Thank you, Sir; lucky me. In my constituency surgery on Friday parents once against raised the issue of high needs with me, so I thank the Secretary of State for this statement, especially for its focus on that area. As she is being so bold, will she look at nursery funding, and post-16 funding, which we have heard about today, where standards can really make a difference to our children’s generation?

I reassure my hon. Friend that we have done so. Indeed, she knows that there has never been more additional investment in early years than under this Government. The good news is that the quality of early-years provision is getting better; that is to be welcomed, and it can, over time, significantly shift the dial on social mobility.

I know that there was an important debate yesterday in Westminster Hall. This is an important area, but it is also important that we have a steady transition, as the Under-Secretary of State for Work and Pensions, my hon. Friend the hon. Member for Hexham (Guy Opperman), has set out. I am content that the way the Government are handling this, which follows on from previous Governments, is the right way. The hon. Gentleman should also reflect on the fact that we have invested £1.1 billion to ensure that there is support during the transition.

I recently had the pleasure of speaking at the Women’s Leadership Network conference, alongside the principal of Eastleigh College. Confidence is key in getting women back to work, particularly returners, or climbing up the ladder. What are the Government doing to encourage returneeships so that we can support what the Prime Minister has said?

As part of the Budget the Chancellor announced a £5 million fund for returneeships, which we know disproportionately help women returning to the workplace. Industry is already doing some groundbreaking and innovative work. We want to use the fund to help develop that work and hopefully mainstream it.

The Government are committed to ensuring that everybody who is entitled to vote in our country, women included, is registered to vote. I very much hope over the coming months that we can all be role models and inspirations for a new generation of young girls growing up in our country, and encourage them to play their role in our democracy not just in this Parliament, but in councils and other community groups around the country.

This House benefits hugely from the much broader representation that women and all those from different backgrounds bring to it. As chair of the all-party group for women in Parliament, may I ask the Minister to commit the Government to highlighting women’s suffrage, which was hard fought for and should be highly valued and used?

I absolutely give my hon. Friend that commitment. We announced £5 million in the Budget to help community groups around the country to celebrate and highlight this important centenary. When I arrived here as a Conservative female MP just over 10 years ago, there were fewer than 20 others. We now have a huge number, but we need to do more. We all need to work together to say that politics is a place that should have more women in it. It is important that we see that happen.

If I can make a bit more progress, I will give way.

This Government are rightly focused on apprenticeships because of the huge difference that they can make to individuals, boosting a person’s lifetime earnings by 11% on average. Eighty-three per cent. of apprentices tell us that they believe it is improving their career prospects. This is already making a big difference to individuals. Last year 900,000 people were enrolled in an apprenticeship, which means that more than 3 million people have started an apprenticeship since 2010. They include apprentices such as Adam Sharp, last year’s advanced apprentice of the year, who moved 150 miles to take up a mechanical design apprenticeship in Sellafield and dreams of becoming that nuclear power plant’s chief mechanical engineer; and Becky King, who went to train at the National Physical Laboratory in London straight after college in order to develop her passion for science.

Last week I kicked off National Apprenticeships Week with Barclays in the City. I met young people on apprenticeships at Barclays who were inspiring because they were finding out just how well they could do. Apprenticeships are bringing out the underlying talent of our young people. It is cathartic for them to be able to discover their potential.

Earlier I met Nationwide representatives from my area keen to support women in getting more maths skills to lead businesses. Recently apprentices from Lloyds met the all-party women in Parliament group. One area where we really need to keep up momentum is with the maths skills that will make sure that our women can lead companies as well. The apprenticeship work at Eastleigh College is doing exactly that in building the basic skills for the gas fitters and plumbers we need—

Returnships are not widely used at the moment—in fact, they are used by just a few companies—but we know that where they have been invested in, they have made a real difference. We are at the beginning of bringing forward some pilots so that we can better understand what works and get a clearer sense of the broader strategy that we should have for the long term. That comes alongside the investment in lifelong learning, which ties into that work. Critically, we will consider how we can ensure that, as we develop those policies and ideas, they are informed by evidence. That was the reason for the investment that we announced in the Budget.

On returners, will the Secretary of State also consider people who have stepped out of the workplace because of caring responsibilities? They are not necessarily youngsters, but include people who have given up a career thinking that it would be for the long term, but have found that it is for a shorter time.

We have already set out the fact that we are actively looking at the SRE guidance. It was first brought in 16 years ago, and we all recognise that the world that children are growing up in now is very different from that world. The hon. Lady’s question raises in particular LGBT relationship issues and sexual harassment. Those are important areas where we can do better. I am very proud of the Government’s record on LGBT issues and bringing forward same sex marriage, but it is an important area and is one that we are looking at.

A young trans person in England is, sadly, three times more likely to have self-harmed and almost twice as likely to have attempted suicide as their peers. Does my right hon. Friend agree that more should be done to improve LGBT sex and relationship education in schools to support all students to understand better and be compassionate, to help reduce those shocking statistics and the often heartbreaking outcomes for those young people?

My hon. Friend is right. No child should suffer the kind of discrimination and harassment she mentioned. In September we set out £2.8 million of funding over the next three years to focus in particular on tackling homophobic, biphobic and transphobic bullying in schools. It is important that, alongside education, we are clear that we need to change attitudes as well.
