I beg to move,

That this House has considered Welsh affairs.

I thank the Backbench Business Committee for selecting this debate. I pay particular tribute to the hon. Member for Cardiff North (Craig Williams) for joining me and others in putting the case for securing it.

I am proud to be a Welsh MP, proud to serve in the House of Commons, proud to be Welsh, proud to be British and proud to be an internationalist. Wales has made an enormous contribution to Britain and the globe. I was hoping to make my opening remarks as the Welsh team were on the way, as Triple Crown winners, to winning the Six Nations championship. That is not so, but we are still a very united country and it is unity that is the theme of my speech today.

Yesterday, as Welsh people, we celebrated with patriotism. We had an excellent service in the House of Commons, where the Speaker’s Chaplain officiated in both English and Welsh. It is now on the record that we are allowed to use the Welsh language in future Welsh Grand Committees. I say to Mr Deputy Speaker that he should take a leaf out of the book of the Speaker’s Chaplain. He should attend a Welsh Grand Committee debate and, as a great visitor to my constituency and many other parts of Wales, speak in both Welsh and English.

Before I move on to some of the issues that have shaped the past 12 months, I want to say that there has been some good news. I remind the House of the excellent performance of the Welsh football team in Euro 2016, when we led the way for the United Kingdom. I remind Members, particularly those on the Labour Benches, that Labour was returned to government in the Welsh Assembly and that we again have a Labour First Minister of Wales.

Since St David’s day 2016, there have been some issues that have divided the country and the world. Brexit divided many of our constituencies—it divided Wales and the United Kingdom—and Bush was elected President of the United States. To talk of building walls—I said Bush, but I mean Trump. I have made that mistake before, but he is worse than Bush. The serious point is that Trump talks about building walls. To talk about building walls is to ask on which side of the wall people belong. We need to put an end to that kind of divisiveness. Of course we need political debate, critical thinking and broad opinion to shape our future, but we need to stop talking about Brexiteers and remainers. We need to talk about the 100% we are elected to represent. In Scotland, they still talk of the 45%, but if we are to move forward we have to move away from tribalism and towards unity.

As you know, Mr Deputy Speaker, Welsh MPs have played a pivotal role in the House of Commons. They have introduced policies and concepts that have united the United Kingdom. I am talking about Nye Bevan and the national health service—something we all support, because it has helped all our people—and Jim Griffiths, the former Member for Llanelli, who introduced the National Assistance Act 1948, again to give social protection to everybody in the UK. Those things have helped to shape the politics of the UK.

We must now build a consensus across parties on the big themes that can unite Wales and the UK. For one, we must provide social care for all our people, and we should have that debate here in the House as Welsh MPs. Over the last few years, I have been saddened to see divisions over the health and social care service being used politically by parties to divide us, when it should unite us and help the most vulnerable in society.

The digital revolution is something else that can unite us. We need to find 21st-century solutions, and one of those is superfast broadband. [Interruption.] Does my right hon. Friend the Member for Delyn (Mr Hanson) want to intervene? No? Superfast broadband liberates communities and families—I know of Welsh families with sons, daughters and other relatives around the world who now speak to them regularly because of the digital information technology facilities available—yet many people in rural and peripheral areas of Wales do not have the same facilities as those in larger towns and cities.

I thank the hon. Gentleman for spearheading the effort to secure this debate. Does he agree that it is not just a matter of householders’ rights and opportunities? We also need to get broadband right if we are serious about developing the economy in those peripheral areas.

The hon. Gentleman is right. In fact, I was just coming to businesses. I welcome the Digital Economy Bill. I have been arguing for some time, like many other Members, that we need universal coverage in the UK, and it has been resisted for too long. Now it is in the Bill. United as Welsh MPs, we can take the lead and have the universal service obligation rolled out in Wales first. The Secretary of State, who I know is paying attention on the Front Bench, could be pivotal in taking this up in Cabinet. The Welsh Government, as a single body, are working with BT to roll this out in Wales, unlike in England, where there are several roll-out bodies. We can be ahead of the game, as we have been on many other big issues that have united us, so I hope he will listen and respond positively.

Like many Members, I have worked with BT Openreach and the Welsh Government, and I have worked to get individual businesses connected with fibre to their premises. The Welsh Government are moving forward, but according to the Library, many constituencies in Wales are behind the UK average when it comes to superfast broadband roll-out and the minimum of 10 megabits per second in the universal service obligation. We need to move forward on that. I say to the Secretary of State that we should have a cross-party group. We can be pioneers and lead the way. Wales, with its peripheral areas, rurality and sparse populations, can be a microcosm of the rest of the UK. I urge him to work with me and others on that. Many of the rural areas without superfast broadband also do not have mains gas, pay more for fuel and are greatly disadvantaged and socially excluded, so it is a serious issue I raise when I talk about broadband being a step forward for those areas. I hope that Members will work with me on that campaign.

