It is the Westminster Government who represent this country, and the Union of the United Kingdom will continue apace despite the hon. Gentleman’s opposition to it.

The Minister praises the civil service while planning to cut 91,000 of them. I echo his praise, but they cannot be expected to cover for the lack of Ministers or, for that matter, for the British people’s lack of confidence in this dysfunctional Government. So will he say whether the missing Ministers will be replaced, and does he accept that they are all tainted by the prime Minister’s disgrace and that what is needed is a fresh start?

The hon. Gentleman is completely wrong. There is no such culture either in this legislature or in the Executive. I have already said from this Dispatch Box that any victim should come forward about any incident at any time, and make themselves known and make their complaints. All are treated equally and will be treated equally. I have prosecuted personally cases in court. He asks me about that; there are a few barristers in this House who have been in criminal practice, and I am one of those who has prosecuted individuals for sexual assault and other criminal offences. So I am very alive to the issues generally, and I ask him to accept that we all come to this House in good faith to do the best we can, for our constituents and to look after those who work for us. Where there are failings, it is incumbent upon us to do the best we can to remedy and rectify those failings. That does not mean that we expect perfection in all cases, but it means that we should act fairly and reasonably at all times and do the very best we can.

My constituents are facing a cost of living crisis made worse by underfunded, slashed public services. Does the Minister agree that, in the interests of the most efficient use of public funds and public service time, it would be best to open one commission to identify and investigate the occasions on which the Prime Minister has actually told the truth?

The hon. Lady mentions her constituents and mine and the focus on cost of living, but I am afraid that the Labour party has requested and been granted numerous hours in this House, which I have had the honour of responding to from this Dispatch Box, not to ask about or debate cost of living, but to debate personalities. I ask her to bear in mind, if she is asking about the time of this House, what her party has been focusing on—and it is not the global cost of living crisis.

After many years working in both the public and private sectors in many countries around the world, I cannot think of a single instance where the behaviour of someone in a leadership position obliged a person responsible for giving ethical or standards advice to resign twice in succession and yet the person in the leadership position remained in place. Does the Minister agree that my constituents will conclude that the Prime Minister finds it hard to maintain a working relationship with ethical advice, and how many resignations of ethical advisers will it take before the Prime Minister does resign?

I will gladly send the Prime Minister that message. In fact, my hon. Friend’s message is very similar to those that the Prime Minister is hearing from colleagues around the House, and that is the focus that matters.

Does the Minister really think that it is in the interests of our country—our country, not the Prime Minister—that the Prime Minister remains at the helm, giving public health advice to the people of Newcastle and security reassurances to the people of Ukraine, while mired in scandal and facing criminal investigations?

I do, passionately. I think that the Prime Minister is the best leader for this country, and he would bring to shame any leader that the Labour party might put forward for this country. The Prime Minister knows what matters and focuses on the matters that are important to the British people. This investigation is also important, but it is being conducted by the Cabinet Office and the Metropolitan police. We recognise the upset that has been caused by these allegations, which are being properly investigated.

What the Prime Minister will have heard, and what I have heard, is that Ruby lived by the motto “Live kindly, live loudly”. To lose such a young life at such a tragic age in such appalling circumstances is a sorrow that those who loved her will never be able to get over. There is nothing that I can say that will ameliorate that. What I can say is that both the Prime Minister and I—and the entire Government—would offer our condolences for their loss and say that, in the short life that Ruby lived, she made people around her happy and she will be remembered throughout the lives of her family and friends.

Does the Minister agree that every moment that goes by that the Government of the United Kingdom are unable to say where the Prime Minister of the United Kingdom was on 20 May makes the Government more and more of a laughing stock and undermines the critical public health messages on which so many lives depend? Will he apologise to the heroes of the NHS, such as those at Newcastle hospitals trust, who spent hours and hours in full personal protective equipment, working exhausting and often traumatic shifts and yet managed to keep to lockdown rules?

The Prime Minister has personally thanked all of those who have worked to protect people during this pandemic and will continue to do so. He has visited hospitals, spoken to medical professionals—doctors, nurses, scientists—and to those directly involved and has repeatedly thanked them. He feels that thankfulness from the bottom of his heart. He himself was served at St Thomas’s Hospital by medical professionals who helped to save his life when he was admitted to intensive care. He knows this at first hand.

I am sorry to say that the Mayor of London is letting Londoners down in transport. He has cancelled investment projects that are his responsibility, cut bus and underground services and axed an extension to the Metropolitan line, despite the Government loaning £2.6 million to the Mayor through our Department. I am appalled that, despite that loan, Sadiq Khan is letting Londoners down.

In those discussions with the Mayor of London, will the Minister seek his advice on why it costs more to take a bus four stops up the West road in Newcastle than it does to travel across the entire Greater London area? Will he advise the Minister for buses to apply that to the rest of the country, rather than cutting three quarters of a billion pounds from annual bus services?

One reason why the Mayor of London has a black hole in his budget is that he has not been running transport services properly. I am sure that the hon. Lady’s area will be doing a better job and will hope to do a better job.
