Commons ChamberWhat we see is that consumers want to buy top-quality British food. I congratulate those supermarkets, and I encourage others to consider whether they may want to introduce a “buy British” button for online sales.
We know how important clean water is to the public, and we share their concern and outrage about pollution in waterways. That is why we have increased monitoring of storm overflows in England from 7% under Labour in 2010 to 100% today, and we are now holding water companies to account on tackling pollution by quadrupling the number of checks, increasing unannounced inspections, giving Ofwat new powers to block bonuses, and taking action against water companies that do not link dividends to environmental performance.
Households across the north-west could see their water bills rise by nearly 40% by 2030 as water companies look to consumers to meet the costs of much-need infrastructure upgrades. Do the Government agree that the cost of stemming the flow of sewage into our waterways should be met by the water companies and the shareholders who were received hundreds of millions of pounds in payouts last year, not by the hard- working British public?
The Government are absolutely clear that no one should pay extra for water companies to clean up our rivers. We are pleased that water companies have promised a £96 billion investment over the next five years across England and Wales, and we will continue to hold polluters to account. Just this week, we announced a fast-track investment of £180 million over the next 12 months to prevent more than 800,000 sewage spills from polluting English waterways.
The Government recognise the huge challenge faced by pollack fishers. We are trying to offer funding to help those most affected. I pay tribute to my hon. Friend’s campaign and that of my hon. Friends the Members for Truro and Falmouth (Cherilyn Mackrory) and for St Austell and Newquay (Steve Double) in raising the issues. We are helping those fishermen through the fisheries and seafood scheme, as well as with a new scientific study, but the Secretary of State and I are personally looking at what other options may be available to help and support. I know that my hon. Friend the Member for South East Cornwall (Mrs Murray) will continue her pursuit of this issue and support for her constituents.
The hon. Gentleman’s question merely highlights a fundamental difference between the Front Benchers of the two parties: I want to work with farmers, which is why through SFI—the sustainable farming incentive—we are looking at permissive access, where we pay incentives to farmers to provide access to their land; but Labour would impose a top-down requirement with the right to roam, rather than work constructively with our farmers and landowners, which is the approach that the Conservatives are taking.

Commons ChamberThank you very much for calling me, Mr Deputy Speaker. I congratulate my party on securing this important debate.
Last year, in my constituency of Birkenhead alone, there were the ominous number of 666 sewage discharges, running for a total duration of over 8,000 hours. The effect for businesses and families in coastal communities like ours is devastating: it denies young people, many of whom are from deprived areas with little access to nature outside of our borough, of the natural spaces that by rights belong to them, while jeopardising the many businesses that rely on tourism.
Elsewhere across the country the situation is even graver, particularly for our precious chalk streams—which can be found almost exclusively in Britain—many of which now face an existential threat. Meanwhile, water company bosses continue to pay themselves millions of pounds in inflated salaries and bonuses, while the Government seem content to look away, even as evidence emerges of water companies covering up sewage discharges and making evidence of sewage disappear from official records.
The motion my party laid before the House today seeks to tackle the perverse injustice at the heart of our broken water system—a system that guarantees private profits for the water bosses and public squalor for the rest of us. The motion signals a clear and welcome change from the attitudes of successive Secretaries of State for the Environment, Food and Rural Affairs, who all too often, when speaking from the Government Dispatch Box, have acted as if their job is to defend the interests of the water companies and their shareholders, rather than the constituents who elected them to this place.
From the hundreds of messages I have received from my constituents on this issue, it is clear that the people of Birkenhead expect us to go much further. They are sick to death with the decades-long rip-off that began with the privatisation of the water industry in 1989. They have had enough of pernicious standing charges and their bills rising year on year—they are set to rise, on average, by another 35% by the end of this decade—while water bosses who preside over crumbling infrastructure pocket millions in bonuses.
My constituents want to see water returned to public ownership. According to research conducted by Savanta, on behalf of the publication Left Foot Forward, 70% of the British public share that view. We need to deal with the practical and deep-rooted issues facing the water industry here and now, and confront the simple truth that seems self-evident to the vast majority of the British public: the three decades in which we have treated water as a private commodity have been a manifest failure.
There has been much discussion in recent days about the entrepreneurial spirit that the Thatcher Government are said to have let loose with their policy of privatisation and deregulation. Today, that spirit can be seen most clearly in the tide of sewage swelling our rivers and lakes and drowning our beaches. We must prepare to face the challenges to come, because as we confront a future that will be increasingly defined by climate breakdown, drought, water scarcity and extreme weather events, the question of how we most effectively marshal our shared natural resources will be crucial.
I remind the House, as I have before, that the chief executive of the Environment Agency warned that large parts of the country are now staring into the “jaws of death”—the point at which we will not have enough water supply to meet our needs. To allow the profit motive to continue to dictate the management of a resource as vital as water, and to perpetuate a system in which shareholder profits take precedence over much-needed investments in infrastructure improvements, would be not just short-sighted, but an absolute dereliction of duty.