We also need a transport system that works for the whole UK. I know that the Government have been pushing the case, with the Welsh Government and others, for better cross-border facilities, particularly in the south and north of Wales. It is important that we are an integral part of the UK network. The Secretary of State will get the backing of the Opposition if he pushes not just for electrification of the north Wales line but for better connections between north Wales and Manchester and Liverpool airports. That is essential. Many of my constituents, such as the hon. Member for Aberconwy (Guto Bebb), do not come down to Heathrow or Gatwick if they can get to Liverpool or Manchester. Making that easier for them will be a good deal for the people of north Wales.

I was in the Chamber for the beginning of the International Women’s Day debate, and was very moved by the comments in the opening speech of my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) about our colleague Jo Cox. Jo’s maiden speech will go down in history, not because she so sadly left us, but because she talked then about uniting people and highlighted that there is more that unites us than divides us. We need to go forward with that as an emblem.

One of my predecessors, Lady Megan Lloyd George, moved the first St David’s day debate, and she was one of the first pioneers: she stood up for women across the United Kingdom; she stood up for Wales as an integral part of the United Kingdom; and she was not afraid to talk about high unemployment and to fight for the national health service and social insurance. She had the good sense to move from the Liberal party to the Labour party, and she was a pioneer on those very big subjects. Wales can be very proud that in this House of Commons we have an annual debate, and also that throughout the year we are pioneering Members of Parliament across the parties, and that we work together for the best for our constituents, and work best for Wales within a United Kingdom as outward-looking internationalists. I beg to move,

That this House has considered future arrangements for S4C.

I am grateful to serve under your chairmanship, Mr Hanson, and pleased to see the Minister taking his place for this important debate. Perhaps predictably, I want to set out the importance of S4C to Wales, talk about some of its aspirations and plans for the future, show how it hopes to continue playing an important role in the life and culture of Wales, and then talk specifically about funding needs and the announced review of its remit.

S4C is the only Welsh-language TV channel in the world and has made a huge contribution to the culture of Wales and the Welsh language. Indeed, it has been pivotal in helping to maintain spoken Welsh throughout Wales and develop its use in a positive and forward-looking way. Usually, in debates such as this—perhaps lengthier ones—there will be some on the Government side who remind us that the creation of S4C in 1982 was a Conservative achievement. I do not dispute the date but I will say at the outset that of course many people from all political parties were involved in the creation of S4C. A more critical point is that since 1982 the channel has enjoyed strong cross-party support, as we can partly see from attendance in the Chamber today. S4C is critical to Wales’s 562,000 Welsh speakers—and the UK’s estimated 700,000; to learners such as me; and to those interested more generally in the nation of Wales.

Although S4C has had a fundamental and primary role in helping to preserve the language, it has focused on new and innovative ways to spread Welsh-language broadcasting, which has helped its programming to extend beyond Welsh speakers and learners. Since 2015 there has been a 107% increase in S4C’s viewers from outside the UK, through its S4C/Gwylio online platform. A fantastic example of the type of content that has spread beyond Welsh-speaking communities is S4C’s innovation in drama, such as the now internationally renowned “Y Gwyll”, or “Hinterland”, which was filmed in my constituency. I should perhaps declare an interest: my 10-year-old twins came home from school one day at the end of last year and announced that they were “on ‘Hinterland’”. They are extras in one of the recently filmed editions; we shall see what happens. They have not been paid a penny, but I declare it. “Y Gwyll” has won numerous awards including the main award at last year’s New York international film and television awards.

There have been other high-quality Welsh language productions, such as the political drama “Byw Celwydd”, focusing on a dramatised version of the Welsh Assembly. The mind boggles. The production of “Y Gwyll”, which has now been sold internationally, has had a huge impact on my constituency, but also more generally in Wales. The hon. Member for Montgomeryshire (Glyn Davies) often reminds me, when I talk about that great advertisement for Ceredigion, that usually the plots are dark, with clouds building up, and a murder. Quite how that promotes Ceredigion I do not know, but it has done, and I celebrate that.

The programme’s impact, and that of much of S4C’s innovative content, should not be underestimated. Investment in S4C has been shown to have a huge multiplier effect on the Welsh economy. Independent research has shown that during 2014-15, every £1 that was invested by S4C in the creative industries in Wales was worth more than £2 to the economy—double the value. Using the example of the first series of “Hinterland”, its impact on the economy alone was more than £1 million in my locality; S4C’s total impact across the UK in the period was estimated at a staggering £170 million.

