It is absolutely the case that the reviews provide a great example of the UK in its global leadership role, setting the pace not only on how development aid should be done, but on how to ensure transparency, accountability and value for money, so that every pound and every penny we spend makes the maximum possible impact. That is a moral imperative, because if we do not succeed in those respects, the people who could be helped will have to go without that support. I thank my hon. Friend for her question. She is absolutely right, and it is the direction towards which we intend to continue to push.
The aid review showed that EU institutions were some of the best-performing global agencies. Will the Minister join me in praising them?
We work with a wide range of global agencies, many of which deliver effective programmes that make a real difference to people’s lives. As I said in my earlier comments, where we can efficiently do so, we will always look to work with multilateral organisations that can deliver change—whatever the political origination of those organisations might be.

Commons ChamberWe recognise the Scottish Government’s work in Malawi, which is also very much the focus of UK work. On young people’s role, from my perspective, it is not simply that young people can be, and are, advocates for development but that they are many of the people on the ground delivering. If we look at the response to Ebola in Sierra Leone, young people in communities did the work to help those communities understand how to stay safe.
For young people in countries most affected by the trauma of war and displacement there can be as few as one psychiatrist or mental health worker per 2 million people. How will the Secretary of State ensure that the Department has adequate resources to fulfil its commitment to young people’s mental health, as set out in the disability framework?
We have brought in the disability framework over the past couple of years because we felt that we had not focused on that area in development in the way that we should have. Children’s mental health is incredibly important. We have put in more money through great agencies such as UNICEF to fund psychosocial support. One of the biggest problems we face is making sure that we have Arabic speakers with the right kinds of skills in the right quantity to deal with the scale of the challenge.

It is a pleasure to serve under your chairmanship, Mr McCabe. I, too, congratulate the hon. Member for Bath (Ben Howlett)—as a northern English MP, I have been looking forward for quite some time to addressing the hon. Member for Bath, because we know that there are no stray r’s in the name of his constituency. I say well done to him for securing the debate and focusing on holding Governments to account, because that is the job of all of us, no matter which party we represent.
My hon. Friend the Member for Ealing, Southall (Mr Sharma) made an extraordinarily powerful speech, as he has done on a number of occasions, and reiterated the consensus across nearly all parties about the 0.7%, but it is interesting that, as the hon. Member for Glasgow North (Patrick Grady) said, goal 17 refers to strong institutions. That is also about collecting tax. In the week of the Panama tax release, we know that we need to be doing more, because we know that three times the global aid budget is held in developing countries, in offshore tax havens. We all have to work harder to ensure that we get more transparency, because we would not need international development aid budgets if companies at source paid their taxes in those developing countries.
The hon. Member for Aldridge-Brownhills (Wendy Morton) made a very powerful speech. I commend her work and her leadership as chair of the all-party parliamentary group on sustainable development goals. I sort of say that with a smile on my face, because I think she has her work cut out over the next few years, if she does not mind my saying so. We have made a start, but we have a long way to go.
Data are massively important, as the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) stated and as the hon. Member for Foyle (Mark Durkan) said in an intervention. As a clinical psychologist, the hon. Lady will know that mental health is an absolute Cinderella service in developing nations. We try for parity in this country, but it is almost nowhere to be seen in developing countries. We will have to work much harder and do much better on that.
The hon. Member for Strangford (Jim Shannon) talked, as he does every time, about the big three: HIV, AIDS and tuberculosis. I do not think there has been a debate to which he has not contributed. I commend him for his campaign work.
It was great to visit the jungle in Calais with the hon. Member for Ceredigion (Mr Williams) recently. Both of us, as former primary school teachers, felt the passion for education coming through.
The goals set out ambitions not just for the UK Government, but for all nations. The UK and DFID need to take a leading role in promoting the SDGs and implementation of the goals, as they did for the MDGs under Labour and the coalition. Realisation of these goals by 2030 is a significant challenge. That is why regular updates and scrutiny must accompany them—in order to hold all Governments to account.
What has come through in this debate is that the Government need to outline a clear strategy on how we implement the goals as soon as possible. It is important for the credibility and reputation of the UK as an international leader, especially in the light of the high-level political forum meeting in July, that we get that strategy out there. The point I want to press the Minister on is that I think the UK should be represented at that meeting at Secretary of State level. I hope that he can answer that point.
The implementation strategy should include a detailed review of what is required of the UK to achieve each goal. That could be achieved through a gap analysis. The hon. Member for East Kilbride, Strathaven and Lesmahagow went on about data and the hon. Member for Foyle talked about data aggregation. We need to know the baseline and how we are moving forward. DFID and the leadership, through the Cabinet Office, need to show that.
