Absolutely. Tourism is also a key element in York’s local economy and the congestion is having an impact on the tourism level in the city. Sadly, my local authority in York would rather tinker with small-scale schemes than take the difficult long-term decisions that will safeguard the city’s economic future. As I mentioned at the outset, we need a fearless transport strategy. We need a long-term approach to investment at a national level and implementation locally. The Government’s £3 billion of capital for local road projects outside London, to be spread over the next four years, is therefore a welcome starting point, but is that the sum part of a long-term strategy for our roads? The crux of road investment is long-term, joined-up thinking.

I shall now discuss another form of transport. We have to tackle aviation issues seriously, and we face two problems. Airport capacity in and around London is at breaking point. We should be enormously proud that our capital city has remained resilient over a number of years, maintaining its position as the best place in the world to do business. Although international politics and powers have changed, London has remained at the top table, with a positive knock-on effect for the rest of the UK. However, if we refuse to expand our capacity, we risk throwing away our the capital’s crown and, again, our economy, both nationally and locally, will suffer.

Does my hon. Friend agree that some of the slack that exists in regional airports could be used to deal with the shortage of capacity at Heathrow? I am thinking, in particular, of Birmingham airport, which is just 90 miles away from Heathrow.

It is a great pleasure to follow the very thoughtful contribution of my hon. Friend the Member for Warrington South (David Mowat). It is not the first time I have followed him. I first did so 45 years ago when we were both at school in my home town of Rugby.

I am pleased that the Select Committee noted the importance of investment in the transport system as a driver for growth. As a Member for a constituency in the centre of England, where warehousing, haulage and logistics businesses are a key part of our local economy, I shall focus on the road networks and links of which they take advantage. First, let me say a few words about my role before I arrived here. I was the owner of a business involved in the distribution of catering goods around the midlands, and an efficient road network was vital to our operation. My business was based in Rugby, because that is my home town, but I often told people it was based there because I looked at the UK and chose Rugby as the best possible place for a distribution business. We have the M1 taking us north to Leicester, Nottingham and Derby and taking us south to Northampton, Milton Keynes and London; we have the M6 taking us west to Birmingham and the west midlands conurbation; we have the A14 taking us to the east midlands, Kettering and Corby; and we have the A46 taking us south-west to Stratford-upon-Avon and the Cotswolds. The examples I am about to provide of the importance of the road network could apply to hundreds of thousands of businesses across the UK.

My business provided a delivery service, and the measure of our performance was the number of deliveries our vehicle was able to make during the working day. The more deliveries it made, the better and more efficient my business. That was affected by the efficiency of our route planning and by how well the road network was working—by the physical layout of the roads, and the opportunities to use new roads and bypasses to avoid bottlenecks and any hold-ups that were occurring. We sold to our customers with a promise of, “Order today, delivery tomorrow,” in order to minimise stockholding. Our ability to honour that promise depended on the efficiency of the road network and we prepared our loads according to known road conditions. We would know about big contraflows and closures and we might adjust the load on a given vehicle accordingly. Having advance notice of closures and delays is important to such businesses, and I know that the DFT has improved its performance in that area. When a van was out for longer or was not able to make its deliveries, we incurred overtime payments to staff. If a customer did not receive their goods on the allocated day, we had to load the goods on to an additional vehicle at an additional cost to the business that could not be recovered from the customer.

I also employed a team of sales people who would go out and visit customers. Again, the more calls they could make the better, and the cost to my business of an expensive executive sitting in a car in a motorway traffic jam was a significant burden. Both the delivery aspect of my business and the sales team were affected by congestion, which can be caused by overrunning works, the over-zealous placement of cones, unnecessary lane closures when no work appears to be taking place and extended motorway closures after incidents. I acknowledge that the Department has undertaken work to reduce such situations, but there are still massive frustrations to the road user and effects on the efficiency of businesses.

It is important to consider the contribution that the distribution, haulage and logistics sector makes to the UK economy. It is estimated to be worth about £10.7 billion and to employ about 293,000 people. In 2009, the Road Haulage Association estimated, in giving evidence to the Transport Committee, that

“a UK-based haulier pays around £25,000 in fuel duty each year for a typical articulated HGV, amounting to some £2 billion per annum for all lorries in the UK.”

More recent calculations suggest that the industry’s annual contribution in fuel duty has risen to as much as £4.57 billion.

