Commons ChamberWe have just finished a private Member’s Bill that makes the right to ask for flexible working mandatory. That strikes the right balance for business, rather than making it mandatory for people to demand flexible working. Not every business can provide it, and it is not something that will improve equality in the workplace.
When I asked black and minority ethnic residents in Basingstoke about their experience at work, their responses were concerning. I have been working especially with our big local employers, the local education authority and the NHS to tackle the issues. What is my right hon. Friend doing to ensure that public services are exemplars when it comes to race equality in the workplace?
If my right hon. Friend sees the work that we have put into our “Inclusive Britain” strategy, she will see that almost everything that is in action is about the public sector. There is so much we can do to promote racial equality in the workplace, but we need to do that fairly and transparently, as well as universally. The Equality Act 2010 protects characteristics, not groups. If she would like to work with me on any specific initiative, I would be keen to hear more from her about what she has been working on.
Yes, I have raised it with Cabinet colleagues. In fact, I had a meeting with the Government chief scientific officer just last week on this issue. It is a concern that AI can embed bias, and that means we need to look at the datasets and large language models that are informing the AI being used. Equality impact assessments apply to the public sector equality duty, and much of AI is being done in the private sector. We will do our part, but I am keen to hear from Members about specific initiatives that they think can help.
In February this year, we announced the STEM ReCharge pilot to support parents and carers back into science, technology, engineering and mathematics roles. Since then, we have recruited and trained the first cohort of engineering and technology returners in the midlands and the north of England. They have received personalised training and support to help to get them back into the workforce, and we are now recruiting a second cohort, who will use insight and lessons learned from the pilot to develop new guidance, so that STEM employers across the UK can benefit from the full wealth of the returning STEM group.
The summer holidays, which are approaching, see a spike in domestic abuse. Does my right hon. Friend agree that it is important that people know there is help available? Will she lend her support to the campaign I am running in Basingstoke with the police and crime commissioner Donna Jones to help to make sure that victims of domestic abuse in north Hampshire know they are not alone and that there is help there?
I agree with my right hon. Friend. It is important that people know where to go for help when they have experienced domestic abuse. The Government are providing police and crime commissioners with dedicated ringfenced funding for at least 900 independent sexual violence and domestic abuse advisers and will fund an additional 100, bringing the total to more than 1,000 by 2025.

Commons ChamberI agree with the hon. Gentleman’s sentiments. I do not think it right that women should be prevented from organising on the basis of their sex. Freedom of belief and speech are vital pillars of our democratic society and no one should be silenced from expressing their legitimately held opinions. Like any public body in this country, the hon. Gentleman’s local council must have regard to its public sector equality duty in all its functions and decision making, including the case he refers to. He may wish to pick the issue up with the Scottish Government, as they are responsible for education policy of the kind we are discussing. I do not know the particular details of this case, but if he writes to me, I might be able to provide more information.
As the Minister has set out, local authorities have a duty to have regard to equality in all their work, and it is local authorities that facilitate our elections, so would the Minister agree that getting more information about who stands for election published might help us to ensure that our electoral system is as fair and open as it can be?
Yes, I would agree with that. Local authorities carry out the work of providing that information to the electorate, but if there is something specific that my right hon. Friend thinks they could be doing more of, I would be happy to look into that in my capacity as local government Minister.

Commons ChamberWe do provide sustainable funding. The hon. Gentleman will know that the provisional local government finance settlement made available an additional £3.5 billion to councils. Norwich City Council had an increase in cash terms of up to 4.8% compared with last year, giving it a total core spending power of up to £18.6 million. Norfolk County Council got an increase of up to £55.5 million and the core spending power of South Norfolk District Council was at £15.7 million. If there are further conversations that he would like to have, I am very happy for him to write to me.
Compared with communities across the country, Basingstoke has built 50% more new homes over the past two decades. Local residents want to make sure that we have homes for our children and grandchildren, but we believe that Basingstoke has been doing far more than that. What advice can my right hon. Friend give my local council on how we can make sure that future projected house-building levels reflect the very special circumstances in my constituency?

