Commons ChamberI will do everything I can. It is a beautiful example of railway architecture and it must be saved, so I applaud my right hon. Friend’s work. I recently had a conference for leaders in rail, at which I talked to all the train operators and Network Rail about bringing these beautiful buildings back to life for the community. I have met that team as well and will do everything I can to help him.

Commons ChamberThere is quite a lot that needs sorting in that. The first thing I would say is that the hon. Lady complains that I acted on Portugal when we saw the data, yet she complains that I did not act on India before we had the data. She cannot have it both ways. She asked me to follow data not dates, but then asked me to prejudge the data by making a decision about 21 June right now. I am a bit confused about that one, too, because I notice that the Scottish Government have themselves been reopening. That is a perfectly reasonable decision for the Scottish Government, but it is a bit rich then for the SNP spokesman to come to this House and have a go at us for deciding to look at the data over the next week, rather than prejudging that decision. It is quite hard to listen and not respond to explain what is actually going on.
The third point I will make is on international vaccination. Absolutely this country has stepped up to the plate. Of the 2 billion doses delivered around the world, half a billion have been the Oxford-AstraZeneca vaccine, which was developed by AstraZeneca and Oxford, with UK taxpayers’ money. It is, as I put it in my statement, a gift to the world. Of course we do not rule out donating excess doses as and when we have them, but only when we have excess doses, and I am sure the hon. Lady will accept that position is agreed not only by the UK Government, but by the devolved Administrations, because we all want to make sure that the people whom we serve get the chance to be vaccinated as soon as possible. That is our approach.
Finally, when it comes to intellectual property, we support intellectual property rights in this country. We could not get drugs to market in the way we manage to without support for intellectual property, because it is often necessary to put billions of pounds into research in order to get the returns over the medium term. What we did, more than a year ago, was agree with Oxford and AstraZeneca that there would be no charge for the intellectual property rights on this vaccine right around the world, and I am delighted that others are starting to take the same approach. Last month, Pfizer announced that in low and lower middle-income countries, it will not charge intellectual property, but we have been on this for more than a year now, so it is a bit rich to hear a lecture from north of the border.
May I ask the Secretary of State about his Department’s role in the latest international travel restrictions? First, what happened to the green watch list, giving more time to prepare for a switch to amber? Did he receive scientific advice that Portugal should be moved to amber, and, if so, will he publish that advice? Has the World Health Organisation recognised the Nepal delta mutation as a variant? Can he confirm that there were just 12 cases of this mutant in Portugal and three times as many in the UK? Ultimately, can he give me a milestone for when we can unlock international travel—perhaps the double-jabbing of over-50s and the clinically extremely vulnerable? Without that milestone, it is difficult to see how we can ever give this industry and workforce hope for their future.
My hon. Friend rightly asks these important questions about the decisions we had to take on Portugal. The truth is that we acted, yes, on the scientific advice: the advice of the joint biosecurity centre, based on the best information we had about this new variant—so-called delta AW, because it is a variant on the delta variant itself. We took that advice.
Restoring international travel in the medium term is an incredibly important goal that we need to work to. It is going to be challenging and hard because of the risk of new variants, and variants popping up in places such as Portugal that otherwise have a relatively low case rate. But the biggest challenge and the reason this is so difficult is that a variant that undermines the vaccine effort would undermine the return to domestic freedom, and that must be protected at all costs.
Thankfully, the delta variant itself, after two doses, gets effectively the same coverage as the old alpha variant or indeed the original variant, so the fact that that is now dominant in the UK does not put our strategy at risk. It makes it more of a challenge of getting from here to there, but that is a challenge for the decision this week and how we handle things in the short term; it does not put the strategy at risk. A variant that undermined the vaccine fundamentally would put us in a much more difficult place as a country, and that is why we are being as cautious as we are.