The Government have announced a total of £3 billion a year of spending on new strategic road schemes up to 2015. In the current spending period, they will receive £14 billion in income while they are spending £3 billion on new road networks, so there is a massive surplus to the Exchequer that is available to the Government to spend on other services. What does the logistics industry need to help it to generate that income? It needs investment in the road network, so I am pleased that that is mentioned in recommendation 2 of the Select Committee’s report. It also needs the motorways to be kept free. Blockages and lane closures are not only frustrating but incur a substantial cost. I note that the Select Committee’s report, “Out of the jam: reducing congestion on our roads”, said that jams could cost the UK economy £24 billion a year by 2025.

This has been a very valuable debate. My constituency will benefit from the £3 billion allocated to capital spend on road networks over the next four years and we are delighted that many projects, including the one at the Catthorpe M1-M6 junction, are going ahead. All that work together will enable us to generate economic growth over the coming years.

We are committed to seeing how we can make better use of brown signs not only to guide motorists to their destinations but to make sure that we in the Department of Transport play our role in helping the tourist industry to do well in this country.

I recognise that this is an important issue for UK hauliers, and I am pressing for a solution that protects our national interests. I raised my concerns with European Commission officials at the second Asia-Europe meeting of Transport Ministers in China in October. We are engaging fully with the European Commission on this issue, which concerns our hauliers greatly.

The haulage industry is important to the country as a whole and to my constituency in particular. It has worked hard to maximise efficiency by making use of all the space in larger, streamlined containers. Lloyd Fraser Group in my constituency, which distributes Mr Kipling cakes among other things, is anxious to ensure that the negotiations allow it to remain competitive. Will the Minister give that reassurance?

I wonder whether I need to declare an interest in Mr Kipling’s cakes. We must utilise our roads in the best possible way. If lorries are under the weight limit, 4 metre-plus trailers are of significant importance. This issue has been raised by the Austrians. I do not see why it should affect British hauliers in the UK.

I thank the hon. Gentleman for that contribution, which I am sure the Minister has noted. My particular favourite is to ensure that High Speed 2 comes into being and is taken further, to Manchester and Leeds, because there is no doubt that transport systems cannot operate efficiently under the current pressures. That is one reason why we have the problems that we do, and it is one reason why the track is constantly in need of maintenance and repair, which makes the hold-ups even worse. We simply have to relieve that pressure. That is why I am a major supporter of High Speed 2. I argue that we should do our best to bring it forward as quickly as possible. I do not want to see High Speed 2 up and operating in 2030; I would much rather hear the Minister say, “We can make a target of 2024.” If the Chinese can put up a hotel in 14 days, we can do a little better than 2030.

I pay tribute to London Midland, because it has achieved a modicum of success, but that needs to be seen alongside the pressure. I feel for London Midland. I think it has many faults, but it is battling against a difficult situation. I make the point again that Rugby has been a problem in recent months. Rail travellers hate to get off at Northampton to circumvent Rugby by bus or, equally, to circumvent Milton Keynes going the other way.

I am distressed to hear my hon. Friend describe Rugby in such terms. We have a brilliant rail service and a fast-growing town, so I hope that he would look a little more kindly upon my constituency.

We are on the other end of your line, mate, and I can tell you that the service is not as good as you argue. Otherwise, all my constituents would not be as up in arms and as dissatisfied as they are. My hon. Friend knows very well that we use quite a bit of the same line, and I do not believe that two towns so close together can have such differing views on the quality of rail transport in their area.

I turn to the problems specific to Northampton. The Government wish Northampton to be a growth area and have said that they want Northampton to build 56,000 extra houses by 2026, which will mean a population increase of 120,000—a 50% growth—yet where those people will work is a major question. Many of them will come from the south-east, especially London, thus alleviating the housing problems of that area. Consequently, commuting will become even more important. My guess is that there will be at least another 12,000 to 14,000 regular commuters on the link from Northampton through Milton Keynes down to Euston.

Commuting is becoming prohibitively expensive for the people of Northampton. As I have said, we will have 120,000 additional residents, at least 12,000 of whom will commute to London for work, yet the cost of an annual season ticket from Northampton to London is now £4,756, and a staggering £5,628 for those who need to go further on the underground. That does not take into account £815 in parking charges. All that is more than a quarter of the disposable income of a person on a £30,000 salary.

