Although Scotland has about 8% of the nation’s GDP, it gets about 15% of the public research income that is allocated across institutions, because of the excellence of the research in institutions in Scotland. That works to the advantage of Scotland and to the advantage of the entire United Kingdom, and that is why we are better off together.
7. What recent support he has provided to small businesses.
We passionately support small businesses. Just this week, the new employer allowance has cut £2,000 from the national insurance bill of small companies to help them to grow and create jobs. That builds on the more than 15,000 start-up loans, the £1 billion saved by cutting red tape and the 32,000 businesses helped to export this year alone.
Last Friday, I spent valuable time with some very hard-working high street traders in Chagford, an important town in my constituency. Many of the people there were very worried about the level of business taxation, yet they were unaware of the £2,000 reduction in charges for national insurance contributions and the reduction in rates to which the Minister has just referred. What steps is my hon. Friend taking to ensure that companies up and down the country are aware of these important incentives?
My hon. Friend is a constant advocate for small businesses locally in Devon. He has raised the issue of business rates and business taxation with me. He will know that the £1,000 off business rates for retailers has been welcomed across the board; it is a small step towards addressing the challenges that business rates pose. This is all part of our long-term plan.

Commons ChamberAs I said in answer to a previous question, we are in the process of consulting. It is important that we get this right so that we do not penalise employees by getting the rules wrong. Many employees benefit from zero-hours contracts and we need to ensure that we take the right action rather than hasty action. We will respond to the consultation and make proposals to get rid of the exploitative factor in zero-hours contracts.
T6. Agriculture matters in my constituency yet the average age of my farmers is about 60, so we have a desperate need to encourage young people to go into farming. I know that my hon. Friend the Minister for Skills and Enterprise made a statement to the House yesterday about the reforms to the apprenticeship scheme, but will he outline how his reforms will encourage young people to use apprenticeships to go into farming?
Of course, apprenticeships increasingly cover the whole economy, including farming and agriculture. The number of apprenticeships in agriculture has increased by a quarter and I am pleased to say that we are working with farmers in our trailblazer reforms of apprenticeships to get them and the agriculture sector to write the rules on what training is needed to ensure that apprenticeships work better for them in future.

Commons ChamberThe hon. Lady admits an important point, on which we can agree. We both want to move towards having more qualified teachers. I am glad that we agree on that, and that she will be supporting that part of the motion tabled by her coalition colleagues. Under the Labour Government, teachers working on a permanent basis in the classroom were working towards qualified teacher status. That is the vital difference: we believed in working towards qualified teacher status, whereas this Government believe in deregulation and de-professionalisation.
The first plank in Labour’s schools policy is to focus on standards and not structures. We do not think that the job is done simply because a school has changed its name to that of an academy or a free school. We think that the most important relationship is between a teacher and a pupil, and we would therefore ensure that all teachers in state-funded schools were qualified or working towards qualified teacher status. We currently have a deregulated, downgraded system of professional teaching standards. Shamefully, under this Government, a person needs more qualifications to work as a burger bar manager than to be in charge of the education of our young people. We believe, as the Prime Minister did once and as the Deputy Prime Minister might still do—it is always difficult to tell—that our young people need highly qualified, highly motivated teachers in their classrooms.
The hon. Gentleman will know that there are many unqualified teachers in the independent sector. If that is such a bad thing, can he explain why so many parents make such financial sacrifices to send their children to those schools?
The most recent evidence I have seen shows that more than 90% of teachers in the independent sector have qualified teacher status, so that is the vast majority. I suggest that the remaining number should be working towards qualified teacher status so that they can transfer their skills to the state sector.
Under a Labour Government, we would not have the scandal of an academy school in Leeds advertising for “an unqualified maths teacher” with just four GCSEs. We would not have the scandal of the Al-Madinah free school where the presence of so many unqualified teachers did such damage to those pupils’ learning. We would not have more than one in 10 teachers in free schools being unqualified.