Furthermore, the UK must commit to implementing the goals in their entirety, not picking them off one by one. Although it is recognised that political and economic developments might necessitate a greater focus on certain goals at a given time, I urge the Government to ensure that the SDGs are continually maintained on the policy agenda as a whole—a commitment in line with the pledge to “leave no one behind”, as already mentioned. That and sustainability are the two key ideas that the public and civil society must be encouraged to engage with, as the hon. Members for Bath and for Aldridge-Brownhills pointed out.
I want to make a point about local government representation. My political party in Manchester will achieve 50% representation in May, if the results go our way. It is not just us, as national politicians, but civil society that is engaging.
The SDGs are an integrated and indivisible package of targets that should be delivered for all people, in all countries, with all institutions of civil society being engaged. We have an enormous opportunity before us to shape our planet as we take this journey to 2030. We must grasp that opportunity with both hands.

Commons ChamberWe hope that we will be able to take a big step forward by announcing agreements with both Jordan and Lebanon that, in return for their taking political steps forward on enabling Syrian refugees to work legally, we will be able to mobilise international finance to create jobs in those countries—not just for Syrian refugees, but for host communities, too. That will be in everyone’s interest.
Malawi is the poorest country on the planet, yet our 1955 tax treaty between the UK and Malawi severely limits the country’s ability to raise taxes on UK companies based there. Will the Secretary of State commit to looking at this issue of the treaty and to making it fit for the 21st century?
This issue of domestic resource mobilisation and taxes is something that we have very much ramped up in DFID’s work over the last few years. I set up a joint unit with Her Majesty’s Revenue and Customs that sees HMRC officials working with countries to help drive their tax revenues up. We will continue that support, particularly in Africa, over the coming months.

My right hon. Friend makes an important point. I have visited a refugee camp in Turkey and one of the things that struck me was people’s frustration that they could not work, which was one of the reasons why they wanted to leave the camps. Exploring work opportunities for people in the region is important, yes.
Having visited that camp in Turkey, as well as the migrant camp in Calais some time ago, I felt that humanitarian instinct, “Wouldn’t it be wonderful if we could take in more refugees?” However, I feel strongly that there is no point bringing people away from the middle east, across Europe and far from their homes, their extended family and their friends, to a different culture and a very different climate in the UK unless we can offer them something better than the life they were leading in those countries in the region.
The hon. Lady is being generous with her time. On Thursday I, too, visited the jungle camp, with Secours Catholique who said that up to 300 people there in Calais probably have leave to remain in the UK but are trying to get here illegally because they do not know their legal rights. The Government are not providing enough access to lawyers or legal advice to get such people back into a country where they have leave to remain.
It is a great pleasure to serve under your chairmanship, Mr Gray. I congratulate the hon. Member for Faversham and Mid Kent (Helen Whately) on securing the debate.
In April 1939, a 10-year-old Jewish refugee from a small industrial town called Ostrava in what was then Czechoslovakia was put on a train by his mum and teenage sisters. He was the only member of his family allowed to leave, and it was the last time he would see the other members of his family, because they were murdered in the holocaust. He grew up to become the youngest grammar school headmaster in the country, and he was honoured with an MBE for his charitable work and his services to education. He adopted four children, of whom I am the second. I therefore know all about how Britain has welcomed refugees and about the benefits that they have brought to our communities and our country.
In January 1939, Kurt Flossman, a 14-year-old German refugee arrived at Dudley’s grammar school. His father had died in 1937, and he travelled all the way across Europe on his own. Students at the school clubbed together to raise the £50 a year in fees and expenses that he needed to go to their school, and local firms sponsored his clothes. Stories such as that show how Dudley has always worked to welcome those in need and to build a tolerant community.
Over the years, Dudley has welcomed refugees from all sorts of conflicts all around the world, including from Vietnam in the 1960s, and, later, from Uganda and Kosovo. No one can say that we are not doing our bit now in Dudley and the black country; in, fact there are as many asylum seekers in the black country as there are in the south-west, the south-east and the east of England put together. Although people in Dudley are proud of Britain’s history of providing a safe haven for the victims of fascism and persecution, it cannot be right that Dudley supports nearly half as many asylum seekers as the entire south-east.
Refugees are overwhelmingly concentrated in poor communities in the north and the midlands. Birmingham and Liverpool provide a home for 1,400 asylum seekers each, while Rochdale, Manchester and Bolton have more than 900 apiece.