Many people will ask whether they can really afford to look to London to continue to provide them with employment. Many of them might even decide that it is not worth being employed at all, given the cost of commuting to a job in London. The major reason why people are moving to Northampton to fill the houses that I have talked about is that they cannot afford houses in London and the south-east. These people are the service workers of our great city. They provide vital services, but they are not highly paid. They do not work in the City, making millions on small money transactions—by small, I do not refer to volume, but to the difference between buying and selling. They are not those sort of people; they work in our restaurants, retail outlets and offices. Although £30,000 is a reasonably good salary in Northampton, if people have to pay a quarter of that to travel to their job, that is a pretty bad deal that needs to be looked at seriously.

Let me turn to the problem of the McNulty review. It seems that the Government for ever think that rail increases are a battle between the taxpayer and the consumer, but there is a third element: the service provider. McNulty was open about his concerns about the cost base of the rail providers and talked about prices being 30% more expensive per passenger kilometre than other rail systems in a comparative group. They ought to be out of business, for God’s sake! No business can operate effectively at a 30% higher cost base and expect its consumers to continue to support it. Usually, they would simply go to another supplier, but therein lies the problem.

I add my congratulations to my hon. Friend the Member for St Albans (Mrs Main) on securing the debate, because, following on from my hon. Friend the Member for Northampton South (Mr Binley), the activities of whichever body is responsible for the management of our railway network have a significant impact on many of my constituents in Rugby, not only those who are commuters, travellers and users of the network, but those who live close to the railway. I shall talk about issues affecting that latter group in a moment.

The railway is important to the town of Rugby and its surrounding villages. The west coast main line runs through it. Our 50-minute service to Euston is operated by Virgin, and other trains, which take slightly longer and stop more regularly, are operated by London Midland. I do not have as much experience in the House as many other Members present, so I cannot outline history in the same way, but I intend to address three matters that affect the railway in Rugby that have been drawn to my attention in the 18 or so months since I became a Member of Parliament, two of which relate to the upgrade of the west coast main line that started in 2003 and was completed in 2008. Many of my constituents have told me about the massive disruption that they have experienced throughout that period.

I want to talk first about one of the major projects that Network Rail ran: the improvements at Rugby station that took place between 2006 and 2008. After listening to the account of my hon. Friend the Member for Reading East (Mr Wilson), it seems that his constituents are going through much of the disruption and uncertainty that my constituents went through over a period of two years. The improvements that have taken place are highly welcome. Notwithstanding the remarks of my hon. Friend the Member for Northampton South, the first impressions of Rugby have been transformed. It no longer seems to be an ugly, unattractive town where arrivals have to pass down a dark and dingy tunnel. People now arrive at a modern and vibrant building that exemplifies all that is good about the town of Rugby as a go-ahead and positive location for business.

May I confirm that Northampton is on a loop line? Although the main line from Rugby works very well indeed, the loop line from Rugby through Northampton and down to Milton Keynes does not. If my hon. Friend could pay a little heed to that, I would be very grateful.

Absolutely. My hon. Friend will expect me to stand up for my constituents who receive a good service. It is very important that we maintain that service, whether or not high-speed eventually takes place.

My hon. Friend the Member for St Albans referred to the accountability of Network Rail in the costing and management of its projects. Although we have a great new station at Rugby, there are very serious questions about how much it cost to deliver. Some of those questions were aired on the BBC “Panorama” programme on 16 January, when reporters were advised by the Office of Rail Regulation that soaring costs were an oversight, but that it was not possible to determine by how much the project had overspent. Our local newspaper, the Rugby and Lutterworth Observer, spoke to a member of the Rugby rail users group who talked about setbacks in the construction process leading to train services being stopped simply because Network Rail was unable to complete its work on time. The hon. Member for Hayes and Harlington (John McDonnell) drew attention to that issue.

We have got a new station, but the second matter regarding the changes at Rugby is the noise nuisance from the new track that has arisen since the works upgrade on the west coast main line. I have met Network Rail staff and approximately 25 residents to try to resolve that matter. In most cases, we are talking about residents who have lived in the area for many years. They had got used to living with the railway before the upgrade and were familiar and comfortable with the noise.

