After all the razzmatazz of COP26, I hope that the Government are going to get serious about tackling climate change. One obvious way to do this would be to electrify the railway, not just to Swansea, but all the way through to the strategic port of Milford Haven.
We desperately need upgrades to the north Wales main line, which goes through to Holyhead, which handles huge volumes of traffic with Ireland. We also need much better connectivity between north Wales and the north-west of England, as there is a huge volume of cross-border traffic. Indeed, Transport for Wales and Growth Track 360 have been developing plans for a north Wales metro, as well as improvements to the north Wales main line, speed and capacity upgrades between Wrexham, Bidston and Liverpool, and proper links to HS2.
Does my hon. Friend agree that it was sad to see that the very good idea of funding further work on the Wrexham to Bidston line, which was put forward under the levelling-up proposal, in fact got no money whatever, and that again Wales has been levelled down by this Government?
My right hon. Friend makes a good point. In fact, Sir Peter Hendy, in his report, recognised the value of that project, the Burns report on improvements for the area around Newport, and the need for improvements from Cardiff up to the midlands—all very worthwhile projects. There is no lack of ideas in which the Government could invest, if they were so minded to.
I really cannot finish without stressing the real need for this Government to respect devolution and the Welsh Government. No matter how big a Union flag Ministers put on their internet background, if they ride roughshod over the Welsh Government rather than fostering co-operation, they will provoke resentment. A strong Union needs effective collaboration, not—as we have seen with the community renewal fund—the UK Government ignoring the long experience and strategic planning of the Welsh Government.
I remind the House of the huge commitment of the Welsh Government to public transport infrastructure, taking over the Wales and Borders franchise, creating Transport for Wales, and now investing £738 million in transforming the valleys lines. To match the Welsh Government’s ambition and commitment to rail, in which they are investing, we now need the Government to step up to their responsibilities for rail to Wales and main lines within Wales, make up for their lack of investment to date and for their broken promises, consult meaningfully with the Welsh Government on priorities and plans, and deliver for Wales.

Commons ChamberI congratulate Shotton steel plant on its 125th anniversary. I bring greetings from Trostre, which this year celebrated nearly 70 years of existence but, like Shotton, uses the steel produced in Port Talbot. Does my right hon. Friend agree that the Government must not only pull out all the stops to ensure the very existence of our steel industry, which is facing these astronomical and totally uncompetitive prices, but invest in a massive renewables programme to secure energy for the future, help the decarbonisation of steel production in this country and ensure the future of Shotton, Trostre, Llanwern and Port Talbot?
Once again, I agree. I am also very concerned that the Government only ever seem interested in the steel industry when we are in crisis. When there is a crisis, suddenly the Government are all over the steel industry, and the moment it drops out of the headlines, so does the Government’s interest in it. That is just not acceptable. As my hon. Friends have said, the danger is that, at some point, the industry—or significant parts of it—will fall over. My hon. Friend the Member for Aberavon (Stephen Kinnock) made the point that without Port Talbot, there is a danger that there would not be a Shotton either. That is a point that the Government really need to grasp.
There is no mention of steel in the Government’s latest Budget or their so-called plan for growth, and their industrial strategy has effectively been scrapped. There has been a total failure to support environmental targets with investment that could boost decarbonisation in the industry. Funding from the clean steel fund has been delayed until 2023 and, as I have said, the issue of high energy prices has been completely ignored. All we ever get is, “Oh, it’s nothing to do with us. Have a look at Ofgem; maybe they can do something.” That is not acceptable.
Labour’s analysis shows that 24p of every pound spent on steel for Government infrastructure projects was spent outside the UK in 2017-18, meaning that Shotton and other plants throughout the UK have been left behind. The Government are making an utter mockery of their pledge to “level up” with such actions, which leave behind steel areas completely. Stronger “buy British” steel targets could create and safeguard around 50,000 jobs, and boost the economy by £4.4 billion. Vitally, it would also lower the environmental damage of steel imports. True levelling up would consist of more than just rhetoric. It is clear that we need decisive action and decisive planning. We heard only a couple of days ago in the other place that steel for our warships and our submarines is being imported, with the argument being, “We don’t have it in this country.” We do not have it in this country because we were not told soon enough that the plants could start producing what was needed. The end result is that we are importing steel to build warships and submarines. That is how stark the position is and how stark the Government’s failure is.
As well as taking action to secure the next 125 years of production at Shotton, we must also reflect on the role Shotton is taking in the fight against the climate and ecological crises we face—a point raised earlier. We need a green plan for steel and we need it to be supported by the Government. I want Shotton steelworks to become the first carbon-neutral plant in the UK. Shotton has been central to much progress in UK steelmaking for more than a century, so it would be fitting for the plant to lead the country’s decarbonisation efforts. Fortunately for us in Wales, the Welsh Labour Government are already taking the first vital steps to support Shotton’s path to becoming carbon neutral. The manufacturing action plan for Wales, a collaborative effort made between Industry Wales, trade unions and representatives from the manufacturing sector, is central to that progress. First Minister Mark Drakeford is stepping in to take action in pursuit of a prosperous, green and equal economy.