All those plans are being assessed right now. The draft plans go to Ofwat, where they are analysed with a fine-toothed comb. All the things I have mentioned today will be scrutinised, so that we can deliver the infrastructure that is needed and have the clean and plentiful water supplies we require as well as a clean and healthy environment, with no undue impact on customer bills. All those things have to be taken into account to deliver the water supplies that the people we meet and the people we serve deserve.
The British public should not be asked to cover the cost of failures by the water monopolies and their shareholders. They have borrowed extensively to pay dividends while failing to make necessary investments in infrastructure and resilience. Does the Minister agree that if the Government are compelled to take Thames Water into public ownership, it should stay in public hands?
I am not aware of the situation the hon. Gentleman is referring to. Ofwat is working very closely with Thames Water to ensure that the business is viable, that customers are not impacted, and that water supply and waste water services are delivered. As I mentioned, Ofwat has strengthened many measures so that we have a much more resilient industry in the future. Indeed, those changes and the fall in the debt to equity ratio demonstrate that we do have a more resilient industry.

Sir James Bevan has warned that much of the country is now staring into “the jaws of death”—the point at which we will not have enough water to meet our needs. Last summer demonstrated just how ill-equipped the water companies are to deal with protracted periods of extreme heat. Does the Minister agree that the most effective way of tackling water insecurity is to create an integrated publicly owned water supplier serving the whole of England?

I pay tribute to everyone who took to beaches across the south of England this weekend in protest at the deplorable condition of our beaches and rivers. At Bexhill beach, in the hon. Member’s constituency, wild swimmers came together to form a human wave. Meanwhile, in Whitstable, local campaigners cordoned off Tankerton beach and declared it a crime scene. They were distinctly British protests, and people had the right to be angry.
Even if Ofwat is content to turn a blind eye, a crime is being committed—not just against our precious natural environment, but against all those who depend on our nation’s waters for their livelihoods, leisure and mental wellbeing. For far too long, the water monopolies have been allowed to treat our rivers and coastal waters as open sewers. Since 2016, more than 1 million sewage spills have been recorded, which is one every two and a half minutes. That is the equivalent of more than 1,000 years of raw sewage. Britain is once again the dirty man of Europe.
In my constituency, more than 650 sewage spills were recorded last year, with thousands more along the length of the Mersey. That is dealing a grievous blow to the decades-long effort to improve water quality in our region and undermining the ability of working-class families in Birkenhead to enjoy some of our borough’s best beauty spots.
The blame for the unfolding ecological catastrophe lies squarely with the water monopolies which, since the privatisation of the water industry in 1989, have hiked up bills by 40% on average in real terms while paying £57 billion in shareholder dividends that could have gone towards making much-needed improvements in infrastructure. However, we must not forget the essential role that this Government have played as an accessory to the crime.
Water companies such as United Utilities in my region would surely never have acted with such disregard for their obligations towards our natural environment had they not been guaranteed that successive Conservative Environment Secretaries would simply look the other way. Indeed, the Prime Minister served for two years as Environment Secretary—
Sorry. The last thing I will say is: bring the water back into public ownership.

It is a privilege to serve under your chairmanship, McCabe, and I thank the hon. Member for Middlesbrough South and East Cleveland (Mr Clarke) for securing this important debate.
The timing of the debate could not be more appropriate. In the last few weeks alone, Germany and China have been devastated by catastrophic flooding, while more than 200 people have lost their lives through unprecedented heatwaves in the Pacific north-west and in south Asia. Such extreme weather events are a stark illustration of the scale of the challenge before us, and an urgent reminder of the need to take bolder action to combat climate breakdown. In a few months, the COP26 conference will present the world with its best, and perhaps last, chance to avoid the worst fallout of climate breakdown. With the United Nations’ “Adaptation Gap Report 2020” warning that the world is on course to be 3° warmer by the end of the century, it is clear that we need to go much further and much faster if we are to live up to the promise of the Paris climate agreement.
This month, we learned that large stretches of the Amazon—the lungs of the planet—are so utterly degraded that they are emitting more CO2 than they absorb. As the shadow International Trade Secretary has said, that is one of the worst manmade tragedies in human history, and our Prime Minister is one of the guilty men. His refusal to support EU action against the destruction of the Amazon in 2019 was symptomatic of the wider failure to tackle ecological breakdown. In November, we have a chance to put that right. That is why I call on the Government to push for a global strategy that links together the climate and ecological crises, and that will ensure that, by 2030, the abundance and the population of species are well on the road to recovery.
We will achieve nothing at all if the poorest people in the world are asked to shoulder the cost of decarbonisation. That is why the needs of people living in the global south need to be at the very heart of the discussions in Glasgow. Developing nations have contributed least to the catastrophe that we now face, but all too often suffer the most from climate breakdown.
Leaders across Europe and America often talk about a “just transition”—in November, they have to prove that they mean it. That means not just delivering on the commitment of $100 billion a year in climate finance, but developing a far broader and more radical stimulus package that helps the world’s poorest countries decarbonise their economies, while also improving standards of living and life outcomes for their citizens.
I also believe that the world’s wealthiest countries, the UK among them, must now also begin to look at how they can accelerate their decarbonisation proposals to give nations across the global south more time to reach net zero.