That has to be seen in the context of a television channel that is increasingly lean. Some members of the Select Committee on Welsh Affairs went last year to the headquarters of S4C in Cardiff and saw how lean the operation is, and what is achieved on limited resources: overheads of just 4.2% compared with 11.3% across the public sector, fewer than 150 staff, and a 35% reduction in the cost of commissioned content since 2009. It is indeed value for money. With the change in how many people consume content, S4C has also been successful in moving away from traditional scheduled television programming to catch-up services and social media.

I congratulate the hon. Gentleman on securing this important debate. He and many in the Chamber have campaigned for S4C for many years. The Minister is in charge of the digital economy; the new media that the hon. Member for Ceredigion (Mr Williams) has mentioned are difficult to obtain in many areas of Wales, for infrastructure reasons. I welcome the Digital Economy Bill but there is a need for greater emphasis not just on rural but peripheral and Welsh-speaking areas, so that they can enjoy S4C content.

I very much agree; the hon. Gentleman is right. I represent a peripheral and Welsh-speaking area, and he has hit the nail on the head. I am sure that the Minister will respond to the point.

I was talking about catch-up services and social media and want to make the point that S4C has been hugely responsive in catering for demand. In just a few months, the viewing figure for S4C video content on social media alone, notwithstanding what the hon. Member for Ynys Môn (Albert Owen) has said, has more than doubled—almost trebled—from 737,000 views in September 2016 to more than 2.235 million by December 2016. It is vital, more generally, that public service broadcasters respond to the change in demand, and S4C has been doing just that. It is with that in mind that I welcome the Government’s commitment to an independent review of S4C’s remit, funding and accountability arrangements. It is something that many hon. Members of all parties have called for. The industry has called for it, and it is important that we achieve it.

In recent years substantial cuts have been made to the funding that S4C receives through the BBC licence fee and the direct funding that it receives through the Department for Culture, Media and Sport. Through the licence fee, it receives £74.5 million annually, and will do until 2021-22, although that is likely to represent a 10% cut by the end of the period. The Government’s 2015 Budget made an attempt to cut the direct funding to S4C from DCMS from £6.7 million to £5 million. In view of what I have said about the lean operation, that is a substantial sum and would have had a heavy impact on S4C.

Those of us who have concerns describe it as the bedroom tax; others call it the spare room subsidy. I will stick to the bedroom tax, for reasons that will become apparent.

First, I want to talk about energy prices. There is no doubt that my constituents are feeling very short changed, quite literally, by the energy providers. They are aggrieved that there are few alternatives, if any, for people who live in communities that are off grid. They are then told remorselessly that it is simply a matter of switching providers. Most of my constituency is off grid, so most of my constituents remain subject to the monopolistic practices of energy companies. There is simply no option to shop around.

Off-grid customers are left out of many initiatives. Analysis undertaken by Calor Gas showed that most people are merrily—or less merrily—paying £40 a year for energy efficiency schemes, but that they get nothing back through reductions in their bills. Energy companies charge levies on household bills to fund insulation and new boilers in the homes of the vulnerable and those who live in low-income communities where buildings are hard to treat. We know about the history of the housing stock in Wales, and particularly in rural Wales, yet only 1,443 homes out of 1.5 million have benefited from price reductions. Off-grid gas customers are missing out on the promises of new efficient boilers for their homes. Although all customers are subjected to the same charges, the research suggests that the benefits are not reaching rural households. Not only are they not seeing the benefits, but the costs of energy have historically been much higher. I have been making this point for nearly 10 years, including under the last Government, but those of us in rural areas are still waiting and anticipating greater action.

We are told that the key is to boost the collective purchasing power of customers and that we should all join oil syndicates. Many of us have done that. Joining oil syndicates and trying to negotiate reductions in the cost of domestic heating oil is one of the few options available to my constituents in Ceredigion. I have lost count of the number of times constituents have come to my surgery to pose the problem, “How on earth can I afford the minimal amount of oil that I need to put in the tank to heat my home?” That is food for thought for all of us. I commend Ceredigion county council and Ymlaen Ceredigion, which is an excellent organisation, for working with the National Assembly on a project called Club Cosy to develop the system of oil syndicates across the county and for overseeing the 10 syndicates that already exist.

Of course, no one would be against the opportunity of a reduction in bills during the freeze period, but my concern about the Labour policy is that in the immediate period before and the immediate aftermath constituents would face—

If the hon. Gentleman will forgive me, I will not give way because I want to crack on in the little time I have.

I want to talk about fuel duty as it affects drivers. My constituents have no choice about driving their cars. Some of them live in Lampeter and work in Aberystwyth —a 60-mile round journey every day. They do not have the luxury of public transport and taxis are unaffordable. I commend the Government’s actions on the fuel duty escalator, which have meant a 20p per litre reduction over the last five years. But in the very rural communities in Wales, we were hugely disappointed that the policy of derogation from Europe on fuel duty was not carried out across the whole of the country—in fact, no areas in Wales will benefit. The Government need to continue to work on that so that that policy is not isolated to various parts of the Scottish highlands.