Commons ChamberThe anti-vaxxers have not had a very good time of it recently, and I am absolutely delighted that take-up is as high as it is. One of the reasons we have been able to take on the anti-vaxxers so effectively is that we have not danced to their tune. Instead, Members right across the House—I am looking around now and I see people in all parts of the House who have played their part in this—have put across the positive, science-based, objective, enlightenment values, if you like, of why the vaccine is the right thing. We as a House, as leaders of our national debate, have done that with one voice, based on the scientific advice. We have done it across the four nations of the United Kingdom with one voice. We have done it with scientists, with clinicians, with religious leaders—with all those who have a strong voice in this debate. Telling the positive story is the vital thing that we can do. Of course there may be those who do otherwise, but that is not for us—it is for us to tell the positive story.
I am very grateful to the hon. Gentleman for playing his part in that by celebrating having his second jab. I am thrilled that he will have, in just a couple of weeks’ time, the maximum protection that one can get. He is helping not only himself and his loved ones, but all of us together to get through this.
I was going to ask the Secretary of State to confirm whether, for those vaccinated, there is effectiveness against the B16172 variant, and how many deaths in the UK from that strain have been recorded among the vaccinated. However, given that he has just effectively turned the amber list red, can I ask him what is the point of me having my passport anymore? Covid will always mutate and the vaccine will always have to keep up. We have managed to vaccinate 99% of the mortality risk cohort. When will this Government actually take a little bit of risk and allow people to get on with their lives again?

Commons ChamberI welcome the roll-out of the vaccine programme, which has been a great success, and I congratulate the Secretary of State. May I ask for a bit of clarity on the statement? He states:
“Under home quarantining, the existing test to release scheme…can still be used from day five”.
Does that mean that somebody can successfully test negative on day five and is then free to interact in the community for three days, but will still have to take another test at day eight and if they fail that test they will have to quarantine again? Secondly, how long is this likely to last for? Obviously, summer travel is very important for the aviation industry. Is this just to last until we have vaccinated 99% of the mortality risk, which should be done by May? Or is it until we tweak the vaccination, in which case this could really have an impact on the aviation industry?
On the first point—the point of clarity—my hon. Friend has stated the position exactly correctly. On the second, we want of course to be able to exit from these arrangements into a system of safe international travel as soon as practicable and as soon as is safe, and Professor Van-Tam last night set out some of the details that we need to see in the effectiveness of the current vaccines on the variants of concern in order to have that assurance. If that is not forthcoming, we will need to vaccinate with a further booster jab in the autumn, on which we are working with the vaccine industry.
These are the uncertainties within which we are operating. Hence, for now, my judgment is that the package that we have announced today is the right one.

