I congratulate my right hon. Friend the Member for Basingstoke (Dame Maria Miller) on securing a debate on this really important issue. I am responding on behalf of the Minister for Health and Secondary Care, my right hon. Friend the Member for Pendle (Andrew Stephenson), who tells me that she has been a tireless campaigner for Basingstoke on this matter, as well as on countless others.

The Government believe that the people of Hampshire should, of course, have a say on where their new hospital should be built. As my right hon. Friend said, we have asked people from across the county to share their views with Hampshire Hospitals NHS Foundation Trust. I am sure she understands, however, that it would be wrong of us to pre-empt their views, or indeed to interfere with their decision making, but I am happy to assure her that we remain committed to delivering the new hospital.

The trust and the integrated care board are going through the responses as we speak. They will submit a business case for NHSE regional approval through the ICB in a few months’ time. I should be clear that while the trust and the ICB do that, there will be no final decision on the new hospital’s location or the services it will deliver, but once a decision has been taken we will, of course, update the House. I am sure my right hon. Friend will have much to say about that herself, too.

I want to address the points my right hon. Friend raised on the importance of clinical guidance in forming decision making. She is absolutely right to say that decisions should be locally led and based on the best clinical evidence. That is why proposals must meet our tests for good decision making, which include a clear evidence base that is in keeping with clinical guidance and best practice. In developing the consultation, the trust has looked at a variety of options to deliver clinical care in Basingstoke and Winchester. Experts have been consulted at every stage of the process to provide appropriate clinical guidance. Two particular examples in the consultation demonstrate how the trust used clinical guidance to inform the options it has put forward.

First, on proposals around accident and emergency services, the trust received expert clinical guidance from local doctors, who strongly agree that maintaining emergency departments at both Basingstoke and Winchester would be unsafe and unsustainable. The trust also received advice from the South East Coast Clinical Senate, an independent panel of senior doctors who expressed concern over retaining an A&E department at both sites, due to serious concerns around patient safety. Instead, it has argued that acute medical services must be twinned with surgical services in order for patients to receive first-class care. Therefore, the proposal includes two brand-new 24/7 doctor-led urgent treatment centres and same-day emergency care to deal with most urgent care needs—one at the new specialist acute hospital and one at Winchester’s Royal Hampshire County Hospital.

Secondly, the proposals give the people of Hampshire an emergency department with a trauma unit and a children’s emergency department at the specialist acute hospital, which will treat the most serious conditions. As my right hon. Friend said in her remarks, it is essential for new mothers and mums-to-be to have the best possible care for themselves and their babies—she will know that this is an area of healthcare that is very dear to my heart. The trust has looked carefully at keeping obstetrician-led maternity services at the Royal Hampshire County Hospital, but found that many patient safety issues have left them not viable, particularly following the 2022 publication of the independent Ockenden review of maternity services at the Shrewsbury and Telford Hospital NHS trust, which set out the need for obstetrician-led maternity services to be in hospitals that can also provide emergency surgery and critical care.

In Hampshire, those services could only be provided at the new specialist acute hospital, because the neonatal units at the Winchester site currently do not treat enough babies to meet the requirements for level 2 care, while consolidated services at the new specialist acute hospital will meet that requirement. The rationale is that the proposals will lead to fewer babies’ being transferred out of the area to receive vital neonatal care, and I think the whole House will agree that the last thing new mothers need after giving birth is an extra journey to receive critical care.

I thank my right hon. Friend for raising this important issue and for continuing to engage with the new hospital scheme. She is a real champion for her constituents in this place, and they will have seen her fighting their corner today. We want to do everything in our power to get the people of Hampshire the world-class care they deserve. We will continue to support the trust throughout the development of the business case, to ensure that plans meet the needs of staff and patients as well as offering value for money for taxpayers. I understand that my right hon. Friend the Member for Pendle has recently committed to visiting Basingstoke and I am sure my right hon. Friend the Member for Basingstoke will take immense pride in showing him around one of England’s extremely beautiful towns.

As a matter of fact, the Standards Committee can look at whatever it wants. It was not established to look at the Independent Complaints and Grievance Scheme. In a sense, however, my hon. Friend has made my point for me: the fact that the Standards Committee is looking at how we can improve the conduct and the reputation of Parliament without looking at the Independent Complaints and Grievance Scheme is a nonsense, and that is my thesis this evening. We need a much broader review.

