The hon. Gentleman makes a perfectly valid point. It is important that we stress that although many people feel that footballers are earning untold riches, certainly compared with those of a generation or two ago, and perhaps too much money, from the television funds does go directly to the talent, there is still huge investment in the grass roots of the game, which has transformed the game over the past 20 years. Does the hon. Gentleman agree that unfortunately in terms of this debate relating to Ofcom, there has not really been any serious attempt to demonstrate how just showing more matches, as Ofcom suggests, would lower the cost to the subscriber? The TV deal that has been done, which has gone onwards and upwards, none the less does sustain and is of interest to—

I congratulate my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) on introducing this debate. It is always important to debate Cypriot affairs. Those of us who represent London seats, particularly those in north London, will have large Greek and Turkish Cypriot populations; as one who contested such a seat in the last millennium, I recognise that. There are significant numbers of people of Cypriot heritage living even in my part of central London to this day. On the 40th anniversary of the division of Cyprus, one might argue that the debate comes at a time when both Turkey and Greece are at the forefront of some important international events, which I shall touch on.
The truth, to be brutally honest, is that Britain’s place in the world is not as strong as it was 40 years ago. It is probably not as strong as it was even a decade or so ago, not least given the decisions that have been made by Governments of all colours—by the current coalition Government and by the previous Labour Government—to make the cuts in defence that make us less of a world power. However, we are still a guarantor for Cyprus, as we were a guarantor for Ukraine, which is one reason why our voice cannot be entirely ignored, nor indeed our responsibilities relating to those affairs.
However, I do think one thing very profoundly. It is all very well to talk about our responsibilities, but there is an ongoing responsibility that, in my view, has been sadly lacking in political leaders on both sides of the Cypriot divide. They, too, have a responsibility to look to the future, rather than simply hark back in a negative way to the past. The Turkish and Greek Cypriot people have not been well served by their political class over the past four decades. They need leadership with a firm focus on where the future should lie. I say that as someone with heritage from eastern Europe: my late mother was an ethnic German from what is now Poland. It is thankful that many of the millions of people from that background do not constantly hark back to lands in what is now Poland. The biggest message I have, which I hope is a robust message, which should be put across by the UN, the US and British politicians to politicians in Cyprus is, “For heaven’s sake, you owe it as a responsibility to the people who live in your islands not to constantly hark back to slights and difficulties of the past, but to try to ensure the world is a better place and one in which Cypriots, of Turkish or Greek background, can benefit in the future.” The children and grandchildren of those living there today will hopefully have a better time, not simply because of the mineral resources that we have mentioned.
As I have said, the eurozone crisis clearly is not behind us. It is entering a new phase, and the Greek economy still requires a boost from the European Central Bank to buy its own bonds. I hope Cyprus can be an element of that thinking. It is timely that political leaders in this country now recognise that what is happening in Iraq and Syria will not be over in a matter of weeks or months; it will be there for years to come. We have to ensure that Turkey is a part of that discussion and a part of that coalition: Turkey is, of course, a member of NATO, as is Greece. Turkey also has a significant Kurdish minority. If we are to make common ground with Kurds in Iraq, we have to recognise the sensitivities in Turkey. One hopes that, in bringing them together, Cyprus can be part of the solution for the long term, rather than an ongoing problem.
It is fair to say—perhaps understandably, given the relative populations in Enfield Southgate and in Edmonton—that criticisms have been made of President Erdogan, but there has been intransigence on both sides. It is important that we progress. I have had the opportunity to visit both sides of the island. Most recently, I spent a few days last September as a guest of the representative office in London of the Turkish Republic of Northern Cyprus, to see that part of the island, having seen parts of what we would call Greek Cyprus in previous years. There are tremendous opportunities there. The economy is clearly having its difficulties, but potentially could thrive, not just on the back of mineral resources. Tourism or the educational offering that can be provided on both sides of Cyprus are important ways forward. I would like Turkish Cyprus not to be seen as a pariah state. An important way to encourage some cross-fertilisation across the island would be to ensure that more flights go directly from the UK to the northern part of Cyprus, rather than going via Istanbul, as they are currently obliged to do. That would be an important economic first step.
These debates in Parliament are important. As I say, we are a guarantor power. A significant number of Cypriots feel strongly about this issue. From my experience as a London Member of Parliament, it strikes me that many of the Turkish Cypriots I encounter—this applies to many Greek Cypriots as well—do not harp on the past. They are looking to make their lives here in the UK. They are proud of their Cypriot heritage. They have family in Cyprus and often have business interests there. I hope the UK can play a small part, but that has to be by having a firm eye towards a better future, which is clearly in the grasp of the people of Cyprus. Above all, it has to be by ending a sense of grievance and blame. I hope we can play a small part in pushing it further forward, but that future ultimately must be in the hands of the Greek and Turkish Cypriot political class. If there is one small message that can come from the debate—whether from the Front or Back Benches—it is that we hope they will take their responsibilities seriously to ensure that better days lie ahead in the whole of Cyprus.

I say gently to the hon. Gentleman that the figures from the police and crime committee of the Greater London Assembly show that by 2015, there will be 202 fewer police constables patrolling the streets of Westminster than there were in 2010, and that does not take into account how many police community support officers will go as well. Even according to the Mayor’s figures, there will be significantly fewer police officers in the hon. Gentleman’s borough.
Order. Before the hon. Gentleman answers, I would be grateful if he could draw his remarks to a conclusion.
I shall. I appreciate that many others want to speak. I just wanted to mention that particular local tragedy.
I fear that the voice of young people is often being lost in this debate. That is why Westminster city council is working in partnership with the Centre for Economic and Social Inclusion to deliver the youth secure streets programme, in which young people and community representatives develop a local strategy for dealing with some of these issues. In my constituency, particularly in the Ebury Bridge and Churchill Gardens estates, a lot of effort has gone into reassuring residents—in many months gone by, not just in the last 10 days—and encouraging them to come forward. That has often been something of a missing link.
There is so much more I should like to have said, and I am sure that many other Members will say those things. I look forward to hearing what the Minister has to say, and I recognise that these are deep concerns across the political divide. As London MPs, we feel that they are our particular concerns and problems, and I hope that he will give us some reassurance when he sums up the debate.