Many of the works that took place in Rugby were intended to enable trains to pass faster through Rugby station. Of course, the faster that trains travel—the higher the speed that they run at—the more noise is generated. In the district of Hillmorton, there are two separate noises: first, the absolute noise that the trains make; and secondly, a distinctive one-off thud is heard each time a train passes. I will come to that in a moment.

On major noise levels, my constituent Peter Bayliss invited me into his garden to listen to the noise. He showed me hand-held sound meter readings of between 89 and 90 dB for trains passing through at great speed. That was not previously a problem because, under the old alignment, trains slowed down to pass through the station. There appears to be no resolution to the issues faced by Mr Bayliss and his neighbours.

The M1 goes through my constituency and I have persuaded the Government to build noise barriers, which have made a considerable difference. Would noise barriers help in the hon. Gentleman’s constituency?

I thank the hon. Gentleman for his advice. We are continuing to talk about the problem, but we are effectively being stonewalled by Network Rail.

The thud has been the subject of correspondence between me and Mr Higgins, the chief executive, who has been mentioned. My most recent letter from Mr Higgins in that regard was dated 27 January. I was invited into a resident’s upstairs room, so that I could understand the impact of that noise disturbance. I will not detain hon. Members by telling them which room the lady constituent invited me into, but I was able to hear a very distinctive thud each time a train passed. The lady told me that the noise wakes her regularly in the morning. I use the line regularly, and as a passenger, I can identify the sound. The noise comes from something that I understand is called a switch and cross, which is a device that allows trains to maintain their speed. In his letter, Mr Higgins tells me that there is absolutely no fault with the equipment. That is something my constituents will have to live with.

In both instances, my constituents had come to live with the railway over many years and were comfortable with it. There has now been significant change. I do not think that Network Rail has taken that on board. There is little prospect of remediation for my constituents.

I am sorry about that. Another suggestion is a floating slab track, whereby the track is insulated from the source of the noise and the vibration is taken out of the ground. That is another very good method of noise reduction.

I thank the hon. Gentleman for his advice and guidance, but I would have hoped that Network Rail would refer those things to me when I presented the problems to it. In each case, neither remedy has been proposed. Network Rail should be more responsive to a broader group of people, not only those who use the railway and its operators, but those who live by it. As a result of the improvements to the west coast main line, those people have had their quality of life significantly impaired.

My hon. Friend the Member for Northampton South referred to his enthusiasm for HS2. Those who live close to the line or who are disrupted by the building of high-speed rail will be massively compensated for the disturbance and there will be all sorts of remedial measures. Unfortunately, I am talking about an upgrade to an existing line and my constituents will not receive those benefits.

The third issue that I should like to raise is access to the west coast main line during construction of the Rugby western relief road by Warwickshire county council. That long-awaited road, which was designed to relieve traffic pressure in our town centre, eventually opened to traffic on 10 September 2010. The works required the demolition of a road bridge at Parkfield road and the construction of a new bridge on a different alignment. For a variety of reasons, the history of that road’s development shows that it was not a successful project. The costs rose from the original estimate of £36.5 million to a final out-turn of around £60 million, with a substantial delay in delivery.

A report prepared by the county council draws attention to the reasons for both the increased cost and the delay. A substantial reason given was that problems arose in gaining access to Network Rail land to get necessary works done. There was some difficulty in getting—again, this is a technical term—forms A and B approved by Network Rail. That led to uncertainty in predicting when certain works could start, which, in isolation, added a cost of £2.3 million to the project. In addition, the reprogramming of some work in the diversion of a 25 kV power supply added £635,000 to the project.

The entire issue was the subject of a letter from the leader of Warwickshire county council to the then Secretary of State for Transport dated 5 September 2011. That letter refers to the need for a works agreement with Network Rail before any work can be carried out and to the delays in getting that agreement. I understand that a template is being negotiated by the County Surveyors Society. In this instance, gaps have been left that have led in turn to issues of contention.

The problem is that Warwickshire county council felt obliged to accept the terms imposed on it by Network Rail, which was the dominant partner in the arrangement. The county council certainly believes that Network Rail was less than constructive in enabling the bringing forward of a project that would give broader economic and community benefits. The county council has called for a review to establish more equitable terms, with regard to the wider public interest. Will the Minister comment on that? I raise the point today to support such a review.