I am sorry to say this, because I am extremely fond of the Speaker and all the Deputy Speakers, but the Committee concluded that the behaviour of the Speakers and the Deputy Speaker was untouchable. The fact that behaviour in the Chamber is a matter for the Chair and should be above investigation by the Standards Committee is extraordinary. In very recent history, someone in the Chair was the person who wound up the Chamber the most, making people miserable and bringing the whole House into disrepute, yet for some reason the Committee will not consider the behaviour of those in the Chair. Nor will it consider what is going badly or well in respect of the Independent Complaints and Grievance Scheme. If the hon. Member for Rhondda (Chris Bryant) wants to intervene, he is welcome to do so.

Now, under the Independent Complaints and Grievance Scheme, the Parliamentary Commissioner for Standards has some sort of authority over that. It was intended that the investigation would be carried out independently and confidentially, but we are finding that investigations are now being presided over by the commissioner, who is requiring Members to stand up in the Chamber and apologise. That is outside the remit of the Independent Complaints and Grievance Scheme. Some may say, “Fine: if you have been rude to someone, you should stand here and apologise.” My response would be: “You try saying that to someone who works at John Lewis or McDonald’s. Are you seriously going to make them apologise to the entire firm, so that that will be on the record forever?”

There are serious issues involving the mental health of MPs and the way in which we behave in this place—the way in which we protect colleagues from the problems that occur and bring us all down. So many people say to me that they are sick and tired of the fact that we are all tarred with the same brush. It is very easy for people to be tribal and say, “It’s you”, “No it’s not, it’s you”, but actually it is all of us. We are all held in incredibly low esteem, and it is because we have not sorted this out.

While I am on the subject of big subjects, let me say that in my opinion—this is open to discussion and challenge; does anyone want to intervene?—it is all about the House of Commons Commission. Talk about a totally opaque organisation! It is chaired by the Speaker, it has appointments, and it is simply extraordinary. It is not accountable, and it makes financial decisions with very little transparency. Ultimately, all the authority in this place to establish Committees, to appoint Committees and so on, comes from the House of Commons Commission. In my opinion, we should have a fundamental review of that and then take it from there. The Standards Committee should look again at the Independent Complaints and Grievance Scheme and make sure it is doing what it was set up to do.

My right hon. Friend is making some very good and important points, and I hope that those who are listening to the debate may come up with a mechanism whereby we can review some of these issues. We are always told that they are issues for the House to decide, but what is never obvious to me is the process we can undertake to effect the discussions to which my right hon. Friend is referring.

Today, I feel pretty angry and sad: angry that women walking home in the dark have to be scared of the person walking closely behind them, and sad because for far too many women, even getting home safely does not mean they are safe from harm. So I say to all colleagues right across the House: let us never allow party politics get in the way of protecting women and girls. I want to use my short time today to raise an issue that would help women, and that is making flexible work standard.

In 1995, I was working for Barclays. At the age of 32, and five months pregnant with my first child, I was promoted to senior executive. Of 240 senior execs, only eight were women. I was told that taking on this massive new job would mean coming back quickly from maternity leave, and I naively leapt at the chance. Three months after Fred was born, I had fallen in love with him, but he did not sleep much and I was under huge pressure from my male boss to go back to work. I will not dwell on it, but after post-natal depression and 18 months holding down the job while seeking to go part time, and two miscarriages later, I took legal advice. The head of the UK bank had said:

“We have managed without female directors until now. We certainly do not need part-time ones.”

I was advised to sue for constructive dismissal and sex discrimination, but blissfully for me, I was now pregnant with Harry, and this precious pregnancy was not worth the stress of a court case so I took voluntary redundancy. The reason that I could have sued was that, even then, employers were not allowed to refuse to consider part-time work, and 25 years on, that is still the case, but the 21st century demands change.

I completely agree with my right hon. Friend, and I absolutely agree with everything she said in her remarks.

During my time in the Department for Business, Energy and Industrial Strategy, a top priority was to make the UK the best place in the world to work, by encouraging flexible working as standard, transparency of employment terms and regular working hours. I planned to bring this forward in the employment rights Bill, so that applicants could propose their own working day as opposed to the employer setting the terms. Whether someone works in a supermarket or behind a desk, they should have the right to request a working pattern that suits them without negative consequences. Of course, employees can already request flexible working, but I have found that many fear to do so because of repercussions for their job security.

Flexible as standard can also be a huge advantage for employers. If job ads do not specify fixed working arrangements, applications will come from a much wider and more diverse pool of candidates. Employers must of course be able to refuse unrealistic offers, but enabling flexible as standard will, in my view, improved quality of life as well as productivity and diversity in the workplace. We know that women provide the majority of part-time workers and also the principal caring roles, so capturing all their talents will benefit both our economy and our society. So, as we look to build back better, let us put flexible work as standard at the heart of our recovery.