Commons ChamberIt is a real privilege to once again speak in this place to express my support for the Environment Bill. It was fantastic to have the opportunity to serve on the Bill Committee and to see all the hard work that has gone into this piece of legislation. I repeat my for all the work that she has done in bringing forward this Bill.
All of us in this House will agree that the environment is precious, and I care deeply about protecting and enhancing it for future generations. As the Minister will be well aware from my interactions with her, from lobbying to stop the development of the Aire valley incinerator to the recent granting of bathing water status on the River Wharfe in my constituency, I and many of my constituents across Keighley and Ilkley care deeply about enhancing our environment. As I deliver this speech, two of my constituents, Patrick Godden and Jack Hanson, are completing a walk from Ilkley to Westminster to raise awareness and funds for the Ilkley clean river campaign, a group that has campaigned hard to improve water quality in the River Wharfe. Measures in the Bill such as the statutory duty on water companies to develop sewage management plans and the changes to the water companies licensing process will ensure that the River Wharfe and many other rivers up and down the country have better water quality and biodiversity and enhanced aquatic ecosystems, and I wholly wholeheartedly approve of that.
I am delighted that this Government are following other countries in introducing conservation covenants. The Government have acknowledged the important role landowners can play in conservation efforts. The current system makes it difficult for legal obligations on environmental protection to stay in place once land is sold or passed on, and conservation covenants will help. These long-term commitments will ensure positive opportunities for conservation are not missed, and the conservation covenants will introduce obligations to improve conservation as long as public good will is there and will help restore the natural qualities of our land.
There are other great measures in this Bill, such as local nature recovery strategies; the Government have recognised that local nature recovery must start at the local level, and that will make a huge difference locally. I would briefly like to mention my support for amendment 41 tabled by my right hon. Friend the Member for Basingstoke (Mrs Miller), a probing amendment which seeks to include a provision for local planning authorities to be able to take unlawful tree felling and lack of compliance with restocking and enforcement orders by landowners into account when considering planning obligations.
We have an obligation to ensure that the next generation inherits a healthier planet and the Environment Bill goes a long way to achieving that.
I welcome the opportunity to speak once again on this important piece of legislation and am thankful to the many constituents who have urged me to support the strongest possible protections for our natural world, as well as Cheshire Wildlife Trust, which is such a powerful and passionate advocate for nature across the Wirral and Cheshire.
The UK is in the midst of an intense biodiversity crisis. In just 50 years, 41% of all species have declined, with 15% brought to the brink of extinction. Most worryingly of all, bees, which play such an important role by pollinating 70% of all the crops we eat, are under existential threat; since 1900, 13 species have been lost with another 35 at risk.
Time and again the Prime Minister has promised bold and decisive action to tackle the existential threat of biodiversity loss and ecological crisis, but, as is so often the case with this Government, the reality fails to match the rhetoric: not only does this Bill fail to bring forward the measures that are badly needed to halt ecological collapse, but it does not even maintain the comprehensive environmental protections that we had as a member of the European Union. I am therefore very grateful to the hon. Members who have tabled important amendments to this Bill, especially my hon. Friend the Member for Newport West (Ruth Jones).
I was especially glad to add my name to new clause 25, which would commit the Government to publishing a national tree strategy for England. England is one of the least wooded countries in the western world, with just 13% of all land covered by woodland compared with an average of 44% in mainland Europe. Increasing woodland has a vital role to play in tackling climate breakdown and promoting biodiversity, but fewer than 50% of the annual tree planting targets were met in 2020. That is simply not good enough.
I also urge Members to join me in supporting new clause 24, which would enshrine vital protections for our peatlands into law and introduce a comprehensive ban on the burning of heather on all upland peat. Peatland plays a vital role not only in promoting biodiversity but also as a natural carbon sink, yet the Government have failed to safeguard this precious natural resource. Some 80% of the UK’s 3 million hectares of peatland are chronically damaged, with around 60% enjoying no protection whatsoever.
Warm words simply are not good enough; today’s votes provide us with an opportunity to prove we say what we mean in tackling the biodiversity crisis, so I call on the Government to put their money where their mouth is and join me in supporting these and many other amendments tabled today.

