I do not need to come and have a look, because I travel through Croydon, via the west Croydon route, quite regularly. I know that there is a need for significant improvement in the area of the Windmill Bridge junction. My hon. Friend the Member for Croydon South (Chris Philp) has been vociferous in telling me that that needs to happen, and the Department and Network Rail have already started work on what we believe will be an important project for the future.

T6.   The expansion of the Metrolink network is a key part of Greater Manchester’s transport strategy. In the light of proposals to increase the amount of housing stock in Gatley, Cheadle Hulme and Heald Green as part of the Greater Manchester spatial framework, improvements in our local transport capacity are a priority for my constituents. What steps has the Department taken to support tram-train technology, with a view to expanding the tram-train Metrolink to my constituency?

As my hon. Friend will know, the Mayor of Manchester and I recently agreed to work together on the potential expansion of the Metrolink network with the use of tram-train technology. The Government have already funded a tram-train system in Sheffield, which is making a difference there, and I am keen to see how we can extend that to Greater Manchester.

Absolutely. What happened to my hon. Friend’s constituent was tragic. I know that it is an accident that all at Heathrow bitterly regret, and they have worked to learn lessons from it. Of course, at a major facility such as Heathrow—and, indeed, any other airport—safety has to be our priority. Aviation is one of the safest—if not the safest—modes of transport around, but that should not in any way allow for slippage on health and safety.

Manchester airport employs thousands of people in my constituency, and it has 28 million passengers a year, with a capacity of 55 million. Obviously, it is doing a lot more than hub; it has global connections as well. Given the investment in northern powerhouse rail and in the north-western and northern economy, can my right hon. Friend assure me and my constituents that we will have even more benefits from this new proposal?

All the expectations we have are that Manchester airport will continue to grow strongly. There has been a £1 billion investment, and I was there recently to see the start of the development of the new terminal building. Manchester airport is a fantastic success story. It is a real asset to the economy and to the country as a whole. Manchester will also gain through the additional connectivity to new and emerging markets that we get through a hub airport. This is a good news story for Manchester, and it is also part of the ongoing success story of the north.

On the last point, my view is that we just need to make the southern rail project happen. That is why we are looking to get the private sector to do it. It is a project that can be delivered by the private sector, and private consortia are interested in doing so. As for flight paths, it is necessary to work off the back of Heathrow’s initial design work to consider the requirements for them. That involves setting out the exact geography of our airports and then mapping what we need around them. That is the process, and a major reorganisation of our airspace will happen in the early 2020s. That would have had to happen anyway, and this proposal will bed into that.

Manchester airport is a key transport hub, handling almost 28 million passengers a year and driving the economic progress of the northern powerhouse. How will my right hon. Friend ensure that the north feels the benefits of this announcement?

Manchester will be in an interesting position, because it will be connected with Heathrow by air and by high-speed rail. The linkage between the two airports will become a strong strategic benefit for the UK. I expect Manchester to have more flights to Heathrow, but I also expect more trains linking the two to provide a real interchange between Britain’s two most substantial airports.

My constituents have suffered huge delays, cancelled services and unacceptable travel uncertainty. What reassurances will the Secretary of State give Northern commuters that they will quickly have a functioning service and that pre-existing timetable gaps locally will also be addressed?

I have been very clear with the companies, as has the Rail North Partnership, that they need to get back to a position of stability. I expect that to mean that they will be running slightly more trains overall across the network than they were prior to 20 May, and that they will move over the next few weeks to reintroduce services in order to get back up to the expanded level that was supposed to exist. If there are individual issues, as I know there are in my hon. Friend’s constituency, the rail Minister and I will happily sit down and look at how we can address them as we move towards future timetable changes.

It is a pleasure to follow my hon. Friend the Member for Bexhill and Battle (Huw Merriman). I am pleased to have the opportunity to speak in this important debate about franchising and the operation of our railways.

The Government have undertaken the biggest programme of railway modernisation since the birth of the industrial revolution. Northern Powerhouse Rail, HS2 and the northern hub are among the most ambitious initiatives to fuel the engine of the north and fulfil our aim to create a fully integrated transport network right across the north of England. Greater Manchester is a major beneficiary of the historic transport devolution, and I hope that the powers that are being given to Transport for Greater Manchester will allow those of us in the north to emulate the successful independence of Transport for London.

