Commons ChamberI thank everyone for their valuable contributions to the debate. Interestingly, there has been a high level of consensus. It appeared that it had broken at the end, when my hon. Friend the Member for Walsall North (Eddie Hughes) suggested a disagreement with the hon. Member for Glasgow North (Patrick Grady), but then the hon. Gentleman started to nod vigorously, so we are in agreement on virtually every aspect of the matter.
We agree that, as was set out in the White report, in the main Members of this House behave appropriately and in some cases in an exemplary manner towards their staff. We all recognise, however, that there are cases in which the behaviour between Members of Parliament and their staff is inappropriate, sometimes grossly. We all agree that, particularly as a Parliament that sets an example to others and, rightly, sets the legislation that requires businesses to conduct themselves in a certain manner, we should uphold the highest possible standards and that any example of egregious behaviour between a Member and their staff is one example too many. Equally, as has been clearly expressed, we share a desire to do something about that, which is why we welcome the recommendations of the White report, and to make sure that we proceed at pace to tackle the issues that Gemma White has rightly shone a light on.
I will deal with some of the specific questions asked in the debate. The shadow Leader of the House, the hon. Member for Walsall South (Valerie Vaz), among others, raised the Valuing Everyone training and made the point that a relatively small number of hon. Members and their staff have engaged with it. Notwithstanding the valid point that it is in its early stages—I believe that it was only earlier this year that it was being piloted; my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom) said that she had taken part in what was then a pilot—it is important to make sure that each and every Member undertakes it. I have undertaken it, as have the shadow Leader of the House and you, Madam Deputy Speaker. I found it helpful and useful.
Further suggestions were made about the training. We have discussed whether it might become necessary to mandate it. In the event of there not being broader engagement, that might have to be seriously considered. My right hon. Friend the Member for South Northamptonshire suggested that there might be a three-month induction period, during which that and other training sessions might be expected to be completed and, in the event that they were not, passes might be withheld as a consequence. There are different ways to address the issue, but there is no doubt that it needs to be addressed.
The shadow Leader of the House asked how long the consultation on the report will last. As she knows, although she is right to ask me that question in the context of this debate, which I am leading, it is a matter for the House and the House of Commons Commission, on which she, I and you, Madam Deputy Speaker, sit. What I will say is that we will press forward as quickly as we can in that respect, as was expressed at its last meeting.
The shadow Leader of the House also asked how we might measure the cultural change that we are seeking to achieve in this place. There are various statistics and numbers that we can use to measure progress: the statistics on access to the helplines that form part of the independent complaints and grievance scheme are publicly available; we touched on the number of hon. Members and their staff who attend the Valuing Everyone training; and there will be the 18-month review of the ICGS, as recommended under the terms of the Alison Stanley report.
My right hon. Friend the Member for South Northamptonshire welcomed the fact that the White report does not recommend a fundamental change in employment status when it comes to Members of Parliament and staff, and I would agree. She also speculated about where the new HR function should rest, suggesting either IPSA or the House authorities. She had a fairly strong view on “the former”, as she termed it—on IPSA. That was echoed by the hon. Member for Glasgow North. We must have that debate, which is why sometimes these things take a little time. It should not take longer than it needs to, but we need to work our way around the human resources recommendation in particular, to make sure that that aspect is absolutely right in every possible detail.
The hon. Member for Glasgow North also spent time discussing hierarchy and the areas of the Palace not available to non-Members. He made an important point, and the House of Commons Commission is discussing those issues. Although the Government may not agree with him on the matter of Scottish nationalism, we can perhaps even learn some things from the Scottish Parliament in that respect, as he suggested.
The hon. Member for Bassetlaw (John Mann) asked two specific questions, one by way of intervention on my opening remarks: it related to the treatment or accessibility of the ICGS for those whose employment is funded through Short money. I have had further notice from the box to tell me that if someone was part of the parliamentary community, they would have access to the independent complaints and grievance scheme, irrespective of how their employment was funded.
The hon. Gentleman also raised the payment for legal advice of which Members may be able to avail themselves under insurance policies provided by IPSA, if I understood him correctly. He may have been referring solely to industrial tribunals, which would be outside the context of the internal arrangements that we are discussing here. However, if his remarks pointed more towards the ICGS scheme, I should say that, as I understand it, there would be no advantage, under insurance arrangements or otherwise, to the MP as opposed to the member of staff who might be complaining about them.
My right hon. Friend the Member for Basingstoke (Mrs Miller) specifically asked about why the Cox 2 recommendation, which we will address in a moment by way of a motion before the House—that the scope of the ICGS be extended back beyond June 2017 and include those no longer employed at the House—should not be rolled out immediately when the motion is passed. The answer is that it will take a little time, particularly to get on board the specialist independent assessors required to look at cases that, of necessity, will sometimes go back some time.
The Leader of the House may or may not know the answer to this question. What would be the total cost of setting up an organisation such as that?
I do not know; the House of Commons Commission will consider that. I interpret the hon. Gentleman’s question as showing concern that we should always be aware of the costs of putting recommendations into place, and he is entirely correct. Often, reports come forward with recommendations, and off we go saying that we should accept everything exactly as it is presented; further down the line, we decide that it was rather bureaucratic and expensive. In making sure that the recommendations of the report are bedded in correctly, we should have such issues at the forefront of our minds.

