That may well be true but I hope that the right hon. Lady, who is not too delicate a flower, can bear the almost unendurable pain of the criticism of the Minister with such stoicism and fortitude as she feels able, in the circumstances, to muster.
Last week, the Leader of the Opposition said that no self-respecting Labour MP could vote for the proposals, yet we are now being pressed on a confidential document, the production of which would undermine yet again our negotiating position. Does the Minister agree that to reveal the documents would make no deal more likely?

On a point of order, Mr Speaker. Thank you for taking this point of order at this stage in our proceedings. My concern is the accountability of Network Rail to Parliament. You may recall that twice in the last month I have raised the issue of the closure of Suggitts Lane level crossing in my constituency. Yesterday, Network Rail moved in and put up security barriers to close that crossing, despite objections from me and from North East Lincolnshire Council, a petition signed by 4,000 residents and a request from the Rail Minister to review the decision. In view of that, can you offer guidance about how I, or indeed Parliament, can hold Network Rail accountable for this action?
My advice to the hon. Gentleman is that he should obtain a copy of the Official Report—the transcript of today’s proceedings—as soon as it becomes available. He should send it with a robust—Lincolnshire robust—covering letter to Network Rail in the hope that Network Rail will respect the force as well as the sincerity of what he has said, and that it will, in the process, take due note of what the Rail Minister has said.
If that effort is unavailing again, I suggest to the hon. Gentleman, as I did to the hon. Member for Totnes (Dr Wollaston), that he should make the short journey to the Table Office to table questions, he should appear at business questions tomorrow and he should, in all appearances before the Chamber, persist.

Member for Cleethorpes (Martin Vickers), I hope that the whole House will want to join me in extending a warm welcome to Gareth Evans, QC, who served with great distinction as a Cabinet Minister in Australia from 1983 until 1996 under—if memory serves me—the Hawke and Keating Governments. As we have just been talking about human rights, let us not forget that he was a key architect of the United Nations’ responsibility to protect. We celebrate that achievement, and many people around the world, sir, will be thankful to you for your leadership on that front.

Does the Prime Minister agree that Brexit increases the opportunity to build on our existing trading relationship with the United States?
We hope the ambassador’s palate was satisfied. I dare say we will be hearing about it if it was not.

If my residents in Cleethorpes wanted to access the Welsh rail network, the first part of their journey would be to catch the TransPennine Express from Cleethorpes to Manchester and, if they did so, as they were leaving Cleethorpes station they would pass over Suggitts Lane level crossing, which as the Minister knows from his recent visit to my constituency is under threat of closure by Network Rail. Could he use his best endeavours to influence Network Rail to look at all other safety measures rather than closure?

Like Scunthorpe, there are reports that Grimsby magistrates court, which serves the Cleethorpes area, is under threat of closure, with the possibility of cases being transferred to Hull, which is a round trip of 66 miles. Will the Minister give an absolute assurance that Grimsby is not under threat?

Commons ChamberI tell the hon. Member for Great Grimsby (Melanie Onn) that I have not visited her constituency recently, but during the general election campaign, in Buckingham, in the market square in Winslow, I did buy, and then consume, fish that was, of course, from Grimsby.
Notwithstanding what the Minister has said and what her colleagues have said on previous occasions, she will be aware that in fishing communities there are still concerns that the Government will use fishing in some way and make further concessions. Can she give an absolute guarantee that there will be no further concessions on fisheries?

Commons ChamberI particularly welcome the commitment in the document to local industrial strategies, especially the reference on page 226 to the Greater Grimsby project board, of which I am a member. It is a private sector-led board. Does my right hon. Friend agree that that is the best way forward for developing strategy, and will he commit to meeting the board in the not-too-distant future?

Before I call the first Back Bencher, I should advise the House that there is a statement by the Leader of the House to follow on an extremely important matter of great interest to Members in all parts of the House. Thereafter, we have two debates to take place under the auspices of the Backbench Business Committee, to which more than 30—from memory, I would say 35—Members have submitted an application to speak. Those debates have to finish by 5 o’clock. Thereafter, there are two further matters that are potentially debatable for a total of three hours. That may very well not happen, but it could, so there is a premium on brevity. First, if colleagues were late, I ask them please not to stand and try to take part; that is not fair. Secondly, can people please ask single-sentence questions without preamble today? I know that the Leader of the House will respond with characteristically pithy replies.
Last week, at the transport in the north debate, I raised the matter of the long-dormant plans to extend the M11 up to the Humber bridge. Such a move would be a great boost for the midlands engine and the northern powerhouse. Can the Leader of the House find time for a debate?

There was a certain amount of harrumphing from a sedentary position from the right hon. Member for New Forest West (Sir Desmond Swayne), in response to which I simply observe, without fear of contradiction, that none of my parliamentary colleagues is a viper. However, I think it would be fair to say that that is a matter of taste rather than of order.
Does the Secretary of State agree that if we are to have a meaningful vote on the final deal, it will be better if all Members engage constructively with the proceedings rather than seek to frustrate the will of the British people?

