Commons ChamberNot all, but most of it. The Secretary of State knows this very well and he should not belittle it. If we do not reach agreement, we will have nothing in place to replicate current arrangements for passing across security, intelligence, counter-terrorism and counter-crime information—[Interruption.] There is no point in the Foreign Secretary giving that pained expression. No agreement will also mean that we have not reached an agreement on aviation, the Northern Ireland border or EU citizens. That is what no deal is; no deal means no agreement.
The Secretary of State for Exiting the European Union said that we must be honest in this debate. He must know in his heart of hearts that no deal is an untenable position for the United Kingdom to find itself in in 2019, so let today be the day when we bury the phrase, “No deal is better than a bad deal.”
For the shadow Secretary of State to be balanced in his view on no deal, he also needs to talk about what no deal means for the EU27. We looked at this on the Foreign Affairs Committee and, actually, the experts say that no deal is as harsh for the EU27 as it is for the United Kingdom. A bit of balance in the right hon. and learned Gentleman’s words would go down well in developing a common policy on this issue.
I readily accept that not only do we need a deal but that the EU needs a deal, which is why we should not talk up no deal as a viable strategy or adopt the Foreign Secretary’s position that no deal is perfectly okay. No deal is not a viable or tenable option. No deal means that we have not agreed anything.

I welcome the fact that most of the legislation in the Gracious Speech was devoted to equipping our country for its departure from the EU and to the forging of a new place for us in the world. I am proud that the Government are fully committed to delivering on the will of the British people, so that our laws may now be made in Westminster, Edinburgh, Belfast and Cardiff.
We can no longer doubt the instructions given to us by the electorate. The Secretary of State rightly spoke of the 52% who voted to leave the EU last June and the more than 85% who voted for Brexit parties at the election. There are, of course, lessons that the Government urgently need to learn from the outcome of the election, but one thing I hope we can all take away is a commonality of purpose on the part of all Members across the House who were elected to this place on a manifesto pledging to make Brexit a success. We must deliver on that because, with two successive mandates for leaving the EU in under a year, the damage that would be done to the reputation of elected politicians if we were seen to undermine the electorate’s wishes would be severe.
It is no secret that the current parliamentary arithmetic is not what I wanted to see in the wake of the general election, but the Conservatives are the largest party by a considerable margin. However much the Leader of the Opposition defied expectations on 8 June and however much he might preach this to the crowds at Glastonbury, he did not win and is in no position to form a Government. It falls to the Prime Minister and her team to take to the negotiating table and make Brexit a success.
Given the Parliament the people have chosen for us, I refer once again to the commonality of purpose I spoke of earlier. If we are to make Brexit work for all our citizens, whether they voted for the Conservatives, Labour or any other party, we need to show a united front in this House and give the Brexit team the backing they need. I am not saying at all that Members across the House should desist from offering the Government constructive criticism at this most vital of times, but a Parliament that offers opposition for opposition’s sake, rather than well intentioned advice is one that will undermine our position in the eyes of our interlocutors and harm the negotiation process.
If Members will not take it from me, I invite them to listen to the comments made by the former EU commissioner and ardent remainer, Lord Hill, before the Foreign Affairs Committee in the last Parliament. He said that the best chance we have in these negotiations is if we show a united front and band together around the Prime Minister. So I put it to the House: do right hon. and hon. Members care more about opposing the Prime Minister and her team, whatever they do, than about pulling together to ensure there is a successful Brexit deal? For me, the priority will always be a successful Brexit, so I hope that as many colleagues as possible join me in refraining from undermining the negotiations in the hope of short-term political point scoring and get behind our team.