Rail connections are very important in my constituency and, as we have heard, in the whole country. We clearly need efficient management of our track. I hope that the issues raised today will lead to improvements in how we operate and maintain this essential public service.

In terms of costs, there is safety in two things. High Speed 1 was delivered on time and on budget by the last Conservative Government. I aim to have a much better performance than we saw from the Labour Government on the west coast main line, where a £2 billion planned upgrade mushroomed to £9 billion. Finally, I can assure the hon. Gentleman that his constituents will see the benefit of phase 1 from day one. In many cases, the HS2 trains will be through-running trains that, having saved that time on the high-speed network, will continue their journey further north on conventional lines. I think that will benefit far more cities than just London and Birmingham.

May I advise the Secretary of State that today’s announcement will be heard with concern in Rugby? We currently have an excellent service to London on the recently upgraded west coast main line, but we will be completely bypassed by High Speed 2. What steps will be taken to ensure that cities and towns on the legacy line will retain the speed and frequency of their existing rail links?

High Speed 2 is critical for places such as Rugby, which have been so constrained by capacity on the conventional line. One of the benefits of HS2 is that it will free up capacity for better connectivity to places on existing lines, just like Rugby.

Obviously, we recognise that there is a potential impact on local newspapers, but we also realise that this is perhaps an archaic way of forcing local authorities to advertise traffic regulation orders, and that it involves a significant cost, to the extent that sometimes the cost of advertising is in excess of the cost of the work carried out.

In her review of the interval between MOT inspections, will the Secretary of State consider the mileage covered by vehicles? For the average car, which covers about 10,000 miles a year, there is a strong case for extending the interval, but many trade vehicles and company cars cover in excess of 30,000 miles, which means that they have reached 100,000 miles come the three-year first MOT test.

We all need to be conscious of our responsibility to approach road safety in a balanced, informed and sensitive way, given the tragic collision on the M5 on Friday, and I hope that the House will show leadership in doing just that.

I was travelling southbound on the M5 in Somerset on Friday evening and was diverted from the motorway, which meant that thankfully, unlike the hon. Member for Wells (Tessa Munt), I did not have to see the incident that led to loss of life. However, I did see a multiple collision in queuing traffic, which added to the demands on the emergency services that night. As part of a review, will the Secretary of State consider what steps could be taken to improve warnings and information for other road users, so that they can be better prepared for what is up ahead?

My hon. Friend is right to raise the subject of information. It is not just when there are accidents that it is good to give motorists additional information so that they can make their own decisions about how to avoid a congested area. I would also like to look into how we can get better information to motorists on a daily basis, because it can help whatever the driving circumstances.

Matters relating to individual stations are, of course, ultimately ones for the franchise holder, but we have offered financial support for new information systems at more than 170 railway stations since 2006 and audio-visual passenger systems have been mandatory for all new rail vehicles since 1998.

I received a visit from my constituent, Lionel Broughton, on this matter with regard to buses. My local bus company, Stagecoach, has said that it will look at introducing visual and voice announcements on its fleet. Can the Minister do anything to give the industry a nudge?

T5. In Rugby, a significant number of vehicles on our roads have been brought into the country by foreign workers, and they remain registered in their home countries. When I raised the matter with the Minister, he advised me that such vehicles can be used for six months in a 12-month period, or until the visitor takes up residence. However, there is currently no database for tracking such vehicles as they enter and leave the UK. That means that the owners of many vehicles use UK roads without contributing to the costs of maintaining them. Will the Minister consider a review to rectify that?

I am well aware of this issue, and I thank my hon. Friend for raising it. I corresponded with him recently on the matter. All vehicles on all roads in the UK should be safe, whether they are UK-registered or foreign-registered, and if they are not, they will be clamped and removed from the road. However, a database is an issue and something we are considering.

T6. In my constituency, an average of 27 people a year are killed or seriously injured in crashes involving young people. That includes a tragic accident over the Christmas period involving a friend of my son. Graduated driver licensing, enabling a new driver to proceed to a full licence over a period, has been shown in many countries to reduce the number of casualties in that vulnerable group. What discussions has the Secretary of State had about introducing such an approach to improving road safety in this country?

My hon. Friend will know that the United Kingdom actually has an enviable record on road safety. Many of the countries that operate graduated licensing suffer worse safety records than the UK. Our policy is to avoid additional regulation whenever possible, and we would be very concerned about imposing any regulation that reduced the mobility of young people who had acquired driving licences, because of the impact that it would have on their participation in the labour market and in further and higher education.

