Yes, it does, because it puts more capacity into the franchise so that many more of the constituents my hon. Friend serves so well will be able to secure the seats they are looking for.
When does the Minister expect the new hydrogen-driven trains promised in his statement to run?
This is the very earliest of stages, so I am afraid I cannot provide all the details on that. However, I am extremely keen to see further environmental improvements on our rail network, and it is with great relish that I will be taking the first opportunity to bring a hydrogen-powered train on to the network.

Commons ChamberI am not sure I recognise that problem, but my right hon. Friend is welcome to write to me. There is every reason to think that HS2 might in fact relieve some of the traffic, because people will be making journeys that are not merely local.
I welcome the Minister’s comments. Is he basically saying that North Lincolnshire Council has no excuse for the potholes in the pavements and roads around our area?
It is hard for me to comment on whether the council has any excuse, since I do not know the circumstances it is under. All I can say is that it has a share in £420 million more than was expected at the end of last year.

Friend the Member for Birmingham, Northfield (Richard Burden) asked the Secretary of State whether, at the point of signing off the contract, he knew that Seaborne Freight had not got in place the agreements with the port authorities in Ramsgate and Ostend that it was saying that it had got. This is about due diligence—was it done?
I can only think that Opposition Members have not been listening to a word I have said. I said at the start that we knew that they had not got the arrangements in place. That is why we put in place a tight contractual structure that involved no financial commitment from the taxpayer until they had got those things sorted out.

Commons ChamberI can assure the hon. Lady that we are very well aware of that and, indeed, the security services have been providing advice to airports about this for some considerable time. They have provided advice specifically based on some of those experiences in the middle east, and this is something on which we work with them continuously.
There was some speculation in the press at the time that there may not have been any drones involved in this incident. Will the Secretary of State confirm how many malicious drones brought all this destruction to Gatwick, and can he tell us, in the light of this experience, what he is doing to make sure that his Department supports airports around the country in getting their contingency plans updated?
The report of there being no drone was a misspeak by a police officer. I have spoken to the chief constable since and to the airport chief executive—we talk regularly—and there is no question but that there was a drone or a small number of drones. Nobody is quite sure whether it was one, two or three, but it certainly was not a large number—probably only one. It made a return on a regular basis on many occasions just as the airport was about to reopen. On contingency work, I spoke to the operators of all the major airports on the day after this happened. Within a short period of time, after we understood what the issue was, police around the country were carrying out additional patrols around those airports. We have had regular discussions since. Baroness Sugg is holding a further meeting with them in a few days’ time to get an update on their plans. All of them have been briefed that we can provide the kind of support that the MOD provided at Gatwick if something happens there.

Given that the introduction of E10 fuel would improve air quality and reduce carbon emissions, why do we not introduce it? When are the Government going to do this?
The hon. Gentleman will be aware that this is the subject of a consultation that has only just closed. We will need to review that, but we are looking closely at the issue and we have been making tremendous progress on it. He will also be aware that some of the business concerns that have been expressed had much more to do with the low bioethanol price and higher wheat prices than with the Government’s position.

Commons ChamberThis is one of the great conundrums. We are spending money around the country and it is impossible to deliver investment without some disruption. I absolutely would not accept a train company using that as an opportunity to do things that are not right for passengers, but we have to accept that if we are going to modernise different parts of our road and rail infrastructure, some disruptive consequences are inevitable, however much we might wish that was not the case.
The Department absolutely recognises, as the Government do, the importance of clean air, and established a working group with the fuel industry and others in November 2017 to look at issues relating to the potential introduction of E10 fuel. This group has also considered the new fuel labelling requirements introduced by the alternative fuels infrastructure directive. We intend to consult on proposals later this year and, in some cases, potentially very soon.
I can certainly confirm that we will be consulting shortly on E10 and that we are looking closely at the issue of fuel labelling, which, as the hon. Gentleman knows, has to be addressed relatively quickly.

Commons ChamberAs my hon. Friend will know, the North bridge in Oundle falls under the responsibility of Northamptonshire County Council as the highway authority. Since 2015-16, the Department has provided the council with £72 million of local highways maintenance finance, including £12 million this year. That can be used to help to strengthen bridges. It is entirely for the council to determine how that funding is deployed.
North Lincolnshire’s roads and pavements are pitted with potholes. Given what the Minister has just said, should North Lincolnshire Council not be doing a better job of tackling this issue?
Of course, these are matters for local authorities in each case, as the hon. Gentleman rightly points out. Our job is to take a more strategic view of the overall picture, which is what I have said we are planning to do.

