That is exactly right. It has been welcomed by all the major bodies. It has been welcomed by the City of London. First, this deal gives us the transition period, which is a vital respite for business in preparing for the future, and it gives us a commitment to a future deal that will protect our economy and, in particular, our financial services sector.

At the Budget in October, I made a Brexit prediction. I predicted that a deal that creates confidence in a smooth transition and a close future partnership will not only protect our jobs, businesses and prosperity in the long run, but deliver a short-term deal dividend for Britain. The Bank of England last week published its modelling of a range of scenarios to assess the potential impact as the economy makes the necessary adjustment to reflect the new trading relationship between the UK and the EU. The Bank estimated that a negotiated deal could boost British GDP by 1.75% in the short term, as businesses and consumers alike express their confidence in the future, while leaving the EU on WTO rules and without a transition period could cause a recession, with GDP reduced by up to 7.75% and unemployment rising to 7.5%. The Bank of England is clear: a no-deal exit would mean jobs lost, food prices up, house prices down and wage growth lower.

Businesses have made their views clear. The Federation of Small Businesses called this deal

“a welcome step back from the no deal cliff edge.”

The Institute of Directors warned that only 14% of its members

“would be ready to cope with a no deal outcome in March”.

The CBI has described no deal as a disaster for the economy.

This House has before it a deal that can deliver the certainty that will unlock the potential of our economy and assure Britain of the brighter future it craves. Let us not be the generation who have to explain to our children and grandchildren why we let that opportunity slip from our grasp. Let us choose now to move on to that brighter future, not to go back to square one with continuing uncertainty, division and disharmony.

As we make this decision and exercise our solemn duty in this Parliament in the interest of the nation, let us not forget the progress that we have made and what we would be putting at risk with no deal: eight straight years of growth; employment at a record high; 3.3 million more people in work; higher employment and lower unemployment in every region and every nation of the United Kingdom; wages growing at their fastest pace in nearly a decade; and the proportion of low-paid jobs at its lowest for at least 20 years. Britain is leading the world in breakthrough technologies—from biotech to fintech, and from robotics to genomics—and at the cutting edge of a technological revolution that will underpin our prosperity and success for decades to come, if we get Brexit right.

I have been listening carefully to the Chancellor’s speech. At the very beginning, he said that divided nations are not successful nations. I am inclined to agree with him, but how does he square that comment with a potentially differentiated deal for Northern Ireland that will leave Scotland at a competitive disadvantage?

I agree entirely. In a nutshell, that is the point of my speech. We have an opportunity now to pause and look at what has happened and the impact it has had. When the proposals come under scrutiny, the business case for change looks decidedly dodgy, and it is also proving something of a moveable feast.

Does my hon. Friend agree that it is extremely disappointing that the UK Government decided to relocate HMRC services from west Lothian to a regional centre in Edinburgh, affecting potentially 1,200 local jobs, without proper parliamentary scrutiny and despite concerns raised by the National Audit Office about the financial integrity of such a move? Although I hope that the Government will seriously reconsider their position, if it is their intention to press ahead regardless does he agree that they should at least consider west Lothian as a centre for a mini-hub, so that we can retain the skilled, experienced staff who would not otherwise transfer to the regional centre, and support a key part of the local economy? I hope my hon. Friend will join me in calling for the Minister to address that point.

I happily join my hon. Friend in making that call of the Minister. In essence, there are strong reasons for a moratorium on further implementation of the “Building our Future” programme, while HMRC, Parliament and the public can take stock, scrutinise what has happened in areas that have already experienced change, and consider whether all the further moves make sense. Since the last time we had the opportunity to debate the changes, we have had reports from the National Audit Office, as my hon. Friend has mentioned, and the Public Accounts Committee.

The National Audit Office noted that HMRC now accepts that its original plan was unrealistic. Little more than one year on from submitting its original business case, when the NAO report was published in January, HMRC’s estimate of the costs over the next 10 years had risen by £600 million—more than half of which was due to higher than anticipated running costs for new buildings. Similarly, estimated cumulative efficiency savings to 2025-26 had fallen from £499 million to £212 million.

