That this House has considered waste incineration facilities.
It is a pleasure to serve under your chairmanship, Sir Roger. Here we are again, talking about what for some of us in the Chamber seems to be our favourite subject lately. We have had similar debates, including one held just last month—I spoke in it, and other hon. Members present attended—but I wanted a much longer debate, to give everyone who wants to speak the opportunity to do so. The issue is particularly relevant for me due to a planning application for a waste incineration gasification facility in my constituency at Hillthorn Park—the appeal process against it is due to start a week today.
I am grateful to my hon. Friend for giving way, and I congratulate her on securing this debate. She mentioned the appeal process. Constituents who contacted me about this debate are concerned that the voice of the local community is heard throughout the planning process. Does she agree that that is essential for large projects such as this?
I absolutely agree with my hon. Friend. I will come on to the 10,800 of my constituents who have been in touch with me. They signed a petition, and they certainly want their voice to be heard.
I wholeheartedly oppose this planning application, and I will come to the reasons why shortly. Before I do, I thank hon. Members present who will be expressing their opposition—I assume it will all be opposition—to waste incineration facilities.
On Saturday, I held a public meeting about my local planning application, to give constituents an opportunity to express their opinions, as my hon. Friend the Member for Torfaen (Nick Thomas-Symonds) said. It was well attended, despite the short notice—I arranged it only the week before—and people came from across the community and the political spectrum, with Labour, Lib Dem and Green councillors and activists in attendance. As this debate shows, this is a cross-party issue, and I am pleased to see colleagues from all parts of the House.
As I said at the public meeting on Saturday, which was attended by more than 100 people, no one in that room was in favour of a gasification plant being built in our area. In my 15 years of being an MP, no other issue has galvanised so many people and brought them together against something in the way this issue has. It really is a community movement, with campaign groups such as No Monster Incinerator in Washington or Washington and Wearside Against Gasification leading the way to oppose the application by informing local residents and getting signatures on petitions. As I mentioned, 10,800 people have so far signed a petition in opposition, which I presented to Parliament last month.

I commend the right hon. Gentleman on his speech thus far. Picking up on that point on manufacturing, will he join me in congratulating Capital Valley Plastics in my constituency? It uses waste plastic as the raw material for its final product. That raw material would otherwise end up in landfill or the oceans.
The hon. Gentleman is right that that is a constructive response to the problem. If more manufacturers were like his, the economy in plastics would be in a much healthier state. I will come in a moment to some of the reasons why that company is one of the relatively few that are succeeding. It is extremely important none the less.

Commons ChamberMy right hon. Friend the Secretary of State very much enjoyed that meeting and visit. He and I are committed to ensuring we do more to protect the wonderful species that are part of our natural habitat, including our marine habitat. We will work hard to do exactly what my right hon. Friend the Member for East Devon (Sir Hugo Swire) is seeking to achieve.
Only about 4% of the world’s oceans are protected. Although I hear what the Minister just said about the aim to increase that, what work can we do with our overseas territories to increase that far more quickly, not least to have an overall target of reducing plastic in the oceans?
The hon. Gentleman asks an important question. Once we designate the marine conservation zones, which I believe will happen in the next two months, the UK will have comfortably exceeded the 30% target that we have set ourselves for the rest of the world by 2030. One of the key things that I do at G7 Environment and in other forums is speak to other nations to see what more we can do to get more designations. The hon. Gentleman is also right about plastics. He will be aware that at the spring statement the Chancellor specifically referred to the overseas territories. Ascension Island will be moving its entire economic zone to fully protected status, and we will continue to work on the Blue Belt programme, which I think will be one of the greatest achievements of this Government.