Commons ChamberI have nothing further to add to what we discussed in Committee. I understand the hon. Lady’s point—we want our legislation to be as rigorous and robust as possible. I hope that the open relationship that she and I had when she was shadowing me is one that I will be able to continue with her successors. That is how we will get very good legislation on the statute books.
As I was saying, that commitment is being honoured here with the tabling of amendments to provide powers to introduce an online absent vote application service. That will include a process by which the identity of absent vote applicants can be verified. The identity verification process will be made to apply to paper applications as well as to applications made online.
I thank my hon. Friend for going through the implications of new clause 11, which I very much welcome. Does it at all affect the Government’s position on the length of election campaigns, which she will be aware has been a point of debate within this Bill and the Dissolution and Calling of Parliament Bill? Will the measure help to shorten election campaigns in the long term?
I think it is very possible that this measure will assist people in speeding up the process by which they can register, which will of course have a positive impact in terms of the length of time people have to get ready for elections. I know that my right hon. Friend has other concerns about the length of time required to conduct elections, and those matters are separate from what we are discussing today, but I am very happy to continue discussions on that with her.
New clause 11 and new schedule 1 also include powers to enable identity verification of partially completed voter card applications, making the process more efficient and minimising unnecessary delays in processing applications. I am pleased to say that these new clauses will support our aim to ensure that voter identification works for all eligible voters.
I know that the detail of voter identification remains of great interest to hon. Members. The Government have always committed to being open about our plans. I wish to use this opportunity to highlight to the House the policy statement on voter identification published on gov.uk on 6 January that sets out in more detail our implementation plans for the policy.
Today, we are introducing a group of clarificatory amendments on voter identification that support those plans. Amendments 53 to 56 and amendments 62 to 65 will ensure that any elector who does not possess one of the wide range of photographic identification documents accepted under our proposals would be able to apply for a voter card or anonymous elector’s document when registering to vote, thus simplifying and making the system more accessible.
For electors who are registered to vote at multiple addresses, such as students, amendments 57 and 66 clarify that it will not be mandatory to make an application to each electoral registration officer with whom they are registered—only one would be needed. It is also important that voter cards and anonymous elector’s documents are designed appropriately, and amendments 61 and 70 provide some additional flexibility around how to ensure that.
With respect specifically to anonymous electors and the anonymous elector’s documents, amendments 71, 80, 83, 85 and 88 will ensure that an anonymous elector’s identity can still be verified effectively at the polling station without risk of their anonymity being compromised, and that they can be provided with an anonymous elector’s document in a convenient way.