Commons ChamberI rise to support my new clauses 14 and 15. The core principle of the Bill is that safeguarding the environment should be at the heart of decision making right across Government, and that must include the planning system. New clauses 14 and 15 would give the OEP the power to veto or reduce housing targets and require new developments to be consistent with our net zero carbon target. Of course, the environmental net gain provisions in the Bill will generate, via the planning system, a welcome flow of investment into nature. I also welcome the Government’s recent abandonment of their housing target algorithm, which generated impossibly high numbers, but for London, that threat remains for the longer term. We also have a planning Bill due soon.
My fear is that the Government’s determination to “build, build, build” could compromise the environmental ambition of the Bill that we are considering. Let us face it, nothing has a greater physical impact on the landscape than the buildings we construct. Successive generations have been judged by the legacy of the built environment they have left behind. By giving environmental and climate concerns a greater weight in the housing and planning system, my new clauses are an appeal to Ministers not to repeat the mistakes of the ’60s and ’70s, which their algorithm makes me fear that they will.
Even with Ministers’ change of heart on the algorithm, the housing targets remain very high. That could mean a drive for ever denser, ever higher blocks consuming ever more of the green spaces we value so much, and never more so than in a time of covid. Local input into the planning system provides a formidable defence for the environment, and I ask the Government to drop their White Paper proposals to remove local decision making for areas designated for growth.
Despite the measures that I would like to see added to the Bill, Members should be in no doubt of my strong support for this legislation, which I introduced as DEFRA Secretary in its first iteration in the last Parliament. The Bill will mark a historic turning point as we establish a demanding and rigorous framework of legally binding targets, improvement plans and measures to protect biodiversity and crack down on waste and plastics pollution.
As many Members have said, we are at a crisis point for nature and for climate. We need urgent action to arrest the decline in habitats and the threat posed to thousands of species both here and overseas. We hold this earth in trust for those who come after us. If we are to have any chance of being the first generation to leave the natural environment in a better state than we found it, we need to make big changes to the way we do things in this country, and I am confident that this Bill will help us do that.
The ecological and climate crises will be the defining issues of the 21st century. In a few short years, climate breakdown is likely to transform the way we live. The floods that devastated communities across England last week provided a stark reminder of how incredibly high the stakes are. Now the heavy responsibility falls on those of us who serve in this place to ensure that future generations inherit a liveable planet. Through taking bold and decisive action now and driving forward change on the international stage, we can roll back the ecological crisis and build a fairer, greener economy in its wake, but I am afraid that the Government’s ambitions fail to meet the scale of the challenge.
The Prime Minister has called for a green Brexit, but at the same time he is replacing the EU’s comprehensive package of environmental protections with four simple targets that the Environment Secretary can change at will. That is why I urge Members across the House to support new clause 9, which would oblige anyone exercising responsibilities in relation to the Environment Bill to adhere to broader commitments such as the Climate Change Act 2008 and the United Nations leaders’ pledge for nature.
I also support amendment 39, which would guarantee parliamentary scrutiny when the Government want to allow the use of plant protection products that endanger bees and other pollinators. I know that I was not alone in being concerned by the Environment Secretary’s decision to temporarily lift the ban on bee-killing pesticides. That decision flies in the face of the Government’s own commitment to fight biodiversity loss and was made without consulting Parliament. Of course we all sympathise with farmers who are currently wrestling with crop blight, but those pesticides pose an existential threat to bee populations and other pollinator species, which play such a vital role in pollinating 70% of the crops we eat. I do not think it is hyperbolic to say that our future depends on bees.
I warmly thank my right hon. Friend the Member for Leeds Central (Hilary Benn) for tabling new clause 5, which would commit the Environment Secretary to tackling and reversing biodiversity loss in England by 2030. While I welcome the proposals to establish an Office of Environmental Protection, I am deeply concerned that it would lack the necessary powers and independence to truly do its job. I will therefore be supporting amendment 23.
The Government had the opportunity to use their Bill to put the environment at the heart of their policy making. The Bill fails even to maintain existing environmental standards, let alone make the UK a world leader in environmental policy. The fact that the Bill will now be delayed until later this year is yet another dispiriting sign that the Government, for all their rhetoric, simply are not serious about tackling the climate change and ecological emergencies.