Many of my constituents would like to visit Shipley on many occasions, but in order to do so that they would have to travel along concrete sections of the A180, which causes great disturbance to residents in Stallingborough and other villages in my constituency. Will the Secretary of State urge Highways England to look favourably on funding improvements to that section of the A180?

Commons ChamberThree years ago, five members of the Cockburn family from County Durham were killed in a tragic accident on the A18 in my constituency. At the recently concluded inquest, the coroner said that he had no confidence that the proposed work by the highway authority would remedy the situation. Obviously the council wants to do all it can, and has committed to carry out the work in full. However, resources are very limited. Will my right hon. Friend give serious consideration to an application from the council for additional resources to avoid a future tragedy?

I can confirm that the shadow Home Secretary was quite right when he drew attention to the port of Immingham in my constituency because border staff there do have worries. The concerns of residents in the town and neighbouring areas have been heightened following reports last week that the National Crime Agency acknowledged that Humber ports were being targeted. Can my right hon. Friend give an absolute assurance that resources will be moved to protect the Humber ports if the NCA’s analysis is correct?

The council is preparing a report with the private sector. Will he commit the Government to working with me and the council to deliver regeneration to Cleethorpes?

8. What guidance the Commissioners are providing to parishes wishing to hold hustings before the general election.
I oppose the motion and urge the House to reject the arguments put forward. The privatised industry is actually a success—freight tonnage is up and passenger numbers continue to rise. What we have heard from the hon. Member for Corby (Andy Sawford) will be detrimental to the industry, to employees and especially to passengers. It is based on a redundant political dogma. Labour Members who yearn for bygone days when people were prepared to look to the state to run their buses and trains should come to terms with the modern world.
Wisely, the previous Labour Government made no attempt to reverse the policy during their 13 years of misrule—[Interruption.] Thirteen wasted years, indeed. The change in direction since the days of Tony Blair is striking. The Opposition clearly have no ambition to win elections any more. The very phrase “directly operated railways” conjures memories of a past in which giant state conglomerates ran great swathes of our industry at enormous expense to the taxpayer—[Interruption.] The eyes of Labour Members light up at talk of subsidy. They yearn for the opportunity to subsidise failed industries again—[Interruption.]
Order. That is very unseemly conduct from the hon. Member for Easington (Grahame M. Morris). I know you are an excitable chap and a keen parliamentarian, but the voice of Cleethorpes must be heard.

Commons ChamberI shall curtail my remarks. I was going to talk about the need for more working-class representation, on which I fully support the comments made by my hon. Friend the Member for Brigg and Goole (Andrew Percy).
On the selection process, the hon. Member for Rochdale (Simon Danczuk) mentioned primary elections, which help to broaden the base of those who make selections. I acknowledge that it would be unrealistic to have a widespread primary process in which all constituents could be involved, but using semi-open primaries similar to that through which I was selected would broaden that base. The process probably trebled the number of people who attended my final selection round, many of whom were not members of the local party.
A recent survey by Professor Philip Cowley, in which he asked members of the public two questions, demonstrates the importance of broadening the base. In effect, the public said that they wanted a Member of Parliament who was more like them, and the proportion of people saying that increased as one went down the socio-economic scale. The Speaker’s Conference mentioned social class as one of the supply-side barriers that might stop individuals coming forward for selection, as well as the public’s perception of a typical MP.
Those from a similar background to mine rarely consider a political career, although I am pleased that they are more likely to do so nowadays. My parents were proud to call themselves working-class Tories, and as I have progressed through the ranks, I have appreciated that there is a wider spread of such people than I thought on our Benches and among the Conservative party at large. I attended a bilateral state school, which meant that it had grammar and secondary modern streams, with children having the ability to move between them. Such schools would be a useful addition to the education mix that we have today. At the time I left my secondary school, people had little chance of a university career, as only 6% or 7% of people moved on to universities from state schools. I eventually graduated at the age of 54.
Time and chance also play a great role in our lives. My hon. Friend the Member for Gainsborough (Sir Edward Leigh) is in the Chamber, and he encouraged me to put my name forward as a candidate for my home town of Cleethorpes. I remember the day distinctly because he made his suggestion as we were driving home from a meeting of Cleethorpes Conservative ladies’ luncheon club. That august body is still in existence and does a grand job for our party.
All parties have become more representative, but we need to do a great deal more and modest financial support from our parties would not go amiss. However, I sense, Mr Speaker, that you want to move on to the next speech, so I shall call it a day there.

I draw his particular attention to the village of Barrow Haven, between Barton and Immingham, which has twice suffered floods in the past six years. It is unacceptable that the local community should have to live in constant fear of a repeat. I urge my right hon. Friend, as part of his review to look at involving more local people in the task of how best to alleviate floods. People who serve on drainage boards and the like want to be able to input their local knowledge.

