The hon. Lady will know that we have a broad range of support available for people such as the gentleman she refers to through the access to work scheme, for which we are increasing funding by about £15 million over the spending review period, and through local housing payments, such as the one I referred to in a previous answer, in order to ensure that local authorities have the flexibility to support such individuals, so that they can get into work and stay in work.

Will my hon. Friend commend the work of disabled people’s user-led organisations, particularly the Outlook centre in Long Eaton in my constituency, which I visited last week? The parent of a service user told me that they were doing a passport renewal form for their daughter and were not happy about having to complete the children’s section of the form for her because, although she is 40 years old, she has learning difficulties. They felt that this was inappropriate. Will my hon. Friend kindly look into the matter?

The right hon. Lady will know that we have been having very close conversations with both the devolved authorities and the Department of Health, and she is right that we have to consider the changes that are happening in the round. She should also be mindful of the fact that the changes that we are making under the PIP will remove something that we inherited from the previous Government—£600 million a year going out in overpayments to people whose conditions have changed and who no longer need the same level of support.

T8. I want to raise the issue of family breakdown. My constituents often tell me that family breakdown involves not only the emotional turmoil of dealing with it, but the complexities of sorting out the financial arrangements and the accompanying delays. I would be grateful if the Minister would set out for the House the steps that the Government are taking to create a structure to ensure that parents can take financial responsibility for their children.

I thank my hon. Friend for her question. I refer her to the consultation paper on the future of the child maintenance system in this country, which we have been consulting on in recent weeks and through which the coalition Government are looking to provide more choice and support for parents, so that they can take responsibility on reaching maintenance agreements. We are also offering further services, such as a calculation-only service, and a new and improved statutory scheme, which will be stronger. Overall, we are trying to ask parents to take more responsibility. I remind the House that the previous Labour Government endorsed this approach and I remind Labour Front Benchers that Lord Hutton said that he was

“convinced that in general and in principle”—

charging—

“should form part and parcel of”—

the Child Maintenance and Enforcement Commission’s—

“approach”.
