Commons ChamberMy hon. Friend makes a good point. That is absolutely accurate, and the questions from the local journalists are often far more difficult for the Minister to answer because they are focused on the issue at hand. They do not have any of the Westminster aspect to them; they are straightforward questions. Those journalists are doing what journalists should always do, which is to ask us the questions that the listener or viewer at home wants them to ask. The journalist should be putting the question that the person at home, looking at the screen or listening to the radio, has in their head to the people making the decisions. If they are doing that, they are absolutely doing their job properly.
My final point is about some of the subjects covered, which I think the hon. Member for Chesterfield also touched on, as did my hon. Friend for Tiverton and Honiton. I will pick two examples. The first, which was a little while ago—well, it seems like a long time ago, but it wasn’t really—is flooding, which impacted different parts of the country in different ways and was something that sadly we experienced ourselves in my county of Gloucestershire. That is one set of circumstances when local reporting is at its best—when journalists get out into communities and report on the aspects of the issue that really matter to individuals.
I also agree with what the hon. Gentleman said about the coronavirus outbreak, two aspects of which are worth noting. The first is that the huge amount of very locally focused responses in our communities—through local resilience forums, county councils, district councils, volunteers, and town and parish councils—has been covered in local media outlets, including the BBC, in a way that it simply would not have been, and has not been, in national broadcasting.
The right hon. Gentleman is right that the local context has been different. What is also different is local accountability, because councils have decisions to make about the local response to coronavirus, and politicians have to answer for those decisions, whether they be council leaders or Members of Parliament. That is the other dimension to the point he is making.
I am grateful for that spot-on intervention, which leads to my final point, about one of the things that we will now be focused on. The Prime Minister tomorrow will announce further moves, I hope, to enable us to get our economy back on track and functioning. One of the important ways to facilitate that is through the test and trace system, which is starting to be up and running, and that is being dealt with not just by the NHS nationally. There is also an important local component, in that locally based, locally employed and locally accountable directors of public health will be responsible by the end of this month for putting together a local outbreak plan to deal with the inevitable local outbreaks—I say inevitable because we have already seen outbreaks in our country and others, whether in specific localities or specific businesses. That will be absolutely critical in getting the country functioning again while keeping people safe, and those outbreak plans will be locally developed, by locally accountable officials and councils.
That aspect is important, but when the inevitable outbreaks of coronavirus happen, it will also be really important to have quality journalism to report on what has happened in a non-sensationalist, factual way, so that local people know what is going on, what the facts are, what is being done to keep them safe and what they need to do to keep themselves and their communities safe. If we were to get rid of that local reporting and accountability, the country and our communities would be the poorer for it.
My hon. Friend the Member for Tiverton and Honiton should be thanked for his wisdom in securing this debate, but also for brilliantly planning it to occur on a day when he would have a little more time than is often available in an Adjournment debate, thereby ensuring what I think will be quite a full debate. I hope the powers that be in the BBC watch BBC Parliament, which is another very valuable service delivered by the BBC, listen to the clear cross-party message—that should sound an alarm with them—from both main political parties and some of the smaller parties, and think very carefully about whether, come September, they should bring back BBC regional coverage and protect it in the months and years to come.

Commons ChamberThat proposal sounds sensible. I am not familiar with the detail, but given what my hon. Friend sets out, it sounds like the local authority is focusing on demand. We will need significantly more of that if we are to meet demand in London.
My hon. Friend the Member for Tewkesbury put his finger on it when he spoke about housing demand. Clearly, compared with the situation when I was younger, we are much tougher with the loans that people can take out. When we look at what happened to the financial system after the banks made unwise lending decisions, such practice is probably very sensible, but it does make it more difficult for younger people to purchase houses. I welcome what the Government have done on the finance side of the argument, and two things are particularly welcome. The Help to Buy equity loan scheme is helping a significant number of young people who can afford a mortgage to be able to finance their deposit. It is not true to say, as some people do, that that only deals with the demand side of the equation, because it is of course only used for buying new houses. If we look at how house builders operate, we see that they build houses as they sell them. If we make it possible for a first-time buyer to purchase a home through the Help to Buy equity loan scheme, the house builder will then build more houses on that estate, as I have seen clearly in my constituency. Such practice helps on the demand side, which in turn generates housing supply.
I also welcome the introduction of the lifetime individual savings account, which enables younger people to save for a pension or a home, but I have one policy suggestion for the Minister. I am very supportive of our auto-enrolment policy to ensure that everybody saves for a pension, so will he consider whether we could apply auto-enrolment to lifetime ISAs? A young person going into the labour market would then find that their savings and their employer’s contributions would go into a lifetime ISA—at least that would be an option—so that the money could be used to fund either a pension or a home. If someone is a homeowner when they retire, they will not need such a significant pension, because they will not be paying rent on the home that they own. I think that that sensible proposal might make younger people keener to save for a deposit, because they would find it more affordable, so I urge the Minister to consider the suggestion.
I am grateful that the Government have said so much recently about the northern powerhouse. Given the location of my constituency and that of my hon. Friend the Member for Tewkesbury, I also welcome what the Secretary of State for Wales did with the Severn growth summit to encourage the development of what we might call a western powerhouse to create another centre of gravity for developing economic growth in Wales and the west country. It seems to me that one of the real problems is that we will not deal with the housing crisis simply by building more homes. London, for example, has high levels of immigration—23% of Londoners are non-UK born residents, and 156,000 migrants moved to London in 2016. Having listened to colleagues’ concerns about excessive house building in London, I argue that we cannot build our way out of the problem. A longer- term solution is to generate progress in the northern powerhouse—in transport infrastructure and development in that part of the country—and then generate development in what I might call the western powerhouse in the west of the country and Wales. We could also look at things such as the Cambridge-Milton Keynes-Oxford growth corridor, so that we actually see economic development spread more equitably across the United Kingdom. That would mean that rather than feeling the pressure to move to London, or to get a job or create a new business there, young people in many parts of the country would feel able to stay in their home towns and cities, or indeed to move to Manchester and the great cities of the north. That will happen if we create a powerhouse that is globally competitive, as London is.