As I have said, Ceredigion has 600 family farms, and the farmers are concerned about falls in commodity prices and about common agricultural policy reform, and many other businesses have other concerns. They are the backbone of our economy, and they have commended the Government on the reduction in corporation tax. Some 35,000 businesses across Wales will also benefit from the scheme that will allow employers to reduce national insurance contributions by £2,000. That is important to local businesses, as is the work that the Government are doing to build the infrastructure for broadband and mobile phone reception, which the Secretary of State mentioned. The Government could do more. For example, next week they could reduce VAT on tourism—

The shadow Secretary of State set out the Labour party’s position in Llandudno on Sunday, and that is the position that we will proudly put to the electorate in a forthcoming election. I understand that Plaid Cymru does not support devolution per se; it supports it as a vehicle for independence. That is the difference between us. Yes, we have grown-up conversations in Wales, but the people of Wales elect more Labour representatives than Plaid Cymru representatives. Plaid Cymru is the “party of Wales” in name only. Yes, the Labour party has differences of opinion within it—any modern democratic party does—but we now have a clear position, following our conference, and I hope that we will go on to get a majority Government in this place so that we can change the laws to best reflect the views of the people of Wales.

I agree with my hon. Friend the Member for Islwyn (Chris Evans) to an extent. Whether we like it or not, the people of Wales are not that interested in Silk; they are not that interested in constitutional issues. I and many others have supported devolution for many years, but I understand that not everyone is interested in it. Politics is the art of the possible. I would have liked an Assembly to be established in 1979, but the proposal was defeated convincingly by the people of Wales. I would have liked to see a stronger Assembly in 1997, but I was far more pragmatic and mature by then, and I realised that we pro-devolutionists needed to compromise in order to get the measure through.

I do not accept what the hon. Member for Ceredigion said about referendum fatigue. It is fundamentally important, when we are proposing major constitutional changes such as the setting up of new bodies in Scotland, Wales and other parts, including London, that we should have a referendum. Equally, it is right to hold a referendum when we are proposing to give more law-making powers to the National Assembly for Wales. We should also have one to decide the changes on taxation. I would have liked to see those powers established in 1997, but I know that we would have lost the referendum if we had proposed them at the time.

The clear case for a referendum on this issue was made in the Silk report. How many referendums does the hon. Gentleman envisage us having to endure as we head along the devolution road?

I tried to answer that question earlier when I said that a referendum should be held when we are proposing a huge political or constitutional change. These taxation measures constitute such a change, as did the devolution of law-making powers and the setting up of the Assembly itself. When it comes to significant constitutional changes, I believe in trusting the people. I did disagree with the hon. Member for Arfon (Hywel Williams) when he said, “We’ll just take the recommendations of a commission.” We are a democratic body; we are elected Members of Parliament; we represent people and communities, and we are here to represent their views. Again, I think Plaid Cymru has been caught out slightly, because it is saying, “We want all the bits of the Silk commission, but we do not want the referendum.” Either you want it all or you do not want it all—it is pretty simple.

It is a pleasure to serve under your chairmanship again, Mr Sheridan, and to follow the hon. Member for Brecon and Radnorshire (Roger Williams). He has been a sincere campaigner on behalf of the fuel poor for many years, particularly since we both came into the House in 2001. I very much agreed with the tone of his speech and the outcomes that he asked for. I make no apology for concentrating in my speech on some of the issues that he raised because they are very important.

One statistic, which comes from the Department of Energy and Climate Change, is that, on average, fuel poverty in rural areas is twice that of urban areas. The fuel-poor are concentrated in many of the rural areas of the United Kingdom. I am glad that the Minister is present, because he has given evidence to the Energy and Climate Change Committee on a number of occasions, and I know that he is sincere in his wish for an all-UK solution to fuel poverty, whether for those in a large urban town or city or those in a small rural area.

I would like to give some context on why we must do more for rural areas. I have been campaigning for some time about off-grid gas and for the extension of the gas mains. I am pleased that the Energy Bill Revolution campaign has come up with funding mechanisms for that from the EU emissions trading scheme and the carbon floor tax. That is important, but I would like to add a third stream to that funding equation. Shale gas has great potential for this country’s future revenues. If the exploration goes ahead and the volume of recoverable gas is sufficient, the profits should be used to extend the gas mains into rural areas of the UK.

As regulator, Ofgem insists that its policy is to extend the gas mains, but currently the incentives are just not there for the energy distribution companies. I support the Government’s stance on shale gas, and it is quite right that, if we have a bonanza, there must be local community benefits, but there should also be national benefits. If the Exchequer is going to enjoy greater revenues from the exploration of shale gas, similar to those that we have seen from North sea oil and gas, we should have a national strategy. I would like such revenue to be put towards extending the gas grid of Great Britain and Northern Ireland. I stress Northern Ireland because I am fully aware of the problems that people there have with the high price of oil.