Commons ChamberI thank the hon. Lady for raising the issue. She is absolutely right that breastfeeding was very important to the previous Leader of the House, and I recognise its importance, too. The extent of breastfeeding in the United Kingdom is below that in many other countries, most notably Sweden, where a high proportion of babies are breastfed. I recognise that it does matter and that it does make a difference. Perhaps a debate in Westminster Hall at the appropriate moment might be the right approach.
I welcome the Leader of the House to his new job. He and I have done business together over a period of time, so I wish him well in the job.
May I also associate myself with his remarks and those of my hon. Friend the Member for Walsall South (Valerie Vaz) about the D-day landings and the sacrifices that those men made? The Leader of the House will probably know that Coventry suffered as a result of the bombing. There are lots of services in Coventry today because the people of Coventry, like those in the rest of Britain, appreciate the sacrifices of those men.
May we have a debate or statement on the national school breakfast programme? I am told that it has been a great success, but there is concern about future funding. Bearing in mind the fact that 20,000 people in Coventry used food banks last year, and that we still have the working poor, I am sure the Leader of the House will be sympathetic to getting us a statement or a debate, because he is a humane person and understands that the longer it takes to get a decision, the longer children will suffer from anxiety.
I associate myself entirely with the hon. Gentleman’s comments about the D-day landings, and I recognise the enormous damage and destruction that was caused to Coventry by the bombing in the second world war. May I congratulate him on securing an Adjournment debate on his local hospital next Thursday? I look forward either to being present at that debate or to reading Hansard after it.
The school breakfasts programme might be a good subject for an Adjournment debate, so that the hon. Gentleman can have a discussion with a Minister across the Dispatch Box.

Commons ChamberIR35 is often raised in the context of the loan charge, but it is a completely unrelated matter. IR35 is about making sure that those who are effectively employed by other businesses are treated as employees for tax purposes, and that is only right and proper. The loan charge is about putting right the situation of this aggressive tax avoidance.
The hon. Gentleman makes a very important point, which is that, when it comes to paying the money that is due, HMRC has a duty to be proportionate and to make sure that appropriate arrangements are in place. There is no maximum limit for the time over which repayments can occur—there are often arrangements that come into place that are well in excess of 10 years. HMRC will continue to approach these matters on that basis.