That this House has considered e-petition 200888 relating to the sale of animal fur in the UK.
It is a pleasure to serve under your chairmanship, Mr Hollobone. The e-petition, headed “Ban the sale of animal fur in the UK”, explains:
“Fur farming was banned in England and Wales in 2000, followed by Scotland in 2002. However fur products can still be legally imported from other countries and sold here in the UK. Much of this fur comes from countries that have very weak or no animal welfare laws at all.”
I introduce the debate on behalf of the Petitions Committee and will begin with some history. The issue has become one of wide public interest, culminating in a significant campaign to build on previous legislation and end fur imports, but there has long been concern about the issue.
My hon. Friend has mentioned the legislative history; does he agree that the sensible next step is to extend the fur import ban to all species? Many of my constituents have emailed me to request that.
I assure my hon. Friend that that is the direction in which I shall proceed in the next few minutes.
To return to the history and as the petition states, 18 years ago Parliament banned fur farming in England and Wales. That ban was extended to Scotland and Northern Ireland in 2002. As the petitioners note, that means that in effect we now outsource the issue. We do not want fur farming on our own doorstep but are currently not strong enough to end our complicity in what can only be described as animal suffering. To end it, and reflect the national will, which clearly is that we should go further than we have done, we need more than just a domestic fur farming ban.

Commons ChamberWe will have the opportunity to have an even better environment and to take direct action through more local initiatives. I commend the work that is being done across the European Union but, as I said to the hon. Member for City of Chester (Christian Matheson), EU-funded research is not supportive of oxo-biodegradable plastics. As we make progress, we must be careful that we do not end up with knee-jerk reactions as we look for these important solutions. We need something that is long lasting.
Single-use plastic bottles can be 100% recyclable but, unfortunately, those that we use do not contain anywhere near 100% recyclable material. How can we influence behaviour in how we dispose of single-use plastic bottles to change that?
I think that the hon. Gentleman will find that most bottles are recyclable; the challenge is how to get more people to recycle them. He might be referring to schemes that the Government have said we will consult on later this year, including a deposit return scheme. One of our biggest challenges involves the littering of plastic, and that is what we want to tackle.
The geography of the Anglican Communion and the Commonwealth do overlap; in fact the communion is larger still. The charter of the Commonwealth contains a commitment to freedom of religion or belief, but the truth is that not all members abide by that. The personal relationships built at Commonwealth meetings and across the Anglican Communion mean that faith communities must advocate for the same global standards for freedom of religion and belief.
It is sad to see Commonwealth countries on Open Doors UK’s world watch list of Christian persecution around the world. What more can we do following the Heads of Government conference to promote tolerance between people of faith and none in the long term in the Commonwealth?
A number of actions were agreed at that seminar. For Lambeth Palace and the Anglican Communion, freedom of religion remains an important priority. Every time the Archbishop of Canterbury visits a Commonwealth country where there is a problem you can be sure, Mr Speaker, that he will raise it.
Part of the initiative in the Commonwealth involves developing a toolkit that Members of Parliament can use to champion issues of freedom of religion and belief in our constituencies.

Commons ChamberSetting appropriate targets is absolutely part of this. One of the challenges of the EU’s target is that, because weight is such an important component in how the EU measures recycling, it does not always incentivise quite the right behaviour. Even though the EU has made important strides, I am glad that our own Government have gone further by ensuring that we tackle the scourge of single-use plastics.
The UK is in a unique position to tackle plastic waste in the world’s oceans due to the number of our overseas territories. Will the Secretary of State be speaking to those overseas territories to develop a comprehensive strategy in this area?
Well—[Interruption.] It was a very good question. The hon. Gentleman always asks very good questions, whether in this House or elsewhere, and he also writes very good books. He makes an important point, and the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Suffolk Coastal (Dr Coffey), will be meeting representatives of the overseas territories next month. He is right that there is more work to do on the network of marine protected areas around many of our overseas territories, and he is right to encourage us.