(Urgent Question): To ask the Secretary of State for Health and Social Care if he will make a statement on the covid-19 vaccine roll-out.
We are in the midst of one of the toughest periods of this pandemic. Yesterday saw 1,820 deaths, which is the highest toll since the crisis began. As we endure these dark days and the restrictions that we must all follow to save lives, we know that we have a way out, which is our vaccination programme. Thanks to the hard work of so many people, we now have an immense infrastructure in place, which day by day is protecting the most vulnerable and giving hope to us all.
I am glad to report to the House that we have now given more than 5 million doses of the vaccine across the UK to 4.6 million people. We are making good progress towards our goal of offering everyone in priority groups 1 to 4 their first dose by 15 February. That is a huge feat, and one in which we can all take pride. We are vaccinating at a greater daily rate than anywhere in Europe—twice the rate of France, Spain or Germany.
The first 5 million doses are only the beginning. We are opening more sites all the time in cathedrals, food courts, stadiums, conference centres, GP surgeries and many, many other places. Today, a cinema in Aylesbury, a mosque in Birmingham and a cricket club in Manchester have all come on board as part of 65 pharmacy-led sites across England that are joining our vaccination programme this week. That ongoing expansion will help us protect even more of the most vulnerable even quicker. From today, we will also publish more localised, granular data, broken down by NHS sustainability and transformation partnership area, as well as by region, so that the public have the best possible information about all this work.
This virus is a lethal threat to us all. As we respond through this huge endeavour, let us all take comfort in the fact that we are giving 200 vaccinations every minute. In the meantime, everyone must follow the rules to protect the NHS and save lives. We can do that safe in the knowledge that the tide will turn and that, with science, we will prevail.
Mr Speaker, thank you very much for granting this urgent question. I also thank the Secretary of State for his update and for all the time and devotion he gives to this matter, and the vaccines Minister, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), who is doing an amazing job. Everyone is doing an amazing job across the country to roll out this vaccine, and I absolutely salute them all. They include my Westminster office manager, Iona Cullen-Stephenson, who has been vaccinating.
In my part of rural East Sussex, the vaccine has been slow to reach rural Rother, Battle and Heathfield residents. In the 200 square miles that I represent, only one surgery has been vaccinating. That has got better from this week, and I welcome that. I thank the Sussex Community NHS Foundation Trust team. Adam Doyle and his team have been amazing to MPs.
I have three question to the Secretary of State about rural areas. First, can we draw up a new vaccine contract for GPs that guarantees that they will receive only AstraZeneca, and not Pfizer, which they find difficult to store? Many GPs in my area tell me that they will sign the contract if they can get AstraZeneca only, so it would be just like the pharmacy contract.
Secondly, we will soon have the welcome challenge of delivering the vaccine to priority groups 5 to 9. At the same time, we will have to deliver the second dose to the priority 1 to 4 cohort, who are more vulnerable. Can we ensure that the latter priority groups go to the hubs, because those groups will find it easier to travel, and that we use our local GP surgeries to re-dose priority groups 1 to 4?
Thirdly, I know that the Government rely on the manufacturers for supplies, but can we try to give more forward-looking supply levels to our county teams so that they have indicative estimates to enable them to plan better on the ground?
I welcome the statement from the Government. I would ask that colleagues be given an opportunity every week to question members of the Government. We receive updates from our own community teams, and it is surely right that we should be able to put the same questions and ideas to the Front Benchers.
Before I bring in the Secretary of State, I will just say that this is your UQ, rather than Government coming forward with a statement. We have had to ask for it.

Commons ChamberThe right hon. Gentleman is quite wrong. We have been very clear with the roll-out of the vaccine on the pace at which we can start it—in fact, we started it ahead of when we committed to—and the uncertainties over the timing of the roll-out, as he will have seen from my answer to the previous but one question. When it comes to the care home roll-out, I have been absolutely clear that we aim to have it started in England before Christmas, and I am delighted it has been able to be started in Scotland today.
Evidence seems to suggest that when it comes to face coverings on public transport, if everyone wears them, it reduces the spread, but if some people do not, it can increase the spread, as people fiddle around with their face masks and others are spraying out. I do not know whether the Secretary of State agrees, but it has been very worrying travelling on trains, seeing what appears to be a marked deterioration in the number of people wearing face masks. Will he send the message out that people really must do better? I know that masks can slip for everyone, but by and large, people really must follow the rules and ensure that they are not just protecting themselves, but everybody and essential public workers on our public transport system.

Commons ChamberThe Secretary of State talks about a regulation on pubs closing at 10 o’clock, which has been in force for four weeks. There may be some undoubted positives for health, but we see some negatives with people amassing together on public transport and in the streets. Do the positives outweigh the negatives, as far as the science is concerned?
Yes, I believe that they do, and I will give three reasons why I think these measures are the right ones. The first is that we already now have evidence from accident and emergency departments that we have seen a reduction in alcohol-related admissions late at night, after the 10 pm curfew. That is important in its own right, but it is also a proxy, a measure of how much people are drinking late at night. Therefore, it is evidence that there is less mixing and less drinking late at night.
The second is that, while people may be coming out and mixing after 10 pm, they are doing so largely outside, when they would otherwise be mixing inside the premises; it is just easier to photograph outside.
The final point, though, and the appeal I make to the House on this, is as follows: since, sadly, in order to control this virus, we need to reduce the amount of social contact, and since we are trying to protect, as much as is possible, education and work, that essentially leaves socialising as the other part of life—of activity—where people transmit the virus. It is therefore understandable that Governments around the world and around this United Kingdom, Governments of all different stripes and political persuasions, have all come to broadly the same conclusion that it is necessary to restrict socialising, because that way we reduce the transmission with the least damage to education and the economy. While there is both direct and proximate evidence for the positive impact of this measure, there is also the strategic point that, if we wanted to control the virus and we were not to do this, we would have to do something else, and as a matter of policy choice we want to protect education and protect work.
I will now come to my concluding remarks. We know only too well the damage this lethal virus can inflict, the strain it can put on our NHS and the way it can upend our closest relationships and our freedom to do the things we love. I know that we are asking a lot of the British people, but we also know that together we can shift this curve, and we are now called upon to do it once more. The measures before the House today will help in that fight, and I commend the regulations to the House.