Commons ChamberOn the IT systems element of my hon. Friend’s question, he is absolutely right. CHIEF has been upgraded, and it is now capable of processing about 90 messages per second, which will be enough to handle the import and export declarations that may be required.
On the issue of informing the marketplace or traders about the new circumstances that may pertain after 29 March, we have written to 145,000 exporters that export only to the European Union and are not therefore familiar with customs arrangements. We have issued three iterations of our partnership pack and there is a huge amount of information on gov.uk, where businesses can also sign up to email alerts to make sure that they are aware of the very latest relevant information.
On behalf of myself and my hon. Friend the Member for Wolverhampton South West (Eleanor Smith), I have written to the Minister to ask for a meeting, with one or two reps from the trade unions, to discuss the situation in Wolverhampton and Coventry. People in Coventry will have to travel 16 miles to premises that are inadequate, while those who are left are not guaranteed jobs. I will not rehearse all the arguments now, but I would like to meet the Minister, with some reps and my hon. Friend, to discuss this further. Will he agree to do so?

Commons ChamberMy hon. Friend is totally right. We have been in the vanguard of efforts conducted through the European Union, the OECD and the G20 to come up with a multilateral approach on this matter. That is the preferred option of the Government, and rightly so, because it obviates the problems that one would otherwise have with aspects of double taxation. It is helpful if we all move together, and that is still our aspiration, but we have said that if we do not get that multilateral agreement within the next year or so, we will move ahead with our measure.
The Financial Secretary may be going to touch on this, but I will ask him the question anyway. He has not said much about investment in climate change technology. There is a lot of concern among scientists about the effect of climate change. Can he give us any indication of how the Government are investing in this technology?
We are investing hugely, and the evidence is there that we are succeeding. We have had a 43% reduction in carbon emissions since 1990. We are still pursuing, committed to and confident that we will meet our 80% reduction target by 2050. There are measures in the Bill, for example, to provide a tax relief for those who charge their cars through the businesses for which they work. We will continue to be very forward-leaning on the issue of the environment.

Commons ChamberI thank my hon. Friend for that perceptive and helpful intervention. There is no question but that a healthy banking system is absolutely central to a healthy economy, which is why we have invested so much time and energy since 2010 in making sure that the regulation of the banks is tightened up, which was, of course, part of the original rationale for the bank levy. The fact that we are reducing the bank levy over time from 2015 and moving towards taxing profits is in itself an indication of the health of our banking system.
Is the Minister satisfied that the banks have enough in reserve to cope with any emergency should there be a downturn in the world economy?
As the hon. Gentleman will know, the Bank of England carries out stress tests on our banking system. In the latest round, the banks came through very strongly—not a single one failed. The tests stress the system to a greater extent than the effect of the last financial crash in 2008, so we can be certain that the measures the Government have put in place, the operation of the independence of the Bank of England and carrying those things through are having the desired effect that he rightly seeks.
My hon. Friend raises an important point about connectivity, particularly in rural areas, including in constituencies such as mine where making sure there is good broadband is often one way of reducing sparsity and people being cut off from each other, and that is why we have invested so heavily in that area.
These changes are expected to increase the additional tax contribution from banks by more than £4.6 billion over the current forecast period to 2022-23.
Will the Minister look into a situation that a number of us have had letters about? In the case of certain banks, including HSBC, where a person who is on a bank’s pension retires, that retirement pension is deducted because of their old-age pension. I do not expect an answer right away, but will the Minister look into that?

Commons ChamberThe hon. Gentleman is right about the importance of those measures, and they will go forward. The policy has not changed; it will just come forward at a different time with other measures in this area.
Does the Minister have the staff to do the job on addressing tax avoidance?
Our record on addressing tax avoidance speaks for itself. HMRC has raised £160 billion from clamping down on avoidance, evasion and non-compliance since 2010, which is a vast improvement. Given that our current deficit is running at about a third of the 2010 level, this Government have brought in a huge amount of money. In terms of having the resources, we have invested £1.8 billion in HMRC since 2010 to focus exactly on tax avoidance.
