it has fallen by 21,000 over the last year. That is what is happening. We are creating jobs, generating growth and taking the poorest people out of tax altogether—3 million nationwide. [Interruption.] Labour Members say, “Calm down”. I cannot calm down when I see the success that our long-term economic plan is generating. We have 50 days to make sure that the people who delivered this plan can go on delivering it, instead of the people who would wreck it.
Q9. On that theme, BAE Systems, which manufactures world-beating military jets, announced that it is to set up a training academy in the Ribble Valley, upskilling the current work force and bringing on new talent via its ambitious apprenticeship scheme. Will the Prime Minister welcome the £15.6 million investment in this training academy, and when it opens next year, will he visit the Samlesbury site in his continuing capacity as the Prime Minister of our great country?
I am very grateful for the invitation. I was at BAE’s other main site in the north-west, the Warton site, last week as part of the celebration of national apprenticeship week. I was looking at the training and the skills being delivered there. It is hiring 440 apprentices this year, which is a record for BAE Systems which is doing very well under this Government. This is vital work. We have delivered 2 million apprentices in this Parliament and we aim to deliver 3 million in the next Parliament. These manufacturing apprenticeships are particularly vital. So yes, I will certainly take up my right hon. Friend’s invitation to come and open this excellent academy.

Commons ChamberThe point I would make is that we have met the A and E targets more times this winter than when the shadow Health Secretary was sitting in the Cabinet with responsibility for the NHS. I commend what our doctors, nurses and A and E departments have done, because they are coping with around 1.2 million more A and E attendances every year than when we came to power in 2010. They have done magnificent work, and they are doing it on the basis of having not only many thousand more doctors but 2,000 more nurses than in 2010. That is more nurses in our NHS than at any time since Nye Bevan stood at this Dispatch Box back in the 1940s, and that is a record of which the Government can be proud.
The village of Barrow in the Ribble Valley has fewer than 300 houses. The local authority has given permission for just over 100 new houses there, but the planning inspector has overturned a refusal of the local authority and will impose 504 more houses on that village against the wishes of the local MP, the local authority and the local people. Will my right hon. Friend look again at the workings of the Planning Inspectorate to ensure that from now on the planning inspector puts the wishes of local people at the heart of the Localism Act 2011 as he intended?
I will look carefully at the specific incidents that the hon. Gentleman brings to the House. Under the Localism Act, local authorities are able to produce a local plan and get that agreed, which will give local people greater control over what is built and where. In the meantime, things are judged against the national planning policy framework, which does have protections for green belt; it does insist on going ahead with brownfield developments and it does take into account pre-existing local plans. If that needs to be clarified, then clarify it we will.

On a point of order, Mr Deputy Speaker. Have you had any indication of a further Government statement on changes to their plans to treble student fees? I ask because the Institute for Fiscal Studies has brought out today a report in which it confirms that graduates from the poorest 30% of households would pay back more than under the current system—a point seemingly lost on the Prime Minister today—and that the new system will generate perverse incentives for universities charging more than £6,000 to turn away students from poorer backgrounds. Given that it is now clear that the Government’s proposals for student support seem to have been written on the back of the Deputy Prime Minister’s fag packet, do we not need a statement to clarify things once and for all?
Just to assist the House, I have not been given any indication that there is likely to be a statement today on that or, indeed, any other issue.
On a point of order, Mr Deputy Speaker. The House will know that many Members from all parts of the country have been struggling to get here, and that last Thursday they faced very long journeys back to their constituencies throughout the United Kingdom. Have either yourself or the Speaker had an opportunity to discuss with the two Front-Bench teams and, in particular, the Leader of the House whether it might be appropriate, given the very severe weather conditions and the fact that, for example, the Army has been called out in parts of the United Kingdom, to cancel tomorrow’s sitting so that we can reconvene when all Members are able to take part?
If there is likely to be any change to the business of the House tomorrow, the House will be told in the usual manner.
We shall now move on to the motion on the business of the House for Thursday. Before we do so, I ask hon. Members to look at the motion and to see how tight it is. I do not expect tomorrow’s debate to take place today; nor do I expect a rehearsal of it.