The Tata Steel group has been clear that decarbonisation and securing a green approach to steelmaking are top priorities. Shotton is already playing a key role in the fight against climate change through the application of its products in the construction of “active” buildings, which produce more energy through renewables than they consume. There is scope for more progress, and we must support and encourage Tata with that. Many critics argue that decarbonisation and economic growth in the steel industry are mutually exclusive, but with the right financial backing and strategic approach, Shotton can lead the UK steel industry to being carbon neutral and continue to support jobs in north Wales.
We hear a lot from the Government that hydrogen is the future. It may well be the future, but it is not currently the present and it will not be the future unless we invest in it. It is not going to happen by accident that one day we wake up and the steel industry and other industries suddenly have plentiful supplies of hydrogen, it works and everything is fine. We need to be ploughing investment into research now, otherwise we will fall further behind and we are already falling behind our European neighbours.
The steel industry in Alyn and Deeside is the very fabric of our area.

Commons ChamberBefore I begin what I intend to make a very positive and constructive contribution to this debate, I must put on record my concern and that of other hon. Members about the disgracefully short notice for this debate. It is not as though we have not known for some time that 2018 was the centenary of the RAF—100 years in fact—but to give only one parliamentary day’s notice was very discourteous to Members. I hope that the Government will do better in future.
It is a real pleasure to open this debate for the Opposition and to celebrate 100 years of our Royal Air Force. I will try not to repeat too many of the Secretary of State’s remarks, but we in the Opposition are in a lot of agreement with him on this topic. In those 100 years, the brave, dedicated men and women of our Royal Air Force have worked tirelessly and made sacrifices—in some cases, the ultimate sacrifice—to keep us safe and to protect our freedom.
Although we are marking 100 years since the creation of the Royal Air Force, it did not come from nowhere. I would like to take a few minutes to look at what was happening before 1918. During the past four years, as we have reflected on the events of the first world war, the dominant image for most people has been that of the trenches on the western front—not least because so many families in all our communities have been able to trace family members who served in the Army on the western front. There has been some mention of the war at sea. In the Parc Howard Museum in Llanelli, we have an exhibition on the war at sea. We have talked about the blockade of Germany and the relentless attacks on ships bringing supplies to Britain. Indeed, we had a parliamentary debate on the battle of Jutland.
Many people are much less aware of the use of air power during the first world war. They tend to associate it much more with the second world war and, of course, with the outstanding performance of the Royal Air Force in the battle of Britain. However, the use of air power in combat goes back longer than one might think. Indeed, the use of a tethered air balloon for reconnaissance—to get a better view of what was happening on the ground—dates right back to the American civil war in the 1860s. Already during world war one, aircraft were used in many ways that we would recognise today—for reconnaissance, air combat, home defence, anti-submarine warfare and bombing—and they even took off from an aircraft carrier, with HMS Furious being the first aircraft carrier. The war also saw the further development of the use of wireless communication, aerial photography, tactics and organisation.
As the hon. Member for South West Wiltshire (Dr Murrison) has mentioned, aircraft were flown by the intrepid members of the Royal Flying Corps and the Royal Naval Air Service. They dealt with all the hazards of a relatively new and untried technology and the vagaries of weather, even before encountering the dangers of a mission. By the end of the war, that resulted in a combined total of some 9,300 killed or missing and some 7,000 wounded from the RFC, the RNAS and, subsequently, the RAF. We acknowledge their bravery and sacrifice.
This year, as has been mentioned, we have indeed enjoyed some spectacular events as part of the RAF100 celebrations, which have really commemorated, celebrated and inspired. I would like to put on record my sincere thanks to all those who have been involved in their preparation and execution. Up and down the country, the public have really appreciated the events, and a huge effort has been made to ensure that they have been truly open to the public. In one event in Cardiff, we had the flypast of a Lancaster bomber. We also had a fabulous display, in which the public could participate, with the opportunity to speak and ask questions about what they saw. Here in Parliament, we all enjoyed the RAF100 flypast, with the amazing participation of 100 aircraft.
The national Armed Forces Day event was held this year in Llandudno, where, being in Wales, we were of course blessed with perfect weather. The RAF pilots put on a spectacular air display, including by drawing a heart shape and of course the number 100 with their smoke trails.
Is it appropriate also to remember all those men and women who actually produced those aircraft? I am particularly thinking of the women at Broughton, who still hold the world record for building a Wellington bomber in 24 hours.
Indeed. My right hon. Friend makes a very good point. The contribution during the second world war of women in the construction of aircraft, with the skills they obviously had and developed, was absolutely magnificent, and I think very much overlooked. As he says, they actually broke the record with the most amazing construction work at Broughton.
