Commons ChamberMay I correct the hon. Lady? Her predecessor was not the hon. Member for Manchester Central (Lucy Powell); it was the hon. Member for North West Durham (Pat Glass), and I regret that she felt it necessary to resign. The academies programme is very successful, even without taking the powers that we had suggested. The programme is moving at pace—there were 200 academy conversions last month—and sponsored academies are improving faster under this arrangement. I hope that the hon. Member for Ashton-under-Lyne (Angela Rayner) will support a programme that began under the Labour party, although it began under a new Labour Government, not this old Labour Opposition.

Commons Chamber13. What recent progress has been made on his Department's academies programme in (a) Tamworth constituency and (b) England.
Ministers have recently agreed proposals for two new academies to replace four Tamworth schools to be taken to the next stage of development, subject to the approval of the governing bodies. In addition, Landau Forte academy in Tamworth opened in September for 11 to 16-year-old pupils, and its new sixth-form centre will open in September 2011. Across England, there are now well over 350 academies, of which 158 have opened during this academic year.
I am grateful to my hon. Friend for that answer. Will he, with me, congratulate all the other secondary schools in Tamworth that are now pursuing academy status beyond the dead hand of the LEA? Will he agree to support, to the best of his ability, those potential academies and academies sponsored by E-ACT that may wish to offer sixth-form provision if there is demand for it in the town?
I congratulate Queen Elizabeth’s Mercian school, Belgrave high school, Rawlett community sports college and Wilnecote high school on seeking academy status. The OECD research is clear that autonomy at school level, combined with objective external assessment, is the key to success. We are keen to improve the quality of sixth-form provision and to look at all proposals. In the case of Tamworth, that would mean considering this in the light of the new sixth-form centre that is currently being built and due to open next year.

No representations have been received on standards of attainment in secondary schools in Tamworth. However, we have received many representations about standards in secondary schools nationally. In 2009, 38.9% of pupils in maintained schools in Tamworth achieved five or more GCSEs at grade A* to C, including English and maths, compared with 50.9% in England as a whole.
I am grateful for that answer. Is my hon. Friend aware that after 13 years of a Labour Government, children are still going to secondary school in Tamworth at the age of 11 with a reading age of eight or lower, which puts them at a disadvantage? What proposals do the Government have to enhance vertical integration between primary schools and secondary schools so that children have the best chance of high attainment when they go into those secondary schools, and do not have to play catch-up?
It is important for primary and secondary schools to work closely together, particularly at that transition point. Getting the fundamentals right is crucial to a child’s success in secondary education and throughout their adult life. The Government are committed to getting all children reading and writing to a high standard, which is why we are promoting the use of systematic synthetic phonics in primary schools and introducing a short reading test for six-year-olds, so that we can identify those who need extra help. We will say more about the age six reading test shortly.