I am going to oppose the Bill. On balance, I accept that evidence from the polls probably indicates that a majority in the country favour this change. However, the democratic process should protect those with deeply felt and sincerely held views that mean they cannot—[Interruption.]

The democratic process should protect those with deeply felt and sincerely held views that mean they cannot go along with this change. In proposing it, we are alienating tens of thousands, and possibly hundreds of thousands, of our supporters, who feel threatened. Perhaps the tide of history is moving against them, but a major social change should not be pushed through with no electoral mandate. Previous speakers have referred to the contract for equalities that was published by the Conservative party three days before the election. It is disingenuous to say that that was a manifesto commitment: clearly, it was not. Very few people knew that it existed, and at that point many people had already voted by post.
I accept that the younger generation, and perhaps even the middle-aged, are more relaxed about this issue, but those in the 50 or 55-plus age group feel, to say the least, uncomfortable with the proposed changes. I suspect that few, if any, in the 50-plus age group are offering policy advice to Ministers. Had that been the case, we would probably not be in this position tonight.
The Minister said that religious organisations take different views on this, and indeed they do. It is easy to pluck out biblical references to support arguments, but politicians, even practising Christians such as myself, should be very wary about doing so. However, in one particular exchange with a constituent I was reminded of the biblical quotation,
“love is the fulfilment of the law”.
That, combined with an e-mail that I received from a young lady—a student constituent—who is in a same-sex relationship, did, indeed, make me reflect on the situation. As I have said, however, I have still come to the conclusion that I will oppose this change.
Governments must legislate to balance the different views of those over whom they rule. Put simply, by pushing ahead with this Bill without a mandate, the Government are trampling on the strongly held views of a great many people. Significant social change should be allowed to evolve. Attitudes move on and a Bill such as this may well be accepted in the not-too-distant future, but now is not the time. The very least the Government could do, as has already been suggested, is allow us more time—they should stop, pause, reflect and give more time.
It is unfortunate that the media have represented the Conservative party as split. I can assure them that, if they visited the streets of Cleethorpes, they would see that people from across the political spectrum are very wary and concerned about the proposals. I join those colleagues who have urged the House to vote against the Bill.

Commons ChamberLike my hon. Friend the Member for Brigg and Goole (Andrew Percy), I want to raise a matter that is particularly important to northern Lincolnshire. It involves a number of rail issues.
Although yesterday’s announcement of investment in the east coast main line is valuable and welcome, towns such as Cleethorpes, which lie off the main line, also need serious consideration. It is essential for the increased capacity created by the forthcoming investment to allow either the main franchise holder or an open access operator to provide the much-needed direct passenger service from Cleethorpes to London.
Twenty-five years ago, there were four direct trains from Cleethorpes to King’s Cross. They ran via Lincoln and Newark, although I think it more likely that the Scunthorpe-Doncaster route will be used in future. If the potential for economic growth is to gather pace—and the Government’s creation of enterprise zones constitutes recognition of that potential—we must improve connectivity with the capital. That will also boost the tourism economy. As Members will know, Cleethorpes is the jewel in the crown of the east coast resorts.
I was encouraged by what the Secretary of State said yesterday about ensuring that UK-based producers benefit from the construction phase. I hope that everything possible will be done to ensure that, for instance, Tata Steel—which is based in Scunthorpe, where many of my constituents work, and whose most profitable line is the rail track that it produces—benefits from the contracts. We should think not just of those travelling on business, but of commuters and holiday travellers. Tourism is a vital source of revenue for struggling coastal communities. A seminar at the Department for Business, Innovation and Skills last week highlighted the need for connectivity to these resorts.
In the Cleethorpes constituency, we have Immingham dock, which on Sunday will celebrate its centenary. About 23% of rail freight as measured by tonnes starts or finishes in Immingham. That highlights the importance of improved rail access. The local council estimates that by 2020 50% of containers arriving in the UK will be what the industry refers to as high-cube containers. We must therefore upgrade the gauge from the existing W8 to W10 and W12.
Finally, may I mention the inquiry currently being conducted by the Office of Rail Regulation into higher access charges for freight? This could be detrimental not only to the port of Immingham, but environmentally. If we push more freight traffic on to the roads, that will increase CO2 emissions and be more damaging to our infrastructure, but, more importantly, it will reduce the quality of life of local residents.

One possibility is the extension of the recently announced enterprise zone. Will the Prime Minister give some comfort to my constituents by considering the proposal sympathetically?

Commons ChamberNotwithstanding the decision of the Humber Bridge Board this week to implement the recommended increase from 1 October—just six or seven weeks before we anticipate the review being completed—does the Minister agree that, irrespective of the outcome regarding the tolls, the governance of the bridge clearly needs revising so that residents and the local community have a clear spokesman? At the moment, councillors are almost forbidden from taking part.
