Commons ChamberIt would certainly be my intention to make a statement on the matter after Question Time—in other words, at or very close to 3.30 pm. It seems to me to be a matter of genuine urgency, and therefore it would be right to have a decision on the matter communicated to the House before it might treat of other questions or statements, and certainly before the commencement of public business.
Further to that point of order, Mr Speaker. I will be brief. Can you give me some guidance on how best I could register my disgust and disapproval of the behaviour of the Leader of the House in walking out as my hon. Friend the Member for Glasgow North (Patrick Grady) tried to respond to his point of order? This continues on from the behaviour of Conservative Members who, at every opportunity, barrack and shout down my group leader, my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford). This should not be allowed to continue, and I would like to know what I can do to help it stop.
The hon. Lady is invariably a helpful member of our flock in relation to these matters, because she is a model of good behaviour. If her example were emulated across the House, our proceedings would be altogether more seemly. Her stock is high.
So far as the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) is concerned, colleagues have said what they have said and I have said what I have said. It is very important that we respect each other, and part of respecting each other must be hearing each other. I intervened on a number of occasions to indicate that the right hon. Gentleman must be heard. I do not say this in any pejorative spirit, but my only caveat is that he is well able to look after himself.
Moreover, there are colleagues who feel that the right hon. Gentleman has a rumbustious style that is sometimes almost calculated to inflame colleagues who disagree with him—[Interruption]—even if inadvertently, as the Minister says from a sedentary position, and that therefore to some extent he has to cope with that which his style invites, but only to some extent, and it is important that he be heard. I hope that the hon. Lady is happy to trust the Chair to protect him, if he needs to be protected.

Commons ChamberI will not dwell on the specific merits of the hon. Gentleman’s private Member’s Bill, but he will be aware that health is a devolved matter, and we are working closely with the Scottish Government in our planning. In terms of immigration, which goes back to the point made by the hon. Member for Huddersfield (Mr Sheerman), of course it is important that we retain staff. We are working to do that, and if we look more widely at staff figures, we see that there are 5,200 more EU citizens working in our NHS since the referendum—the numbers are up, not down.
As a responsible Government, we have been preparing to minimise any disruption in the event of no deal for more than two years. In the light of the extension, Departments are making sensible decisions about the timing and pace at which some of that work is progressing and what further action can be taken, but we will continue to prepare for an EU exit in all scenarios.
The Chartered Institute of Environmental Health has called on local authorities across the whole United Kingdom to set up food resilience teams to assess how different Brexit outcomes could affect food supplies. What reassurances can the Minister and the Secretary of State give that food supplies will not be impacted in the event of no deal?
Only yesterday, I had a bilateral meeting with my counterpart Minister in the Department for Environment, Food and Rural Affairs, and we discussed the advanced plans that that Department has made in this area. I have also had meetings with the Food and Drink Federation, which represents sectors in the industry, and the British Retail Consortium. The Government are making significant plans to ensure that key supplies, including food, are available in the event of a no-deal Brexit.

Commons ChamberThat is an odd response, if I may say so. The hon. Gentleman started by saying he was disappointed by my answer, in which I said I will follow the law and the ministerial code—I thought the Opposition would have expected that. He then said that he had “no doubt” that the Lords will pass the Bill, which was carried in the Commons by just one vote. That is pretty condescending to the other place. By having no doubt that their lordships will simply approve the Bill, he takes for granted the scrutiny process in the other place. Given the many constitutional experts there are in the other place, I would have thought that their lordships would want to scrutinise this Bill, which was passed in haste with its constitutional flaws.
On Tuesday, my right hon. Friend the Prime Minister set out a process through which we will seek to agree a plan to leave the EU with a deal. She has asked for a short extension in order to do that. The best way to avoid no deal, as the House well knows, is obviously to agree a deal. While no deal remains the legal default, the Government must go on preparing for this scenario as a contingency.
All of the leave campaigns promised that we should leave with a deal. Last week, no deal was rejected by over 71% of MPs, and the Prime Minister’s deal has also been overwhelmingly rejected. Will the Government finally admit that there are alternatives to leaving without a deal that can gain more support from Parliament than the Prime Minister’s deal?
The hon. Lady is absolutely right. If she has followed events this week, she will know that that is exactly why my right hon. Friend the Prime Minister has extended the negotiations to and engaged in conversation with the Leader of the Opposition. It is precisely to find a solution to the impasse.