With your permission, Mr Speaker, I will first talk about my departmental priorities.

As we enter an exciting new decade, we are building a stronger, greener United Kingdom. To achieve that, my Department is focusing on three priorities. First, we are leading the world on tackling climate change, not just because it is the right thing to do but because it will create millions of new jobs and skills right across the UK. Secondly, we are solving the grand challenges facing our society—from life sciences to space, artificial intelligence and robotics—and improving lives across the world. Thirdly, we are quite simply making the UK the best place in the world to work and to grow a business.

Social enterprises are a thriving part of the UK’s economy. When I was a Back-Bench MP, and before I went into politics, I was closely involved in setting up and running a number of charities. She is absolutely right that we need to continue focusing on them as a key part of the economy.

I am always happy to hear lobbying from colleagues on both sides of the House about machinery of government changes, and perhaps we can meet another time to talk about that.

T4. Employers like the Sovereign Housing Association and our community furniture project are giving young people with learning disabilities in Basingstoke the opportunity to get work experience through the Government-supported internship programme run by the Basingstoke College of Technology in my constituency. Will my right hon. Friend join me in encouraging even more employers to come forward, not only in Basingstoke but across the country, to help more disabled people with learning disabilities to reach their potential at work?

I am delighted that my right hon. Friend the Member for Basingstoke (Mrs Miller) and the hon. Member for Birmingham, Yardley (Jess Phillips) have secured this debate, and I am proud that this is my first speech back on the Back Benches. Hopefully, I have the freedom to shed a little light on some of those dark spaces.

Before I do that, I want to agree with the hon. Lady. I, too, love this Parliament. I feel incredibly optimistic that, between all of us, we will make this change. Right now, we are still in a difficult place, and I will go through some of that before setting out some recommendations of my own.

I pay tribute to the officials in the office of the Leader of the House and to all the members of House staff who worked so hard to get the independent complaints procedure in place. If anyone is at fault for the lack of progress, it is definitely not them.

As I said, the picture is very complicated. This all began back in November 2017, when the appalling allegations of bullying, harassment and sexual harassment hit Parliament. Having already hit Hollywood, the allegations soon came to Westminster. So the independent complaints and grievance procedure was established and voted on by this House in July 2018. It was a cross-party agreement, with many colleagues from across the House working hard together to achieve something that is different and ground-breaking.

Then of course we had the Cox report, which was specifically on the bullying of House staff by Members of Parliament. That reported in October 2018, after the independent complaints procedure had already been set up. Subsequent to that, we now have the inquiry by Gemma White, QC, into the bullying of MPs’ staff by MPs, and vice versa, which is due to report later this month. Finally, we have the inquiry by Naomi Ellenbogen, QC, into the bullying and harassment of peers’ staff by peers, and vice versa, which will report later this year. A number of complicated inquiries are going on, and I can well understand people saying, “It is all too complicated. I can’t get my way through it.” Nevertheless, it is all headed in the right direction; people are genuinely being given the opportunity to speak out and have their say, which is so vital.

The independent complaints procedure was set up following the July 2018 motion that was agreed by this House, and Alison Stanley, the independent reviewer of the complaints procedure, has just finished her review of the first six months of the independent complaints and grievance scheme. I wish to quote one statement in her report, as it gives us hope:

“both the Behaviour Code and the policies represent in some aspects leading edge practice, such as the unequivocal language used in the Behaviour Code. From my own experience of introducing change across diverse organisations, the fact that the Scheme has now been largely introduced across the Parliamentary Community is an achievement and, from survey results, has been seen as a positive sign of a change in the culture of the Parliamentary Community by some.”

That is on the good side, but of course there is another side. Throughout my time as Leader of the House, both officially, through the working group, and unofficially, as a private Member of Parliament, I have heard some truly terrible stories. These were stories of victims being quietly moved on, rather than the bully being challenged in any way; of young women and, in some cases, young men being taken advantage of, on and off the estate; of complaints left entirely unaddressed by those who are supposed to be addressing them; and of mental health issues suffered by those who have been subjected to bullying, day in, day out, for long periods, by senior people who should be ashamed of themselves.