I cannot honestly say that I am surprised. I was astonished to learn that the Government Property Unit is in negotiations for some of the most expensive commercial properties in Scotland in Glasgow’s international business district. It may pay the market rate for those properties, but it will certainly be a far higher rate than it would have to pay for the same capacity in Cumbernauld. As the Public Accounts Committee said, HMRC

“has yet to demonstrate that it has a realistic and affordable plan to deliver such a radical change to its estate, and we do not believe that it needs to be based in expensive cities across the UK.”

To cut to the point, with the original business case inaccurate to the tune of hundreds of millions of pounds, is it not time to halt the signing of new leases and deals, take stock of what has happened so far with those hubs that have been established and revise the plans accordingly?

In the case of Cumbernauld, and I have no doubt many other offices, HMRC’s rush to closure is simply incomprehensible. One of the biggest frustrations felt by staff in Cumbernauld is the fact that, to all intents and purposes, the site already meets the criteria that HMRC are looking for in a regional hub. It is a large, easily accessible site that will be nowhere near as expensive as the equivalent space in Glasgow city centre. It is situated between world-leading universities in Glasgow, Stirling and Edinburgh, in the heart of Scotland’s central belt, with all the accompanying digital and transport infrastructure of that region. Why close it and move, as it is rumoured, to somewhere that is currently no more than a car park in Glasgow’s financial district? Just how sure is HMRC about that being the right model for the future?

There are also very real concerns about capacity. The Government are opting to buy into inflexible situations, with 25-year leases apparently signed without break clauses. In the case of Glasgow, if the capacity is wrongly assessed, the office block next door cannot just be demolished, nor is it possible to just build into the Clyde—and requirements do change. Brexit will apparently require HMRC to recruit thousands of additional workers. Brexit post-dates “Building our Future”, so, again, “Building our Future” requires revisiting.

Finally, let us not forget that in 2015, HMRC suffered from the lowest staff morale in the civil service survey. In 2016, it climbed five places to 94th out of 99. That impacts on the Government’s goals for maximising revenue and efficiency. It also impacts on the workforce turnover rate. The chief executive officer of HMRC stated in September 2017 that even he found the level of turnover at HMRC surprisingly high.

There can be costings, revised costings and even more revised costings for brand new governmental hubs, but HMRC will never operate efficiently if it does not invest in its staff and its workforce. There is no point in centralising and saying that the opportunities for staff to progress are being maximised, if staff and their expertise do not stay in the organisation long enough, due to low morale and high turnover.

I know from my discussions with staff that those who have worked diligently for many years distrust the management and its agenda. Members will be aware that support for relocated staff has been reduced from five to three years. The mismatch between the capacity at the new sites and the existing workforces, the lack of clarity, the redundancies and many other factors have contributed to the lack of trust between the staff and HMRC, and the low morale, which is clearly documented in civil service surveys.

In September 2016, the then Chair of the Treasury Committee wrote to HMRC’s chief executive and pointed out:

“There appear to have been over a dozen major reorganisations in HMRC since the merger in 2005. There is a trade-off between stability and what may work better on a management consultant’s whiteboard”.

That, in a nutshell, is why I fear “Building our Future” will be proved wrong: the management consultants’ nice ideas will prove to be drastically different in reality, and when we look back, stability will appear to have been the better option. We have a chance to stop and reflect on whether what was envisaged for the first couple of regional hubs really happened in reality, so let us not waste this opportunity. Let us do what is right for staff, our communities and taxpayers. Let us halt the “Building our Future” programme.

The key thing that we can do to increase productivity is to ensure that we invest in education and improve skills. We have more people going to university and doing apprenticeships, and we are investing in our rail and roads.