Commons ChamberMy hon. Friend has made the crucial point that Teach First was a Labour innovation. We believe in innovation, but we also believe in some basic standards in our schools.
The Secretary of State used to praise teaching standards in Finland, South Korea and Singapore, saying:
“In all those countries teaching is a high prestige profession.”
How would the Government ensure that it remained so?
“By making it difficult to become a teacher.”
But what has the Secretary of State done in office? He has done everything possible to make it as easy as possible to assume control of a classroom. He has undermined the profession, sought to remove teacher training from universities, and adopted a policy of wholesale deregulation. That has led to a 141% increase in the number of unqualified teachers in free schools and academies. The surprising truth is that under this Government, people need more qualifications to get a job in a burger bar than to teach in an English school. While I salute the efforts of restaurant chains to improve the skills of their work forces, I should like history teachers, as well as hamburger restaurant managers, to have some basic qualifications.
The hon. Gentleman is, in my opinion at least, a fine historian. He will recall that when he was at school he was taught by a very fine teacher, Terry Morris, who was the head of the history department. Will he tell the House whether Mr Morris was a qualified teacher, or simply an inspiration?
The great thing about qualified teachers is that they can be both qualified and an inspiration. [Interruption.] I know that the Conservative party is developing something of an obsession with me, so let me say that if Conservative Members want to invite me to a special session of the 1922 Committee to talk about my past and history, I shall be more than willing to take up their invitation.
Why does the Labour party believe in having qualified teachers in our classrooms? The Secretary of State’s 2010 White Paper put it best:
“The first and most important lesson is that no education system can be better than the quality of its teachers. The most successful countries…are those where teaching has the highest status as a profession’’.
In Finland, the world’s highest-performing education system, teacher education is led by universities, and all teachers are qualified to Master’s level. In Singapore, all teachers are fully trained and have annual training entitlements. The most effective way in which to improve our children’s education is to boost the quality, elevate the standing, and raise the standards of our teaching profession. We need to train teachers up, not talk them down.

Commons ChamberI am reliably informed by the Department that in this financial year £25.2 million has been allocated to Sheffield in the early intervention grant. [Interruption.] It is a 3.9% increase on last year.
T8. I congratulate my right hon. Friend on his progress with free schools, but may I urge him to go further and faster in opening up free school provision by bringing in profit-making enterprises paid by results and focused on the parts of the country where educational achievement is weakest and where free school take-up is scarce?
My hon. Friend is right. Free schools are making a significant difference in driving up standards in every part of the country from Merseyside to the Mendips. I am absolutely committed to making sure that everyone who is committed philanthropically to supporting state education is given the chance to do so.

Commons ChamberThe hon. Lady is right to highlight the issue of executive roles, which is more difficult to address than non-executive roles in the boardroom. The Government are taking action. The Women’s Business Council is looking at what specific steps can be taken and we expect its report in May. More than 60 companies have already signed up to the Government’s Think, Act, Report initiative, looking in detail at how they recruit, promote, retain and pay their women executives so that we can ensure that women are reaching the boardroom not just in non-executive roles but in executive roles.
T5. The UK has among the most generous maternity leave provisions in the world, which mean that some employers have to provide time off for employees for up to a year. This is particularly onerous for very small businesses. Will my hon. Friend look at the possibility of reducing the level of maternity benefits for micro- businesses that employ 10 people or fewer?
At this time of year, when we remember the Christmas story, we can be thankful that in the past 2,000 years not only has maternity care improved somewhat, but so has the recognition in society of the positive role that women, and mothers in particular, can play in the workplace. I recognise that it can be difficult for employers when an excellent employee is away for a year. That is why I hope that, as a strong champion for small business and as a father, my hon. Friend will welcome the Government’s plans to introduce shared parental leave, which will let mums and dads choose how they care for their children. Of course, that will mean that many mums will return to work in under a year, which will help to deal with the problem he outlines, as well as help dads to spend more time with their child in the early weeks of their child’s life.
On the specific issue, approximately 1.5 million people become parents every year, and we would not want that talent pool to be dissuaded from applying to work for small businesses.

Gentleman has any evidence to back up his assertion, I will happily look at it, but having a core of English, maths and the sciences within the EBacc before pupils reach 16 is vital to ensuring that people can go on to a vocational or an academic pathway in the future. It is absolutely central to this Government’s future vision of where our prosperity comes from that our occupational and vocational skills are at the heart of it.
13. What recent progress he has made on ensuring young people leave school or college with a good understanding of English and mathematics.
We are developing a new rigorous English and maths curriculum, which will help young people become fluent in the basics. The new phonics test will identify pupils in year 1 who need extra help, and the new year 6 grammar, spelling and punctuation test will ensure the basics are secure.
My hon. Friend will know that the recent CBI survey showed that 42% of employers were having to provide remedial training in numeracy and literacy to college and school leavers. Will my hon. Friend set out the steps the Government are taking to make sure that these colossal costs to businesses are reduced?
My hon. Friend has made a good point. The Secretary of State has already said that his ambition is for virtually all students to study maths until the age of 18, and we will introduce a funding condition for students who have not achieved a GCSE in maths so that they can reach that level of aptitude. We will also look at mid-level qualifications for students who have maths GCSEs but do not want to take a full A-level in maths, so that there is an alternative path for them to take.