I am much happier with where the right hon. Gentleman is finishing his speech than I was with his position six or seven minutes ago. It seems that London has doubled in size during my lifetime, but the major cities of the north have hardly changed. If the message that the Government get today is that we need continually to expand the size of London, I agree entirely that we will not build our way out of this problem, as we will just continue to feed that demand. The solution has to be investment in infrastructure and skills all around the country, not just focused on London.
I am glad that I have cheered up the hon. Gentleman as my remarks have developed, and I hope that I have had that effect on at least one or two other colleagues. He is right that that is the answer. There is a regional housing problem in the United Kingdom. House prices in London and its surrounding areas are massively out of kilter with the rest of the country, and we can deal with some of that by building houses. We do need to increase the density of house building in London, so I welcomed what the Government said yesterday about building upwards, and having slightly increased housing densities and slightly higher rise properties—not massive, but perhaps with more storeys than a traditional two-storey property—but we also need to spread economic growth across the country.
People with housing challenges who live in London should be as supportive of investment in the northern powerhouse and other parts of the country—and in creating a great, globally competitive city in the north—as people who live in the north. Such investment would result in us sharing economic growth more equitably across the country. That is how we deal with the housing challenges that we face more fairly and equitably, and it would also help the whole country’s economic growth and make us more globally competitive.

Commons ChamberI am very pleased to follow the hon. Member for Liverpool, Riverside (Mrs Ellman). I am sorry that the hon. Member for Central Ayrshire (Dr Whitford) is no longer in her place. I particularly enjoyed her remarks, in which she set out a number of constructive policy suggestions, drawing on experience in Scotland, and suggested that we could reflect on them and improve the situation here.
It was disappointing to hear not a single policy suggestion in the shadow Secretary of State’s 33-minute contribution. He might reflect on that because the debate will not move forward otherwise.
The hon. Member for Central Ayrshire drew upon her clinical experience, but I also enjoyed the contribution of the right hon. Member for Doncaster Central (Dame Rosie Winterton) who, after a period of enforced silence as Opposition Chief Whip, drew upon her ministerial experience, demonstrating the value of ex-Ministers contributing from the Back Benches and bringing something to the debate.
I have reflected on the Labour motion before us today, which specifically talks about the four-hour target and funding issues, which I will touch on in my inevitably brief speech. As I said in an earlier intervention, I was in the House on Monday when the Secretary of State was clear in what he said and I do not understand why Labour Members fail to see that. He did not in any way water down the target. The right hon. Member for Exeter (Mr Bradshaw) challenged him and the Secretary of State specifically “recommitted the Government” to the target. He was actually generous in paying tribute to the Labour Government for having introduced it, saying that it was
“one of the best things about the NHS”—[Official Report, 9 January 2017; Vol. 619, c. 46.]—
and in no way resiled from it.
Indeed, I think the shadow Secretary of State said in his remarks that the Secretary of State had somehow talked about ensuring that the target applied only to those with urgent health problems and that he had somehow said that secretly outside the House. However, I have looked carefully at the Secretary of State’s oral statement, given in the House just two days ago, and he was explicit about ensuring that the four-hour standard related to urgent health problems. He specifically referenced Professor Keith Willett, NHS England’s medical director for acute care, and said that
“no country in the world has a”—
four-hour—
“standard for all health problems”.—[Official Report, 9 January 2017; Vol. 619, c. 38.]
The target is for urgent health problems, and if we are to protect vulnerable patients, that is what we need to ensure—it is incredibly valuable.
The motion also relates to social care funding, so I want to talk about the charge that the Opposition keep making about local authority decisions. It is entirely true that the coalition Government had to make savings from local government budgets in the previous Parliament owing to the previous Labour Government’s lack of preparation following the dramatic financial crisis. We inherited a budget deficit of 11% and had to make such savings, but local councils had choices in the decisions they made about where the cuts fell. Gloucestershire County Council prioritised spending on adult social care, stating that it was the single most important service that it delivered. The budget related not only to older people; a third of it went on provision for adults with disabilities, including learning disabilities. The council protected that budget in cash terms, which is one reason why we are one of the best performers in the region and have low delayed patient discharge from the acute sector. While I do not pretend that there are no problems—of course there are challenges—the hard-working health and social care staff do an excellent job.
I am grateful to the right hon. Gentleman for giving way, but his comments about local government are ludicrous. The cuts that local government faced were far greater than those to any Department. The Government cannot introduce that level of cuts and then say to local government, “You have to decide what you cut.” Of course that was going to lead to social care cuts.
The point that I was making is that my local authority also faced significant cuts and had to make choices. It chose to prioritise adult social care as the single most important service that it delivered, so it had to make difficult cuts in other areas. However, the choice to put adult social care at the top of the list of priorities was the right choice six years ago and remains the right choice today. If councils chose to put adult social care at the bottom of their list, that was not the right decision.
There is no acute A&E department in my constituency, but it is served by A&E departments in Gloucester and Cheltenham. I visited the new chief executive at Gloucestershire Hospitals NHS Foundation Trust and met some of the staff in the A&E department—the hospital has had its challenges—and she is working hard with her management team on turning around the performance of A&E, which has not been up to scratch. I talked to her about the processes they are putting in place, and I am confident that, with the hospital’s hard-working staff and improved leadership, they will be able to hit the targets that the Government have asked them to meet.