Commons ChamberOn Monday I co-chaired the eighth ministerial EU negotiations forum in Cardiff. During the meeting, Jeremy Miles from the Welsh Government, Graeme Dey from the Scottish Government and I discussed the issue of data in the context of our future relationship with the EU, which I know is very important to the devolved Administrations in the discharge of their responsibilities. In addition, my right hon. Friend the Secretary of State attends the Joint Ministerial Committee (EU negotiations), and, indeed, did so on his first day in office.
We have engaged on those papers, and we have had a range of meaningful discussions over the years, in many of which I have been personally involved. However, we respect the fact that we will take politically different positions on some of these issues. The UK Government believe that they must discharge their responsibility for the UK to leave the EU, and the Scottish Government do not agree with that. Nevertheless, we will continue to work together to find the best approach to these challenges.
Given that the shadow Secretary of State for Scotland has supported a differentiated deal for Scotland in the event that Scotland is removed from the single market by the UK, and given that the Government support a differentiated deal for Northern Ireland, will the Secretary of State confirm that a similar option would be possible for Scotland?
The circumstances of Northern Ireland, with the UK’s only land border with the EU, are different in that respect, but more importantly the deal we have negotiated is for the whole of the UK, and it is vital that we recognise that it was a UK-wide referendum and therefore we should deliver on that deal for the whole of the United Kingdom.

Commons ChamberIt is a pleasure to follow the right hon. Member for Broxtowe (Anna Soubry). I congratulate my party leader, my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford), on securing this important debate.
The Prime Minister has yet again returned from Brussels with no progress made in stopping her disastrous Brexit plan. She is clinging to the life raft from her sinking ship while her Cabinet plot against her. The Cabinet Office Secretary is having meetings with Opposition MPs to try to find consensus. The Foreign Secretary has said publicly that it will not be possible to get a version of the Prime Minister’s deal passed in this place. The Secretary of State for Work and Pensions urges the Prime Minister’s Government to try something different because she thinks Parliament is currently headed towards no compromise, no agreement and no deal. The EU is not shifting and has said that the withdrawal agreement is not up for renegotiation.
The Prime Minister is impervious to all of this and is continuing to push her deal on this Parliament and the UK, despite the fact that she knows it will not be voted through. She is ignoring the effect of her actions: sterling is plunging, as are stock prices and growth, but that does not seem to register with her. The Prime Minister’s Brexit uncertainty is a nightmare for our constituents and local businesses.
I represent a constituency that voted decisively to remain. Businesses want certainty, but they face the prospect of a Government going into emergency planning mode, and they have been given no direction from the Government. Small and medium-sized enterprises are the backbone of our economy, and they will face an especially difficult time. In the Budget, the SNP called for an office to be set up to support all SMEs in navigating new customs arrangements. The UK Government have done almost nothing to clarify the business environment for SMEs and are not helping them to plan for the worst, despite their commitment to do so.
The Prime Minister has stood at the Dispatch Box repeatedly to defend her indefensible deal. She has pulled the meaningful vote until 14 January, in the vain hope that she can wear down those who oppose it. All options, other than staying in the EU, will be damaging, and the UK public certainly did not vote for an outcome that is bad for the economy and their families.
We in Parliament must be allowed to come together before 14 January to defeat the deal and to move forward. There is no majority for anything except defeating the Prime Minister’s deal. We need to acknowledge that Westminster’s two-party system is broken and Parliament is now a place of factions, not parties. There should be a people’s vote. Things have changed in the past two years: there are serious doubts about the conduct of the referendum, there was no clarity about the consequences of leaving the EU and there is serious doubt about the legality of funding. People have a much clearer idea of the consequences of leaving the EU and they should be allowed to vote with that much clearer understanding.
Her Majesty’s Opposition have tabled a motion of no confidence in the Prime Minister, a symbolic action only. My right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford), along with the leaders of the Liberal Democrats, Plaid Cymru and the Green party, has tabled an amendment, which calls for a vote of no confidence in the UK Government, to Labour’s vote of no confidence. I call on the Labour party to move us all forward on a vote of no confidence in the Government.
In July 2016, the Prime Minister stood on the steps of Downing Street and said:
“We are living through an important moment in our country’s history. Following the referendum, we face a time of great national change.”
We now also face a time of great national uncertainty.