I am as disappointed as other Members who have intervened about the fact that the OFT has not strongly concluded that those who live off-grid do not enjoy the benefits of those who are on the grid. It has looked at competition very narrowly. It is difficult to unpick that, and the Competition Commission has been unable to unpick the unfairness that lies behind people’s lack of choice when they are off-grid. For example, they do not enjoy the dual-fuel discounts that the big six and other energy companies boast about because they do not have dual fuels. They cannot get gas and electricity from the same supplier so that they can enjoy a reduction in their bills. That opportunity does not exist for them.

I am pleased that the Labour party has made the commitment that the regulator will look after those who are off-grid in the same way that it looks after those who are on the gas mains grid. I have pressed the Government on that issue on a number of occasions. It is important that the regulator is the champion of people who live in rural areas. The electricity and gas markets were privatised rather hastily and the regulations were put in place to look after privatised areas. The off-grid issue was neglected in many ways, but it is time for that to end.

With the rise of energy prices, we have seen a fuel poverty crisis in many places. DECC’s own figures show that people who live off-grid and those in rural areas have been hurt more than those who are on the grid, so we must take an important step. The Minister and the Government are looking at extending the gas mains, but will he comment today on the possibility of the revenues from shale gas being used as an incentive for the distribution companies that often have no competition?

The electricity and gas market is not fully competitive. Monopolies set the prices in the transmission and distribution of gas—huge prices that contribute between 19% and 24% of gas and electricity bills. We are not talking about a small fraction like the green levy, which was X%. A quarter of the actual price is the result of distribution and transmission. That must be looked into, because bills are increasing. I was very keen on what the hon. Member for Brecon and Radnorshire said about the comparison with European prices. He said that that included tax, but if he looks at the matter closely, the fact that we have a 5% VAT threshold on energy gives us an advantage, because the rate is higher in many other European countries. I know that he was present at this morning’s debate on the effect of VAT on tourism. The off-grid is disadvantaged. We need a regulator and champion to bring benefits to off-grid consumers.

I want also to talk about transportation in rural areas, because it also has an effect. There is a double whammy: people are paying more for oil and off-grid gas and more for transportation and fuel. I very much welcome the Government’s freeze on fuel duty. I have campaigned for it for a long time, under previous Governments, and previous Chancellors have frozen the duty for many years. Members will recall that the fuel duty escalator was introduced in the ’90s. It escalated quite a lot, and there was a crisis point in 2000, when there were fuel protests in this country. There were price freezes thereafter for a number of years. People in my constituency and many rural areas in the UK are affected by the fact that they are paying VAT on their fuel. That 2.5p in every pound that people spend on diesel or petrol has an impact and creates a cost of living crisis in such areas. We are not talking about cars as luxury items; we are talking about essential means of transport.

Does the hon. Gentleman share my disappointment that the whole of Wales is excluded from the Government’s laudable attempt to achieve a derogation of fuel duty? That is despite Wales being a sparsely populated area by anyone’s standards—his constituency and mine certainly are.

I agree with the hon. Gentleman. I compliment the Government for introducing the fuel duty rebate and for making representations on the issue. I am sure that the Minister and my hon. Friend the shadow Minister will know that I am not shy of criticising my own party, and I was not shy of criticising it when we were in government, because it should have taken that step. Nevertheless, it is wrong now to exclude a whole area—a whole country—because it is within 100 miles of a refinery. No one in my area, the most north-western point of Wales, can plug into a refinery. The independent suppliers are paying extra for fuel because of the cost of transport from those very refineries. The 100 mile radius principle is really a fly in the ointment. People in Wales, unlike those in remote areas of Scotland and in some parts of England, have been seriously disadvantaged. They are paying extra.

The hon. Gentleman raises a very important point. Many Members, including those from the Cornwall and Devon area, have been campaigning on that issue for some time. The Office of Fair Trading called for a number of inquiries into it and made a recommendation to the Competition Commission. Unfortunately, it did not find that there is no competition, but I think that is blindingly obvious. That is why I welcome—I am not just making a party political point—the Labour party’s intention that Ofgem, the regulator, look at off-grid as well, because it could give the same protection to off-grid customers. It is there to champion consumers and businesses, and that would be a good, positive step forward.

Hon. Members from rural areas will know that many of their constituents try to buy their fuel before winter. In line with a cross-party campaign, I urge the Government to look at mechanisms to allow people in rural areas to get their winter fuel payments earlier, so that they can buy in advance and do not have to pay premium prices for coal, oil and other energy sources. I have pressed my party on that important point, and it has agreed, if it comes into government in 2015, to bring that measure in. I know there are IT issues, but I am sure that postcodes could be used to distribute payments earlier than happens now.