Alison Stanley’s report on the complaints procedure makes for difficult reading. The start of the culture change to embed the need to treat everyone with dignity and respect has been far too slow and it has not been well enough resourced. That is the conclusion of her report. She talks specifically about the speed of investigations being too slow, and speed is crucial both for the complainant and for the respondent. Where someone is accused of something and they then have to wait for several months not knowing whether it is going to be taken up, it can, in some ways, be as difficult as the situation is for the complainant, who has plucked up the courage to come forward and just does not seem to be making any progress. Issues associated with confidentiality were raised. Unfortunately, as we live under the spotlight in this place, there are accusations made in the press which mean that people who want to come forward with a complaint do not really know whether their complaint would also then find its way into the press. That gives the complainants serious concern about being re-victimised. We have not yet managed to achieve enough confidence in that aspect.

We also face issues associated with the qualifications and processes for investigations—for example, on the understanding of the investigator as to whether the case deserves investigation or not. Alison Stanley makes some very strong recommendations on this, which will go a long way to also addressing concerns about historical allegations. As Leader of the House of Commons, I was concerned that when we look at day-to-day allegations of issues that are ongoing now we find that they are in some cases more easily understood than something that happened eight or 10 years ago, where most of those involved at the time might no longer be around. The complexity can be much greater, although not necessarily so. So the quality and experience of the investigators are vital.

It is incredibly useful for the House to have my right hon. Friend talk about her experience in this debate. She mentioned the assertion in the Stanley report that the roll-out of the grievance procedure had been under-resourced. With reference to what the hon. Member for Birmingham, Yardley (Jess Phillips) said, it is difficult for us to know who is responsible for that, but we need to know, because we Members need to ensure that that changes in future.

My right hon. Friend is exactly right. One thing that I found fascinating about the independent review was to see somebody with real experience, as Alison Stanley has, of implementing these kinds of change processes, because one could really see where the rubber hits the road. It is all very well all of us sitting and standing here making representations as to how we want change to happen, but it has to be workable on the ground. There have to be proper resources and service-level agreements, so that people turn investigations around fast enough for them to be meaningful. My right hon. Friend is exactly right that resourcing is absolutely key.

It is curious that, given how much debate there has been outside this place on the issue of non-disclosure agreements this week—agreements that silence people who have been bullied or even assaulted at work—there has not been an opportunity here for MPs to scrutinise the Government on their response to the court decision on the Philip Green case. Will the Leader of the House ensure that time is given for the Government to set out their plan on how they are going to regulate non-disclosure agreements?

My right hon. Friend raises a very serious issue, and I commend her for all the work she has done in this area. It is very concerning that non-disclosure agreements are clearly being used to hide workplace harassment and to intimidate victims into silence. It is clearly unacceptable. NDAs cannot stop a worker whistleblowing. It is very important that people are aware of that, especially some of the most vulnerable people in our workplaces. I can assure her that we will shortly be consulting on measures to improve the regulation of NDAs.

I thank my right hon. Friend the Leader of the House not only for her statement but for her personal commitment to supporting, in particular, pregnant and new mothers—and new fathers—in Parliament. I fully support what she has outlined today. She talked about modernising the workplace. Proxy voting is only one aspect of modernising this, frankly, prehistoric workplace in Parliament. So many aspects of Parliament need modernisation, and change, as this issue has shown, is far too slow and fragmented. Where does responsibility for driving forward that change lie? I know that it does not lie with the Government.

I am grateful to my right hon. Friend for her comment and question. I completely agree with her. Many of us—if not all of us—across this House want Parliament to be a more family-friendly place. There have been a huge number of efforts, including by you, Mr Speaker, and by right hon. and hon. Members across the House to change the sitting hours to make them more family-friendly, for example. There are now better childcare facilities on the estate. There is a greater use of technology to make it easier to go about our jobs. We have done a huge amount of work, with cross-party collaboration, to bring in a new behaviour code and a new complaints procedure to make people feel that they can be treated with the dignity and respect that everybody deserves in this place. There is a huge amount more to do. I am committed to working with colleagues to make more progress. My right hon. Friend and I met only yesterday to talk about what more we can do, cross-party, to try to ensure that we have a more family-friendly Parliament that encourages people from all walks of life to want to come here and take up a role representing their constituents.

I would certainly be very happy to discuss how the hon. Gentleman and colleagues can feed into the review. As he will be aware, the ICGS steering group is made up of Members of this House and of the other place, as well as trade union members and members of staff of MPs and peers. Nevertheless, it will be for a wide variety of stakeholders to feed into that process, and I would be delighted to discuss that with him.

Turning now to Dame Laura’s report, its findings are shocking. As I said on 16 October, it was important that the House leadership responded promptly and comprehensively. The House of Commons Commission has met twice since then and has agreed in full Dame Laura’s three key recommendations. The commission has further directed the Commons Executive Board to produce a speedy action plan in consultation with a wide range of stakeholders, which will be taken forward with the help and support of the external members of the Commission.