Unlike the Scottish Government, the UK Government voted for the public sector pay cut. Moreover, this Government’s so-called national living wage is not based on the cost of living. What new measures will this Government bring in to provide people with a wage that they can live on?

You will be pleased to know, Mr Deputy Speaker, that I will not require the full 10 minutes.

It is a pleasure to take part in this wide-ranging and popular general debate, and I am grateful to the Backbench Business Committee for giving me the opportunity to do so.

Among the numerous issues to have graced my casework over recent months—perhaps one of the more interesting —is the World Health Organisation Protocol to Eliminate Illicit Trade in Tobacco Products, sometimes referred to as the Illicit Trade Protocol, or ITP. As many Members will know, the World Health Organisation Framework Convention on Tobacco Control is the world’s first and only public health treaty. However, the problem of illicit tobacco was held to be so severe that a new, subsidiary treaty under the FCTC was required, namely the ITP. It was concluded in 2012, and currently covers 24 state parties plus the European Union. Forty parties are required for the ITP to come into force. It was signed by the United Kingdom Government three years ago, but so far it has not been ratified by the UK. In recent weeks, I have raised this subject a number of times through parliamentary questions, both oral and written. I am grateful to the Financial Secretary to the Treasury for her helpful and constructive answers, which I received yesterday.

Those who have raised this important issue with me feel that the UK Government are setting a poor example and dragging their feet on ratification of the protocol on illicit tobacco and that as a consequence they are threatening public health and costing the Treasury millions of pounds in lost revenue. The latest HMRC figures for 2015-16 estimate that the UK illicit market share for cigarettes is 13% and for hand-rolling tobacco 32%. The tobacco tax gap for this period was estimated to be £2.4 billion. Although that represents a significant improvement over the last decade or so, the issue remains a key public health concern. I say that not because illicit tobacco is necessarily more harmful than that on sale in shops, but rather because it bypasses tobacco control measures designed to increase prices and prevent tobacco sales to children.

As I have mentioned, I hope that the parliamentary questions and answers go some way towards addressing the concerns over the Government’s failure to act on the ITP. I look forward to the text of the protocol being laid before Parliament as a Command Paper, and would be grateful to Ministers if we could have an indication of a likely timescale for that.

I press the point because I believe that the ITP will genuinely help to tackle the illicit trade problem. Among its measures designed to combat the illicit trade is a worldwide tracking and tracing scheme for tobacco products. The ITP explicitly requires Governments to take responsibility for control measures and not to rely on industry self-regulation, which has failed to deliver. This track-and-trace scheme is intended to prevent the tobacco industry from participating in, or turning a blind eye to, smuggling. The scheme must be independent of the industry if it is to be effective.

Earlier this year, the big tobacco companies sold Codentify, the anti-smuggling track-and-trace system, to a third party for a token 1 Swiss franc, clearly in an attempt to comply with EU and World Health Organisation rules on independence. However, it has been claimed that the new owner is merely a front company and that the system is still under the effective control of the tobacco firms. If so, this would not fulfil the requirements of the ITP for independence. Some industry insiders have also highlighted that Codentify is ineffective as a track and trace system as it uses a combination of unique encrypted codes along with other codes that are visible and easy to forge. I trust that Ministers will have that on their radar as this issue moves forward.

In conclusion, the protocol to eliminate illicit trade in tobacco products is a global solution to a global problem. It is important that we play our full part, and in the spirit of Christmas I welcome the Government’s commitment to ratification. I am, however, impatient and keen to see progress. I look forward to hearing the Minister’s response, although I will not envy him as he tries to sum up today’s wide-ranging debate.

The Government are committed to investment in all the regions of the UK. We have delivered more than 500 infrastructure schemes in the north since 2010, and more than £13 billion of spending is planned on transport in the north during this Parliament. In Yorkshire, this includes new trains on the east coast main line, the trans-Pennine railway upgrade and bringing the A1(M) up to motorway standard for its full length. I would just say to my hon. Friend that figures for London and the south-east are distorted by the effect of the strategic Crossrail project, with a cost of £14.8 billion.