Lady reads beyond The Guardian and perhaps statements in the Morning Star, she will realise that the report has been welcomed by many, many organisations, not just the Equality and Human Rights Commission, but even the Royal College of Physicians and many more. I am not here to reel out a list of who supports the Government. It is interesting that she says that I confuse disagreement with divisiveness, because it was her colleague the hon. Member for Brent Central (Dawn Butler) who just stood up there and called people “racial gatekeepers”. I wonder whether the hon. Lady agrees with that comment, which is unbelievably divisive rhetoric. What I would say to her is that she does not speak for all ethnic minorities. Ethnic minorities are not uniquely left wing, and to claim that a report about black and brown people can only talk about issues from her perspective completely ignores the fact that there are many of us, of various skin colours—she can see my face and she knows I am a black woman, just like her—who disagree. We disagree. She raises the point about maternal health, and I would like to take the opportunity to make this point: in a debate on 11 March, she said that
“one in four black women dies in childbirth”.—[Official Report, 11 March 2021; Vol. 690, c. 1089.]
That statistic, which thankfully she has now corrected, is completely wrong. The actual figure is not 25% of black women, but 0.34%. It is a very confusing statistic because we often represent the numbers in terms of numbers per 800,000.[Official Report, 27 April 2021, Vol. 693, c. 2MC.] What I have been doing is working on maternal health. I have spoken to the chief midwifery officer and to Dame Donna Kinnair, the head of the Royal College of Nursing; we in government have had conversations and they all accept that because the numbers are so small, it will often be very hard to target effectively, but that does not mean we will not try. We do have a maternal health strategy, which I know the hon. Lady has seen, and I wish that for once she would acknowledge the work that the Government have done, rather than repeating false statistics and pretending that nothing is happening, when that is far from the truth.
I thank my hon. Friend for her statement. The commission’s report rightly sets how geography, family make-up and socioeconomics contribute to inequality, but the report is also clear that that does not mean that racism does not exist in our country today. Echoing the McGregor review, the reports shows, for example, racism that people experience when applying for a job. Will the Government include specific policies to tackle racism at work in the response that my hon. Friend talked about in her opening statement, as well as tackling the more general economic inequality, which can affect everyone in society?
I thank my right hon. Friend for that question. Everyone has a part to play. I cannot outline the Government response now; we are still working on it, as I announced in my statement. However, the report makes recommendations not just for Government, but for the public sector, the private sector, businesses and individuals. There will be plenty that we can do to address those issues, and we will see what the Government have to say on them in their response in the summer.

With regard to the support that the Government are providing to those who have no recourse to public funds, many of the wide-ranging covid-19 measures that the Government have put in place are available to migrants with no recourse to public funds, such as the coronavirus job retention scheme, the self-employment income support scheme and support allowances that are not classed as public funds. In addition, we temporarily extended free school meals to include some groups who have no recourse to public funds. As I have said to the hon. Lady’s Scottish National party colleagues, and probably to her as well, it is really important that we do not conflate ethnic minorities with recent migrants; they are two completely distinct groups and it is wrong to mix them up in this way. We are ensuring that we are providing support to those who are most vulnerable and who need it most.
I welcome my hon. Friend’s recent report and all that she is doing. Will she join me in recognising the role of local community leadership in addressing these differences in vaccine take-up? For instance, in my own community, Grace Powell from Basingstoke Caribbean Society, Kishor Patel from Basingstoke Hindu Society and Poonam Gurung from Basingstoke Nepalese Community are all publicly advocating vaccination as the best way to keep the whole community safe.
My right hon. Friend raises a very good point. I congratulate all of her constituents who are doing important work in the community by raising awareness of what is happening with covid-19, and ensuring that people have access to the best advice and guidance. It is critical that we continue to support those community champions. That is one of the reasons that we are funding the community champions scheme, which ensures that we improve the reach of official public health guidance and other messaging or communications about the virus into those hard-to-reach areas.

Commons ChamberI would dispute the hon. Gentleman’s claims. We have taken unprecedented steps to support people and businesses around the country. We have supported 19,100 jobs in his constituency through the coronavirus job retention scheme. Greater Manchester Combined Authority has been allocated £54.2 million from the Getting Building fund for a wide-ranging package of projects. We have also provided over £170 million for the Greater Manchester-Preston city region and Liverpool city region to improve public transport. We have also supported the regeneration of 33 towns in the north-west through the towns fund. There is a lot that is happening on levelling up. If he would like me to write to him to explain everything that we have done in his region, I am happy to do so.
The impact of tax and welfare policy is best analysed at the whole-household level. As the Institute for Fiscal Studies has said, because most people live in households with others and we do not know how incomes are shared, it is very hard to look at effects separately for many men and women. That is why the Government support has been targeted at the most vulnerable. Our distributional analysis published last year shows that the Government’s covid-19 financial support protected the poorest households’ incomes the most as a proportion of their income.
The pandemic has been a difficult time for pregnant women in work, and one in four have faced discrimination, including being unlawfully singled out for redundancy—a problem not confined to the pandemic. Will my hon. Friend look again at how other countries tackle this problem and consider adopting Germany’s approach of protecting pregnant women from redundancy, which would also give families much-needed financial stability at what can be a very challenging time?

