Indeed, this is about the contribution of so many who were involved in that operation on that day, both military and civilian, and because of that partnership we see that relationship continue today, as we have highlighted.
Despite the appalling deprivations suffered during that battle and after, the Dutch continue to see those British personnel as their liberators. They still talk in the Netherlands of the “Arnhem spirit”. It is no wonder that in the midst of last month’s commemorations, citizens from across the Netherlands made a pilgrimage to Arnhem and swelled the city centre.
Given the significance of Operation Market Garden, it was only right that the British Army played a prominent part in working with Dutch municipalities to mark the offensive, whether that was at Oosterbeek war cemetery, Ginkel Heath, one of the drop zones used during Operation Market Garden, or at the Airborneplein monument, where the 2nd Parachute Battalion held firm for three days and four nights, isolated and alone, under incessant enemy attack. Among the many highlights was a parachute drop performed in the presence of the Prince of Wales, featuring 1,500 British, Dutch, French, Belgian, German, Italian, Polish and US paratroopers. Among those descending into the drop zone, in tandem with a Red Devil, was Aberdeen’s Sandy Cortmann, just 75 years after his original descent, at a mere 97 years young—a testament to the boundless drive and energy of that remarkable wartime generation.
Yet this was not just an exercise in nostalgia. The descent was also the culmination of Exercise Falcon Leap, hosted by the Royal Netherlands Army, to train NATO airborne forces in planning and executing an airborne operation together. Many of the paratroopers used another country’s equipment and aircraft to earn that nation’s parachute wings. Significantly, the Royal Netherlands Army is part of our Joint Expeditionary Force of like-minded nations. Our historical closeness is strengthened by modern ties, proving in a more dangerous world that Britain will have the skills and the allies that give us the edge over our adversaries.
At Arnhem 70, five years ago, when I had the privilege of doing the job that my right hon. Friend now does better than I ever did, I attended the celebrations on behalf of Her Majesty’s Government. I well remember the Oosterbeek remembrance services when, as he says, young children came forward and laid flowers. As he also knows, families bequeath the responsibility for the graves to those who follow them to remember British soldiers. I confess, I welled up. Like the Minister, I have been to many remembrance services, but that was the most unique one I have ever attended. Does he agree that one of the fundamental points about Arnhem is that to this day the Dutch people go out of their way to honour the British and, indeed, the Polish troops who came to liberate them?
My right hon. Friend makes the point more powerfully than I could. He is right that it is those relationships that have been among the enduring benefits of what happened 75 years ago. There is no shame in welling up at these events. Indeed, it is important that we do, as it shows just how much we care and how big an impact those events continue to have on us.
Historians still debate the merits of Market Garden. Monty believed the operation was 90% successful. But even if his is an optimistic take, there is little doubt that the Battle of Arnhem signalled a turning point. It was the Nazis’ last roll of the dice. It drove a wedge into their positions, tied up their supply chains and stopped them counter-attacking. Thereafter they lost every battle they fought against the British, American and Canadian Armies.
Arnhem has rightly become a symbol of British bravery, boldness and partnership. The famous bridge is now named after John Frost, the legendary commander of the 2nd Parachute Battalion. The title of the famous film that told the tale of those events, “A Bridge Too Far”, has passed into the lexicon. Above all, the deeds of the previous generation continue to inspire our present brave forces to even greater heights as they defend our interests across the world. Monty famously said:
“In years to come it will be a great thing for a man to be able to say, ‘I fought at Arnhem’.”
History has proved his spinetingling words correct. But, as those nine days in September retreat further into the annals of history, the responsibility on all of us here today grows—a responsibility to keep telling their stories and to keep the “Arnhem spirit” alive far into the future.

Several weeks ago, I tabled a named-day question to the Department asking how many soldiers were enlisted into the Regular Army in 2018-19 but, unless I have missed it, I have not even had a holding reply. As this relates to my great friends Crapita, when can I expect an answer to that question, even though we all know that the answer will be embarrassing?

Commons ChamberThat is a very important question. The hon. Lady will be aware of the £1.9 billion investment in cyber across Government. I have taken a particular personal interest in this issue. I want to ensure that the career structure we offer in the armed forces matches these 21st century skills. Historically, it has not done so.
In the past few years, Capita has been 3,000 recruits short. The chief of defence personnel, Lieutenant General Nugee, told the Defence Committee a couple of weeks ago that this year it will be over 4,000, maybe nearly even 5,000, recruits short. Applications are up, but enlistments—those actually joining—are down dramatically. The Secretary of State called its performance atrocious and it is. The Scots Guards are barely at 50% manned. I believe that Capita is so awful that its performance is becoming a threat to one element of our national security. When will the Government come out of denial and sack this useless, hopeless company?
My right hon. Friend is entirely consistent in his views on Capita and I respect that. However, I would say that once again the signs are positive. Sandhurst is now 100% full in terms of young officers, an improvement on the past two years. The infantry training centre at Catterick is now 80% full. Yes, that is 20% lower than we need, but that is a significant increase and improvement on where we were last year. All the signs are pointing in the right direction.
Yes, they are. The challenge we face is that while applications are up, the conversion rate is getting better and that will take time to feed through into the strength of the Regular Army.

