Commons ChamberI meet representatives of the oil and gas industry a lot, because the truth is that even given our world leadership—and we have cut emissions by more than any other major economy on the planet—75% of our primary energy today is still from oil and gas. We will still be dependent on oil and gas in 2050, when we are at net zero. That is why it is so crazy that the Opposition parties, including that of the hon. Lady, believe in opposing licences when we are actually dependent on the product. All that ending licences would do is lead to the loss of British jobs and the import of higher-emission products from abroad. I really do hope that Opposition Members will think a bit more deeply and we can hear some common sense. I hear it in the Corridors from Back Benchers, but from the Front Benchers and the hon. Lady I hear nothing but nonsense.
I welcome this policy decision, which is a recognition of reality. Can the Minister confirm that the new plants will be able to convert to low-carbon alternatives in the future?
I thank my hon. Friend. We will be legislating precisely to create exactly that obligation for carbon capture and/or hydrogen readiness.

Commons ChamberIt was my great pleasure to be hosted by the hon. Gentleman at Strangford lough and to hear all about the potential strengths of the tides. I am delighted to see the growth of tidal energy. For offshore wind, it took quite a while to build up what was a nascent market. People said that we would never be able to lower costs offshore, yet we did. I think that tidal is on that pathway. I hope that the hon. Gentleman will welcome the ringfence, our continued support and our flexibility on budget as and when projects come through. We seek to drive the cost curves down so that, ultimately, we are technology neutral but support and nurse new technologies such as that, which have great potential.
There is much to welcome in my right hon. Friend’s statement, particularly in the Humber region, as he will recognise. He referenced a £160 million fund for port infrastructure. Clearly, improvements will be needed to cope with many of these projects. Can he indicate when that is likely to come forward? I presume there will be a bidding process. Will that be open fairly soon?
I thank my hon. Friend for his question. Let me follow up with him to talk about more of the details, but I welcome, as he does, the success of the Gigastack Phillips 66 project, the initial hydrogen project. We are leading the world and, having met with Phillips 66, I know that that type of refinery of the future has a real opportunity to play an important part in delivering the green transition on a number of fronts. It is fantastic to see it successful in today’s announcements.

Commons ChamberLike my hon. Friend, I am celebrating the freeport, which will make a positive difference and from which businesses will be able to export all around the world. Our export academy, the new export strategy and other elements are all there to help them to make the most of it, as well as, of course, probably the most ambitious trade policy ever conducted by a major economy in history, which we are successfully prosecuting. If I may, Mr Speaker, I would also like to thank my hon. Friend for briefing me ahead of my visit to Serbia last week, prosecuting the case for British businesses, in his role as the Prime Minister’s trade envoy to the western Balkans.

Commons ChamberAll investments by the prosperity fund are examined against the raft of UK Government policies, objectives and aims, and we do that in all cases in each continent of the world.
As the Minister is aware, the Grimsby and Cleethorpes constituencies are major centres for the renewables sector. Many of the smaller businesses are vital parts of the supply chain, and they would like to get more involved in exports. Will the Minister agree to meet me and a delegation from the local industry to explore the possibilities?
I am grateful to my hon. Friend. He will be aware that the offshore wind sector deal, published in March 2019, sets an ambition of increasing exports fivefold to £2.6 billion by 2030. He and I, in our respective constituencies, have seen the transformation of the economics of offshore wind. We are now seeing UK Export Finance, for instance, financing major investments in Taiwan and other parts of the world, with UK exports and UK expertise, not least from my hon. Friend’s constituency, at the heart of that. I would be delighted to meet him.

Commons ChamberReturning to the issue of freeports, the Secretary of State visited Immingham in my constituency last year and saw for herself the great opportunities that exist to improve the local economy. Will she continue working with me to ensure that the Humber ports do indeed receive freeport status?
As I represent a constituency in the Humber area, I will continue, without giving any special status, to ensure that we liaise with my hon. Friend, but he is so right. Conservative Members are focused on trying to find policies that open up investment and bring in further jobs, but the Labour party’s manifesto sets out policies that would destroy inward investment and cost tens of thousands of jobs.

Commons ChamberThe Prime Minister has made it clear that he wants the Humber estuary to become the renewables capital of the UK. That is the Government’s aim, but regular services not just to London but to other major cities are essential to achieving that.
During the past decade, passenger journeys have grown by 50% to almost l.5 billion a year, and that figure will be 2 billion journeys by 2020. As stated in the strategic case, once HS2 has been built, it is forecast to generate £59.8 billion in user benefits, as well as £13.3 billion in wider economic benefits. The HS2 project will create an instant market for construction and civil engineering jobs, and there will be a big opportunity in the manufacturing sector to design and build the rolling stock. Tata Steel’s Scunthorpe works is heavily dependent on the production of rail track. If the Scunthorpe plant is successful in obtaining orders for the project, the jobs of the 250 of my constituents who work there will be made that little bit more secure.
Job creation is vital, but we also need to train our young people if we are to meet the demands of the new industry. I suggest that the proposed HS2 college and training centre should be in northern Lincolnshire.
Does my hon. Friend agree that if by any chance it was not possible for such a college to be in northern Lincolnshire, East Yorkshire would be the only other place for it? That would indicate how, as he has explained, East Yorkshire and northern Lincolnshire will benefit from HS2.
Well, of course, anything that happens in Yorkshire is second best to what happens in Lincolnshire. I am very happy for a college to be fairly close to northern Lincolnshire, but one there would be ideal. Northern Lincolnshire is a major centre for rail freight; it is the location of the major supplier to the development of the rail network, namely Tata Steel; and the long history of engineering skills in Gainsborough, Lincoln and along the south bank of the Humber makes it an ideal setting.
If HS2 is not built, not only would that demonstrate a loss of confidence in the UK and its ability to invest in infrastructure, but opportunities will be lost. It would diminish the prospect for better rail services, creating more congested roads. An opportunity to spread the tourism appeal of Britain as a whole, rather than just that of central London, will be lost.