I am delighted to follow my hon. Friend the Member for Burnley (Gordon Birtwistle), who raised all the issues that I want to talk about. He has studied what has been going on and he cares about it. I am pleased that young people at last understand what the tuition fees are all about. All the demonstrations in London and elsewhere took place because students had been misled by the Labour party, the National Union of Students and the media, who were determined to make them realise that they would have to pay the fees up front. They have never had to pay up front and they never will have to. They have to start paying after they earn over £21,000.
I have spent quite a lot of time talking to young people in my constituency—some who have been through university and finished, under the old system introduced by Labour, and some who are going to university this October. I have also talked to people working in this establishment for Members of Parliament. Those who went to university under the old system say that they wish that they had studied under the system that is going to start now. They would far rather not have had to ask their parents to help them pay the money up front. They would rather pay it themselves. It is much better for people from poorer backgrounds to be able to pay so that their parents do not have to contribute. It is better that they do not feel under pressure to ask their parents to pay, because they cannot afford it.
The students who will be going through now will earn more than many people in this country. When I ask young people whether they think it is fair that the caretaker or dinner lady in their school has to pay for their education, even though they will never earn as much as the young people, I find that the young people understand that it is much better that they pay back to the taxpayer, who is funding their education in the first place.
My hon. Friend makes a powerful point. Does she agree that one of the benefits of a loans system is that those going to university are far more discerning in their choice, which makes universities work much harder to secure those students and, therefore, drives up standards?
My hon. Friend makes a powerful point. My children used to come back from university with some horrific tales about the sort of education they were getting. I believe that once students become customers the universities will have to sharpen up their act, which they are already doing, and in many cases they are providing a better education for the students now going through the system.
I am pleased to report that none of the people I have spoken with has a problem. Not one person I have spoken with has said that they are not going to university. Some might decide to choose apprenticeships, which my hon. Friend the Member for Burnley mentioned. I am delighted that we have so many opportunities for apprenticeships in this country and surprised that no Opposition Members mentioned them whatsoever, because they are opening up opportunities and we need more people in engineering. We have lots of apprenticeships in Derbyshire, particularly in Derby, and some really high-quality apprenticeships in Rolls-Royce, Bombardier and Toyota. We need all those people, because they are the income generators of the future.
The hon. Member for Birmingham, Ladywood (Shabana Mahmood) said that tuition fees will put off mature students. Well, the interesting statistic from Derby university, which is in my constituency, is that 52% of the student intake are under 21 and 47% are over 21 and mature students. It is also interesting to note that 46% of them are male and 54% are female, and it is extremely good that more women than men are going to Derby university, because that did not use to be the case.
I am pleased to report that in Mid Derbyshire we have a thriving university that has come up through the ranks. People used to write it off, but it is doing incredibly well, under the leadership of Professor John Coyne. It is providing world-class graduates, many of whom work in local industries and businesses because they liked what they saw when they came to live in Derby. I am very pleased about that, because they contribute a huge amount to our economy.
I am sure that many Opposition Members will have seen, before and during the Olympics, the wonderful ceramic flower garden on Cromwell Green, which was the work of a fantastic artist called Paul Cummins, a graduate of Derby university. He has special needs, went through Derby university and has thrived as a result, because he was nurtured there. We need to encourage more students from all backgrounds to go to university. I am pleased to report that Derby university is doing better than ever and is not having the problems in attracting students that universities in some Opposition Members’ constituents are clearly having.
The difference between the two parties that we must recognise is that we like to talk up our education and the opportunities for young people, whereas the Labour party seems to want to undermine the university opportunities that this Government have given students. I am very disappointed about that, because we all need world-class graduates who will contribute to our economy.

Commons ChamberI very much welcome my right hon. Friend’s statement, particularly his commitment to fairer funding for schools. As he will be aware, Devon languished close to the bottom of the funding league table under the previous Government. Will he assure me that he will look very carefully at the possibility of improving the relative funding for schools in Devon?
I visited almost all the local authorities in the F40 area—very possibly because they contain a number of Conservative-Liberal Democrat marginals. For a variety of reasons, I want to ensure that I am fair to all local authorities, which is why we will prioritise funding on the basis of need.

Gentleman is a consistent and effective campaigner on behalf of the parents, children and teachers of Tibshelf school, and I congratulate them on having such an impassioned defender. However, that school is in such poor repair because, under 13 years of Labour rule, money was wasted. It did not go to the front line, and the hon. Gentleman’s constituents, like many poorer students around the country, were failed by an arrogant, unaccountable and out-of-touch Labour Government.
T4. The Sutton Trust has recently stated that under the previous Government, between 2007 and 2009, a group of 2,000 secondary schools and sixth-form colleges sent fewer pupils to Oxford and Cambridge than just five of our leading independent schools. Will my right hon. Friend join me in deploring that situation, and will he set out what this Government are going to do to put that record right?
My hon. Friend is absolutely right to point out that social mobility went backwards under Labour. Poorer students had a better chance of going to university before the Labour Government came to power than after they left office. We are changing that, and we are making sure that with increased investment through the pupil premium, higher standards in the English baccalaureate and a remorseless drive to get the best possible teachers into the classroom, standards rise for the poorest. It is a great pity that the once so-called party of progress is standing in the way of that necessary reform.
