Friend makes a very good point about regional Mayors, which is that we have devolved powers and resources to them, but they are ultimately accountable to their constituents. I hope very much that if they are punishing the motorist, the motorist will punish them back at the appropriate time at the ballot box.
Now that the blight of HS2 has been lifted from North West Leicestershire, can the Minister update the House on when work will commence on reopening the Ivanhoe line, which will offer rail access for the first time in many decades not only to my constituents, but to our neighbours in South Derbyshire?

Friend, I was surprised that, having proposed to cancel the travelcard scheme in the first place, the Mayor of London is now trying to take credit for cancelling his own cancellation. From my point of view, those hon. Members who so stridently raised concerns about the Mayor of London’s latest plans to increase costs for the travelling public and the Department of Transport officials who worked with Transport for London to find an alternative deserve the lion’s share of any credit.
I declare an interest in that I sold my house in North West Leicestershire to HS2 in 2015 for considerably less than I paid for it in 2011. What does the Secretary of State make of the evidence given to the media by Andrew Bruce, the former head of land acquisitions for HS2, that people were short-changed and not given full value for their properties up and down the route?

Commons ChamberI am not entirely certain exactly what the hon. Lady’s question was, but we have set out the plan very carefully. We are going to deliver the first phase of HS2 from Euston to Birmingham, we are going to cancel the second phase and we are going to reinvest every single penny—the £36 billion we have saved—in the north, the midlands and the rest of the country. That is a very clear plan, and I think it is one that will be welcomed by the public.
Will the Secretary of State confirm that, as per the Prime Minister’s recent announcement, the Ivanhoe line will be fully reopened, thereby linking Burton upon Trent to Leicester? Is the Secretary of State aware that even this week compulsory purchase orders are being issued and processed in respect of property and land on the now-cancelled HS2 route north of Birmingham?
On the second point, which is very important for the hon. Gentleman’s constituents, all outstanding claims for land that has already been acquired for phase 2 of HS2 will still be paid. Applications that are in progress will be handled on a case-by-case basis after consultation with the claimants, because people may well have made plans based on the land being purchased and it is important that we follow through on that, so there will be proper consultation with claimants before we make decisions to try to do the right thing by the people affected. The Ivanhoe line is going to be delivered.

Commons ChamberThe hon. Lady ought to check what the chief inspector actually said. All he said was that the UKBA should monitor the route to ensure that it was not being exploited, and that is exactly what it is doing. If the hon. Lady looks at the nationalities in relation to which we have reduced the number of tier 4 visas, she will see that there is no sign of any increase in student visitor visas. In fact, nearly 50% of the people using the student visitor route are non-visa nationals, and a large proportion of those coming here with six-month student visitor visas are from the United States of America. There is no risk of abuse, but we remain alert to it and will ensure that we catch it out.
Does my hon. Friend agree that the fact that the number of university visas has increased by 3% while at the same time the number of student visas is actually falling shows that it is possible to strip abuse from the system while also ensuring that the UK is open to the brightest and the best?
My hon. Friend is absolutely right. There has been a big drop in the number of students coming here, but that is because we have stripped abuse from the system. Five hundred fewer colleges are able to bring in foreign nationals, but, as my hon. Friend says, there has been an increase in the number entering our excellent universities sector.

Commons ChamberSpeculative projections about future inflows cannot be made with any degree of accuracy and are, therefore, not particularly helpful. That is why the Government are focused on dealing with the abuse of free movement rights and reducing the pull factors for migration, and so I am chairing a cross-Government group of Ministers to examine controls on immigrants’ access to public services and benefits.
It has been estimated that some 250,000 Romanians and Bulgarians are currently resident in Germany, and an internal paper produced by the German Association of Cities has noted that that level of immigration creates social dangers. Will any lessons be learned from the German experience?
My hon. Friend is right to say that it is helpful for us to look at the experience of other European countries. We want to make sure that when people look at the access to our benefits and our public services nobody thinks we are a soft touch in this country, and the Government are taking action to ensure that people will not think that.

Commons ChamberThe point of our new proposals on the family migration route in respect of income is to ensure that if British citizens wish to bring their families to the United Kingdom, they are able to support them and do not expect the taxpayer to do it for them. That is why those rules are right, and they are based on evidence put forward by the Migration Advisory Committee. If the hon. Gentleman and his constituent wish to meet me, I would be happy to have such a meeting.
T8. What steps is my right hon. Friend taking to increase public awareness and participation in the forthcoming police and crime commissioner elections, and to ensure that the public know about the many excellent candidates who are standing across the country, such as Sir Clive Loader in my county of Leicestershire?

Commons ChamberI am grateful to my hon. Friend for that, and I congratulate him on being elected to the Select Committee on Political and Constitutional Reform, where he can pursue his interest in these matters. He will know that when in government the Labour party did, to be fair, try a number of things, but the things it tried were not successful. We are going to introduce individual electoral registration and we are going to trial data-matching next year, so that we can see whether there are more effective ways of allowing electoral administrators to get people on the register when they are entitled to be on it.
Does the Minister agree that some individuals deliberately keep themselves off the register because they are partaking in or are aiding and abetting benefit fraud? How does he think we should address that important issue?
One of the things that we will do on individual registration is ensure that people will have to register with a signature and their date of birth and national insurance number details. Those will be checked against Department for Work and Pensions records to ensure that the voting record database is accurate. One of the things that we will be doing when we trial data-matching next year is looking to see what other benefits can be obtained from those public sector databases.
