Commons ChamberWhile I am deeply disappointed that Stoke-on-Trent Labour refuses to make the necessary terms and conditions changes to help save Stoke-on-Trent City Council funding, there is a united view across the political divide in Stoke-on-Trent that the legacy in children’s social care is causing huge financial strain on the local authority. Will the Secretary of State do everything he can to work with Councillor Jane Ashworth to ensure that that gap is funded and those children—the most vulnerable in our society—are protected?
Absolutely. I hope that the House will note that my hon. Friend, who fights incredibly hard for his principles and for Stoke-on-Trent, is taking a typically statesmanlike approach in putting his constituents first. Come the next general election, people should remember that he is someone whose big heart reflects their good values.

Commons ChamberDoes the Secretary of State agree that it is a great shame that Stoke-on-Trent City Council, which is now Labour-run, has scaled back its levelling-up plans by getting rid of the proposed e-sports arena? The first of its kind outside of London, it would have built on Staffordshire University’s UK-leading—indeed, world-leading—e-sports courses, as well as the 9,000 jobs created since 2015, the £56 million we got in levelling-up funding, the £17.6 million Kidsgrove town deal, and much more.
When it comes to levelling up and the e-sports centre, I am always clear that it is my hon. Friend the Member for Stoke-on-Trent North and Kidsgrove who answers the call of duty. He is absolutely right to say that, under the Labour council now in Stoke-on-Trent, the huge progress we were making on levelling up has stalled. What we need are more Conservative elected representatives in Stoke-on-Trent.

Commons ChamberWe not only consider, but meet regularly with our colleagues across the devolved Administrations. Last year, we had over 270 intergovernmental ministerial meetings, bringing together colleagues. Of course, from time to time, given our respective positions, we may disagree, but there have been a number of significant successes where we have agreed, not least the delivery of two green freeports in Scotland—an example of both Governments working together in the interests of the whole United Kingdom.
I absolutely will and I am grateful to my hon. Friend for the work he has done to ensure that our antisocial behaviour action plan hits criminals where it hurts. I should add that apparently the Leader of the Opposition was in Stoke-on-Trent North the other week. He gave a speech on crime, taking over 30 minutes, without any new policies. He should be arrested for wasting police time!

Commons ChamberI think we may be arguing from slightly different premises, because it depends how one defines the replacement for EU structural funds. I am more than happy to take the hon. Gentleman through the figures and point out the ways in which the funding we have supplied through the funds at our disposal match European commitments.
Stoke-on-Trent and all the six towns are enjoying a renaissance under this Government in a way that they did not under the last Labour Government. We are ensuring that investment is going into Burslem, Tunstall, Stoke and Hanley in a way that did not occur under that Labour Government. Homes England is at the heart of that investment, providing new homes and cultural investment and ensuring that people who voted Conservative at the last general election recognise that they made the right decision.