As this is a censure debate, I want to put on the record my view that a large part of the success of our rail in the north has been down to my right hon. Friend the Secretary of State. I know from working with him over the past few years that he is as committed as I am to ensuring that we improve our rail services and revitalise the whole northern economy.

I emphasise from the outset the importance of the train lines that serve my constituents. Stockport is an important regional hub, with 3.8 million journeys a year made from Stockport station. Rail travel plays a critical role in connecting district centres such as Heald Green, Gatley, Cheadle Hulme, Hazel Grove and Bramhall in my constituency with Manchester and towns across the borough.

However, the new revised timetable from the rail operator, Northern, offers a diminished service for my constituents in Heald Green, Gatley, Davenport and Woodsmoor—stations that account for 2.3 million journeys a year. Of most concern for passengers using Woodsmoor and Davenport stations will be the uneven service pattern, particularly the gap in the morning peak between 7.38 and 8.23. Having no service for almost an hour at peak time is clearly unacceptable. The situation is made worse by cancellations and only this morning, a Gatley commuter told me that both the 7.05 and the 7.47 were cancelled, describing it as simply a disaster for the residents of Gatley. My constituents will be appalled by the actions of unions, which promise strikes and working to rule to exacerbate the problems further.

It is not just passengers travelling to work who are affected by the timetable changes, but students going to school, who have been left high and dry. Parents and headteachers have expressed their concern to me that children as young as 11 may have to make a choice between travelling on a later train and therefore arriving at school late, and catching a train earlier in the morning and facing the prospect of waiting on a busy main road at the school gates until they open.

Northern was awarded the franchise under its parent company, Arriva Rail North, which inherited the rolling stock units from the old Northern Rail in 2016. The franchise agreement stipulated that the outdated Pacer trains, which my right hon. Friend the Secretary of State mentioned, would be phased out by 2019 and that improvements would be made, with more than 2,000 extra services a week along the network. However, we have not reached that situation yet. It is clear that Network Rail failed to complete the Bolton works on time and was late in setting timetable information for Northern.

We need a more integrated rail system across our northern cities and for local connectivity to run side by side with it. There has been a lack of accountability. The Mayor of Greater Manchester mentioned accountability as being important a year ago. I urge him not to make political capital out of this issue, but to work with the Government, the Secretary of State and Transport for the North, to attend meetings and to ensure that we in the north are properly represented by him.

We do not expect this to have a significant impact on the franchise schedule. As the hon. Lady knows, we have just put in place a direct award to tide us over because of the delay. Things might be slightly late, but we are broadly in line with our original timetabling plans. It is important to get these things right. Also, given that the franchising team has had quite a lot to deal with lately, it is important to ensure that they have the time to get the detail right. That is what we have been seeking to do.

I am grateful to my right hon. Friend for his statement. Will he explain how, as the plans proceed, the economy of the north-west will benefit from the improved connectivity, particularly around the hub at Manchester airport? Will he tell us how that will improve the economy in the Greater Manchester area as well?

The hub around the airport is going to be particularly important, and it is very much on my mind as we develop phase 2b of HS2 and move towards the development of Northern Powerhouse Rail, where there must be a strong connection with the airport. The other benefit of the investment will be that it will create the space for more commuter services around Manchester. I know that there is significant congestion there—I have seen it in my hon. Friend’s constituency—and we need to provide better commuter services into Manchester, and indeed into Birmingham, Leeds and London. That is one of the things that HS2 will do, by taking the existing express trains off the existing routes.

That is a very important point about the benefits for the environment and the economy. At one point, I was slightly fearful that we were going to make a claim for an extension over to Northern Ireland, which would be a great day out, but I might struggle to—

As the hon. Gentleman is talking about providing extensions, I would like to make a bid. At the moment, as he knows, East Didsbury is at the end of the line, as it comes out towards my constituency of Cheadle. We would love to see the line go all the way through to Stockport, as well as going to Manchester Airport, so that we would get true connectivity around the south of our area.