Commons ChamberOur constitutional arrangements today are very different from those in 1972. What assurances can the Secretary of State give that after our exit from the EU the agriculture rules that are currently set in Brussels will not be exclusively set by the UK Government, but will instead be set by the devolved Administrations with the closest knowledge of the local farming industries?
In the great repeal Bill we will be bringing all the acquis communautaire into UK law. We in the United Kingdom will then be in a position to look at what works best for the UK. I can tell the hon. Gentleman that I am working very closely with our colleagues in the devolved Administrations to make sure that we get the best possible deal that works for all parts of the United Kingdom, and I will continue to do so.
The Electoral Commission will consider all evidence, and I will relay the hon. Gentleman’s comments to it. It is clear that recent public opinion shows that 82% believe that voting at polling stations is safe. That will be kept under review. It will be for the Government to make recommendations to the Electoral Commission about how that can be improved.
My hon. Friend correctly identified the 3.5 million people who do not have the photographic ID required. Does she agree that the Government are completely short-sighted by ruling out a voluntary voter card scheme that would assist those very people?
The Electoral Commission has been clear that an identification scheme along the lines of that in Northern Ireland would be the best option. I will relay my hon. Friend’s concerns to it, and I am happy to arrange for him to meet the Electoral Commission to make those points more clearly.

Commons ChamberMy colleagues in the Department of Health publish lots of very good guidance and run lots of very good campaigns to encourage healthy eating. In addition, we have the school food plan, which aims to improve the nutrition of food in schools so that children learn lifelong good habits. I agree with my hon. Friend that it is possible to eat good, nutritious food, the cost of which has been remarkably stable.
When I visit my local food banks, I hear that the number of people relying on them is going up. Is it not the truth that the Government do not want to collect data on that because they would have to admit the failure of their policies, not least the fact that getting a job is no longer a route out of poverty because of the levels of in-work poverty they have created?
This Government have introduced the concept of a national living wage, which will raise incomes for the lowest paid in our society. I, too, visit my local food bank, and I send my case officers into the food bank to help people who may be having particular problems or crises in their lives. Many complex issues contribute to poverty. I advise all Members to work closely with their local food banks, as my office does.
It is merely four years since the 350th anniversary of the Book of Common Prayer, and I am delighted to be able to reassure my hon. Friend that the service of evensong is showing significant growth, including, interestingly enough, among students and young professionals. Obviously, every church can now easily broadcast its services over the internet, and clearly evensong and the Book of Common Prayer find a place in our society today.
Many constituents have written to me concerned about religious persecution around the world. Does the right hon. Lady agree that digital and social media, through their very interconnectedness, offer an opportunity to promote interfaith tolerance?
I could not agree more. The digital world opens the world to our own eyes, and we become aware of the suffering of those who are being persecuted for their faith, which is something that our country stands up to combat. The Church will play its role in making more of us aware of religious persecution and seeing what we can do in action and prayer to combat it.

That this House has considered Badger culling and bovine TB.
Bovine tuberculosis—bTB—is a disease affecting beef and dairy cattle herds in England and Wales. Scotland is officially free of the disease and Wales is increasingly considered to be bringing the disease under control, but its incidence is rising in England.
Bovine tuberculosis is caused by the organism Mycobacterium bovis, which is excreted by infected cattle on to the land they graze where it survives in the soil. It can be and is then passed to other cattle and other species, including badgers, rats, cats, deer, foxes, moles, hedgehogs, worms and, I understand, even flies. However, the predominant mode of transmission in cattle is nose to nose and of course through trading, which promotes it between herds.
In recent years, the disease has spread extensively northwards and eastwards from the areas of original prevalence in the south-west of England, and that spread continues. In fact, the number of new herd breakdowns appears to double approximately every nine years, and in the last decade alone the UK Government has slaughtered 314,000 otherwise healthy cattle in an attempt to control the disease.
Does the hon. Gentleman agree that the spread he is talking about would be far better controlled by regular cattle testing than by a cull, which is simply not cost-effective and is inhumane?
The hon. Gentleman makes a valid point and I will come to it shortly.
In 2013, more than 6 million bTB skin tests were performed in England in an attempt to identify the disease, leading to the slaughter of more than 26,000 cattle. These tests are only 20% to 50% effective. One quarter of herds in the south-west and west midlands regions of England have been placed under movement restrictions at some point, and in the last decade the rising incidence of the disease has cost the UK taxpayer more than £500 million. Today, 20% of all new herd breakdowns are detected in the slaughterhouse, such is the ineffectiveness of current testing programmes.