I am delighted to have the opportunity to discuss an extremely important matter for my constituents, namely the provision of rail services to Nuneaton. I thank my hon. Friend the Minister, who has taken time from his busy schedule to respond to the debate. I also thank those of my hon. Friends who are here this afternoon for their support; the issue clearly affects neighbouring constituencies as much as it does mine.

My hon. Friend the Minister will no doubt be fully briefed on the subject. However, it might be of some assistance if I first set out the history and background to Nuneaton station. I shall then speak about the west coast main line and lastly about local services, particularly the Nuneaton to Coventry service.

Nuneaton station was opened in 1874, when the London and North Western railway opened the Trent valley section of the west coast main line. It was built to avoid the congested areas of Coventry and Birmingham—even then, we had problems with rail capacity. Unfortunately, Nuneaton’s rail services were considerably reduced under the Beeching axe of 1963. That led to the closure of Nuneaton Abbey Street, Stockingford and Bedworth stations later that year. In addition, in 1965 the Nuneaton to Coventry line was closed to passengers. Happily, in 1988, under the previous Conservative Administration, the Nuneaton to Coventry line was reinstated for passengers, as was the station at Bedworth.

Nuneaton’s association with the west coast main line has not always been a happy one. Tragically, on 6 June 1975 six people died and 38 were injured when the Euston to Glasgow sleeper express crashed just outside the station. The train was carrying the then Labour Minister for Agriculture, Fisheries and Food, Fred Peart, who survived after a short spell in hospital. I do not remember much about the crash as I was only one at the time, but I have seen the dramatic press photographs of that awful incident.

Let me deal with the specific issues that affect Nuneaton rail services. The first is to do with the west coast main line. Traditionally, Nuneaton station’s place on the west coast main line has been a great advantage. Nuneaton enjoyed fast hourly services to London and the north-west, peak and off-peak, until 2008. In that year, the very high frequency timetable was introduced, at which time fast off-peak services from Nuneaton disappeared.

I congratulate my hon. Friend on securing this valuable debate. My constituency is immediately adjacent to his, and those who live in the north of my constituency are served by Nuneaton station. Does my hon. Friend agree that one problem is that investment in the west coast main line led to an imperative on the operator to minimise city-to-city times? One way to achieve that was to reduce the frequency of stops at stations such as Nuneaton and Rugby.

I totally agree with my hon. Friend. I shall return to the subject later.

Passengers wanting a fast service from Nuneaton now face the significant inconvenience of having to take an additional train to Coventry or Rugby to pick up a fast service. The alternative is to make a 30-minute car journey to Coventry or Rugby to catch the fast train.

I campaigned on this important issue before the general election. I wrote to the Department for Transport and to Virgin Trains, the train operator. The response was most unsatisfactory. The Department for Transport blamed timetabling changes on the operator, and the operator blamed the Department for Transport. Neither offered a solution to the loss of amenity for passengers from my constituency. That loss of amenity is substantial, and I fear that it will greatly reduce Nuneaton’s ability to attract inward investment from business and commuters. That is particularly galling given that we are now only an hour away from London and from the north-west.

I thank my hon. Friend for that. I have not received that information, but if what my hon. Friend says is right, it is most welcome.

It is important that the preferred bidder on the west coast main line deals with a number of points. First, consideration should be given to Nuneaton’s becoming a regular pattern stop, as it once was, to enable more frequent fast services to run from there. Secondly, we should end the moderation of competition rules to allow new providers into the market. I am fully aware that if substantial investment is involved, it may impede changing the rules in that regard. Substantial upgrade work was undertaken at Nuneaton station in 2004, so I hope that changing the rules will not be so much of an issue. I am also aware that open access providers have been assessing the viability of providing additional services on the west coast main line, which brings me to my next important point.

I have discussed capacity with a number of operators and potential operators. My discussions all lead me to believe that there is additional capacity on the west coast main line. If the Minister would confirm that this possibility is under definite consideration, I would be most grateful. Rail usage at Nuneaton has increased over the past five years by 37%, and I have little doubt that there is still capacity to increase it. The neighbouring constituencies of my hon. Friends the Members for North Warwickshire (Dan Byles) and for Bosworth (David Tredinnick) and mine give a catchment area of more than 300,000 people, which has substantial potential.