Yes, I do accept that. I am always wary of doing too much special pleading for my own constituents or even people in London more generally, but the hon. Lady is right to say that specific problems were identified and tackled. As she rightly points out, a relatively small amount of money spent now may have such positive outcomes in terms of reduced public expenditure for years to come that that small investment should be made. We all appreciate, however, that these are incredibly difficult financial times. I have always made it a self-denying ordinance that where there are Government plans to make cuts, I will not stand up against those, because it is an amazingly difficult financial situation that we have to deal with. As a country, we are still borrowing one in every five pounds that we spend. The deficit reduction programme is, I am afraid, very much in the early stages of its achievement. We have many years of that ahead. We must get our public finances in order, but equally there are some fundamental issues that hon. Members in this debate rightly want to address.
I want to touch on the future of what is proposed with the Your Choice programme specifically as it affects Westminster city council. From the new year onwards, the following issues will arise. First and foremost is the issue of sustainable funding. We all appreciate that so much of the work that has been done in the past 15 or 16 months has relied heavily on short-term, ring-fenced, specific aspects of funding that take a significant amount of officer resource to agree and manage. The council and others are working hard, as are the Metropolitan police, to enable local authorities to submit business cases that can attract funding over a three to four-year period, but I still think that Westminster council and other local authorities in the capital require Home Office funding and support as part of the upcoming financial settlement in order to make that a reality.
There is increasing consensus that the problem of youth violence, and violence more generally, must be seen through the lens of public health. With responsibility for this area passing to local authorities, there is more scope than ever to take that slightly longer term perspective, but the varying faces of health continue to be relatively minor players in the partnership to tackle elements of youth violence. Support from both national and regional NHS commissioning bodies is still required to enable that partnership to improve. The hope is that with the health reforms bedding down, we will see, in the months and years to come, the element of stability that we all seek.
On the Home Office peer reviews, the Ending Gang and Youth Violence team are in the process of completing their reviews of the 29 priority areas for tackling gang and youth violence and have identified some 500 improvement actions. Across the country, there are areas of best practice for particular issues. The continued support and leadership from the Home Office, as well as the resources where necessary, will be crucial to ensure that we have a long-term spreading of that expertise to raise standards across the country. We do not want to get lulled into complacency and have to reinvent the wheel the next time there are riots.
I want to touch on the issue of girls and gangs, which other hon. Members may want to touch on as well. We are only just beginning to understand the extent to which young women are affected by gang culture. This culture has been regarded very much as a male thing. People think of young men being in gangs, with all the violence that is part and parcel of that. However, there is no doubt that there has been a significant problem, which is only just being uncovered, with the victimisation of young teenage girls through sexual exploitation and violence such as that exposed in the recent Children’s Commissioner report. There is also the issue of girls acting more as perpetrators as a result of the power and control exerted by gangs. It is crucial that the Home Office funding over the next three years is used to employ young persons’ advocates. That is an important step towards addressing those concerns, but it has to be part of a wider safeguarding response, and local areas need support and guidance to embed the right approaches.
Let me make some comments about elements slightly closer to home, which were alluded to by the hon. Lady. We all appreciate that Westminster, right in the centre of London, is pioneering the approach that we are talking about, but there is growing concern among residents of the Churchill Gardens estate in the Pimlico area of my constituency about gang members, many of whom—not all—are coming from other boroughs to Westminster to engage in criminal activity and intimidation. A petition was delivered to me only yesterday by two especially dedicated local constituents, which demonstrates just how anxious residents on estates such as Churchill Gardens feel when a core group of offenders comes from outside to cause trouble.
It is perhaps a slightly depressing thought that often things need to happen in the constituency that I represent, or in that of the hon. Lady in order for many opinion formers to take a little more notice than they otherwise would. When things happen within the curtilage of the parliamentary buildings that we are sitting in, they inevitably get far more coverage in the national papers and perhaps more extensive coverage in papers such as the Evening Standard. That allows the profile of the issue to become more prevalent, but gang culture is clearly a major issue that we face not only here in central London, but in many of the suburbs and the other seats whose representatives will make contributions later in the debate.
I shall conclude by asking this of the Minister. I hope that he will feel that his Department has a role in disseminating and sharing information on best practice when there have been especially successful programmes, such as Your Choice, in order to prevent instances in which one borough’s difficult gang members are not being dealt with as effectively and therefore cause trouble in neighbouring areas and beyond.
I am sorry that I am the only Back Bench Member from the governing parties to be present at the debate. Obviously, other important debates and other important parliamentary business are going on today, but I hope that the Minister will recognise that gang and youth violence is a concern that is close to the hearts of all hon. Members representing inner-city seats or London seats generally. These are very important issues that are affecting many millions of the constituents whom we represent. Perhaps it is a different culture from the culture that is prevalent in the relatively leafy market towns of Somerset. I am not being in any way disrespectful to the area that the Minister represents. However, these problems affect and have an impact on the constituencies of all Members of Parliament who represent the inner cities and, in particular, the capital city. These are Members from all political parties. I hope that the Minister will be able to address some of the very real concerns that he will hear about in the course of this debate.