Friend will be interested to know that I sent a message of welcome to the team from the International Council on Monuments and Sites that is currently considering the issue of Stonehenge. Of course we will look into my hon. Friend’s concerns, and he is welcome to write to me with further details.
When will the Government catch up with the rest of the world and take advantage of a quick, easy, cost-effective way of reducing transport emissions by introducing E10 fuel?
We are reviewing that option at the moment. As the hon. Gentleman will know, it would require legislation, but we are already giving considerable support to the ethanol industry, and we are continuing to look into it.

Commons ChamberI will seek to gee things along. The Hope Valley line, as my right hon. Friend will know, is one part of the package of proposals—some new lines, some upgraded lines—that Transport for the North has brought forward for the northern powerhouse rail. I will seek to make sure that that process is concluded as quickly as possible.
Will the Government work with businesses that supply renewable fuels to see what impact the renewable transport fuel obligation has on them, and will they continue to look to develop E10?
We have already consulted quite extensively, and we will continue to work with those businesses.

Commons ChamberIt is a real pleasure to follow my northern Lincolnshire friend, the hon. Member for Cleethorpes (Martin Vickers), but first let me congratulate my hon. Friend the Member for Kingston upon Hull North (Diana Johnson) on setting out the debate so well and reminding us that this is not just about transport but about rebalancing the economy. As the hon. Member for Richmond (Yorks) (Rishi Sunak) said, there is a prize to be grabbed here. There is an opportunity, through investment, to do something about the productivity gap that continues to widen, to address regional inequalities and to do something about the gap in investment. Transport can be the real motor for that. As my hon. Friend the Member for Barnsley Central (Dan Jarvis) said, if the same amount that has been spent in London over the past decade was spent in the north, we would have seen £59 billion more—a staggering piece of information.
A constituent has written to me, and I want to give a flavour of his take on this debate, because it provides an insight into how people see things locally. Dave Roberts writes:
“You probably already know that, as well as backtracking on the several rail electrification projects promised for the North, the powers and finance to be given to TfN (Transport for the North) are much less than those enjoyed by TfL (Transport for London).
As far as I am aware the Scunthorpe area does not seem to have been included in any of the proposals made for transport in the North. The major proposal seems to be… a new high-speed rail line between Hull and Liverpool. Relatively little extra work would be required to link the current line from Cleethorpes through Scunthorpe to this HS3 line.”
Those are powerful insights into the opportunities that could be utilised with proper investment. The danger for northern Lincolnshire is that not only are we neglected as part of the north, but we are also neglected as part of the northern project. As the hon. Member for Cleethorpes mentioned, Immingham is the largest port in the country by volume and having that port in the heart of our area should mean good transport links, but the links are still woeful despite the recent welcome investment in the A160. The A180 also ought to be upgraded.
The M11 was originally proposed to run from the Peterborough-Cambridge area, where it finishes now, up to the Humber bridge. Does the hon. Gentleman agree that having that as a long-term prospect would boost the north Lincolnshire economy?
The hon. Gentleman is certainly ambitious. However, hauliers in the area will say that the problems with the A15 going south mean that the situation is poor. Investment in and dualling the A15 would make a significant difference to transport links in our area and would build on the concept of an M11-type development. Improvements to the railways would also help. The nature of the line through northern Lincolnshire means that freight trains in particular have to go slow in parts, and strengthening that line would make a significant difference to both the east-west and north-south movement of freight in our area. Railtrack improvement and investment in the A15 would make a significant difference.
We welcome the fact that the coalition Government significantly reduced the Humber bridge tolls after eventually listening to a multi-partner argument, but it is interesting to hear that the Severn bridge tolls are going to disappear altogether. What is good for the south ought to be good for the north, and we ought to have a similar approach to issues in the north. The hon. Member for Cleethorpes also mentioned the value of a direct rail link to our area from London and more investment in the Brigg line, which would benefit Kirton in Lindsey in my constituency and other movement through the area. If the Humber area of northern Lincolnshire, Hull and the east riding is to be the “energy estuary”, we need investment to allow the area to blossom. Transport for the North needs to be given the powers and resources to deliver for the north, but it also needs to remember northern Lincolnshire.