Yes, I think it is important that we expand the NHS labs, and that we work across the whole of the UK to get the testing capacity needed. For instance, in Scotland, when there was a surge in demand for tests last month, we diverted more of the UK’s capacity to support people in Scotland, and we currently deliver more tests per head of population in Scotland than in the UK as a whole. In the tone of the hon. Lady’s question, it is absolutely necessary to work together, across party lines, between the Scottish devolved Government and the UK Government, to make sure that we get the support to the people of Scotland as to every other part of this country.
May I ask the Secretary of State about the rule of six? Many of my constituents struggle to understand why they can play five-a-side football but two connected families of five each cannot meet. Will the Secretary of State look at flexibility when local rates permit, and also at excluding under-12s from the rule? Christmas is just around the corner. I know he has to think of the health of the nation, but I really urge some flexibility on the part of the Government.
Of course, I do worry first and foremost about the health of the nation, and we need a rule that is super-simple. Children do transmit this virus, and we have made the decision to keep the rule as simple as possible considering all those risks. I understand where my hon. Friend is coming from. We take a different approach in different areas according to the extent of cases locally, and that is an important tool in our armoury.

We have put an unprecedented amount of funding into social care during the crisis. There is the important challenge of ensuring that that reaches the frontline through local councils. We have also increased, through the increase in the living wage, the pay of the lowest paid across society and in social care. I am proud to have supported that.
The Secretary of State is doing an extraordinary job in the most challenging of times. He will be aware that we have a testing centre down in Bexhill that is available to care home workers for testing, but if they follow the Government advice and go on the website, they will be directed further afield to Brighton or Gatwick. Will he help me to ensure that that testing centre is made available to care workers so that they have more protection locally?
Yes, absolutely. My hon. Friend texted me about that last week. I should have fixed it by now, then I would not have had the question. It absolutely needs to be sorted. We are working on it. We rolled out the testing centres at an unbelievable pace during April, so I hope he will forgive me and allow me to take a couple more days to fix the problem.

Commons ChamberThat really is a question for the Treasury. My understanding is that the 80% wage subsidy is for those who are furloughed, as the Chancellor put it, as opposed to those who have moved into other jobs, but the hon. Gentleman will have to ask the Treasury for a more detailed answer.
I thank the Secretary of State for giving way and for all the work he is doing—indeed, I thank the House for all the work it is doing—on this essential legislation. With regard to university settings, there seems to be some confusion. I have looked at the Universities UK advice, but some universities do not seem to be following it and are requiring students, notwithstanding the advice the country at large is being given, to attend.
I am surprised to hear that, because we have been very, very clear about universities, alongside schools. It is, of course, a matter for my right hon. Friend the Education Secretary in the first instance, but on public health grounds we made it absolutely clear that we were taking steps to close schools, nurseries, universities and colleges, except for the children of key workers where they absolutely need to be at school, for example where neither parent can look after them. However, all those at university can stay at home on their own and do not need a parent, so I do not think there is any excuse whatever.