Once complete, we will inform Parliament of our intentions regarding ratification. The Government share the “Safe Spaces Now” campaign’s goals to see street harassment stamped out and are committed to tackling all forms of abuse against women and girls.

Commons ChamberAs the hon. Lady will know, the pandemic has affected many different groups in very bad ways, and we have done everything we can to support them. Specifically on disabled people, we have done quite a lot in looking at the benefits that they have and providing support in many other ways, including employment support. These are the ways that we are protecting those people who are being disproportionately impacted. I am sure that my hon. Friend the Minister for Disabled People, Health and Work, who is also in the House today, is going to be answering more questions on our disabled strategy, and perhaps he will be able to provide more information specifically from a Department for Work and Pensions perspective.

Commons ChamberI disagree. It does affect the cliff edge: a taper smooths it out and stops the point at which growth is actively discouraged.
Two main charges are levied at small brewers relief by its critics: that it unfairly distorts competition and that it fails to match the true nature of industry production costs. It is argued that that penalises the best producers, inhibits growth and disrupts normal business activity. I should point out that those criticisms were made not by the multinationals that dominate the global market, but by local and mid-sized regional brewers. As hon. Members might imagine, no two brewers will agree on absolutely everything, but a lack of consensus should not be a barrier to action where it is required.
The Treasury therefore announced in 2018 that it would review the relief to consider the views of the whole market on the topic. Since then, we have considered a range of evidence, from direct submissions from individual breweries to independent academic research. We will publish more information about the evidence that we have received as part of our upcoming consultation on small brewers relief later this year.
The evidence that the Government need includes a baseline of production so that they know how many breweries are producing however much beer over a period of time and can then calculate the appropriate rate of tax relief so that it is cost-neutral. How will the Minister do that when over the past six months there has been such a distortion in the market with regard to production rates? Many of the breweries that would previously have been well above the 5,000 hectolitre barrier will probably now be well within it. Will that not make her life very difficult? Would it not be better to delay things until the industry has settled down again?
My right hon. Friend asks a really good question. The truth is that there is never a good time according to the industry; there is never a perfect time. When people have a dispute, it depends on which side of the argument one listens to. This will be addressed in the technical consultation. We must remember that this measure is not coming in until 2022, so there will be time. We will publish more information about the evidence that we have received as part of our upcoming consultation, which will be towards the end of the year.

I must push back on some of what the hon. Lady said. It is wrong to conflate all black people with recent immigrants and assume, which is what she just said, that we all have to pay a surcharge. That is wrong. I am a black woman who is out to work. My employer—[Interruption.] This House has done everything it can to make sure that I am following the guidelines and that all of us are. It is absolutely wrong to try to conflate lots of different issues and merge them into one, just so that it can get traction in the press. I go back—[Interruption.] I go back to what I said in my original statement. It is not right for us to use confected outrage. We need courage to say the right things, and we need to be courageous in order to calm down racial tensions, not inflame them just so that we have something to put on social media.
Every death in this pandemic is a tragedy, and we have to know how to better protect the most vulnerable, yet this Public Health England analysis is based on incomplete data for ethnic minority groups, because it does not include two key factors—occupation and comorbidities—in the deaths among ethnic minority groups. Why not, particularly given the undertakings given by the Office for National Statistics to the Women and Equalities Select Committee two years ago, when we did a report into the race disparity audit and when it was acknowledged that there were huge discrepancies and inconsistencies in the way data was collected for ethnic minority groups? Can the Minister address this?
My right hon. Friend is absolutely right. I would have hoped to see more, but I understand that Public Health England did not have all the data it needed. Some of the things not present included comorbidities, population density, public transport use, household composition and housing conditions. That is why it is important that I take this forward. All the things she has listed are things we will definitely be looking at in the next stages.
