Commons ChamberThe hon. Lady is absolutely right. It is bad not just for the economics of the individual woman and the individual family, but for the country as a whole. As she says, if we can raise pay in a fair way, it would be good for the economy of the country. That is why we have introduced world leading legislation requiring organisations with more than 250 employees to publish their gender pay gap by the end of the tax year. I want businesses to have their pay gap laid bare and then do something about it.
On that point, my right hon. Friend will have read in the press some speculation that organisations may be flouting the gender pay gap reporting regulations that the Government have rightly brought in. Can she outline to the House what action the Government will take to ensure that businesses take this requirement very seriously indeed?
I thank my right hon. Friend, who has done such important work in this area. She will know that it was a manifesto commitment to bring this requirement forward. It is the law, and we will make sure that companies stick to it, abide by it, deliver on it and then, hopefully, make changes on it.
Equality is not just about getting women the same pay as men, but about getting women the same jobs as men. I have lost track of the number of meetings that I have sat in where I am the only woman at the table— I expect that I am not the only one to have found that. Women are still under-represented in a whole range of fields from politics to business, and we are particularly under-represented at the top.
We have made good progress since 2010, and have eliminated all-male boards in the FTSE 100, but only a quarter of directors in the FTSE 350 and only 4% of FTSE 350 chief executive officers are women. That is simply not good enough, and it is bad economics, too. We know that organisations with the highest levels of gender diversity in their leadership teams are 15% more likely to outperform their industry rivals, so we must think long and hard about what we need to do to improve those statistics.

Commons ChamberI think I can honestly say to the hon. Lady that I was as shocked as she no doubt was to hear about that. I will be discussing it with the Equality and Human Rights Commission and finding out what further communication to employers is needed to ensure that that does not take place, because it is clearly not allowed.
Businesses have just two weeks to file their gender pay gap reports. It is clear from some excellent investigative journalism by the Financial Times that some businesses have filed incorrect data. If this is done deliberately, what will my right hon. Friend do?
I thank my right hon. Friend for raising that issue. This is incredibly important to get right. The reporting on the gender pay gap will be a vital tool in ensuring that we close it. I will be discussing it with the EHRC, which is the group that will follow up with enforcement. It is sufficiently funded to do exactly that, and I will be turning to it to ensure that this is handled properly.

Commons ChamberI thank the hon. Lady for her response. We share a view about wanting to make sure that the history of the suffrage movement is well understood. The new generation of girls needs to understand why it was so hard-fought and why it is therefore so important for them to participate in the vote.
The hon. Lady asked specifically about the legislation we are bringing forward to do more to protect women. I gently say to her that the Government are very focused on making sure that we continue to do so both in the positive—making sure that we have a better approach to the gender pay gap—and in protecting women. That is why we are bringing forward this year a domestic abuse Bill, which will address the issue of the Istanbul convention.
It is right that we celebrate today, and most of us would want to recognise what we have achieved working together, often cross-party, to improve the lot of women in this country. I particularly want to pay tribute to all the people who have served on the Women and Equalities Committee for the incredible work we have done together to try to improve things for women in our country.
It is our role in the Commons to scrutinise laws and to make sure that we have a healthy democracy. Allowing women the right to stand for election to this place and giving them the vote gave us a healthier democracy 100 years ago, and we need to make sure we build on that in the future to have more women in this place and ensure a healthier democracy in years to come.
My right hon. Friend was right not to forget the abuse and intimidation that the suffragettes endured from their opposition 100 years ago. It is the sort of abuse that too many women who stand for public office still have to endure today. What can my right hon. Friend tell us about the work the Government will be doing to tackle the online abuse that is so clearly putting women off standing for election and, in doing so, to make sure that in the future we can have a 50:50 Parliament that properly represents this country?
I thank my right hon. Friend, who has done so much herself to promote the cause of equality in Parliament as Chair of the Women and Equalities Committee. I share her view that we need to do more to stop the online abuse that is really damaging the self-confidence of so many women and reducing the likelihood that they will get involved in politics.
One of the things we have announced is that we have asked the Law Commission to look at the legislation to ensure that what we constantly say here is actually the case—namely, that things that are illegal offline are also illegal online. Is that being taken forward, and is the legislation in place to deliver on that? We are going to make sure that that is the case, and if necessary we will come back to the Chamber with proposals.

Commons ChamberThere is a growing concern about the use of non-disclosure agreements in connection with employment. Will my right hon. Friend join me in condemning the use of non-disclosure agreements to conceal wrongdoing of any kind, and to encourage legal regulators to consider whether they are, in fact, ethical?
I look forward to working with my right hon. Friend and her important Committee. She has raised an important matter; transparency is such an important part of achieving equality, so I look forward to working with her on this to establish the right way forward.