I am pleased to note that the Chancellor has finally scrapped the arbitrary target for a budget surplus, which would have cut billions more than necessary, but concerns remain about his attitude towards borrowing and debt. Will the Chancellor tell us on what date his charter will come before the House, so that it can be fully scrutinised properly?

My hon. Friend is absolutely right to raise the issue of investment in infrastructure in Hampshire and in her constituency of Portsmouth. There is money going into the road infrastructure, such as the M27, and some investment in rail infrastructure, such as Southampton Central station, but, clearly, there is room to do more. As someone who has some experience of the rail services from Portsmouth, I know that they are not as good as they could be. I am very happy to meet her, her colleagues and local businesses to see what more we can do.

T4. In Scotland, we have introduced robust anti-avoidance rules—they are among the toughest in the world—on devolved taxes. The Scottish National party has repeatedly called on the Chancellor to embolden compliance by guaranteeing that the beneficial ownership of companies and trusts is made public. Has he taken steps to assure the people of the UK that this progressive step will happen?

The UK is bringing in a register of beneficial ownership for companies. On trusts, where there are tax consequences that will also be included. So, yes, the UK is leading on that, and we are pretty much the first country to do so.

Small business is absolutely fundamental to the economy and to job creation. That is why we had such a big package in the Budget to help ease the burden of business rates and why we reduced corporation tax, which is paid by small companies that are in profit. We have also increased the annual investment allowance so that small businesses can invest in the future. To help them with the burden of the national living wage we have increased the employment allowance so that they can employ four people on the national living wage and pay no national insurance at all.

I, too, should start with a declaration of interest, having recently visited Palestine, courtesy of Fatah UK.

I thank the hon. Member for Birmingham, Northfield (Richard Burden) for securing this timely debate. Thankfully, the latest procurement policy note not does not directly apply to Scotland, where procurement is devolved and the Scottish Government lead on related procurement regulations. Of course, both Scottish regulations and the regulations for the rest of the UK must adhere to the same set of underlying EU directives, and it is those that set out the limits on the situations in which authorities can exclude bidders from a procurement process.

The Scottish Government strongly discourage trade and investment with illegal settlements. Such decisions must be taken in compliance with procurement legislation. For a company to be excluded from competition, it has to have been convicted of a specific offence or committed an act of grave misconduct in the course of its business. One view, supported by the Scottish Government, is that where a company exploits assets in illegal Israeli settlements in occupied Palestine, it may be guilty of grave professional misconduct, and it may therefore be permissible to exclude it from a procurement process.

It must never be forgotten when engaging in such considerations that local government is always answerable to the interests and wishes of its local communities and electorates. I know from my own mailbag that many local residents in Linlithgow and East Falkirk feel very strongly about this issue. There is a general presumption that decisions taken in their interest should be ethical where possible, and there is particular outrage that the UK Government appear to favour promoting goods from the illegal Israeli settlements. I genuinely fear that if the UK Government’s proposals effectively force local councils and other public bodies to invest unethically in areas such as the Israeli occupation or arms companies, where local opinion would have directed them otherwise, we will be at risk of serious democratic failings.

Rather than attacking local democracy, the Government should take steps to support it. An approach akin to that being taken in Scotland would be good, but at the very least a full clarification from Ministers regarding the recent guidance is essential.

I thank the hon. Member for Bexhill and Battle (Huw Merriman) for securing the debate and I am pleased to serve under your chairmanship today, Mrs Gillan.

We have heard a similar story in all parts of the House: how vital post offices are in their communities and the extent to which they are more than just a service—they are about the community hub and their impact on a whole range of different sectors of society. I find myself fully in agreement with the speech just made by the hon. Member for Wansbeck (Ian Lavery). He highlighted the impact on people in deprivation when a post office is closed. Those are often the people who have less access to public transport, the internet and other vital services, which shows how vital post offices are in the community.