I raise the issue of winter fuel payments because there have been lots of delays and glitches, including in non-rural areas, with people receiving their payments. That is certainly the case in my constituency and those of colleagues I have spoken to about the issue. If the software was amended, people in rural areas would have the advantage of receiving payments earlier so that they can buy in bulk earlier, at prices that suit them.

I have covered the issues relating to off-grid customers and the distribution companies, but I welcome the important energy investment that will be made in my constituency in north-west Wales. I am not someone who stands here and picks winners. There is a nuclear power station in my constituency, and I support moves to low carbon as well as the new build there. However, we have to have the right balance of biomass and other forms of renewables—it is important to have gas and clean coal in that balance—and my constituency is certainly playing its part. I make no apology for repeating that it is unfair that people in our areas pay more for the end product.

Having highlighted energy issues, I want to move on to fuel—petrol and diesel—which was mentioned by the hon. Member for Thirsk and Malton. In previous decades in this House, many people were encouraged to buy diesel, because it was more energy efficient, with cars able to do a greater mileage on diesel than on petrol. The price of diesel has now of course gone up considerably, which is hampering businesses and individuals in rural areas. There is a massive difference in the price of petrol and diesel on some independent and supermarket forecourts.

I very much welcome the Government’s moving the fuel rebate forward, but it does not cover all rural areas. When they brought it in, there should have been a rule for the whole United Kingdom; it should not have been done piecemeal. I am sorry to make a slightly partisan point, but Scottish Liberal Democrat seats should not have been in the first wave, with other areas having to play catch-up and make applications. There should have been proper criteria covering the whole of rural Britain and Northern Ireland.

Is the hon. Gentleman as worried as I am that one of the criteria, about which there is some concern, is distance from an oil refinery? My area was not included in the consultation, while his was; but that means that no areas would be considered because none fits the criteria.

Yes, I agree; that is absolutely ridiculous. I do not think that has come from the EU, but from the Government and the Treasury. I have asked for a meeting with the Economic Secretary and the Chief Secretary to the Treasury to deal with just such problems.

I am pleased that the hon. Member for Thirsk and Malton said that her Committee has put pressure on DEFRA, but other Departments have to work with DEFRA to resolve the issue. I am not talking about luxury journeys but essential journeys—people bringing their families to visit relatives, or taking carers, schoolchildren and anybody else who needs to get from A to B in rural areas. They need to have private transport because public transport is not available. They have been penalised not only by the very high energy prices, as I have said, but by fuel prices for transportation. We can all unite on the issue and work towards a solution, and I hope the Government change their mind.

Governments—including mine when they were in office; I make no bones about that—at first resisted taking forward the rebate scheme because of European issues. Now that it is up and running in certain areas, we have a responsibility to introduce fairer criteria so that all rural areas are covered. I do not buy the idea that people will come from towns to buy their petrol in such areas: if they do, that would be good, but it is unlikely to happen. People currently have to travel great distances to get cheaper fuel in rural areas, which is obviously counter-productive from a carbon emissions perspective. We need to look at the issue very seriously, and I am pleased it has been highlighted by the Environment, Food and Rural Affairs Committee.

I want to move on to food and farming, because it is important to have a balance between industry and rural issues. I want to pay tribute to the farming industry—[Interruption.] No, I am not going to take note of the time, because I want to cover these significant issues. [Interruption.] The hon. Member for Salisbury (John Glen) waves at me to sit down, but it is important to go through this dimension of the debate. I agree with the hon. Member for Thirsk and Malton that the Government should hold an annual debate on rural communities, as they do on fisheries, so that hon. Members can express their views. Not enough Government time is given to rural issues, which is why the Backbench Business Committee has given us this time. We should use it, so I make no apologies for extending my speech. I have taken several interventions, including from Government Members.

On food and farming, it is very important to have a brand: we should brand British goods and local goods. There have been a few hiccups with labelling issues, but I again give credit to the Government for moving in this direction. People want to know exactly what they are buying and where it comes from. Some bland labels just say, “British” or “European”, and I want labelling to be more localised, so that local farmers can sell their produce in their area and have marketing opportunities if they choose to export it to other areas. Food is a very important industry, and we should take a greater lead on labelling issues, including clear labelling and transparency. Those issues are important, and I welcome the progress that has been made.

My final point is about broadband and infrastructure, which is also important. I absolutely agree with the hon. Lady that although the Welsh Government have certain responsibilities, the provider is British Telecom: Wales is a monopoly area in which there is no competition. It is a fallacy to say that, since privatisation, there is competition, because there is not; there is a mass monopoly called BT. In my view, BT Openreach has not been rolled out to rural communities as quickly as it should have.