Commons ChamberI am confident that it will get better, partly for the reasons I have just outlined. We are focusing very hard on the offer to our service personnel to ensure that people stay. That is not only about pay—we have talked about the pay award—but the opportunities we give to our service personnel and the training they receive. There are very few professions in this country where one can join with limited qualifications and then leave with a degree-level apprenticeship. That is the sort of offer we make in the armed forces, and we are determined to continue.
Capita’s Army recruitment contract has been an unmitigated disaster, so as a member of the Select Committee I was very relieved to hear the Secretary of State say in evidence to us last week that if necessary he would be prepared to sack it. The sooner the better. May I ask the Minister of State, who we all respect, whether there is any good news at all on Army recruitment that he can share with the House today?
As my right hon. Friend says, the Secretary of State was very clear, in the evidence he gave to the Select Committee, that there is always the option of ending the contract. I am pleased to say that there is good news. This is a long process, from application stage to delivering a soldier who is trained perhaps a year later, but we are now seeing applications at a five-year high, so the hopper is being filled at a rate not seen for the past five years. Equally, the conversion rate—managing to get applications converted and on to training—is also improving. At the start of the pipeline there are very positive signs indeed.

Commons ChamberIt is important that, through the Army 2020 review, we begin to bring units together because that gives greater stability. What I would say to the hon. Gentleman’s constituents is that it is not only the REME that they can join in the armed forces.
Capita’s performance on Army recruiting has been distinctly sub-optimal, such that throughout the Army it is now almost universally known by the unfortunate nickname of “Crapita.” Given the company’s half-a-billion pound loss this morning, given that it has debts of £1.7 billion, and given that it is rumoured to be preparing a £700 million rights issue, what assurance can the Minister give the House that we have a plan B in place in case it were unfortunately to go the way of CarillionAmey?
May I start by thanking my right hon. Friend, not least for his report, “Filling the Ranks”? It has made a major contribution to addressing some of the issues that we have faced over recruitment, some of which are way beyond the realms of any contract with Capita and are a result of the changing dynamics of the British population. But I accept his broader point that there have been challenges within this contract. If he is asking me if I am confident that we have a business continuity plan in case things go absolutely awry, which I do not think they will, then yes.

Commons ChamberThe hon. Gentleman’s researcher has clearly been on the ball. I know that in the United States service credit unions are far more advanced than here; there is a big movement in America. I for one would ask Ministers to look munificently on the hon. Gentleman’s point.
I am now feeling guilty for not giving way to the hon. Member for Harrow West (Gareth Thomas). He makes a very reasonable point. I am very pleased with the progress we have made with the credit unions, but there is always more we can do. I will look into this point, and write to the hon. Gentleman.
We appear to have got some consensus there.
In July 2013 the Government published a White Paper entitled “The Reserves in the Future Force 2020: valuable and valued”, which envisaged an ambitious revival and expansion of Britain’s reserve forces, under the heading of Future Reserves 2020, or FR2020. The roll-out of that programme was initially complicated by a combination of excessive bureaucracy, delays to medicals for recruits and IT problems.
In response, the three services—in particular the Army, where the greatest problem lay—committed additional resources to reinforce the recruiting effort, and now, several years on, that has borne fruit. As of May 2017, the trained strength of the Army reserve is 26,730 as against a target of 26,700; the maritime reserves, including the Royal Marine Reserve, stood at 2,590 against a target of 2,320; and the figures for the RAF reserves, including the Royal Auxiliary Air Force, were 2,140 against a target of 1,860.
Reserve recruiting now enjoys support from across British industry, including the Business Services Association, the CBI, the Federation of Small Businesses and the Institute of Directors, and is an important part of the armed forces covenant. In addition, considerable success has been achieved by offering “recruitment bonuses” to ex-regulars who have left the services but have then joined their reserve counterparts.
There is no room for complacency. That has only been achieved with considerable investment, of both money and effort, by the regular as well as the reserve forces. If the targets in FR2020 are to be met, it is vital that this earmarked funding is continued and not sacrificed to in-year savings, which would run the risk of seriously compromising the momentum achieved to date. Overall, however, the reserves story is now becoming a successful one, and is far healthier than it was only a few years ago.
An important aspect of the overall quality of life in the services is represented by service accommodation, and this is where the Ministry of Defence must do better if it wishes to retain the support of service personnel and, particularly, of their families. Remember the saying: “Recruit the serviceman, retain the family.” The UK tri-service families continuous attitudes survey, published in July 2017, shows that the level of satisfaction with the maintenance of service families’ accommodation remains low following a large decrease in 2016. In particular—this follows on from the point made by the hon. Member for Stoke-on-Trent North (Ruth Smeeth)—there are issues surrounding the delays in the MOD’s housing contractor, CarillionAmey, responding to requests for maintenance and also with the quality of the maintenance and repair work subsequently undertaken. Only 34% of those surveyed said that they were satisfied with the responsiveness of the contractor and only 29% were satisfied with the quality of maintenance or repair work that it undertook.