My hon. Friend the Member for Caithness, Sutherland and Easter Ross (Dr Monaghan) highlighted the Scottish situation, which I am a bit more familiar with, and the good work done by the Scottish Government through its post office diversification fund. That is an example of what can be done. That fund has been key in saving post offices on the cusp of viability, certainly for larger communities of more than 10,000 people, which is a beacon for the way forward, because it has allowed those post offices to continue and act as an anchor for other services, which gives great vitality.

The hon. Member for Bexhill and Battle (Huw Merriman) talked about the problem of delays in getting temporary offices up and running, while my hon. Friend the Member for Caithness, Sutherland and Easter Ross mentioned the impact of temporary closures that go on way beyond what anyone would think was in the realms of temporary. Upwards of five years is not temporary; that is semi-permanent. Perhaps the Minister might look for a way to address that blight. If we think a closure is temporary, we can accept a bit of grief for a few months, but we cannot accept that for years.

The hon. Member for Central Suffolk and North Ipswich (Dr Poulter) made many valid points, including on the impact of temporary closures. A strong message we can take from the debate is that we need something done about that. The hon. Member for Strangford (Jim Shannon) pointed out how vital post offices are as community hubs, which is a point everyone has made in the debate. They go beyond a service and while we might now live in a digital age, many elderly people who may not be as digitally competent are utterly dependent on those services, as are businesses who have poor broadband connections and need those services for general business and communication. That covers a huge range. I hope that I have not missed out any contributors to the debate, but I think we pretty much agree with everything said in all parts of the House. I look forward to the Minister’s response.

I am grateful for the opportunity to make my maiden speech as the newly elected Member for Linlithgow and East Falkirk. There are so many new Members that I was starting to worry that I might not get the opportunity before the summer recess. Now I need only live up to the high standards set by so many who have gone before me.

I would like to start by extending my gratitude to the parliamentary staff who have assisted Members with directions and procedures. Of particular assistance was my induction buddy, Donald Grant, whose help proved invaluable. May I recommend that the practice of induction buddies be continued for future intakes?

Of course, I would not be making this speech without the trust and confidence placed in me by the local electorate, who returned me with a convincing majority of 12,934 on my first attempt at a parliamentary election. Much as I would like to claim all the credit for my election victory, I am very conscious of the fact that, along with my local campaign team and the wider Scottish electorate, I have played only a small part in the transformational change in Scottish politics. Indeed so transformational has the change in Scotland been that it may better be described as a revolution—a revolution without even breaking a window. Politics in Scotland will never be the same again.

Many long-serving former Members were swept away in the revolution. Such was the fate of my predecessor, Michael Connarty, who had represented the constituency since its creation and the former Falkirk East seat from 1992. It would be fair to say that Michael was a man of deeply held political convictions. While we may not always have seen eye to eye on every issue, one area where we were in agreement was our support for Scottish CND and our opposition to nuclear weapons—I will always campaign strongly against nuclear weapons during my time in office.

Prior to the formation of the current seat, much of the constituency was represented by Tam Dalyell, who was the Member for Linlithgow and before that for West Lothian from 1962. Tam Dalyell can claim some responsibility for my personal journey to this House. As a young lad of nine years, I first visited Parliament as a guest of the Member for West Lothian, as he was then. It took me 35 years and 32,055 votes before my return trip. Tam is well known for the West Lothian question, and given the current debate on EVEL—English votes for English laws—Members would be well advised to review his contributions from the 1970s. I have made a point of reappraising his book, “Devolution: The End of Britain?” in which he looked at all four possible answers to the post-devolution problem of Scottish representation at Westminster and concluded that

“not one of them can be reconciled with Britain’s continued existence as a unitary state”.

He was right then, and he is right now. Perhaps less well known is Tam’s entry in “Guinness World Records” for having contested the same constituency against the same opposing candidate at a record number of successive elections—seven times, against Billy Wolfe, in the old West Lothian seat.