My hon. Friend makes a powerful case that draws on his own personal testimony. The problem with the resettlement programme thus far has been that it has involved a private sector contract with Serco, under which asylum seekers are flown into Manchester airport in my constituency, put up for a number of nights and then dispersed around the conurbation, going overwhelmingly to Bolton and Rochdale, in Greater Manchester, which has more asylum seekers than the whole of the south put together, and without any redress to any of the councils for the services that are affected. Does my hon. Friend agree that we must do better?
My hon. Friend is completely right. The central point I want to make today is that, when the Government embark on their new programme, they must learn from the mistakes they made in the past when housing people who came to this country to seek asylum.
My hon. Friend mentioned Bolton and Rochdale. There are also 850 asylum seekers in Leicester, 800 in Nottingham and 750 in Middlesbrough. Bradford, Derby, Leeds, Newcastle, Oldham, Stockton, Wigan and Coventry each have 500 or 600.
Meanwhile, much wealthier, much posher communities in the south have turned their backs on the world’s poorest and most vulnerable. Local authorities represented by the Prime Minister, the Secretaries of State for Defence and for Communities and Local Government and seven other Cabinet Ministers have not opened their doors to a single asylum seeker. There are just 380 asylum seekers in all the seats covered by all the local authorities represented by all the Cabinet—fewer than in individual local authorities such as Sandwell or Wolverhampton. The local authorities of Swale and Maidstone, which are represented by the hon. Member for Faversham and Mid Kent, who called the debate, have housed just three asylum seekers between them. Watford has housed 15. Camden has housed 21. Islington houses just 34, while Hackney houses only 38, and Oxford houses just 12.
Dudley has pledged to step up and to house Syrian refugees coming to this country, but if the 20,000 Syrian refugees are housed around the country in the same way as those who currently seek asylum are, the north-west will have almost 5,000 and the west midlands will have almost 3,000, while the south-east, the south-west and the east of England will house just 1,200 between them.
I would therefore like the Minister to recognise that the impact of our response to this crisis should be spread much more evenly across the country. The hon. Lady said her local authority had pledged to take six asylum seekers, but if every local authority across the country was prepared to share the work equally, they would each take about 50 or 60 over the next five years.
The way people have been dispersed and then concentrated in localised areas can put pressure on public services such as housing, schools and the NHS, which are already under great strain. That is also unfair on the refugees themselves, who are moved to communities without sufficient Government support and then left waiting for years for their applications to be processed. That is the result of what can only be described as a shambles in the Departments responsible.
In parts of the country such as London, these issues are balanced by the presence of wealthy migrants. It might come as a surprise to hon. Members taking part in the debate, however, to learn that we do not get many millionaire American bankers, German City traders or French hedge fund managers moving to areas such as the black country. Will the Minister therefore examine how the economic benefits that migration brings to some parts of Britain can be used to reduce the pressure elsewhere on schools, housing and other public services, and to improve local infrastructure and public services in places such as the black country? Could he also consider how unspent EU structural funds that the Government are not drawing down could be used in areas such as the black country that face the greatest pressures on public services, to employ the extra primary school teachers or GPs needed so that we can more easily accommodate people in need from around the world?
People in Dudley will rise to the challenge and play a full part in welcoming those fleeing persecution abroad, just as we have in the past; but it is about time people elsewhere did the same.
I think the hon. Gentleman has made his point. Obviously, that is not really the issue that is being debated today.
Overwhelmingly, the families who have come to Renfrewshire have met a warm response; however, there is still a small vocal section of the population who are not so welcoming. My local paper, the Paisley Daily Express, ran a story with the headline “Shame on You”, which highlighted, exposed and shamed locals who posted nasty and bigoted messages on social media. I salute my local paper for shooting down those bigots and racists, but the story is a reminder that there still exists a section of the population that we have not won over.
The Government have committed to resettling only 20,000 refugees, compared with Germany’s 800,000. That rather larger “bunch of migrants” is 4,000% more than the UK’s. The question we should now all be asking ourselves is “What’s next?” What do we do next to help those still caught up and affected by the crisis? First, we need to reassess whether accepting 20,000 Syrian refugees is the limit of our compassion, capability and capacity. I argued at the time that we should be doing more to help play our part in this crisis, and I support Citizens UK in its call for a target of 50,000 rather than 20,000. The families and children fleeing conflict never asked for war, and it is important that we do all that we can to help them. That is why I would echo the calls made by Melanie Ward of the International Rescue Committee, who said:
“It cannot be argued that accepting 4,000 Syrian refugees per year—or around six per parliamentary constituency—is our fair share of the millions who have fled Syria—this is more the case now than ever before”.