I would now like to turn to each of Dame Laura’s key recommendations. First, she recommends that the Valuing Others and Respect policies, which were available to House staff, are discarded. House staff have been able to access the ICGS since it began in July, so the House of Commons Commission has agreed that the pre-existing policies should be discarded.

Secondly, Dame Laura recommends that the new ICGS is amended to ensure that those House employees with complaints involving historical allegations can access the new scheme. I think it is important to clarify that House staff already do have the same rights of access to the ICGS as everyone else here. The steering group agreed that historical allegations would be accepted by the new scheme. However, legal advice taken advised that allegations referring to events that predate the 2017 Parliament could be considered only under any sanctions available at the time of the offence. Dame Laura’s report suggests that the House of Commons Commission look at this again. It has agreed to do so, and that will be taken forward.

The Leader of the House mentions the important fact that if anybody has allegations, those allegations will be judged against what was right at that time. However, surely it was always wrong to harass and bully people in this place. That is the standard against which we should treat everybody.

My right hon. Friend is exactly right. That is a very helpful clarification because there has been some misunderstanding. Anybody with a historical allegation that predates July 2017 can and should come forward under the complaints and grievance procedure. The difference is that the behaviour code itself cannot be applied pre-July 2017. However, as my right hon. Friend points out, exactly correctly, most of the sorts of behaviours that people will expect to come forward to complain about would already have been captured under a pre-existing code of some sort—either the code of conduct for MPs or, indeed, employment contracts. I do encourage anybody with any complaint to come forward under the complaints procedure and not be put off by the fact that the behaviour code itself—this new creation of the House—applies only from July 2017. This is an incredibly important point, because there has been some misunderstanding about it. I am grateful to my right hon. Friend for clarifying that point.

I am grateful to the hon. Gentleman because this is an issue that he has pursued. He and I have discussed this a number of times, and he is gravely concerned about the allegations of bad behaviour that has taken place and a bad culture that has existed in this place for far too long. I pay tribute to him for all the work that he has done in this area.

This is a matter for the House, and as Leader of the House I will do everything in my power to stamp out all forms of bullying and harassment. I would say to all hon. Members—those who attempted to turn a blind eye or allowed it to go on under their view—that as we all know, for evil to succeed good men need only do nothing.

Dame Laura Cox says in her inquiry report that

“many consider that there is still no genuine understanding that things need to change.”

She says that a shocking culture of fear and deference is driven right from the top of the House of Commons—behaviour that we simply would not tolerate elsewhere. The new grievance procedure is welcome, and my right hon. Friend is to be applauded for what she has done to put that in place, but it is not enough, and Dame Laura says that. She makes it clear that there is a need for a culture change, too, which directly requires a change in the management of the House of Commons.

As we have just heard, very senior management are the people who will decide what happens next as a result of the report. Will the Leader of the House explain how the brave staff who have spoken out can be reassured that action will be taken, because the House of Commons has a duty to lead by example—to be an exemplar employer. The report makes it clear that there needs to be a complete change in leadership at the most senior level, including you, Mr Speaker, as chief officer, if we are, in Dame Laura’s words, to “‘press the reset button’”.

My right hon. Friend cares a great deal about these issues. Again, she has been closely involved in the progress of the new complaints procedure and has had a hand in shaping its direction. She will know that all those involved in the working and steering groups across the political parties throughout the House worked tirelessly to reach an arrangement in which we would be in a position to change the culture of Parliament. She is exactly right to highlight the fact that that is what is needed. I am sure that the hon. Members for Walsall South (Valerie Vaz), for Brighton, Pavilion (Caroline Lucas), and for Perth and North Perthshire (Pete Wishart), and all those involved in the working group will take the same view as I do that we have to change the culture of this place. It is absolutely vital that we do that. It is not going to happen overnight, and we have to continue to lean in and accept the recommendations in Dame Laura’s report and do everything that we can to ensure that this place mends its ways and becomes not just an exemplar but a role model for other Parliaments around the world so that they can learn from our experiences.

It is a huge pleasure to see you in your place, Mr Deputy Speaker.

We have heard some excellent, personal and informative speeches today—they certainly took me back to the horrors of those early days. I opened yesterday’s debate by describing it as a debate that should have taken place 40 years ago. I say again: this is a debate that should have taken place 40 years ago. I pay tribute to my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman) for the way she opened the debate. She has been a consistent champion of these issues throughout her career, and it is certainly fitting that she, as Mother of the House, should have secured this debate today. I also want to recognise the total commitment of my right hon. Friend the Member for Basingstoke (Mrs Miller), the Chair of the Women and Equalities Committee, who has supported and promoted so many issues that affect women and equalities in this House. I absolutely agree with all Members here that it is essential that we address the issue of baby leave.