That is an important point. I will mention some potential routes later. There is a case to be made not only for the Didsbury line to be extended, but for a connection from Ashton through to Stockport and through to the airport, because as important as the connections in and out of Manchester city centre are, so too are the orbital links connecting the boroughs around Greater Manchester, beyond the city of Manchester. We should be ambitious; we need to create a transport vision that will guide us for decades. The people who laid the foundations for Manchester’s current Metrolink system came up with that idea—that nugget of how Greater Manchester could be different, and could be modern—many, many generations before it was built. It is important that we now take on that responsibility for the next generation, and plan that far ahead. I think Stockport ought to be the beneficiary of a tram line. I think we ought to be able to connect the whole of that eastern ring, too.

The Oldham line, which is my particular interest, started construction in 2011 and opened in 2014. Work began in the year that I became council leader in Oldham and so we had the great success of work beginning on the line. It was previously a heavy rail line, which was then decommissioned, to be turned into a light rail system. Clearly, that caused a lot of disruption and not everybody was convinced that a tram coming through the town would pay dividends and ultimately be a benefit to it, given all the traffic chaos that naturally happens when we start laying tram tracks on the road network. Plenty of people said, “If you build a tram from Oldham to Manchester, surely people are just going to go to Manchester and that will be to the detriment of Oldham.” We said, “No, this is about that connectivity that makes us part of a great Greater Manchester. If Oldham sits in isolation, thinking it is an island, and does not capitalise on one of the best cities in the world, we are missing a trick.”

It was important not just to capitalise on a great city, but to have a vision for Oldham that meant it could be the best Oldham it could be. Metrolink was very important as part of that vision and that future economy. Significantly, the phase 3 line saw an investment of £764 million. It also connected many key sites. Obviously, it connected through Oldham and on to Rochdale, but it also went through two previous housing market renewal sites. We know that where Metrolink stations are placed, there is a good effect on the housing market and demand in that locality. So Freehold, where the Metrolink stop is placed, was a key site for housing market renewal. We know the local authority is keen to see that being redeveloped, with the eyesore of the Hartford mill, which might be the subject of a future Adjournment debate, demolished to make way for decent, secure accommodation for people to live in and to create a thriving neighbourhood. Metrolink also connected the Derker community, where there was a lot of clearance as part of the housing market renewal project. Now it has fantastic family houses for people to live in, just a walk to the station, where they are connected to Rochdale, on to Manchester and further into the network—to connectivity that is vital for them.

As I said, people vote with their feet. The old heavy rail system, with the clunker carriages we used to have on the old Oldham Mumps station, carried 1.1 million passengers a year, which was impressive, but nowhere near as impressive as the figure of 3.6 million people using the current Metrolink system on the same line. So we know this has a material effect on increasing passenger numbers, and the more people who go on the tram, the fewer the people who have to travel by car, because they have a genuine alternative, provided in a more environmentally friendly way.

If the Government are serious about creating the northern powerhouse, it is crucial that we rebalance the UK’s economy. But we also need to understand that if all we do is benefit Manchester city centre and the south of Manchester, which have historically been the better performing parts of Greater Manchester, and we do not concentrate on north Manchester, which has historically underperformed compared with the south of Greater Manchester, we will miss an opportunity to make sure that every part of the northern powerhouse can benefit from future investment. Let me give some context on that, because this is not just about a northern Manchester bias and saying “Why does south Manchester get everything at our expense?” This is where the facts are. The gross value added return for Manchester south is £34.8 billion a year, which accounts for 68% of the total GVA for the whole of Greater Manchester. So we can see that an underperforming north Manchester—I am not saying south Manchester is necessarily overperforming—needs to do far better to rebalance and to contribute to that greater GVA. To do that, we need concerted and long-term investment planning—on transport, on housing and on schools. So this debate is about how we might achieve that.

Those who have been on the Manchester Metrolink and gone on a real journey will perhaps bear with me while I take them on what could be a journey of the future, if the Government and Greater Manchester are willing to work together on this plan. I am going to concentrate on the potential of connecting Oldham with Middleton and then on to the Bury line at Heaton Park. Currently, when the tram comes down the Metrolink track and gets to Westwood station, it turns off to the left, towards Manchester. In the new journey we are taking today, however, the tram could continue straight down Middleton Road, towards the sunny climes of Middleton. People could benefit from a park and ride in Middleton town centre and go on further towards Heaton Park, and join with a Bury line that would connect them with Bury and that part of Greater Manchester.

