As I think you will know, Mr Speaker, the process relates to England only. There is a sensitive legal issue, to which my hon. Friend refers, but I understand that the Secretary of State for Wales is attuned to that and is in contact with the Welsh Government.

Does the Minister agree that today is a victory for the Conservative party, which has finally brought some sanity and good sense to a very dubious energy policy?

The sad part about this has been that the Labour party seems not to have any understanding of why local voices matter. Members of this House have raised local issues time and again, and I agree with my hon. Friend; this is about localism and giving power back to local people, and we will ensure that that happens.

As I said before, I genuinely advise the hon. Gentleman to read the Beecroft report. This is not a Government who will go about firing at will in the way he has described.

Over 50% of Britain’s smallest businesses say that they would hire more staff if they were given greater clarity about how to end an employment relationship. Does my hon. Friend agree that there may be a voluntary third way for no-fault dismissal, and will he meet me and bring along the Secretary of State?

I understand the hon. Lady’s point. Two thirds of small businesses are able to secure the money that they want, but that is no consolation to those who are not. Perhaps I could write to the hon. Lady about the community development finance institutions, which we have been funding and which are well placed to help the kind of micro-business to which she has referred.

As you can see, Mr Speaker, we are very keen to answer this question.

Absolutely not. Every area can bid, and the opportunities are clear for every constituency. There are also opportunities for the private sector, but the key point is that when funds are tight, we have to remind ourselves that the reason why is sitting on the Opposition Benches.

May I plead with the employment Minister and his boss to delay the implementation of flexible working, shared parental leave and the expansion of legislation on the right to request training, in order to give British business a holiday from new employment legislation in 2011, and allow it to focus on job creation and growth?
