Notwithstanding the Leader of the House’s gentle teasing, which has been taken in very good part by Members across the House, I think it only right to record that the hon. Member for Perth and North Perthshire (Pete Wishart) is a distinguished member of the parliamentary rock band, MP4—I say this really by way of a public information notice—and he performs with great skill and dexterity on keyboards. MP4 raise money for Help for Heroes and have performed with considerable distinction in my own constituency. Their performance is still talked about widely in the highways and byways of my beautiful constituency. The hon. Gentleman is greatly appreciated and I would not want him to feel unloved in this place.

Can we have a debate on the issue of transparency and the Heathrow third runway decision? Yesterday, like many Members, I met climate and environmental campaigners. People in my community are simply baffled as to how such an irrational decision to expand Heathrow could have been taken by a Government who, I know, care about the environment. When I put in freedom of information requests, what came back was so heavily redacted that there was little information to tell me how the decision was reached. Will the Leader of the House approach the Department for Transport to encourage it to be more transparent and to remind Ministers that they should bring people with them on a decision by explaining it fully, not by hiding it away in secret?

First, let me congratulate my right hon. Friend on the strength and veracity of her campaigning on this matter, albeit that the direction of travel is not exactly as she would wish. She raises the specific issue of transparency. I would be very happy to facilitate a meeting with any Minister whom she may wish to approach in order to discuss that matter.

If we include the loans, the average earnings of those who have been involved in this egregious tax avoidance is twice our country’s national average wage. There is no need for people to get involved in these schemes, the sole purpose of which is to avoid tax. Some Members have raised amounts of some £700,000 or £900,000 that HMRC is pursuing in this context; that would equate to a couple of million pounds going through these schemes. I remind the House that these are schemes that take loans from the UK out to an offshore trust in a low or no-tax jurisdiction and route it back into the UK as a loan that is never due to be repaid, simply for the purpose of avoiding tax. We do not believe that is right.

If the Minister is right when he says that the loan charge is not retrospective, how come we have examples like the situation faced by my constituent, who was pursued with an accelerated payment notice back in 2015, in relation to a loan charge scheme? He paid the amount that HMRC asked him for, but now suddenly, out of the blue, a request has been sent to a wrong email address that means he will probably have to pay more money. Does that not show that HMRC has shifted the goalposts and therefore that the loan charge is retrospective?

I entirely stand by my earlier remarks about the measures not being in the least retrospective. Of course, I cannot comment on the tax affairs of the individual that my right hon. Friend has just referred to; it would not be right or proper of me to do so.

T3. India has twice the number of billionaires as our country, yet is home to more than a third of those globally who subsist on less than 80p a day. Will my right hon. Friend set out for the House the steps the Government are taking to make sure that our aid goes to the most needy in India, and is not spent on projects that could and should be supported by the Indian Government?

I can give my hon. Friend that assurance. My predecessor had already overhauled our development programme in India so that it was more targeted on not only the poorest states, but the poorest communities in those states. However, as India continues to develop, it is right that we continue to examine that programme, which is what I am doing right now.