The motion before the House presents two issues for consideration. The first is the need for Members of Parliament to take baby leave. I think we can all agree that new parents must spend time with their babies and be enabled to do that. The second issue concerns how we reconcile that with the question of how and whether Members should be able to vote in the House of Commons during any such leave. I thank the all-party group on women in Parliament, until recently chaired by my hon. Friend the Member for Eastleigh (Mims Davies), now by my hon. Friend the Member for Redditch (Rachel Maclean), for its hard work in this place promoting equality for women, and also the Commons Reference Group on Representation and Inclusion, chaired by Mr Speaker, which is tasked with following and implementing, where possible, the recommendations made in Professor Sarah Childs’ “The Good Parliament” report. I want to put on the record my thanks for the important work that those groups have been taking forward.

As the House might be aware, I have championed secure early attachment for many years and have worked with charities on this vital issue. I was for nine years chairman and trustee of OxPIP—the Oxford Parent Infant Project—a charity that helps parents struggling to form a secure bond with their babies, and when I became MP for South Northamptonshire, I set up NorPIP —the Northamptonshire Parent Infant Partnership—to provide help to all those new parents struggling across the county. I even persuaded my hon. Friend the Member for Banbury (Victoria Prentis) to become a founding trustee.

Now, through the national charity I set up, PIPUK, five further parent infant partnerships have been set up around the country. I am delighted that more families can seek support for the earliest and probably the most important relationship we ever have—because a baby’s lifelong emotional health is profoundly impacted by his or her earliest experiences in the 1,001 critical days of the perinatal period. I was proud to hear the hon. Member for Liverpool, Wavertree (Luciana Berger) mention the cross-party 1001 Critical Days campaign that I set up in 2011, and which commands support from across the House.

The mental health White Paper published just before Christmas states that there is a need to commission research into interventions that support better attachment and improve the understanding among professionals of the importance of low-stress, healthy pregnancies and secure attachment.

Like the right hon. and learned Member for Camberwell and Peckham and my right hon. Friend the Member for Basingstoke, my children are now a bit older than babies—my eldest is 22—but the excellent speeches today did take me back to my early experiences, when I was not in this place. I had, I think, a 46-hour delivery. I had just been promoted to senior executive at the bank for which I worked and was required to be back after 11 weeks. Following that, I also had a good dose of postnatal depression to deal with. So, I totally empathise with all those Members who have spoken about their experiences here. I am very committed to ensuring that those who come after us do not have to suffer those same problems.

My hon. Friend the Member for Worcester (Mr Walker) sat next to me during the first part of this debate. He was telling me that his brother, who works for the civil service, is looking forward to six months’ shared parental leave. My hon. Friend is himself expecting a baby with his wife; he is asking nicely for two weeks’ leave. To his brother I say: how’s that?

I do not know whether my right hon. Friend remembers, but she was pregnant the first time we met. That is a few years ago now. I think we were on the selection trail together as well. Does she agree that, as important as it is, this debate is a first step in our efforts to make this place a much easier place not only to be a parent but to be somebody who cares for their broader family?

My right hon. Friend is exactly right. There is a lot more to life than this place. That may seem extraordinary to all of us, but we are all human beings. We are parents, we are daughters and sons, and we have responsibilities. This debate is timely as we seek to support these matters in this House and continue to break down the barriers that could discourage women and men from pursuing a career in Parliament.

The motion suggests that the way to resolve the issue of baby leave is through the introduction of proxy voting. Although I absolutely support the need to make the House more accessible for new parents, it is also important that we recognise the possible consequences of any reforms. With that in mind, in November last year I wrote to the Chair of the Procedure Committee, my hon. Friend the Member for Broxbourne (Mr Walker), copying in the Chair of the Women and Equalities Committee, my right hon. Friend the Member for Basingstoke. I asked the Procedure Committee to consider the matter of baby leave and proxy voting, and for the Committee to set out its views to the House.

I also wrote to every member of the Cabinet, and I can tell Members that my right hon. Friend the Prime Minister replied to me and agrees that this is an important matter. She wrote:

“Being a member of Parliament is a demanding job, and it is important that we give due consideration to the impact that this can have on work-life balance, childcare and baby leave”.

So she has made clear her support.

Following my letter to the Procedure Committee, my hon. Friend the Member for Broxbourne said to me that, should the motion be agreed today, the Committee will undertake an inquiry into proxy voting. I welcome that, as it is clear from the debate that a number of important questions need to be considered, some of which I shall now set out briefly.