Let me give an example. In the last century, everybody in the United Kingdom, wherever they were located, could have a telephone line and telephone poles—including in some very remote areas in my constituency, and I am sure in others—so it is important that, in the 21st century, the same communities should get fast broadband at equal speeds to those in the rest of the United Kingdom. We need to work towards that position. Unfortunately, the market does not help, because many companies start off in urban areas where there is a large customer base, while rural areas very much have second-class status when it comes to broadband.

Broadband is of course more important in rural areas, because it can cut down on the need for transportation. Many people locate businesses in rural areas because that is where they want to be, but they cannot access broadband. I will certainly push the Welsh Government on this, and Governments at all levels should work together to get the best broadband connectivity and high-speed broadband across all rural communities.

It has been a great pleasure to participate in this debate, and I again thank the Backbench Business Committee for allowing it to take place. I agree wholeheartedly with the Chair of the Select Committee that there should be an annual debate on rural communities, as there is on fishing, on the Floor of the House.

I share the hon. Gentleman’s concerns. There is an underlying assumption that public transport is an add-on and that people can access court facilities in a private vehicle, but that does not apply to many of the people to whom he referred. They are completely reliant on public transport, and all too often it does not exist.

I congratulate the hon. Gentleman on securing this important debate. He is talking about people on the periphery, and there is a double whammy because many facilities in Wales are drifting eastwards from areas such as those that he and I serve. Does he agree that the proposed local government cuts will impact on the transport system, which is already fragile in such areas, so there is a double whammy with the closure of justice centres and contraction of the transport system?

I appreciate the hon. Gentleman’s concern. I have tried to raise the same point over the past five years. For example, the bus subsidy grant from which many of my constituents have benefited has contracted over the past five years. Given the challenges to the public purse, that contraction looks set to continue. That is a worry, and I shall not deviate from that.

Access to justice is a key right for us all, and we will not be able to run the most economically efficient service without failing to provide the level of service required. That does not mean that we should never seek savings from the service or explore other ways of delivering a better service, but we must fully consider the impact of the loss of that service on the community.

Thank you, Mr Hood. I congratulate the hon. Member for Rhondda (Chris Bryant) on his early-day motion 312, and prompted by the excellent research note, I have just signed it. He is right to make the point, but he will forgive me if I focus on the rural challenges. I am sure that he will make the point about urban communities. The problem involves the practicalities of living in rural communities and accessing services, but access to justice as a right is a much bigger picture. He mentions in his early-day motion victim support and the implications for that.

A constituent of mine, who is a justice of the peace, acknowledges that usage of Cardigan court is low, and that that is largely due to the facilities not being good enough to accommodate many cases because of under-investment over the years rather than lack of need. Custody cases cannot be heard because of a lack of suitable cells; special measures trials are difficult because of a lack of facilities; and the court is not compliant with disability discrimination legislation. If the villages south of Ceredigion and north of Pembrokeshire are included, he estimates a catchment area of nearly 40,000 people, which should surely be enough to justify a modern court building with the necessary facilities to hold a wide range of cases.

It is also crucial to remember that the closure will not only affect those individuals who will be denied convenient access to justice. Legal providers and witnesses will be forced to travel extra distances, which might be an added deterrent. If police officers are required to give evidence, those based in Cardigan will have an additional distance to travel. There is pressure on neighbourhood policing in rural areas. The areas are vast and, as the hon. Member for Ynys Môn (Albert Owen) will agree, there is a problem of resources. The pressures on police forces in rural areas look set to continue.

A concentration of court services away from rural areas could lead to the same trend in the availability of legal advice. People will have to travel to Aberystwyth to attend court, and they may have to travel to access legal advice. Even if that doomsday scenario is not reached, the closure will certainly have an impact on local providers of legal services.

I welcome the fact that the documentation contains a section on rural-proofing, but I fear that Cardigan is a long way from being rural-proofed. The standard of public transport is not adequate for the purposes suggested in the proposals. During a debate on court closures in Yorkshire that took place in Westminster Hall last week, the Minister stated:

“Recent improvements in transport and communication links mean that people can travel further in less time if they need to.”—[Official Report, 7 July 2010; Vol. 513, c. 131WH.]

I am sure that that is true in many parts of the country, but it is not the case in west Wales where public transport has suffered over the past few years and, if anything, we have a less comprehensive service than that of several years ago.

I accept that there will always be local opposition to any change in the service, but I have been struck by how strongly people in Cardigan feel about this proposal, and the impact that it will have on the community both because of difficulties with public transport, and because of straightforward concern about lack of access to justice.

There is also an economic argument. Many of the court areas have solicitors’ offices built around them. That is certainly the case in Llangefni in Anglesey. Does the hon. Gentleman recognise that and does he agree that measures have already been put in place for legal providers to move to other courts, as has been highlighted?