I visited Broughton during the RAF100 celebrations. I was at Raytheon in Broughton on the 38th day of the RAF100 baton relay. The baton had been carried up Snowdon the previous day and it was on its way to the Defence Electronics and Components Agency at Sealand. I was very pleased to be there because north Wales has such strong links with the RAF. It was of course a north Walian Prime Minister, Lloyd George, who established the RAF. It was through his initiative and determination to secure victory in world war one that the RAF, the world’s first independent air force, was created on 1 April 1918.

It is a pleasure to serve under you in the Chair, Mr Owen. My hon. Friend the Member for Clwyd South (Susan Elan Jones) made a powerful case about some of the problems that people are facing. I am sure that all of us in this Chamber want to see people getting back to work if they are able to do so, but none of us wants to see whatever ill or disabled people suffer from being made worse because of all the stress and anguish of the process that we are discussing.
We have all heard of vital paperwork not being sent out, delays of up to six months and longer, medical assessments being cancelled at the drop of a hat and even people not being told that their assessment will not take place. Then, when the process has been gone through, some people are being told that they should never have gone through the process in the first place, because of what they suffer from.
My hon. Friend the Member for Vale of Clwyd (Chris Ruane), who unfortunately has had to leave the Chamber, touched on mental health. That is a particular area of concern. We are talking about people whose lives are already difficult enough without some of the problems that the Government are now forcing on them. We see people who are literally in tears. They do not understand what is happening to them and are worried at every stage of the process. People are even saying to me, “Mr Tami, if I attend the interview, will that be held against me?” I say no, but they are worried; they are scared. They do not understand why their money is being stopped, why this is happening to them. We are making people ill by doing this; there is no point in pretending otherwise. I have been seeing people who were not great the first time I saw them, but each time I see them they are in a worse state. They are in more debt. They are worried; they are scared, because of what is happening to them.
I saw one guy who was in a wheelchair most of the time. He had had two strokes recently. Clearly, that person will not enter the realm of work very easily. Why do we have to put through this process people who are suffering? Equally, another man, who was 64 years of age, had a long history of heart illness. With the best will in the world, how will he enter the realm of work? Who will employ him? [Interruption.] I know, but that is how people view it; they feel that they are being forced out to work.
This is a very difficult situation. I accept that. Colleagues have mentioned the meeting with Capita. It has helpfully sent us a note about that and some of the questions that were asked. I notice that it is entitled “Health and wellbeing”, which is a somewhat strange situation, but there we are. Let me go through some of the points that it raises in the note. The first question is:
“Why are claimants facing delays in the assessment process?”
The Minister will not be surprised to hear that it is probably the Minister’s fault:
“Referral volumes from the Department are higher than forecast.”
One of my hon. Friends mentioned this:
“More health professionals are needed. The planning assumption was 141. We have now trained over 250 and will have nearly 450 by July 2014.”
Why was the original figure so wrong? It was not just slightly out. There is a massive difference between those figures.
This is one of my favourites:
“Why was the reality of delivery different to the original assumptions?”
Capita states:
“The complexity of producing the new and detailed reports means that there are a number of interrelated factors that add to the assessment timescales. Critically, the assumptions we originally built our operating plan to have not proved to be accurate in live running.”
I presume that in English that means that they have cocked it up.
Would my hon. Friend, like me, like the Minister to explain exactly what specifications there were in the service level agreement between the DWP and Capita for time scales after the PIP2 form and the medical assessments have been received for Capita to produce its assessment? What were those specifications?
My hon. Friend makes a good point, because something has gone very badly wrong. As I said, some of these things are not just slightly out; there is a massive problem.
I will quote just one more paragraph from Capita’s note:
“What are the current timescales from applying for PIP to a decision being made?
The Department for Work and Pensions estimate that in total it may take around 21-26 weeks from the time a claimant first calls to initiate a claim to when they write to them with their decision. For most people this will include a face-to-face appointment which could take…12-16 weeks to arrange.”
I find that staggering. Then there is this very helpful comment:
“It may take less time than this or longer”.
There we are; there is our answer. Now we know that things are going very well!
As my hon. Friends have made clear, we have all dealt with such cases. I have details of one here. The person applied for PIP last November. They were chasing and chasing and finally got an assessment date for April, but they are still waiting to go through that process. Someone else applied for PIP in June. They had the assessment. However, they got an answer from the DWP only in March, and again that was after they had chased it. Someone else applied in September 2013. Three medical assessments were cancelled by Capita. Some were cancelled without the person being told. They chased for an appointment and finally got one in January. Again, they were having to chase all the time. My favourite is this one. Someone received a letter on 4 February this year informing them that a consultation would take place at their home sometime between 20 January and 25 January. They go back in time to have the assessment, back to the future, or perhaps it involves the use of a Tardis or there is some other new thing that the Department can use.