Commons ChamberMy hon. Friend makes an important point, and it gives me an opportunity to pay tribute to and thank those who work at district council level. As we look at the pattern of local government across this country, it is important to recognise that one size does not fit all. Although I am a strong advocate of the mayoral combined authority model, and it has clearly brought benefits in areas such as Tees Valley and the west midlands, we need to be respectful of district councils and the structure of local government in those parts of the country that do not—and, indeed, need not or should not—move towards that model. I look forward to engaging with him and the Association of District Councils on how we can make sure that our devolution drive is in keeping with the best traditions in local government.
As my hon. Friend reminds the House, the devolution proposals outlined in the Bill extend the range of areas that can benefit from combined authority powers, and they strengthen scrutiny. One criticism that has sometimes been made of the exercise of powers by Mayors in mayoral combined authorities is that there has been inadequate scrutiny, particularly by the leaders of district authorities within those MCAs. Our Bill strengthens those scrutiny powers, and in so doing strengthens local democracy overall. That is in line with the progress that the Government have made, including on the Elections Act 2022, which the Minister for Local Government, Faith and Communities, my hon. Friend the Member for Saffron Walden (Kemi Badenoch), brought in.
When we talk about levelling up, and particularly when we think about changes to our planning system, we absolutely need to focus on effective measures to regenerate our urban centres. One challenge that the country has faced over the last three or four decades has been the decline in economic activity and employment in many of our great towns and cities. We need to make sure that people’s pride in the communities where they live is matched by the resources, energy and investment that they deserve.
I saw some of that energy on display when I was in Stoke-on-Trent just three weeks ago, under Abi Brown, the inspirational Conservative leader of Stoke-on-Trent City Council. Real change is being driven to ensure that all the six towns that constitute Stoke-on-Trent have their heart strengthened, their pride restored and investment increased.
Will my right hon. Friend give way?
I am just about to refer to my hon. Friend. In order to ensure that people have the tools they need, we need to tackle some of the things that generate urban blight. We need to deal with the problem of empty shops, vacancies and voids on our high street, which not only depress economic activity but contribute to a lower footfall and less of a sense of purpose, buzz and energy in our communities. That is why, following on from the ten-minute rule Bill introduced by my hon. Friend, we will be bringing forward compulsory rental auctions, so that lazy landlords who leave properties void when they should be occupied by local community trusts, businesses or entrepreneurs will be forced to auction those properties, to ensure that we have the entrepreneurs that we need and the small businesses that we want on the high streets that we love.
May I personally thank the Secretary of State? He came to the great towns of Tunstall and Burslem to see at first hand the regeneration of brownfield sites to create hundreds of new homes, and to look at the blight of rogue and absent landlords on our high streets in the town of Tunstall. He has sat down and met me on many occasions to look at this legislation, and it is a big win for the city of Stoke-on-Trent, as well as for Members from across this House. I want to put on the record a “Thank you” on behalf of the people of Stoke-on-Trent North, Kidsgrove and Talke.
The communities of Tunstall, Burslem and Kidsgrove could not have a better advocate than my hon. Friend, and I could not have a better ally in shaping measures on urban regeneration. To drive urban regeneration, we will be increasing the council tax surcharge on empty homes. That is a means of making sure that we deal with that scourge and bring life back to all our communities.
Critically, we will also reform the compulsory purchase rules, because the way those powers operate often thwarts the desire of Homes England and others involved in the regeneration business to assemble the brownfield land necessary to build the houses and to get the commercial activity that we want in those communities. The reform in the Bill will ensure that the assembly of land required for urban regeneration becomes easier, so more of the homes that we need are built in the communities that need them in our towns and cities, rather than on precious green fields. The legislation also introduces new measures to facilitate the creation of the urban development corporations that have been integral in the past in driving some of the changes that we wish to see.
A significant part of the Bill seeks to reform the planning system, which I know is an issue of concern across the House of Commons. We all recognise that we have a dysfunctional planning system and a broken housing market. There is a desperate need for more new homes to ensure that home ownership is once more within the reach of many. It is more than just the planning system that needs to change: as my right hon. Friend the Prime Minister will outline later this week, changes need to be made to everything from the mortgage market to other aspects of how Government operate to help more people on to the housing ladder. Planning is part of that.
As well as making sure that we have the right homes in the right places, we must recognise, as the Bill and my Department do, why there has been resistance to new development in the past. Five basic and essential factors have led to resistance to development and our Bill attempts to deal with all of them. First, far too many of the homes that have been built have been poor quality, identikit homes from a pattern book that the volume of housebuilders have relied on, but that have not been in keeping with local communities’ wishes and have not had the aesthetic quality that people want.
One of my predecessors in this role, Nye Bevan, when he was the Minister responsible for housing in the great 1945-51 Government, made it clear that when new council homes are built, the single most important thing should be beauty. He argued that working people have a right to live in homes built with the stone and slate that reflect their local communities and were hewn by their forefathers, so that when someone looks at a council home and a home that an individual owns, they should not be able to tell the difference, because beauty is everyone’s right. I passionately believe that that is right and there are measures in the Bill to bring that forward.

