General CommitteesThe thing will be stood up on 5 December. I confess I have not visited it yet, but I intend to do so very soon. It will have very senior service policemen plus support staff. I cannot give the hon. Lady a figure, but it will be pretty comprehensive. It will include reservists because they are in large part civilian policemen. Although some police choose to join the reserves and become something completely different, the bulk of them continue to serve as police. There is no question of training them up; they are trained already, and the flow of expertise is the other way round, that is to say, from the reservist police to the defence serious crime unit. That comes back to my earlier remark about the need to ensure that we have a level playing field, and that best practice in the service criminal justice sector and the civilian criminal justice sector are broadly speaking the same. I have no reason to suppose that they are not, and Henriques, and before him Lyons and Murphy, suggested that they are.
Nevertheless, it is important that the two sectors operate more or less on the same level, and in particular that some of our service police are exposed to College of Policing disciplines. That is one of the intentions behind the formation of the unit. There will be training— that is ongoing—but I would not want to suggest to the hon. Member for Garston and Halewood that we need to train people specifically for this task. For the most part, they will be doing this already. It is just that we are standing up this separate unit to deal with serious crime. That recommendation stems directly from Lyons, Murphy and Henriques. I hope that that is of some help.
Does the Minister agree that it was excellent news that a former Policing Minister changed the rules so that serving police officers could serve in the reserves, and bring that expertise across—not that I, a former Policing Minister, would have any knowledge of that?
My right hon. Friend knows a lot about the issue; indeed, he is too modest, and I entirely agree with the point that he makes. In the time that it has taken him to make his intervention, my extremely good officials have told me that the answer to the question from the hon. Member for Garston and Halewood is approximately 370, which is good. There is significant resource being put into this. I look forward to meeting some of them when I visit Southwick Park very shortly.

Commons ChamberRarely do we get such fine, sweeping oratory in a Bill Committee. That is probably one of the few advantages of fast-tracking legislation. I am afraid that I am going to turn the temperature down a couple of notches in speaking to my amendments 1 to 9, which are all far more prosaic than new clause 7. I will certainly not be able to match in any way, shape or form the oratory we have heard from my hon. Friend the Member for Congleton (Fiona Bruce), the hon. Member for Walthamstow (Stella Creasy), and the right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson). These are nevertheless, I believe, important amendments to an important Bill. They deal with clauses 2, 3 and 4.
My amendment 1 is, as it were, amendment 20 in the name of the hon. Member for Rochdale (Tony Lloyd)-lite—that is, it does not delete clause 2 but simply, modestly removes a subsection. That subsection deals with the expediency of not seeking the House’s approval to extend the provisions we are discussing in terms of the Executive. I tabled the amendment to explore with the Secretary of State what “expediency” might mean, because we are handing to her a range of quite important powers in unusual circumstances. That suggests to me that the Committee really needs to do its utmost to scrutinise what is going on. It does not seem to me that the word “expediency” should really creep into the lexicography at all. My point in tabling this simple and modest amendment is to probe the Secretary of State on the circumstances in which she would see fit to enact this extension without the prior approval of the House.
Amendment 2 is the guts of what I want to discuss. It really cuts to the chase in terms of the Bill, because it deals with guidance, which is the single most important part of the proposals before us. It seeks, for example, to be more prescriptive in the sort of guidance that I would like the Secretary of State to give to the Northern Ireland civil service. We discussed some of this on Second Reading. I believe that that would be an improvement, having gone through the draft guidance that has been published, of which, presumably, all right hon. and hon. Members who are interested in this matter have got copies from the Library. The amendment goes further and makes it more prescriptive.
The flagship issue is Hart. There is cross-party and cross-community support for the Hart report, and there really can be no excuse for not cracking on and doing this now. I very much hope that in the forthcoming guidance the Secretary of State will enable that process to be advanced. I have cited Hart as No. 1 in my list of things I seek her to be specific on, because it is obviously the No. 1, big ticket issue that people would like to see action on. People out there really cannot understand why action has not been taken.
I do not understand why Hart has not been done. There was huge courage within the Northern Ireland Health Department when we got medical cannabis for constituents in Northern Ireland when we were getting Billies and Alfies over here. People had the will and they needed the confidence. Is my hon. Friend sure that this legislation will give them the confidence, because clearly they are frightened and something is holding them back? They have done it for medical cannabis, so surely they could do it for Hart.

The Royal Navy has run EUNAVFOR Operation Atalanta successfully for many years. Does my right hon. Friend agree that we should continue to usefully co-operate with our European neighbours on such things after we leave the European Union?
We are leaving the European Union; we are not leaving Europe. We will continue to consider all the work that we can do with our European friends.

Commons Chamber12. What steps she is taking to reduce the administrative costs of policing.
The Government have made it easier for the police to do their job by cutting red tape, scrapping bureaucracy, ending targets and giving officers the discretion of their professional judgment. In my hon. Friend’s constituency, the number of front-line officers has increased from 87% to 90% in the past 10 years.
The TaxPayers Alliance and HMRC have made clear that they consider Wiltshire to be both efficient and effective administratively in delivering first-class services, so good governance does not have to be taxing. Is the Minister confident that the existing legislative framework allows sufficient latitude for reforming police and crime commissioners, such as Wiltshire’s Angus Macpherson, to flatten and de-layer management structures and rationalise working practices in the interests of front-line policing?
The Home Secretary has already announced that we will be bringing forward legislation in this Parliament to give police and crime commissioners the powers they need. Around the country, many PCCs are already collaborating. We are going to head that up here in government.

One of the things we can ensure is that the calculations and modelling within the formula done by the statisticians are looked at very carefully. One thing we are looking at, which has been a recommendation from the Select Committee, is to get an independent peer review towards the end, but whatever happens this formula needs to change so it is fairer for everybody.
I congratulate my right hon. Friend the Minister on instigating the police funding formula review, which was promised by the Labour party when in office but never delivered. In pausing this process, which is an inevitability, may I urge him not to wait too long because many authorities, particularly those that deal with sparsely populated communities, feel they have been seen off in a major way for many years and would rather like to see the formula amended in a transparent and open way, and hopefully in a way that will correct the imbalance they perceive in police funding?
One reason that the funding formula was not changed by the previous Administration or any other Administration is that it is so damned difficult. I know that that is not parliamentary language, Mr Speaker, but it is true. I have experienced this in the past couple of months. The fact that it was hard was not an excuse not to do it, however, and we do need to get it right.

Gentleman’s concern, but he should note that because the turning wheels of longer semi-trailers are at the back, their turning circles are much tighter than those of existing lorries. I know that because I used to drive heavy goods vehicles myself. However, I will look into the points made by the hon. Gentleman, and we will announce our proposals when the House reconvenes next month. Then at least the industry will know exactly where we are going.
Has the Minister considered the environmental impact of very long vehicles, particularly in relation to small rural roads, and the safety implications for pedestrians and cyclists of elongated public service vehicles in the form of articulated buses?
We have indeed considered the environmental impact of longer semi-trailers, and have concluded that there will be less pollution in the community. There will be fewer lorries, because the longer lorries will be able to carry more cargo than can be carried now. We considered carefully whether longer semi-trailers posed a risk to cyclists in particular, and the risk is not there.