I am deeply grateful to the League Against Cruel Sports, the Royal Society for the Prevention of Cruelty to Animals, the Cat Protection League and other animal welfare organisations that have assisted me in this matter. I also know that there are Members who are ideologically opposed to bans of any kind. Obviously, I do not share that view myself, but we need to exercise caution and judgment. The legal framework in this country under the rule of law is generally about regulating what behaviour is and is not permissible and what should and should not be punished.
On that point, is not one of the issues with the use of snares now that they simply are not being used for the stated purpose? Often, the species that is targeted is not the species that is captured.
I fully agree with my hon. Friend, and I am grateful to him for his point. I hope to go on to elaborate on that in a bit more detail. The thrust of the motion is about not just the inherent cruelty and barbarism of snares—the single snare that is currently legal—but the gross inefficiency of them. They are not even useful in what they do, and they cause unacceptable consequences.
We have to exercise our responsibility as legislators when we are acting on behalf of those who cannot speak for themselves—whether it be children or animals. I believe that there is an imperative here for us to take action. Snares are thin wire nooses set to trap animals seen as a pest or a threat, usually foxes and rabbits. They are intended to catch animals around the neck rather like a lasso. There are two types of snare. The self-locking snare, which is not legal, tightens around the animal the more it struggles. Even when the animal ceases to struggle, the device is still tightened and causes serious injury and death, but, as I said, that is illegal under the current regulations. This motion refers to the free-running snare, which is still currently legal. If it is operating properly, it should tighten as the captured animal struggles, but relax when the animal stops pulling. It is intended to hold the animal live until the snare operator returns to kill it, usually by shooting, or release it if the snare has not caught the right target creature. The disadvantage of a legal free-running snare is that it can in many circumstances act like a self-locking snare, which is illegal, when it becomes kinked or rusty.
Although their purpose is to immobilise target animals, most snares cause extreme suffering to animals and often lead to a painful, lingering death. Animals caught in snares suffer huge stress and can sustain horrific injuries. Snares can cause abdominal, chest, neck, leg and head injuries to animals. Some animals get their legs caught in snares and end up with the wire cutting through to the bone. Such animals may attempt to escape by gnawing off their own limbs. Others are caught around the body.
The number and diversity of animals that fall victim to snares is immense. It is not possible to control which animals will be caught in a snare. A snare set to catch a fox is just as capable of catching other species. Cats, dogs, badgers, otters, deer, hares and livestock have all suffered terrible injuries or been killed by snares.
In 2012 the Department for Environment, Food and Rural Affairs produced an extensive report on snaring in England and Wales, which suggests that up to 1.7 million animals are trapped in these primitive devices every year, which equates to almost 200 animals caught each and every hour. Moreover, because snares capture any animal that happens to step into them, little more than a quarter of the animals trapped were found in DEFRA’s field studies to be foxes, the intended victims. The other three quarters included hares, 33%; badgers, 26%—both of which are protected species—and a further 14% described as “other”. That is almost a quarter of a million animals, including deer and domestic pets such as cats and dogs, captured every year. That goes to the heart of the inefficiency of snares as a device for animal control.
DEFRA’s independent working group on snares concluded in 2005 that it would be difficult to reduce non-target catches to less than 40%. According to DEFRA’s 2012 report, 260,000 snares are in use in England and Wales. The report reveals that 95% of landholdings do not use snares, with the use of both fox and rabbit snares being far more likely on landholdings with game bird shooting. I will not go into detail about my attitude towards shooting as a so-called sport. That is an argument for another day, but in common with more than 62% of the population of this country, I am opposed to shooting as a sport and cannot see what possible pleasure can be derived from blasting a living creature to smithereens.
