I welcome back my right hon. Friend, from whom I learned so much as a Parliamentary Private Secretary. It is pleasing to know that his work on neurodiversity and understanding others continues to be at the heart of what he brings to this House, even in his last few moments here. I was recently at Neurobox in Cambridge, where dyslexia needs were discussed, as well as the wider need in the labour market to learn about understanding, and helping people through, the Access to Work scheme. My right hon. Friend’s interest was mentioned there. Whether we are talking about the Buckland review, the lilac review on entrepreneurship, which I mentioned, or partnerships in communities, such as with Julia Nix, who is stellar leader, those messages are important for those who only hear about the experience of the DWP through the mouths of those in this House. I urge people to go and see their local jobcentre. This week there is a “recruit Britain” campaign, backed by employers, to enable people to understand our jobcentres’ power to bring about change.
Last week, I highlighted to the Minister a report from the UN Committee on the Rights of Persons with Disabilities that concluded that the UK had failed to take all appropriate measures to address grave and systematic violations of the rights of people with disabilities. She said that the UK Government were
“committed to ensuring that the UK is one of the best places to live and work as a disabled person.”—[Official Report, 15 May 2024; Vol. 750, c. 244.]
Does she really stand by that assertion, given the serious concerns raised by the Equality and Human Rights Commission? Does she understand why its chair said that they are extremely worried? The EHRC also said that it believes that the DWP may have broken equality law. What does she have to say to the disabled people watching? She must understand that it is a clear demonstration that this Tory Government are content simply to disregard disabled people, their rights and their needs. If she disagrees, let her tell us specifically why.

I am just trying to. I met a company that is working to ensure that NHS buildings are more accessible, so the DWP understands that. The hon. Lady asked whether I really believed that the UK could be the best place in which to be a disabled person, in terms of accessibility and opportunity. We are engaging and learning in the context of a changing labour market and changing needs. As for her earlier point, we in the DWP want every customer to be supported, and we are committed to providing a compassionate service for all. We take our obligations under the Equality Act 2010 extremely seriously, and that includes the public sector equality duty.
We will, of course, continue to co-operate with the commission’s investigation. I stand by my comment that we are disappointed to be in this position. We often deal with tragic and complex cases, and our sympathies are always with the families concerned. We will continue to review and learn about processes in order to understand better why the commission is taking this action.

Commons ChamberThe United Nations Committee on the Rights of Persons with Disabilities recently concluded that the UK Government have
“failed to take all appropriate measures to address grave and systematic violations of the human rights of persons with disabilities and has failed to eliminate the root causes of inequality and discrimination.”
With those damning findings in mind, will the Minister confirm whether an equality impact on the proposed welfare reforms has been carried out, and if so, can we expect it to be made public?
I will write to the hon. Lady on that question. I can reassure her that I have met her and my counterparts in the devolved space regarding PIP reforms and the wider consultations, to ensure that we are hearing voices from everyone. As I said earlier, the UK is a signatory to the UN convention on the rights of persons with disabilities, and we remain committed to ensuring that the UK is one of the best places to live and work as a disabled person. I come from caring and a family that lived with disablement. We must listen to disabled people, stop scaremongering and ensure that they are understood. That is exactly what our reforms and engagement are all about.

Commons ChamberThe UK Government recently published statistics showing a 35% gender pension gap in private pensions, and recent research by the TUC suggests that more than one in 10 women are in jobs where their employers did not have to enter them into a workplace pension compared with fewer than one in 20 men. According to calculations from the Prospect union, the income gap between men and women in retirement is therefore now 40.5%, which is more than twice the level of the gender pay gap. What action is the Department taking with Cabinet colleagues to close that shameful gap?
I do understand the hon. Lady’s point. We remain committed to our ambition to remove the lower earnings limit, as we set out in 2017. That will proportionately benefit the lowest earners the most, including women working part-time.