Giving Members of Parliament the right to baby leave raises a number of potential questions about the duties of Members and the rules by which they are regulated. As colleagues will know, Members of Parliament are appointed representatives of their constituencies and are not regulated by the same employment rules that apply to other members of the workforce. Introducing baby leave might lead some to suggest that MPs should be treated as employees, which could of course have wider implications.

The introduction of proxy voting would also mark a departure from conventional voting practices in the House in several ways. For example, when Members vote in a Division, it is expected that they do so having had the opportunity to attend the Chamber. I think we can all agree that television and 24-hour reporting—let alone Skype, Twitter and everything else—gives Members the opportunity to follow business from further afield, but any change will need to be carefully considered, and we would need to decide who would act as a proxy and how the system would be regulated.

It is important to note that Members of Parliament are elected by their constituencies as individuals, so it is implied upon their election that their votes cannot be transferred to another MP. The appointment of a proxy voter could be perceived as a reduction of personal accountability. Any changes will therefore need to ensure that personal accountability is maintained.

In addition to those questions, and as I said in my letter to the Procedure Committee, a number of alternative suggestions have been made, aimed at addressing the needs of new parents who are undertaking the duties of an MP, while also making sure that their constituents have adequate representation in Parliament. One such example is that all political parties represented in the House could agree a memorandum of understanding and agree to the same terms, which would allow their MPs to take parental leave and formalise “pairing” arrangements across all parties.

I share the hon. Lady’s excitement about the centenary of the Representation of the People Act next Tuesday. One hundred years later, our Head of State is a woman. We have our second female Prime Minister. The First Minister in Scotland is a woman, as is our Home Secretary. The Leaders and shadow Leaders of the House of Commons and the House of Lords are women, and the Metropolitan Police Commissioner is a woman—I could go on. There have been some changes for the better, but there is so much more to do to make sure that women play an equal part in every aspect of our society, both in the United Kingdom and around the world. I share the hon. Lady’s commitment to doing whatever we can to make sure that comes to pass.

The hon. Lady asks for a summer recess date. That will be provided as soon as we can. I absolutely accept that hon. Members want to get on and think about what else they might like to do with their lives other than sit here, and I share that enthusiasm.

The hon. Lady asks about Brexit Bills being introduced in the other place. As she will appreciate, in my role as chairman of the Parliamentary Business and Legislation Committee, I have to ensure that Bills are ready to be introduced. We then have to look at the parliamentary timetable to see what else is going on in either House and make decisions based on the volume of business that is available to go. It is not possible to say with certainty at any one time, “It’ll be this one; it’ll be that one,” but in due course, through the usual channels, we will always give as much notice as possible.

The hon. Lady talks specifically about the financial sector. In fact, there are not 1 million people, but 2 million, if we include all the professional services around the financial services sector—ranging from Edinburgh to Bournemouth, to Birmingham, to Manchester, and of course, to the City of London. It is a vast and very successful sector for this country, and we were recently declared to have extended our pre-eminence over all the other financial services sectors in the world. It is absolutely vital to the United Kingdom. Positional work will be going on and it will be announced in due course, when the moment is right.

The hon. Lady asks me to confirm that the Government will comply with the terms of the Humble Address, and I am happy to do so. She asked about economic forecasts. All I can say is that if hon. Members want to ask the Bank of England how many times its economic forecasts are right, that will demonstrate that forecasting is not an exact science. It is an art, and it is not a criticism of the civil service to say that economic forecasts are rarely correct. Indeed, pre-referendum, certain forecasts presumed that our economy would be around 6% smaller than it is today, so those forecasts were also wrong.

The hon. Lady asks about the police grant. Real-terms overall police spending has increased since 2015-16 by over £475 million, including increased investment in transformation and technology. In this settlement, we propose to increase the total investment in the police system by a further £450 million year on year in 2018-19, if police and crime commissioners maximise their local precepts. She is absolutely right, however, to point out the very concerning rise in particularly high-impact crimes, such as knife crime. I hope that she welcomes Operation Sceptre, which many police forces are joining to try to tackle this appalling crime, which has such a terrible impact on victims and their families.

Finally, the hon. Lady asks for reassurance about Capita. There has just been an urgent question, in which the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Hertsmere (Oliver Dowden) answered a number of points about Capita and Carillion. A web page has been set up by the Insolvency Service for those who are affected and seeking advice about the failure of Carillion. In the context of Carillion, there is a dedicated website set up by the special managers, PricewaterhouseCoopers, as well as a dedicated helpline. Jobcentre Plus, through its rapid response service, is available for advice and support for those whose jobs may be affected. In the case of Capita, however, as my hon. Friend pointed out, the Government closely monitor all the firms to which they outsource contracts, and they do not believe that Capita is in anything like a similar situation to Carillion.