To house 50,000 refugees requires massive local government resources; yet the Scottish National party Government in Edinburgh is cutting Glasgow’s budget—it is the mainstay of asylum seeker reception in Scotland—by £130 million a year. How can the hon. Gentleman justify calling for 50,000 refugees while the council’s budget is being cut by that much?
The Syrian refugees are obviously funded from central Government. The Scottish Government is funded by Westminster Government, so unfortunately—
It is everybody else’s fault. The powers that are going to flow through the Scotland Bill are not yet there.

It is a pleasure to serve under your chairmanship, Ms Dorries. Thank you for skilfully fitting in so many contributions into such a short time. I have to declare an interest: like the hon. Member for Glasgow North (Patrick Grady), I did not go on the Zambia trip last year. We have heard incredibly powerful testimonies from the hon. Members for Pudsey (Stuart Andrew), for Central Ayrshire (Dr Whitford) and for Mid Derbyshire (Pauline Latham), and from my hon. Friend the Member for Edmonton (Kate Osamor). The change that we can make as a developed nation helping developing nations is essential, and they have brought real quality to the debate.
I, too, congratulate the right hon. Member for Arundel and South Downs (Nick Herbert) on securing this timely debate. I thank him for his leadership on the issue of tuberculosis—he chairs the global caucus on the matter. This debate follows on from the debate on malaria that the hon. Member for Stafford (Jeremy Lefroy) secured in October, so the House has been highly focused on these issues and on the Global Fund. It is incumbent on me to welcome the new International Development Minister to his place and congratulate him on his position.
We all welcome the recently adopted agenda for sustainable development, which will guide international co-operation, including the UK’s development co-operation, over the next 15 years. We are entering a new era of efforts to eradicate poverty, foster human wellbeing and protect our planet. It is a universal programme for all people in all countries. As the hon. Member for Finchley and Golders Green (Mike Freer) said, it should leave no one behind. We now have to realise the transformational potential of the agenda.
We are talking about three diseases. In the October debate, the hon. Member for Stafford highlighted the issue of global malaria. Global malaria control is one of the great public health success stories of the past 15 years, but we face substantial challenges, such as the spread of resistance to drugs and insecticides. The prevention of infectious diseases is one of the best uses of aid, as the hon. Member for Pudsey said. It is estimated that if global malaria targets are achieved by 2030, more than 10 million lives will be saved, generating more than $4 trillion of additional economic output. We know what that kind of output can mean to developing nations.
Through sustained efforts, the tuberculosis mortality rate has nearly halved since 1980. However, as has been said, more than 1.5 million people died from TB in 2014. According to the World Health Organisation’s 2015 global tuberculosis report, most of those deaths could have been prevented. The report highlights the need to close the detection and treatment gaps. We want to get there by 2030, as the right hon. Member for Arundel and South Downs said, not in 200 years. We need to fill the funding shortfalls and develop new diagnostic tools. Through partnerships, Global Fund programmes have detected and treated more than 13.2 million cases of TB.
AIDS is the biggest killer in the world of women of reproduction age and the second biggest killer of adolescents. Some 1.2 million people died of HIV or HIV-related illnesses in 2014, and more than 36 million people live with the virus. Global Fund programmes have enabled 8.1 million people with HIV to access antiretroviral therapy.
The Opposition welcome the establishment of the £1 billion Ross fund, in co-operation with the Gates Foundation. We will hold the Government to account on how that co-operation is going in the months and years ahead. That £1 billion includes a £300 million package on malaria and £115 million to develop new drugs and insecticides for malaria and TB. We also need to support multilateral partners, such as the Global Fund, to fight HIV, AIDS, tuberculosis and malaria. It is essential that we continue to fund that work and build on what has already been done. In particular, we must invest in new vaccines, medicines, insecticides and diagnostic tools.
If we tackle AIDS, TB and malaria, there will be a number of spill-over effects, such as greater productivity and growth, reduced worker and child absenteeism, increased equity and women’s empowerment, and improved wellbeing, particularly for vulnerable and marginalised populations. Failure to act could lead to the diseases resurging, leading to increased deaths and lost opportunities for progress and development. The Ebola crisis in west Africa has painfully illustrated the importance of strong public health systems in fighting diseases. The lessons also apply to our efforts to combat AIDS, TB and malaria.
We need to scale up our efforts in combating malaria, to which the hon. Member for Strangford (Jim Shannon) and my hon. Friend the Member for Scunthorpe (Nic Dakin) alluded. We need to invest more in AIDS and TB research and development, tackling resistance to life-saving medicines and boosting health systems across the world to help bring an end to these terrible diseases.

Commons ChamberI have visited registration centres in Lebanon, and I assure the hon. Gentleman about the extraordinary efforts that are being made by a remarkable staff. Undoubtedly, the situation has become challenging since May, although it has improved recently. We are on the case.