Coming back, where the line currently carries on to Rochdale after Oldham Mumps, people could go on from Mumps, perhaps up Ashton Road or even along the disused railway line—which would be a cheaper option, although clearly not to the benefit of as many people—on to Ashton town centre, where the line currently terminates. There is nothing worse than a line that terminates; we could at least carry it on and make it nice and tidy. People could carry on straight to Ashton town centre and then, as the hon. Member for Cheadle (Mary Robinson) said, there would be the potential of a loop to Stockport and on to Manchester airport. Suddenly, we are beginning to create what the Manchester Evening News has dubbed the “circle line”. That is a way to use public transport to create proper interconnectivity across Greater Manchester, just like the M60 motorway currently provides for car users. That would be a fantastic boost for many people accessing jobs and for our local economy and tourist industry.

All that would also give Oldham a critical part to play as an important transport hub. It would not just be the place that people pass through; it would mean that Oldham Mumps, which is currently a strategic regeneration site, would be a critical point of interconnectivity between Bury, Rochdale, Manchester and Tameside, and perhaps further on if we have further extensions. Oldham would become an important place for investment and regeneration, and I believe it would be an important catalyst for the rebalancing of the Greater Manchester economy.

To achieve all that, we need to be honest. Currently, financial modelling is heavily predicated on the question, “What does this mean for GVA return?” If we invest £1, what will be the pound-for-pound return in the local economy? This is where the way in which we assess capital investment in this country needs a fundamental rethink. There ought to be a measure to take human capital into account.

What is our starting point if we want everybody to have equal opportunity to access well-paid, secure jobs and decent leisure and sporting facilities? To do that, we need to accept that different communities in Greater Manchester will start at different points and that a rebalancing will need to take place. It is important to bear in mind that we can rebalance in two ways: we can bring the highest-performing area down to the level of the lowest-performing area, so that they are equal but have to share scraps of the table, and the economy will suffer; or we can use investment to raise areas that are not currently performing as well as they could be, so that everybody thrives across Greater Manchester.

To achieve that second option, we need a different way of assessing GVA return, because the truth is that on any assessment today, building a mile of Metrolink track in, say, Trafford would have a higher GVA return than building a mile of Metrolink track in Oldham, just because the starting point is very different. I do not believe that that is the way to generate an investment plan that rebalances the economy in the way we need it to be rebalanced.

This debate is about setting out a potential route, but I am not precious about exactly which road or route the new tram line ultimately goes along. I am, though, passionate about Oldham realising its full potential. I am passionate about people in Oldham being able to access high-performing, decent, secure, well-paid jobs throughout Greater Manchester. I am desperate for young people in Oldham to recognise that their horizon is not just at the end of their street, but is much further away, and for it to be available to them because it is affordable and accessible.

Let me tell a personal story. I have been helping my son to navigate the complex world of apprenticeships and college courses. We were looking at some apprenticeships in Trafford Park, which is not far away at all—we can get there by car in half an hour. My son was looking at engineering courses. The problem is that our bus system does not connect young people with Trafford Park in a way that means they can work shifts on those jobs. For instance, if a young person living in Royton wants to get to Trafford Park for a 6 am shift start, they would have to set off at 11.30 pm the night before, because the buses do not start until quite late in the morning. Therefore, if a young person cannot get a driving licence and a car to make their own way there, and they are reliant on public transport, which for people in Royton is a bus at the moment, straight away they are excluded from working shifts in one of the largest engineering employment locations in Europe. That just cannot be right.

I am not saying in this debate that if all we do is to build a bit of Metrolink track, Oldham will be fixed. My point is much broader: we need to get transport in Greater Manchester right for the people who live in Greater Manchester. Significant effort has been made by the mayor of Greater Manchester, Andy Burnham, and by his team on the Greater Manchester combined authority. Sterling work has been carried out by Andrew Fender and by all the very dedicated officers that work at Transport for Greater Manchester. The truth is that much of this comes down to resource and investment. Unfortunately, in Greater Manchester, we have lost many local bus routes that would connect young people in particular with the job opportunities of tomorrow, and we need to see investment in that area.