In this centenary year of some women gaining the right to vote, does my right hon. Friend agree that there should be a debate in Government time to mark International Women’s Day on 8 March, perhaps to demonstrate the respect that the Government have for the immense contribution that women have made to this place over the past 100 years?

I commend my right hon. Friend for all that she does to advance the cause of women and equality. She is a real champion of women’s rights, and I agree with her that the centenary of women’s suffrage should ensure that we mark International Women’s Day. As she knows, time for such debates is traditionally provided by the Backbench Business Committee, but I have raised with the Chief Whip the view expressed on both sides of the House that it would be good to have an appropriate opportunity to mark that important day, and I am optimistic.

I welcome the statement made by the Leader of the House, and particularly the leadership shown by the Prime Minister on this issue. I welcome the idea of an independent grievance procedure for everybody who works in this place, but I also gently remind hon. Members that two thirds of girls in our schools experience sexual harassment on a regular basis, half of university students experience sexual harassment and half of women in work experience sexual harassment. What more support might the Leader of the House be able to give to debates on those issues and to encouraging the Government to take action? Mr Speaker, you will be aware that the hon. Member for Birmingham, Yardley (Jess Phillips) and I are holding a debate in the Chamber on Thursday on sexual harassment in schools.

My right hon. Friend raises an incredibly important point, which highlights that we should be role models and that what we do in this House sets an example to those in the rest of the country. It is a pretty poor show if we cannot sort out our own house, particularly at a time when we are so concerned about sexual harassment in schools.

When will the Government make a statement on access to abortion in Northern Ireland? It is wrong that women in Northern Ireland do not have the same access to abortion as women in England, Wales and Scotland, and the High Court has ruled that this law contravenes human rights law, which is the responsibility of the UK Government, not a devolved matter. When will the Government make a statement to say how this wrong will be put right?

This is an incredibly sensitive and important issue. To be very clear, it is my personal view that every women should have the right to decide what happens to her own body—that is very clear. The question of women from Northern Ireland accessing abortions in England is not one of whether they should have that access; it is a question of devolution and the fact that health is devolved to Northern Ireland. Therefore, it is a question of who should pay for it. What I can tell hon. Members is that the Department for equalities and the Department of Health are discussing and looking very closely at this issue today.

The right hon. Lady will have heard my response to her colleague earlier—the Treasury is looking at the detail of how its policies impact on various groups and has made it an absolute priority to give support to those who need it most, ensuring that more families are able to get into work and that work pays for more people. Above all else, it is making sure that our children do not have to deal in the future with the record levels of deficit left by the right hon. Lady’s Government.

Does my right hon. Friend share my astonishment that Opposition Members always want to emphasise the plight of women? Is she as delighted as I am about the growing numbers of health visitors, the growing numbers of nursery places for disadvantaged two-year-olds and the tax-free allowances that directly affect so many women and make their lives so much better under this Government?

My hon. Friend has his views, and he articulates them clearly. There are already two different ways into marriage: through a civil ceremony or a religious ceremony. What we have to do is respect the fact that religious organisations may well continue to want to have a different approach to marriage than the state’s approach. I think it is important for the state not to show a disregard for the importance of equality and for respecting the rights of same-sex couples. That is at the heart of the debate that will be had.

My hon. Friend may know—she can check the media cuttings on this—that for many years, ever since I have been a Member of Parliament, I have been a strong advocate of marriage. I am glad to see so many people in the Chamber supporting it. The tax system is very much an issue for the Chancellor, but she will know that recognition of marriage in the tax system is important and that the Chancellor has considered it in the past.

As I have already said, the Government are not really into the forecasts that the hon. Gentleman is looking at, but we are firmly committed to eradicating child poverty. The IFS projections do not tell the whole story; they do not take into account fundamental things such as behaviour change, or our significant investment in early intervention, our education reform policies and our policies in other areas.

Bearing in mind the great importance given to the issue of child poverty across the House, will my hon. Friend tell us what steps she is taking to assess the amount of child benefit being paid to the non-resident children of EU workers in this country? What can be done to ensure that those benefits are minimised?

I can assure my hon. Friend that we greatly value Motability’s work in supporting not only disabled people who are in employment, but disabled people who are not in employment. We will be ensuring that that scheme is robust into the future. Many thousands of people enjoy the support of Motability and get great value from it.
