Commons ChamberWe are seeing unprecedented growth in rail traffic and transport. Importantly, the Government have matched that by increasing the investment for Network Rail over the next control period. Some of the improvement that my hon. Friend talks about needs to take place. I say to my hon. Friends, however, that there will be disruption while some of this improvement is taking place. Sometimes that will be because of the train operating companies, but sometimes it will be because of the failure of previous Governments to invest properly in the railways and upgrade them.
There is unlikely to be much UK steel used in the train contract that has just been awarded to the Spanish. What can the Government do to use franchising and other measures to ensure that their new procurement guidelines, which are a big step in the right direction, begin to have some purchase to ensure that steel content is included in such contracts?
First and foremost, I would point out to the hon. Gentleman the amount of money that is spent by Network Rail in purchasing steel from his constituency or thereabouts. That is an important movement in the right place. It would have been a bigger betrayal to the people of the north had we not said that we need new rolling stock to replace the Pacers. I am pleased that the Government will replace the Pacers. The very fact that our train builders in this country—Bombardier and Hitachi—are busy is because of the record investment the Government are putting into the railways.

Commons ChamberI do not want to see any downgrading of our electrification programme. In the last five years we electrified some 50 miles, which compares favourably with the 10 miles managed in the 13 years of the last Labour Government. The electrification programme is a very big and ambitious programme and I want to see it delivered.
Any delays to the Network Rail infrastructure programme are a concern to those in the rail supply chain, including Tata Steel in Scunthorpe. Does the Secretary of State agree that essential track maintenance and renewal must go ahead in a way that does not affect the supply chain and threaten jobs?
The enhancement of the railways is important for the supply sector, but it is also important that that sector is competitive and provides Network Rail with competitive rates. We are all keen to see that. I point out to the hon. Gentleman that there will be a £39 billion programme of rail investment over the next five years. We are also looking at investment in High Speed 2 and, so far as railway track is concerned, we are looking at investment in Crossrail, too.

One of the things I am not responsible for—I do not think any member of the Government is—is the fixture list of football clubs. Perhaps they need to answer the question why some of the fixtures are so far apart in the country at a time when, as has been the case for many a year, there is no rail operation because of engineering work on the lines. My hon. Friend makes an interesting point about what should change in the considerations. I do not think football fixtures will be at the top of the priorities, but obviously we should take an interest.
My constituents have been contacting me, concerned about the squeeze on their living standards from a 20% increase in rail fares since 2010. How can the Secretary of State make sure that there is no repeat of the chaos and that rail passengers get the service that they are more than paying for?
I do not know if that is a spending commitment that will be matched by those on the Opposition Front Bench. It is no good complaining about the level of investment taking place and then saying that somehow there is a bigger pot of money available to subsidise or support the rail industry. That is just not practicable.

Commons ChamberAs I said to my hon. Friend the Member for Brigg and Goole (Andrew Percy), there will be a number of applications for the location of this academy. I join my hon. Friend the Member for South Derbyshire (Heather Wheeler) in congratulating Bombardier, which won this Crossrail contract against some stiff competition. It just shows that Bombardier can win competitions for rolling stock and that the Government are committed to providing that rolling stock, too.
What assessment was made of the capacity and expertise of existing further education colleges before the decision was made to spend £20 million of scarce public money on a new academy?
I am pleased that the hon. Gentleman seems not to be bidding; there will be one fewer venue to consider as a result of that sort of intervention. It is not often I hear people complaining about the Government investing in higher education and the future of our engineering skills. I am very proud we are doing it—it will be £20 million well spent.