Commons ChamberThe honest truth is that that decision was made in the 2015-17 Parliament, and it was a decision the Government made at the time. I think that we need to take action to solve this problem, and that is what we are planning to do. The third part of the plan—[Interruption.] Well, I am halfway through explaining the plan.
The third part of the plan is to seek a solution that brings dignity and security to all those who need social care, with a system in which nobody needing care is forced to sell their home to pay for it. Such a solution would go against one of the most basic human impulses, which is the drive to provide for one’s family. We want to encourage people to save and we want to reward them for the fruits of their endeavours. As we said in our manifesto, we want to guarantee that
“nobody needing care should be forced to sell their home to pay for it.”
We are determined to tackle this challenge in this Parliament, and to bring forward these reforms.
Fixing the funding, as my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) said, is only half of the equation, and the other half needs attention, too. We should be helping more people to live at home for longer; finding a cure for dementia, because we refuse to accept that dementia is an inevitable part of ageing; and harnessing technology to improve care. The stereotype of social care as a kind of digital backwater is increasingly out of date; there are many examples of brilliant social care organisations, public and private, using wearables and new technology to support the round-the-clock care that they give. We should also be breaking down the silos between health and social care. We will always support our carers, both paid and unpaid alike.
In the 1990s, the Germans were grappling with exactly the same problem we are grappling with now, with regional imbalances, a postcode lottery in funding and a lack of a cohesive social offer. They came up with social care insurance—there was cross-party consensus, and it is now not a political issue—and it works. Will the Secretary of State look at that model?
That is the sort of contribution I think we need in this debate. We should not be saying, “We have one answer, and we won’t engage on anything else”, but saying, “Here is an interesting answer, and let’s solve it.” We are committed to solving it in this Parliament. We will not duck the difficult decisions, we will take the action that is needed and we will secure the future of social care in this country. As we are increasingly an older society, let us also be a wiser society, and commit to fixing this problem once and for all.

Gentleman talks about, but we are changing the way in which the GP contract works to ensure that this new technology can be most effectively harnessed to deliver patient need in a way that also works for the NHS. I am slightly surprised that he has not yet got up to say thank you for our announcement on primary care services in his part of London, which we are going to be expanding while stopping the closure of A&E. A little bit of gratitude for that would also go down well.

Commons ChamberMy generation growing up might have feared bullying in the playground, but largely home was a refuge and place of safety. The problem for the current generation is that they can find themselves being bullied 24/7 because of social media. It is little wonder that when I contacted Twitter after seeing some rather libellous material it told me that in its view it was not abusive, even though it was against the law in this country. Does the Secretary of State agree that until social media companies understand that they have to operate under the norms and laws of this country, and not just abide by Californian norms, they will never reform?
My hon. Friend puts it exactly right. That is what the duty of care is all about. The argument—we hear it less and less, to be honest—that these are international companies and so will abide by somebody else’s laws, thanks very much, is wrong and out of date, as the online harms White Paper makes clear. We must establish a proper enforcement mechanism to ensure that it is the rules that this House sets—occasionally amended by the other place—that define the law of the land and that we do not have a wild west. This action to protect people’s health is just one part of the response needed to make the internet safe, especially for children.

Commons ChamberThe Department is working with the NHS to ensure that the £20 billion of extra taxpayers’ money is well spent: supporting social care, backing the workforce, using the best modern technology and strengthening prevention. On that note, I can tell the House that we now have a record number of GPs in training: 3,473—10% up on last year.
I thank the Secretary of State for so promptly accepting our invitation to visit us in East Sussex in January. He will be warmly welcomed. With that season in mind, what assessment has he made of the NHS’s resilience with winter approaching?
Of course winter always challenges the NHS, and this year will be no different. We have put in extra funding, including more capital funding, to ensure that we get the best possible flow through A&E and to ensure there is further funding for social care so that people who do not need to be in hospital can leave hospital.

I agree that it is about equal pay for equal jobs, as I said right from the outset, and of course that underpins equal opportunity. On what we are going to do, the first thing we have done is brought in transparency. We are going to see what the BBC says in the next few weeks, when it will publish more on on-air presenters, and we do not rule anything out.
With some trepidation, I declare my interest as chair of the all-party parliamentary group on the BBC. The BBC promised to publish pay gap data and an independent audit on pay. This it has done, and the independent legal and accountancy firm doing the auditing found no systematic gender discrimination. The final review of presenters, editors and correspondents will be published shortly. Given that the BBC is required to deal in facts, does my right hon. Friend agree on the need to wait for that review before this House rushes to judgment?
Of course the BBC has to deal with this objectively, but some very serious allegations have been raised. The BBC has said that it is going to get to the bottom of it. It must get to the bottom of it, and we will hold it to that.