Having set out my case for additional fast services on the west coast main line, I should like to turn now to the provision of local services, particularly the link with Coventry. My hon. Friend the Minister is no doubt aware of my interest in this matter. He knows, too, that the Secretary of State has kindly arranged a meeting with me next week, which will be attended by several colleagues.

The importance of the link between Coventry and Nuneaton cannot be overestimated. Coventry is the closest city to my constituency. Statistics show that there is a clear correlation between the more affluent areas in my constituency and a travelling distance of 10 and 15 miles to the workplace, and Coventry is the only geographical location that fits that description. There is currently an hourly service from Coventry to Nuneaton, with a stop at the neighbouring town of Bedworth.

Access to employment opportunities for my constituents is vital, as indeed is access to both Warwick and Coventry universities for higher education opportunities. If we are really serious about improving social mobility within the areas of relative deprivation in my constituency—there are a number of such areas in the bottom 20% of the national deprivation indices—improved rail services will play a vital part in closing that gap. An example of how the inequality gap can be bridged is demonstrated by Coventry’s plans to redevelop part of the city centre that surrounds the railway station. The redevelopment scheme is projected to create some 15,000 jobs, from which my constituents would benefit if only there was more convenient rail access for them.

That brings me to the Ricoh arena, which is home of Coventry City football club and the Arena Park shopping centre. Some 600 people are employed there and further development is envisaged. Both facilities are adjacent to the railway line, but, currently, there is no station for a stopping train. That is perverse given that the arena contains not only a large shopping area and conference venue but a stadium, which is set to host football matches during the 2012 Olympic games.

My hon. Friend will be aware that the reason for the location of the football stadium—immediately adjacent to the railway line—was that the primary means of access would be by train, yet there is no station. I agree with my hon. Friend that we need to press for such a facility to be introduced at the earliest opportunity so that people from across the country can easily get to the stadium, particularly in time for the rugby world cup in 2015.

That is a perverse situation. On the drawing board, it was envisaged that there would be a station adjacent to the stadium. Unfortunately, it has never materialised. It has been under discussion for 10 years, I think, and, unfortunately, it was very much neglected by the previous Government.

The improvement of Nuneaton’s rail services has been recognised as an issue of great importance for nearly a decade. It is a conundrum that has been greatly ignored. I hope that the coalition Government will give the matter much more urgent and sympathetic consideration. Capacity can be improved, and frequency and usage increased by taking the following measures: improving the line’s infrastructure, including a new platform at Coventry; providing new stations at Bermuda in Nuneaton and at the Ricoh arena; and providing additional rolling stock.

There is a huge lack of capacity at Coventry station, because the Nuneaton-to-Coventry service currently shares a platform with the fast service that connects to the west coast main line. At the moment, providing more local services has to be traded against the loss of the fast services on the west coast main line from Coventry, which is clearly not going to happen and is not an option. An additional station bay at Coventry station would remove the current impediment and allow for a twice-hourly service between the two stations of Nuneaton and Coventry.

A new station at Bermuda in Nuneaton would further strengthen access to the service, particularly from the adjacent area of relative deprivation. The Ricoh arena station would increase opportunities for my constituents to reach a greater diversity of employment and provide much improved access to the arena when matches and events take place. It could also strengthen the position of Nuneaton as a pleasant place to stay during such events, thus increasing the chances of inward investment for the hotel, leisure and hospitality industry.

As I mentioned earlier, additional rolling stock will be required to achieve these improvements. I was glad to see in the Secretary of State’s recent statement that an additional amount of new rolling stock is to be introduced to the overall network. I hope that such an investment will enable existing stock to be moved to lines such as the Coventry to Nuneaton line. I ask my hon. Friend the Minister to take these arguments back to the Department, where I know that an assessment of the Coventry to Nuneaton upgrade project is now under way.

In conclusion, I hope that I have set out an argument based not just on narrow and parochial terms but on economic and social grounds because improvements in services would lead to real benefits for constituencies across Coventry, Warwickshire and Leicestershire. Such benefits would inevitably help a region that has really suffered under the recession that was bequeathed by the Labour Government and reinvigorate an area in which private-sector growth and jobs are badly needed after years of decline.
