Commons ChamberI thank the hon. Gentleman for his welcome. I believe that this is a prudent approach. I have been very mindful that, as the Secretary of State and I as well as many other Members have found, people are fed up with waiting and want to know what the lottery landscape looks like. As Mystic Mims, I would say that this sets the landscape appropriately for protecting the national lottery and all the good that it does: it keeps the £1 million prize and the jackpot for the national lottery, but allows society lotteries that support causes such as our air ambulances, which are bumping along at the top of the headroom of the money they are able give to local causes, to be able to raise more money and support our local communities. That is the right approach.
On the minimum age issue, the hon. Gentleman will know that I cannot say any more ahead of the consultation. I seek the views of those in this Chamber and across the sector. The current licence period has seen a range of technological developments, which have changed the way that we play the national lottery, and it has also seen gambling behaviours change. We are therefore right to consider how the licence might look. It is right to consider whether it is appropriate to sell all national lottery games to those under 18 as part of future proofing it for the duration of the next licence.
On the timetable, I hope that we would lay the changes in autumn in order to see a move in 2020.
I welcome my hon. Friend to the Dispatch Box. I completely agree that there is no need for a consultation about the age limit. Frankly, we should just get on with it—there is enough evidence out there.
Secondly, while I welcome the Minister’s comments, I am slightly concerned. Will she tell the House whether there was real, powerful and compelling evidence why society lotteries should be restricted to a gain of only £100,000 on the prize money? If there is clear evidence that they damage the national lottery, will she publish that? If there is not, will she tell us why we have been in such trepidation about moving the prize money total?
I thank my right hon. Friend for his comments. There has not been compelling evidence that the majority of the sector requires a £1 million prize limit to drive growth, so we have sought today to seek a balance to enable society lotteries to grow, while preserving the distinct space in which the national lottery operates, with the key feature of life-changing prizes. The Gambling Commission will be monitoring the impact of increasing the prize limit to £500,000, so we do not rule out further increases in the future, if we have a clear evidence base on the impact of the current changes.

Commons ChamberThe hon. Gentleman raises a really important point, which is about getting ahead of the curve by making sure that people do not fall sick. I have announced today the Fit for Work programme, part of which is very much about trying to encourage employers to look at the health of their employees well ahead of that happening. If he wants to write to me about this, I will be very happy to discuss it with him, and we may be able to do more.
I welcome all that the Government have done to increase youth employment, including the remarkable achievement of Eastleigh College, working alongside local employers and stakeholders. Will the Minister investigate having a separate disability living allowance application for those with mental disabilities, such as severe autism, as highlighted by my constituent Cheryl Derrick on behalf of her son?

Commons ChamberThere are impact assessments in the Red Book. There will be relevant impact assessments before Second Reading, as there always are.
The key point on tax credits is what they got for all of that: unsustainable spending that went up jerkily, but by huge amounts; and a subsidy for employers, which enabled the payment of lower wages and completely distorted systems, and presented a bizarre set of incentives for moving in and out of work. It is now well documented that for many people it made sense to work only 16 hours —no more, no less—and we saw spikes in the employment data at 16 hours. There were huge spikes of people clustered around 16 hours, because it did not pay to work anything else.
Families set up their lives around the 16-hour week limitation and businesses had to react to that, which affected our productivity. Does my right hon. Friend agree that the Budget will deal with this and make people’s lives better?
I do. As my hon. Friend makes clear, if people can afford to work only 16 hours, businesses will not invest in them and their training because it will not be worth their while. That means their chances of progressing are nil. Many rotated and crashed out of work directly, because they had no sense that they could go on any further. She is absolutely right.
We believe that two-fifths of those who received tax credits ended up paying for the tax credits they received. It was a bizarre system.
This Government are different. We are building on the firm foundations of a welfare system by balancing the books and fixing the economy, while continuing to provide a strong safety net to support the most vulnerable. Our record in the previous Parliament spoke for itself, so I am going to say it again. Despite all the doomsday predictions from the Opposition—

Commons ChamberOur purpose is to protect the most vulnerable. It has been from the beginning, and it will continue to be. There is, therefore, no reason for people to be fearful, and I hope that Opposition Members will not whip up such fearfulness, although I am by no means accusing the hon. Lady of that.
We must review welfare spending, but we want to do so in a way that actually changes lives. We felt that much of the huge increase in welfare spending under the Labour Government—an increase of some 60%—went to the wrong people who were not doing the right thing. That is the key point. Our purpose is to reform welfare in order to get people back to work, and to ensure that those who cannot manage and have disabilities are treated with the utmost kindness and given the utmost support.
There are many unpaid carers in my constituency. Does my right hon. Friend agree that flexible working patterns can be an important part of support for them? What encouragement can the Government give employers and employees who need to embrace such flexibility?
Universal credit will be of enormous help to people with caring responsibilities, and others who are periodically required to be at home, because it will pay to be in work for every single hour. Moreover, under universal credit, as part of the in-work allowances, we have included an extra piece of support for those who care for others, on top of the carer’s allowance.