I agree with the first point, which was the concern I raised earlier. Legal providers will move to the destination of the court, and that will leave a vacuum elsewhere. Many people will be concerned about the impact on areas that have high levels of deprivation. Cardigan contains the two most deprived wards in Ceredigion, Teifi and Rhydyfuwch, which are in the top 20% most deprived wards in Wales. In the community safety domain of the Wales index of multiple deprivation, which covers recorded crime, youth offenders, adult offenders and fire incidence, Cardigan’s Teifi ward is in the top 5% of the most deprived wards in Wales. Consequently, Cardigan town council has written to me and to the Secretary of State expressing its concern at the proposals and raising many of the points that I have mentioned. The council was grateful and pleased that Cardigan has acquired a new police station with eight cells, but it feels that there should be a new court building adjacent to that police station.

There has been some suggestion that we should move towards a model that has group facilities and can achieve swift, community-based justice and make operational savings. The combination of facilities on a single site has many advantages, but I fear that sometimes the understandable drive for efficiency has clouded the vision of the best way to provide justice. Although we are not in a position to build many new facilities across the country, if we lose locations that provide a greater function to the justice system, there is a danger that we will never be able to implement that vision.

It has been suggested that Aberystwyth—38 miles north of Cardigan—is capable of taking on the extra work that would be necessitated by the closure of the court at Cardigan. The consultation points to the construction of a new justice centre in Aberystwyth, which I welcome, but the Minister will be well aware of the delays in that project after the collapse of the developers involved. Originally, the project was to have included a Crown court, with Aberystwyth serving as a mid-Wales hub for justice. Currently, the nearest Crown courts are in Carmarthen, Swansea and Welshpool.

I am happy to endorse that point. Although I represent a coastal constituency and live on a cliff top, my experience cannot be compared with that of the hon. Gentleman or of his constituents, so I commend his proposal to the Minister. I concur with what has been said about the differential between retail and wholesale unit prices, and the lack of social tariffs. We are all aware that the Government have fewer resources to offer, but in commending what the hon. Member for Ynys Môn (Albert Owen) said about some of the schemes that have been pursued in Wales, I suggest that the Minister consult widely with the devolved Administrations to ensure that where there is good practice in England-only schemes, the Assembly Government can follow suit in a swift manner. After the announcement of the boiler scrappage scheme in England, a somewhat limited substandard scheme was launched in Wales very late in the day. In fact, the scheme was announced in April, when replacing boilers is perhaps the last thing on people’s minds.

In defence of the Welsh Assembly Government, they tried to amend the scheme so that the elderly and the vulnerable could apply for it. I thought that that was why we were here today—to protect the most vulnerable against fuel poverty. I thought that it was an excellent idea to limit the scheme to senior citizens and vulnerable people.

I welcome that aspect, but I question its timing. That was the point I was trying to make.

Last December, a consultation on fuel poverty in rural areas was initiated by the Commission for Rural Communities—I do not know what my English colleagues would say, but some of us regret the loss of that commission because it has been an independent voice offering strong messages for those of us elsewhere. Its interim report offered some key points to consider. Some 50% of the UK’s carbon emissions from housing come from hard-to-treat homes—off-gas, solid and non-traditional wall construction, high-rise or properties without a fillable loft or cavity. That is a huge proportion of the households that many of use represent. As we have heard, many of those hard-to-treat homes are in rural areas, and there is a clear need to take action to reduce emissions, tackle climate change, and reduce bills. In 2005, the figures got worse. Some 14.6% of households in villages and hamlets were living in fuel poverty compared with a national average of 7%. That is the background to the huge challenge facing the Minister.

Interim recommendations from the CRC report include updating data to improve its scope and definitions so that we have a clearer view of where the problems lie; improving data sharing; and, critically, learning from best-practice examples. As my friend, the hon. Member for Ynys Môn, said, the coalition Government need to prioritise certain pilot areas.

Although it seems hard to believe now, we had a particularly cold winter last year and cold weather payments were of great use to my constituents. However, I worry that the need for seven consecutive days of temperatures below zero may have distorted the payments. Despite experiencing very similar weather, towns and villages in the northern part of Ceredigion received three triggers while in the south just one trigger has been reached. Will the Minister look into that—again, that relates to the point made by the hon. Member for Na h-Eileanan an Iar (Mr MacNeil)—and say whether he is confident that the level of cold weather payments received truly reflects the problems people are experiencing on the ground?

Moreover, there are many people who were eligible for cold weather payments but who missed out on them altogether because of a failure to claim pension credit—the most recent figures show that between 1.1 million and 1.7 million eligible pensioners are not claiming pension credit. I will stop now, but there is much more to be said. The Chamber is aware of the enormity of the problem. It is good to see not just the Celtic nations but all the rural parts of this country represented in the debate. The Minister has a huge job on his hands and we look forward to what he will say in a few moments’ time.