We also need proper capital investment that at least puts Greater Manchester on a par with London. We want Greater Manchester to thrive and to play an active part in the northern powerhouse, but the northern powerhouse cannot be done on the cheap; it needs investment on a par with that of this great capital city. Manchester deserves absolutely every penny of that investment. If we see even a fraction of it, we will see very different outcomes for young people in Greater Manchester.

I urge the Government to get behind this. I am not necessarily talking about the A to Z route that we are proposing—that will come out of a feasibility report and a technical assessment of what is possible and, of course, it has much to do with patronage and whatever physical barriers may be in place. There should be no barrier to our desire to make Greater Manchester absolutely great. That can happen only if the Government come to the table, offer real investment and work with Greater Manchester to make sure that transport in the future is far better than it is today.

I, too, welcome the Minister to her place. I support the Bill because it brings the potential benefits of HS2 to parts of the north earlier than was envisaged—2027 is a lot better than 2033. HS2 is visionary, but that vision will be realised only if the high-speed network is linked to the existing classic network and if regeneration takes place not just at high-speed rail stations, but in areas around those stations and beyond, in supporting transport links and investing in businesses. Local enterprise partnerships, perhaps working together and looking across regions, need to put together regional strategies to ensure that transport investment leads to more opportunities for business, employment and skills.

We have said a great deal about the importance of high-speed rail, and HS2 specifically, in bringing new capacity on to our rail line. That is, in essence, what this is all about. But in ensuring that that increased capacity is maximised, we have to look at how we can develop services on the classic line once the high-speed line has been built. We also have to remember the importance of developing freight links, as freight routes are essential. In areas such as Liverpool, among others, where port trade is developing, it is crucial that new freight lines are made available. One of the strong reasons for HS2 is that the existing lines running passenger services on the west coast main line are virtually full and there is simply no space for freight. As we develop HS2, it is essential that thought is given to freight.

Let me turn to some specific issues that affect the north in general and Liverpool in particular. I emphasise the importance of Northern Powerhouse Rail, which has already been mentioned, for people throughout the north. I certainly welcome Transport for the North’s having been put on a statutory footing in the past couple of weeks. Nevertheless, when will the transformational changes promised by Northern Powerhouse Rail and Transport for the North actually be realised? It is important that those changes happen so that places such as Liverpool, Manchester, Sheffield, Newcastle and Hull have much better lines of communication between them as part of the development of their economies.

I welcome the setting up of Northern Powerhouse Rail because it goes beyond the parochial and shows that we are looking at things on a regional and cross-regional basis. That is the only way we are going to bring real economic changes to our communities, but those changes have to take place in a reasonable timescale. They must not remain simply promises for the future that do not actually happen. It is important to restate that although Northern Powerhouse Rail is extremely important for Liverpool and for the north, it is not an alternative to HS2. It is foolish for people to suggest that.

I, too, welcome HS2 for the very same reasons. There needs to be investment in the north. What with the £70 billion of investment in Northern Powerhouse Rail over the next 30 years, we have an opportunity to get the vision off the ground and really make a difference in the north of England.

I agree with the hon. Lady. It would be a grave mistake to have a new high-speed line from London to Birmingham that stopped there and left the rest of the country to deal with lesser investment that will bring fewer economic development returns. We need both.

The case has long been argued that Liverpool needs a direct link to the new high-speed line. I recognise that the existing plans will bring benefit to Liverpool in terms of increased capacity and quicker journeys between Liverpool and London and between Liverpool and other cities. Nevertheless, for Liverpool to benefit in a way that is comparable to other major cities, there needs to be a direct link. Proposals have been developed for a new line so that Liverpool can have a direct link to both Northern Powerhouse Rail and HS2. However, the exact status of those proposals is unclear to me. They have been worked up in considerable detail and put into various potential plans, but will the Minister tell me exactly what their current status is?