I have found this through our 160-plus youth hubs at DWP. Many people have neurodiversity. Young people have been very anxious and nervous. It has been really great to give people that “can-do” experience; it makes such a difference, in terms of being inclusive. People with a disability or a health condition are absolutely perfect for some jobs, and it will be right for them to be in that workplace. Let us challenge employers. Let us not just talk about it, but push for action. I am proud that DWP has led the way in supporting disabled people by recognising what they need in order to get into employment. We are there to help.
The Minister has spoken enthusiastically about employment, and I agree about the value of ensuring that everyone can secure the employment opportunities that they absolutely deserve. Can she shed any light on the employment Bill mentioned earlier, which would assist us?
I thank the hon. Lady. If the Bill fell in my portfolio and that of my Department, I could shed many lights on it, but I am afraid it sits with BEIS. I am sure that it will take note of the hon. Lady’s query.
On levelling up opportunities, the work and health programme offers intensive personalised employment support, and we are working with the NHS to improve access to psychological therapy services across England. There are also measures under the access to work scheme, which provides employees with grants of up to £62,900 a year for workplace adaptations, such as special equipment, support workers and help to get to and from work. Last financial year, almost 36,000 people with disabilities and health conditions received tailored and flexible support to do their job under access to work. Not enough people know that that is out there, and I am pleased to make the point today.
Disability Confident is another really important part of the package. We talked about employers seeing the value of having a mixed group of people in their workplace. It is a voluntary, business-led scheme, designed to give employers the knowledge, skills and free resources they need to recruit and retain disabled people, and to help them to develop their skills. As of 30 September, over 20,000 employers were actively engaged with the scheme, which covers more than 11 million employees. It is right that we push harder on this, and we will do that through our national employer partnership.

Commons ChamberCovid forced short-term modifications to working practices, which demonstrate that change is possible, but proactive steps are needed to secure long-term improvements in flexible working to support the work and caring responsibilities of women in particular. Does the Minister agree that flexibility should be available from day one of a new job rather than being a possibility six months in, will she ensure that the forthcoming employment Bill provides for that, and will she confirm that that Bill will be in the Queen’s Speech?
The hon. Lady raises something really important. At the Department for Work and Pensions we have been incredibly flexible with our team, and they have been incredibly flexible as a result, so I absolutely agree that flexibility is really important and will be keenly supporting changes to make sure that more women are part of the workforce. It is pleasing that, compared with men’s, the fall in women’s employment has been better through the covid pandemic. As the UK Government, we want to do as much as we can to support women to progress and thrive in the workplace or, indeed, working at home more flexibly.

No; if I may, I will make some progress.
My Department is leading a cross-Government steering group, with key responsibilities in terms of gathering evidence to inform the right decision making. We have touched on the issue of skills this afternoon. There will be £3 billion, when the skills fund is Barnettised, to have a national skills fund to help adults to get the key skills for the economy of the future.
Also, as a part of wider Government work, I am working with the Department for Education and the Department for Business, Enterprise and Industrial Strategy to ensure that all our DWP claimants have the skills sought by local employers, so that there is a clear link between the local labour market and employers.
The hon. Member for Feltham and Heston (Seema Malhotra), the Opposition spokesperson, asked for a plan for jobs. We have one—a £30 billion plan for jobs for every part of the country, and for every business, so that businesses can have the confidence through the furlough scheme to retain and retrain staff, and also to be able to hire people by working with DWP and across Government.
We are doing that through the Kickstart scheme, which my hon. Friend the Member for Devizes referred to. This is an incredibly important job creation scheme. It is a £2 billion project that runs through to December next year, so that our young people have the opportunity to get on the employment ladder.
We have our expanded youth offer, including new youth hubs that will bring together all the options that our young people need; sector-based work academy programmes; Job Entry Targeted Support, which will also launch in Scotland in January, is a brand new and targeted support scheme that is already rolling out in England and Wales; we will boost our flexible support fund; and our work coaches are paramount. Conditionality was mentioned earlier. Our work coaches are more empowered than ever to focus on a claimant’s needs and on the challenges they face, to ensure that we have a clear link between our claimants and our work coaches, so that we can support our claimants. We have tailored programmes to help people’s individual circumstances more than ever to make sure that they can get a job and, more importantly, progress in the labour market. The economic outcome will be difficult, but as it becomes clearer, we are targeting our support at the right people and the right areas.
Before the Minister concludes, could she put her mind to the specific things that I asked her to consider? In particular, can she can tell us whether the Government will accept the ruling of the High Court? Will they take forward the fire and rehire provisions, or similar ones, that my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) has put forward?
Those are matters for the Department for Business, Energy and Industrial Strategy, but I can write to the hon. Lady about them. I also note that she mentioned HSE, safety at work and other areas for which I am responsible, which were important points. She also mentioned wellbeing at work, which was our absolute priority before the pandemic hit, and will continue to be.
I am determined that those who were struggling to progress before the pandemic hit—who were perhaps locked out of the labour market before that, despite the record employment—are not left behind. Our focus as a Department and a Government is to build back greener and stronger. That will be powered by technology and skills; by matching retraining with new jobs to secure a better future; and vitally, as we have heard, by connecting communities with all opportunities so that we can level up our economy by ensuring that our labour market thrives throughout the UK.
