It absolutely will. The effective team managing the National Offender Management Service under the superb public servant Michael Spurr has found an additional £10 million to help mitigate the effects of prisoner violence and to reduce violence overall. That money will go direct to the front line.

One area of reform should be to stop pregnant women having to give birth in prison. I know that the Government are committed to that, but can we consider carrying out a pilot study so that women do not have to give birth in front of unnamed guards?

The hon. Lady makes a vital point. We are looking at how female offenders are treated overall. One thing we need to do—I know that this is not a view universally held by all my hon. Friends on the Back Benches—is to think hard about how we can reduce the female population in prison, and treat women who are in custody more sensitively.

With your permission, Mr Speaker, let me say that I hope the whole House agrees that we are all in the debt of the dedicated prison officers and prison staff who will be working on Christmas day and over the Christmas season. In that spirit, let me also congratulate the newly elected leader of the Prison Officers Association, Mr Mike Rolfe. My Department looks forward to working with him to improve the situation of all prison officers. They do an invaluable job, and we should support them in every way we can.

I associate myself with the Justice Secretary’s remarks. Secure colleges, criminal court charges, court fine enforcement and Saudi Arabian contracts— £40.7 million has been wasted so far. Will the Justice Secretary reveal to the House the full costs of those policy changes, and will he tell us which Minister is responsible for that waste of public money?

The hon. Lady started very well, in a bipartisan way. The point about each of the policies that she mentioned is that we made those decisions in both the national interest and the taxpayer’s interest.

Saudi Penal System

We engage with the Saudi Government on every level. Of course it is the case that we have regular daily diplomatic contact. Consular support is given to British citizens in Saudi Arabia, too. It is also the case that there is contact at ministerial level and head of Government level. As my hon. Friend recognised, there is a balance to be struck, and it must be guided first of all by Britain’s national interest, which resides in keeping our citizens safe, but also in standing up for the values our citizens believe in and would like us to promote.

The Justice Secretary says the Government were interceding in the cases raised by my hon. Friend the Member for Hammersmith (Andy Slaughter). In the case of Raif Badawi, could the Secretary of State find out why the prosecutors are now asking for a retrial with a possible death sentence?

That is a very important point, and the Foreign Office are in discussions with the Saudi Government about precisely that case.

I absolutely agree. Lord Harris’s report was a sobering reminder of the problems we face in our prison estate in managing some very vulnerable people who engage in self-harm and, in some cases, suicide. The recommendations that he made are receiving proper consideration in our Department. More broadly, the point that the Chair of the Select Committee makes about engaging outside organisations is at the heart of the transforming rehabilitation programme. The extension of new powers to community rehabilitation companies, which my predecessor introduced, will increasingly bear fruit in the months to come.

Seventy-one per cent of women entering prison do not have any qualifications, so what assessment has the Secretary of State made of the tailored curriculum plan that was introduced in October 2014?

The hon. Lady is absolutely right. One of my principal concerns is that far too often the courses that have been offered and the qualifications that have been available to women in prison have not reflected the genuine needs—the circumstances that led them into offending in the first place or the needs that they have when they leave custody. One thing that Dame Sally will be looking at is exactly what needs to change, and there are no options off the table.

I absolutely agree. One of the most heartbreaking aspects of my job is reading about parents who want to adopt children but who have found that, for understandable reasons, the system has been far too bureaucratic and slow in allocating children to them. Working with the best in local authorities, I am sure that we can all do better.

It is welcome that the speed of adoption is being looked at, but will the Secretary of State confirm that the safeguards of the Hague convention will still apply to inter-country adoptions, and that the adoption panels’ functions will not be watered down?

It is vital that we ensure that international safeguards are present in respect of inter-country adoptions. When we come to look at the adoption panels, we will want to strike a balance to ensure that the right people are coming forward and being scrutinised appropriately with the minimum of delay.

Will the Secretary of State meet me and the head, Keith Whittlestone, to see for himself and to say what can be done to access funds to repair that vital building?

12. What plans he has for the future of music education in schools.

We will shortly publish a national plan for music education, which will reform the delivery and funding of music education. It will ensure that pupils have opportunities to learn an instrument, to sing and to play in ensembles.

I thank the Secretary of State for his reply. He will be aware of Plato’s theory of education, which says that musical training is one of the most important instruments in education. Is he aware also of the Institute of Education research which found that one in nine primary schools does not have a piano? Will he take steps to ensure that all primary schools have a musical co-ordinator and, more importantly, a piano?

I am very grateful to the hon. Lady for making those points. She is absolutely right that the wider provision not just of trained music teachers, but of musical instruments will ensure not just that more children have access to the greatest of all art forms, but that more children as a result do better in every other subject.

Sure Start Children’s Centres

I have some sunny words for the Secretary of State. Sure Start Palfrey in my constituency was one of the first in the country to get an “outstanding” rating from Ofsted, which it gained because it did a lot of outreach work, including through a fathers’ club—84 fathers came to one session. However, there are rumours, which the Secretary of State might like to quash, that the staff will be replaced by health visitors, which moves the centre into a medical model rather than an educational model. Will he confirm that those specialist workers will not be replaced by health visitors?

The hon. Lady makes an important point. To be fair to Labour Members, I want to emphasise that Sure Start has been a success in the past, and we hope it will be an even greater success in the future. However, one matter on which it has not been as successful in every part of the country as it should have been is in outreach, particularly to the most disadvantaged. The Government believe that health visitors, as trusted faces of the state, can be one of the most effective ways in which we can increase outreach. We also believe that local authorities that have innovative solutions that succeed in ensuring that children in hard-to-reach communities receive those services should be supported. The coalition Government believe in supporting local authorities that are innovative in their use of resources, which is why we removed the ring fence, created the early intervention grant, and allowed a greater degree of innovation to flourish at local level.

Education Funding

I know that my hon. Friend, as a lead member for children’s services in his local authority area, has been a dedicated fighter for improved investment in school fabric, and how disappointing the current BSF process has been for him. I will certainly do everything I can to seek, in the course of the review, to prioritise investment in schools whose fabric has, over the years, become so dilapidated that we need desperately to do something.

The Secretary of State clearly has a list, so could he please stop teasing us and let me know whether the Joseph Leckie school in my constituency is on it?

Again, I am grateful to the hon. Lady for her question. It would undoubtedly be helpful if she could tell me whether her local authority is in financial close or in close of dialogue. My understanding is that Walsall has not reached financial close, but I believe that her constituency benefits from an academy project.