I asked the Secretary of State about this at the start of the debate. I welcomed his comments about his support for Liverpool—indeed, he said that he was very fond of Liverpool and reiterated that it would benefit from HS2—but he was not specific about how anything was going to happen. What progress has been made on linking Liverpool directly with both HS2 and Northern Powerhouse Rail? Liverpool is increasingly successful, partly because of its transport links, but for its potential to be realised fully, we must improve this even more, which means having a proper connection to high-speed rail, along with investment in the classic rail system and in Northern Powerhouse Rail.

Liverpool’s new deep-water container port is extremely important. It is important to have freight links to the northern ports. We are developing as an increasingly important logistics centre and as a visitor destination, and the growing cruise line sector is extremely exciting, which means that Liverpool needs to maximise its transport links. I hope that I will get a proper answer from the Minister on those issues.

I will just refer, too, to some concerns about how the Crewe hub is intended to develop based on the information that is available now. There are proposals to do with splitting trains at Crewe, which could adversely impact on current plans for high-speed Liverpool to London journeys. I query whether improvements will be made on Liverpool to Birmingham journeys in the way that they were first envisaged. I ask for that to be looked at again during the further discussions that will inevitably take place.

In summary, I welcome this Bill. It is a great step forward. I support high-speed rail; I think it is visionary, but for that vision to be realised, there must be continued investment in the classic line, new lines where they are required and business regeneration connected with that transport development to develop new regional economic strategies that will help to transform the north.

The hon. Gentleman should remember that the pension scheme was transferred to the Pension Protection Fund in 2014, when it was sold by the Swiss family that had owned the business since the 1960s, so it is not straightforward to talk about pension rights now. He should not second guess any details of how, why or where the financing package was secured a year ago. It is a matter of record that it involved rescheduling or reorganising the leasing of the aircraft, but had it been able to secure the future of the airline, as we all hoped at the time, we would all be grateful it had happened. It is tragic that that was not the case.

Almost 500 Monarch staff are based at Manchester airport, and many are my constituents, so I am grateful to hear the assurances that the Government will work with the industry to support staff back into work. Will the Secretary of State outline what more support will be given to our regional jobcentres to assist my constituents who have lost their Monarch jobs?

Before it became clear that the collapse was happening, we had pre-meetings across Whitehall between the Departments that needed to be involved, including the Department for Work and Pensions, and Jobcentre Plus has been working with all those affected. That work will continue where necessary. I am glad that if such terribly difficult circumstances had to arise, they arose in a thriving sector with lots of job opportunities. The fact that Jobcentre Plus was able quickly to identify more than 6,000 vacancies for 1,700 people looking for jobs is a good step in the right direction and a tribute to the success of that sector, off the back of what has been a successful economy in recent years.

I rise to support this enabling Bill, which has the potential to reinvigorate bus services across the UK and in Greater Manchester. Bus use has changed over the past 30 years. Since 1985, usage has fallen by half in metropolitan areas and by 30% in Greater Manchester. Meanwhile in London, where the franchising of routes was introduced, the number of bus journeys has increased by well over 200%. For almost a generation, service provision has been based on commercial profit-making routes, with local authorities being able to subsidise loss-making but socially critical routes. However, such services are increasingly under threat. In Cheadle, the X57—a vital service for my constituents that runs from the centre of Manchester to the small rural village of Woodford—has been all but lost. Various reasons have been cited, including falling passenger numbers on a service that is bedevilled by congestion along its route, which causes problems for the timetable.

When people move from buses to cars, congestion increases and services ultimately suffer. It is therefore imperative that we take the opportunity afforded by the Bill to reinvigorate our bus services. The Bill will enable local authorities—particularly Greater Manchester, with its devolved powers—to address current service shortfalls, to tackle congestion on our roads, and to provide a vital link for people to access work and town centre facilities. All that will further support our local economies.

Work is ongoing throughout the Greater Manchester area to encourage greater public transport usage. While I look forward to an extended Metrolink in the long term, I welcome the recent opening of the £165 million Second City Crossing, which is part of the Government’s £1.5 billion expansion plan for bus, cycle, rail and tram. In the short-term, however, introducing a smarter, cheaper, and more extensive bus service could have real benefits for constituents such as mine.