Commons ChamberPeople in the UK voted to take back control. They voted to take back control of their laws, their borders and their money. They showed great bravery, a huge passion for democracy and enormous engagement with the many complex issues that were put before them by the two campaigns. They voted by a majority to leave, despite being told that that course would be fraught with danger. They were told that the EU would bully us on the way out, and their answer was, “We will stand up to the bullies.” They were told that the economy would immediately be badly damaged and plunged into a recession this winter; they said that they did not believe the experts. Fortunately, they were right and the experts were wrong.
Now is the time for all of us here to do the difficult task of speaking up for those many constituents who did agree with us and those many constituents who did not. Both sides come together around two central propositions. The first is that we are all democrats. Everyone who is fair-minded knows, in the words of the Government leaflet that was sent to every household, that the people made the decision. That was our offer. That was what our Parliament voted to provide, and that is what the people expect. They also expect us to be greatly respectful of each other’s views. In a democracy, people do not automatically change their view when they have lost the argument and the vote. It is incumbent on those of us on the majority side to listen carefully and to do all that we can to ensure that the genuine worries as well as the inaccurate worries of the remain side can be handled. We all want economic success. Many of us believe that we can deliver that economic success by leaving. Many remain voters will be relieved and will come our way if we can show, in a good spirit, that that is exactly what we will do.
Does my right hon. Friend agree that our interlocutors on the other side are listening to and watching this debate very carefully and that sending mixed messages would be against the national interest of this country if we want to get a good deal for both the 52% and the 48%?
Indeed. I believe in free speech, but it is in the national interest that we share our worst doubts privately and make a strong presentation to our former partners in the European Union. I believe that business now wants us to do that. The message from business now is, “Get on with it!” It accepts the verdict.
It is a pleasure to follow the right hon. Member for Tottenham (Mr Lammy). He knows that I like him very much, but I disagree with what he has said. I commend the shadow Brexit Secretary for his powerful speech, in which he demonstrated that he believes in our democracy and in the national interest.
The simplicity of the Bill speaks volumes about what it will put into law. As has been said so eloquently by the Secretary of State and many right hon. and hon. Friends and Members, the Bill is about giving our Prime Minister the power to implement what a majority of the British people voted for on 23 June. Members from all parts of the House have made valid and interesting points about aspects of our negotiations and what they would like our final exiting deal to look like, but that is simply not what the Bill is about. Such points, however valid and well made, lead to confusion over the issue at stake: do we leave the EU or do we not? Luckily, that decision has already been made for us. It was made for us because we in this place voted for that most crucial of decisions to be taken out of our own hands and put into the hands of the British people.
I recognise fully that the referendum result was close. The result local to my constituency was even closer than the national result, with 48.4% of Stratford-on-Avon voting to remain and 51.6% voting to leave. That means that I am acutely aware of the need to balance the democratic result of the referendum with a great deal of respect for those who voted to remain. For that reason, along with the hon. Member for Aberavon (Stephen Kinnock), the right hon. Member for Don Valley (Caroline Flint) and Daniel Hannan MEP, I welcomed British Future’s “Brexit Together” manifesto. The aim of the manifesto is to voice support for an exit from the EU that is acceptable to both leave and remain voters. It presents key recommendations on issues that were fundamental in the referendum campaign, such as immigration, security and sovereignty. As I have said, however, now is not the time to discuss and debate those issues. Now is the time to vote to allow our Prime Minister to begin the process of leaving the EU, to allow her to undertake the complex negotiations on the important decisions and to deliver a Brexit that works for everyone.
It is important to bear in mind that the Bill is completely different from the series of votes held to ratify the Maastricht and Lisbon treaties. In those cases, Parliament knew exactly what the terms were and was therefore able to debate the substance fully. In the case of this Bill, we are voting on whether to allow our Prime Minister to undertake negotiations for an outcome that is not yet certain. In order to obtain the best deal possible for the United Kingdom, it is vital that she has as much room for manoeuvre as possible as she embarks on this complex process. Of course we want to see a White Paper, and her 12-point plan and priorities were very clear, but we do not want to micromanage the negotiations. In my view, any amendments to the Bill that tied her hands or forced her to hold only one negotiating position on any issue would damage her ability to obtain the best possible deal for this country and would harm the national interest. She must have the ability to engage with EU interlocutors freely, not have her position compromised by constraints placed on her by this House. I know there are those in this place who want to put such constraints on her. They want to amend or delay this very simple piece of legislation either to suit their own party’s interests, or because they do not like the decision made in the referendum.
If it was so blindingly obvious that leaving the European Union meant leaving the single market, as many of the hon. Gentleman’s colleagues have claimed, why did the Prime Minister take six months to say so, scolding many of her colleagues when they ventured such an opinion?
The right hon. Gentleman will recall that both the previous Prime Minister and the previous Chancellor made it very clear, as did many of the commentators in many of the debates that took place during the referendum campaign, that if we are to leave the European Union, we will leave the single market.
My fear is that if Members of this House are seen to be hindering so fundamental a piece of legislation, which simply puts in motion what has already been decided by a majority of the British people, it will only enhance negative perceptions of politicians as arrogant individuals who think they know what is best for the people of this country, even though we politicians voted to give the people their say.
Last night, this House unanimously condemned President Trump’s Executive order banning Syrian refugees and restricting travel to the USA from seven predominantly Muslim countries, labelling the order “discriminatory, divisive and counterproductive”. It was perhaps the proudest I have been of this House since I first came here in 2010. I would be delighted if the House were to give the same backing to this Bill’s Second Reading. We would send a clear message to those who voted to put us here that we listen to them when we vote to give them a direct voice on an issue of critical importance, and that we act to implement such a measure. Let us be democrats, and vote in favour of the Bill.