I thank the Minister for his answer about the £44 million, but what action will the Government take on the specific issue of the complexity and cost of registering stateless children? We do not want anyone to be left behind. Will he come back to the House with a more specific answer to the question?
I welcome the hon. Gentleman to the Front Bench. It is important to put our money where our mouth is, and £44 million to the UNHCR is an important part of the answer. It is vital to work with the UNHCR and the Norwegian Refugee Council, and to lobby the host Government. Unfortunately I do not rule Lebanon.

It is a pleasure to serve under your chairmanship, Mr Davies. I, too, thank the hon. Member for Stafford (Jeremy Lefroy) for securing the debate and for his personal leadership in this area. He gave great personal testimony about how the disease has affected him in the past. I, too, went to Tanzania in the early ’90s and was prescribed Lariam while I was helping a friend to set up the first public library in Pemba. I also felt the effects of that terrible drug at that time.
Labour welcomes the sustainable development goals. We are entering a new era in which we hope to eradicate poverty, foster human wellbeing and protect our planet. That universal agenda for people in all countries pledges to leave no one behind. We now need to realise its transformational potential. The UK has shown its strong commitment to international development through spending 0.7% of its gross national income on aid and enshrining that spending in law.
I want to talk about sustainable development goal 3, which, as we all know, is about eradicating disease. Although it is only one of 17, and the target only one among 169—I feel sorry for the civil servants who have to understand all those fully—our contribution must demonstrate an integrated approach, as has been said. We must consider the interplay of all dimensions—social, economic and environmental—of sustainable development. We need to expand innovation and research, empower communities, build a skilled workforce and set up strong regulatory frameworks to promote and improve world health systems.
DFID has a strong track record on combating diseases such as malaria and neglected tropical diseases. UK spending on malaria control and prevention was £536 million in 2013-14, and we contributed significantly to the recently announced 60% reduction in malaria mortality since 2000.
According to the World Health Organisation, more than 70 countries are ready to implement national NTD masterplans, which aim to stimulate an increased demand for donated medicines. Since 2006, more than 5 billion anti-parasitic treatments have been delivered. During 2012 and 2013, the pharmaceutical industry donated 2.5 billion treatments—the hon. Member for Stafford made the industry’s contribution clear. Over 800 million people were treated in 2012 alone. DFID has increased its expenditure on combating NTDs to over £250 million. As he said, it takes reliable long-term funding to tackle these diseases.
Global malaria control is one of the great public health success stories of the past 15 years, and our efforts to combat NTDs are on the right track, but we face substantial challenges, such as the spread of resistance to drugs. In addition, we face funding shortfalls for research and development targeted at new diagnostics for, and prevention and treatment of, NTDs. Yet the prevention of deadly diseases is one of the best uses of aid. If global malaria targets are achieved by 2030, it is estimated that more than 10 million lives will be saved and over $4 trillion of additional economic output will be generated.
DFID has great experience in fighting malaria and NTDs, but we can do even more. The UK has excellent resources in the NHS that could be brought to bear in the task of building strong health systems around the world. Following the idea of co-development, the NHS could engage in a mutually beneficial exchange of professionals. As a global employer, the NHS has obligations to support training and healthcare in the countries of origin of our health workers.
DFID should be a strong partner for malaria-affected countries, which will play the most important role in designing effective national strategies, using funds transparently and well, and providing financing from their own domestic resources. Civil society and the private sector also have crucial roles to play. We should encourage new partners to join the global effort, especially private contributors. We also need to support multilateral partners such as the Global Fund to Fight AIDS, Tuberculosis and Malaria. It is essential that we continue to support the fund and build on what has been done, particularly the investment in new vaccines, medicines, insecticides and diagnostics.
Tackling NTDs and malaria promises a number of spillover effects, such as greater productivity and growth, reduced worker and child absenteeism, increased equity and women’s empowerment, and improved wellbeing, particularly for vulnerable and marginalised populations. Failure to act could see a resurgence in disease, with increased deaths and lost opportunities for progress and development. The Ebola crisis in west Africa has painfully illustrated the importance of strong public health systems for fighting disease. That lesson applies to our efforts to combat NTDs and malaria.
I thank the hon. Member for Stafford for leading this debate. I also thank hon. Members for their testimony about their time in Tanzania, Uganda, Nigeria, India and Bangladesh, and for the great expertise they have brought to the debate. We need to scale up our efforts to combat malaria and NTDs by investing in research and development, tackling resistance to life-saving medicines and insecticides, and boosting health systems across the world to help to bring an end to these terrible diseases.