The hon. Lady makes an extremely good point about the Second City Crossing. We talk about buses and improved public transport across the conurbation, but is it not time for orbital tram routes, which would particularly help constituencies such as ours?

While orbital routes for the tram network are a good idea, does my hon. Friend agree that they are not always possible? For Greater Manchester’s future, we must ensure that good bus routes go where orbital routes cannot.

It is important to look for ways to improve all services, even those in the most difficult of areas, and buses play a significant part in that.

As a Greater Manchester MP, I look at the Bill in the context of the ongoing devolution of powers to the area and the commitment to economic growth fuelled by the northern powerhouse. I do not underestimate the importance of an effective public transport network that supports jobs and underpins our local communities. Bus services are a critical part of our transport network, accounting for almost 80% of public transport journeys across Greater Manchester. More frequent and better-quality services are essential for Greater Manchester’s growth and would help local residents to contribute to and benefit from future economic prosperity.

Franchising presents an opportunity to introduce simple and integrated smart ticketing across Greater Manchester. It could also alleviate some of the problems in the current system of multiple providers. Some 22 different bus operators provide services across Greater Manchester. Each has its own fares and branding, which gives rise to inconsistency. Compare that with the single, unified brand that operates successfully across London. A change to the current system will allow seamless travel through joint-ticketing and a more stable service. It could also end injustices such as passengers having to pay a 10% premium for a ticket that can be used across different operators.

Furthermore, the Bill is an opportunity to improve disability access and, importantly, disability training, so that drivers know the importance of where to pull into at bus stops and how to provide the best service for people with disabilities. The Bill will encourage a joined-up approach between local authorities, and it is important that disability access issues are properly considered, whether through audio-visual announcements or just by giving people with disabilities the time and space to access services.

I am grateful to the hon. Gentleman for making that important point, which I will discuss later.

People want passenger-friendly bus services, which is about not only how information is delivered, but having good-quality information available in the first place. I echo the comments of the hon. Member for Wakefield (Mary Creagh), who is no longer in the Chamber, about the importance of open data. Open data can allow passengers more easily to compare offers from various providers, thereby increasing their confidence in the service they can expect and when they can expect it. At present, bus operators have no obligation to provide information about fares, except at the point of boarding, or how routes are performing. Live information via information screens at waiting stops and smartphone apps is key to empowering passengers, encouraging the use of services, and allowing operators to understand local needs better so that services can be improved.

Addressing air quality is a key aspect of the Bill. Poor air quality contributes to an estimated 1,000 early mortalities a year across Greater Manchester. The increased use of public transport will clearly help to address the problem, so I welcome its being part of the Greater Manchester 2040 strategy. Air quality is particularly important in Cheadle, where the local pinch point at the Gatley-Kingsway junction causes a great deal of congestion and misery for local road users and commuters. More people using buses, and combined authorities having the ability to set minimum standards for bus fleets across the region, have the potential to reduce dangerous emissions.

I strongly agree with the hon. Lady. Members on both sides of the House have been far too complacent about the growing public health crisis that is due to air quality. The Government have issued a list of six places that they will designate as clean air zones, but Greater Manchester is currently not one of them. Will she support my call for Ministers to include Greater Manchester on the list of places that can introduce clean air zones?

It is important that the next Mayor of Greater Manchester makes a point of improving our air quality and decreasing congestion on our roads. I look forward to that happening.

The A34 is the bane of many of my constituents’ journeys to and from work. I have spoken about the A34 and the Gatley junction on a number of occasions in this House, and our most congested road would significantly benefit from a reduction in single-occupant car journeys and an increase in people making journeys by bus.

It is vital that the Bill works for my constituents by changing attitudes towards public transport, and improving services through increased reliability and allowing the introduction of a more seamless smart ticketing system. For Greater Manchester, it is important that no obstacles are placed in the way of our enacting the Bill ahead of the mayoral election in May so that the Conservative candidate, Sean Anstee, may continue the improvements already instigated by this Conservative Government.

The Bill is a revolutionary step for Greater Manchester, its population and its further growth. Regionally, we need a better, more integrated bus service to encourage a more user-friendly public transport system, and I am pleased to support the Bill.