Commons ChamberRutland and Melton could not wish for a more effective advocate than my hon. Friend. She talked to my colleague Lord Agnew and me in the Cabinet Office just last week to press the case for a relocation of jobs to Melton. It has a superb agricultural college, is at the heart of our food-producing countryside, produces superb products and also has many of the facilities, logistical and otherwise, that would recommend it to Government Departments, and I look forward to working with her on the prospect of relocation.
On behalf of the people of Stoke-on-Trent, Kidsgrove and Talke, I want to thank my right hon. Friend, his colleagues in the Cabinet Office and the Home Secretary—the former Stokie and Keele University graduate—for passing our litmus test on the Government’s commitment to levelling up in delivering over 550 high-skilled and well-paid jobs by making Stoke-on-Trent the second home for the Home Office. Does my right hon. Friend agree with me that this major investment from this Conservative Government shows that the people of Stoke-on-Trent will never be forgotten or take for granted again, as they have been previously?

Commons ChamberBore da, Mr Speaker, and to the hon. Gentleman. It is the case that the UK Government have been clear about the importance of maintaining sovereignty, the right to diverge and full control over our waters. We shall not be ambiguous about that, but we are determined, if we can, to reach a free trade agreement. Our negotiators are working hard to that end.
Not just the company my hon. Friend mentions, but Royal Doulton, Wedgwood, Spode and of course more recently Emma Bridgewater. Those are names that are known across the globe. They shine a light on the brilliant ceramics sector that is housed in Stoke-on-Trent and the potteries towns. We will ensure in the future, as we leave the European Union, that across the world people have the chance to dine off and to drink from the first-class products made in his and his neighbours’ constituencies.

Commons ChamberThe hon. Gentleman makes a very important point. It is vital that we have confidence in the integrity of our democratic institutions. That is why the Electoral Commission and other bodies play such an important role. Of course, it is also important that people can have confidence in the promises made by politicians, and it was the case in 2014 that Nicola Sturgeon and leading Scottish nationalists made the point that that referendum was for a generation. Just six years later, I do not believe a generation has passed.
Stoke-on-Trent, Kidsgrove and Talke are rich with industrial heritage, from the pits of Chatterley Whitfield to the pots of Middleport Pottery. We are also a UK-leading city, having installed a full-fibre network that will connect every home and business to gigabit. Does my right hon. Friend agree that we are the perfect location for the Department for Digital, Culture, Media and Sport’s new hub?
I cannot think of anywhere better to put DCMS Ministers than Stoke-on-Trent: a jewel in the heart of Staffordshire, home to industrial innovation for generations and boasting three of the finest Members of Parliament in the House of Commons.

Commons ChamberYou don’t know who my relatives are, Chris. All UK lamb is excellent, and we need to ensure that the Welsh lamb industry secures access to not only the European market but new markets as well. In the United States and, indeed, in the middle and near east, there is growing demand for excellent Welsh, Scottish, Northern Irish and English lamb. Access to those markets will make our farmers more secure financially and better able to steward the environment.
I want to pass on to the Chancellor of the Duchy of Lancaster the thanks of the 72% of people in Stoke-on-Trent North, Kidsgrove and Talke who overwhelmingly voted to leave and are delighted that we are not extending the transition period. I am sure that he has a fine collection of ceramics from Stoke-on-Trent in his home and office. Ceramics manufacturers such as Churchill China in my constituency are keen to see us get a really good free trade deal. Ceramics has been put at the heart of the international trade agenda of the Secretary of State for International Trade. I am sure that the Chancellor of the Duchy of Lancaster will confirm that ceramics is at the heart of the free trade negotiation on manufacturing and will happily meet me and members of the British Ceramic Confederation.
I certainly will. Only last night, I was talking to my right hon. Friend the Secretary of State for International Trade about what more we can do to support the ceramics industry, which is so vital to the economic health of Staffordshire and is a source of pride for all of us across the United Kingdom. Whether it is Churchill China, Royal Doulton, Emma Bridgewater or others, we should do everything we can to ensure that there are new markets for UK ceramics. I know my right hon. Friend will also ensure that we have an appropriate trade remedies authority in the UK, so that inappropriate dumping of ceramics does not undermine UK production.