Billy very much modernised the SNP in the 1960s, and led the SNP to its previous Westminster high point in 1974, though he was never successful in his own parliamentary attempts. On a personal note, he was my friend and political mentor and he taught me much about decency in politics. It is therefore a particular honour to have achieved the victory that eluded Billy on so many occasions across much of the same geography. I owe a debt of gratitude for the early groundwork that he, along with many other pioneers of the SNP, put in over the years.

That brings me on to the nature of my constituency. Linlithgow and East Falkirk is a varied mix of county towns and villages across parts of West Lothian and Falkirk districts. From Whitburn in the south to Grangemouth in the north, and from Slamannan in the west to Newton in the east, the constituency has numerous landmarks and attractions as well as many famous sons and daughters. My own hometown of Linlithgow, for example, can boast many famous births. The House may think that the most famous of them all is Mary, Queen of Scots, but it is not. The House may think that, following last year’s referendum, it is my right hon. Friend the Member for Gordon (Alex Salmond), but it is not him either. It certainly is not me: I was born in Falkirk. It is in fact Scotty from “Star Trek”, who will be born in the town in 2222!

Scotty is not the only science fiction connection from my constituency. David Tennant, who played Doctor Who, was born in the neighbouring town of Bathgate. For my part, I did not need a TARDIS to travel backwards in time—it only took my election to Parliament. Arriving here has reinforced my belief that we need electoral reform and modernisation, and a good place to start would be with abolition of the House of Lords.

Linlithgow and East Falkirk lies between a rock and a hard place, being situated midway between Edinburgh and Glasgow, and enjoys good transport links across the central belt of Scotland. Ironically, the weakest link in local transport connections lies at the very heart of the constituency at the Torphichen bridge over the Avon gorge. The inadequacy of the bridge was described by one of my predecessors, Manny Shinwell, when he was MP for Linlithgowshire in 1922 as being

“unfit for the horse and cart”.

It is scantly better today.

The area was of course the heart of the shale industry and is now subject to much speculation regarding fracking. Let me make my position clear: I just dinnae like it. I will work with local groups in the constituency to oppose fracking applications across the local area.

The villages of Westfield and Torphichen, at the heart of my constituency, can lay claim to being the birthplace of the modern SNP, having been continuously represented at local government level since 1963. I myself was one of the SNP councillors for a number of years in that area. Of course, the claim to the birthplace of the modern SNP will also be hotly contested by the neighbouring towns of Armadale and Bo’ness, which were returning councillors as far back as the 1940s for the SNP. My stint as a councillor has now ended after 16 years on West Lothian Council.

Every Member will tell the House that theirs is the best constituency to visit and so will I, but they do not just have to take my word for it: so attractive is my constituency that other Members are trying to claim parts of it. Take the Falkirk Kelpies for example, which my hon. Friend the Member for Falkirk (John Mc Nally) tried to claim. I can understand why, but just for the record the Falkirk Kelpies are in Grangemouth and lie just within the boundary of my constituency. Perhaps, in the spirit of cross-constituency relations, I could offer to share this magnificent attraction with my hon. Friend and promote the wider local area together.

As well as impressive tourist attractions, the area in general is outstripping Great Britain and Scotland across a number of indicators, including population growth and economic activity. The real level of unemployment in the constituency depicts a falling trend in recent years. However, it remains largely a low-wage commuter economy, and the Budget’s proposed minimum wage con-trick will see many families in Linlithgow and East Falkirk on average £1,000 a year worse off.

Let me end with an apocalyptic reminder that my constituency also has the distinction of being the scene of the first modern political assassination, when Regent Moray was shot by a firearm in 1570 while riding through Linlithgow high street. So let us be under no illusions as to what fate may befall any of us should we fail to meet our constituents’ expectations. Therefore, to my constituents, family and friends I give this commitment: I will work tirelessly as your representative; I will not go native; and I will not be seduced by the political bubble, but I will enjoy my stint behind enemy lines working on your behalf.