Lord Hill, who knows a thing or two about Europe, came to give evidence to our Select Committee on the best strategy for negotiation. He said that it is now to come together because the decision has been made; otherwise, we would be sending mixed messages to our interlocutors. Does the Secretary of State agree?

Commons ChamberI really do not think I can be criticised for not taking enough interventions.
Concerns over freedom of movement must be balanced by concerns over jobs, trade and the strength of our economy. Striking that balance and navigating our exit from the EU will not be an easy process, and it will require shrewd negotiating. The Government must not give up on the best possible deal for Britain before they have even begun. They must put the national interest first and not bow to pressure from Back Benchers for a hard Brexit. That means prioritising access to the single market, protecting workers’ rights, ensuring that common police and security measures are not weakened, and ensuring that all sectors of our economy are able to trade with our most important market. It also means bringing the British people together as we set about leaving the EU.
I touched on the tone of discussions on Monday. Many people are appalled at the language that has been used in relation to exiting the EU. An essential step in that process is to publish the basic plans for Brexit and to seek the confidence of the House of Commons. The motion is intended to ensure that scrutiny and accountability. I will listen, of course, to what the Secretary of State says about his amendment.

I am glad to hear that the Labour spokesman accepts that we must respect the decision of the people. That is important progress. Of course, it comes from somewhere, but where is not at all clear. I will come back to that in less than a minute. He went on to say that he did not want to see point scoring, and I rather agree: this issue is too important for point scoring.
The House should know that this morning I received a letter, signed by the shadow Secretary of State and his predecessor, which was extremely flattering about my history of standing up for the rights of Parliament and so on. It went on to pose 170 questions about our negotiating strategy. To give the House an idea of how much of a stunt that is, it is one question a day between now until the triggering of article 50. Worse still, some of the questions in that long list are requests pre-emptively to concede elements of our negotiating strategy.
I am grateful to the Secretary of State for giving way—the shadow Secretary of State would not give way—so I can now ask my question. I have listened carefully to the debate. The shadow Secretary of State talked about respecting the vote on 23 June, which made it clear that we are to leave the European Union. We cannot leave the EU without triggering article 50, when the negotiations will begin and the details that he wants to scrutinise will emerge. Should it not be the Government’s right to trigger article 50 as the instruction of the British people to go ahead, and then we begin the negotiation?
My hon. Friend is exactly right. That is the premise on which we are advancing. That is not to say—[Interruption.] If the hon. Member for Chesterfield (Toby Perkins) waits a moment, I will give way. We will have proper scrutiny, and I will deal with that in a minute. We will not allow anyone to veto the decision of the British people—that is the point.
I am grateful to the Secretary of State for giving way a second time. Does he agree with the Italian Prime Minister, Matteo Renzi, when he says that we have to make Brexit work for the EU and for the United Kingdom, because if we do not it will make a mockery of democracy? That is not ideology.
He is right. Nobody involved in this exercise from the other side of the argument has ever pointed out quite how odd it is that fellow democracies—indeed, allies—threaten to punish each other for the exercise of democratic rights.
I want to take up the point made by my hon. Friend the Member for Devizes (Claire Perry), because there is undoubtedly a big task ahead of us and people naturally want to understand where we are headed. We have been pretty clear on the overarching aims—not the detailed aims, because we are not yet at the point at which that is possible. The overarching aims are: bringing back control of our laws to Parliament; bringing back control of decisions over immigration to the UK; maintaining the strong security co-operation we have with the EU; and establishing the freest possible market in goods and services with the EU and the rest of the world. I cannot see how those are not very clear overarching strategic objectives.