Commons Chamber4. What steps she is taking to encourage more women to become entrepreneurs.
With permission, Mr Speaker, I shall answer questions 4 and 9 together. The majority women-led small and medium-sized enterprises already—
Thank you for that guidance, Mr Speaker.
The majority of women-led SMEs already contribute about £50 billion annually to the UK economy. We are building on that by promoting an entrepreneurial culture in schools and by identifying female role models and mentors. We also have a range of business support and access-to-finance schemes open to all entrepreneurs, male and female.
I have recently volunteered to be a mentor for the new enterprise allowance locally, although, curiously, I have not been appointed a mentee yet—I am sure that will be coming. Will the Minister join me in urging women with business experience, including Members of Parliament, to become a mentor and help other women become entrepreneurs?
I pay tribute to the excellent work that my hon. Friend does in her constituency to support businesses. She is absolutely right that mentoring is a vital part of helping more women get involved in business. The Home Secretary announced funding of £600,000 towards to the Get Mentoring initiative last year, and to date more than 10,000 volunteer mentors have been trained, 42% of whom are female, and I announced a further £100,000 for this initiative last month.

Commons ChamberT5. The Child Support Agency’s office for London and the south-east is in Hastings. It employs nearly 1,000 to do an often difficult and challenging job. When the Minister brings forward her reform plans, I ask her to ensure that this important service is not relocated, because a great deal of local expertise has been built up.
I thank my hon. Friend for giving me the opportunity to pay tribute to the excellent work of the Child Support Agency staff in Hastings. I reassure her that the changes that we are planning will have a negligible effect on delivery staff.

Commons ChamberMy hon. Friend makes an excellent point. The best way out of poverty for most families is work, and helping women in particular to stay close to the labour market when their children are young is an excellent way of helping to ensure that they can continue to progress in their work and support their families.
Affordable and quality child care is essential to allow women to enter or stay in the work force. What additional investment are the Government putting into child care to ensure that women can make that choice if they wish?
My hon. Friend raises the important point of the affordability of child care. It was disappointing that under the previous Administration, child care costs went up by some 60%. We are trying to ensure that there is practical help for families. We are already investing some £2 billion in child care through the child care tax credit and the early education grants, and through universal credit there will be an extra £300 million to provide 80,000 extra families with child care support that they did not have before.

Our approach is to empower local authorities to have the sort of discretion that can make all the difference in such cases. Each individual case is different, which is why the discretionary housing payments are important and why we are putting so much more taxpayers’ money into that—to give local authorities the flexibility that can make all the difference.
The right hon. Member for Coatbridge, Chryston and Bellshill said that he felt that there may have been some indication of a reduction in the amount available to pay for refuges. I make this clear to reassure him: the consultation on refuges that we have been through is not intended to be a cost-cutting exercise. We want to make the rules fairer and ensure that help is better targeted on those who need it. It is about ensuring that the money that we have reaches those who need it most. I hope that that reassures the right hon. Gentleman about housing benefit. His debate is timely because we are moving forward at the moment to talk to stakeholders on that issue before we formulate regulations and before they are looked at through the positive procedures of the House.
Hon. Members also talked about universal credit and how that will affect people who are at risk of or have experienced domestic violence. I believe that the system will hold a great deal of good for individuals who find themselves in such a situation. One of the important contributions—as a constituency MP, I can empathise with this—stressed that sometimes the issue is about the timeliness, or the lack of it, of support in place for women who find themselves in a refuge. A delay in receiving financial support at that point can be extremely distressing. The current complexities of the benefits system can do little to help speed that process up. That is why I feel strongly that universal credit will greatly benefit some of the most vulnerable groups in our communities.
Sometimes, it is important to pay housing benefit directly to refuges to secure their financial future. Private landlords may get into trouble or have difficulty, but they are supported by the law and can enter into negotiations with their tenants. For refuges, having a secure financial commitment is important to their survival.
My hon. Friend speaks with great passion on the subject, and I thank her for her intervention. She is pushing me a little further than I am able to go at the moment, but I hear loud and clear what she is saying about the importance of ensuring that there is some certainty there. I would like to make it clear to her and other hon. Members that the work that we are doing is not intended to unsettle or jeopardise the financial futures of the refuges. That is not something we intend to do. We do not want to do anything to damage the sector.
Universal credit will be a simpler way of people applying for benefits, and will significantly benefit this group of women particularly. We will introduce a system of payments on account, so that some individuals can get payments made, even if not all the details of their claim can be sorted out straight away. Again, simplification and a fleetness of foot will assist people in these very difficult situations.
Throughout the development of the reform—universal credit—we have worked very hard to ensure that safeguards are put in place to protect vulnerable people, including victims of domestic abuse. That includes those still residing within the household and those who have been forced into a refuge. The right hon. Member for Stirling, who speaks for the Opposition, highlighted the single monthly payment made to households. We have put that in place because we feel that it is important and integral that it is the family’s responsibility to decide how a payment is made and to manage their own finances.
However, as the right hon. Lady said, of course, there will be exceptional cases. It is important that any system can deal with and support those exceptional cases, where a single payment into one account may compromise the safety of household members. We have therefore ensured in the Welfare Reform Act 2012 that there is a power to split payments between members of a couple in the case of a joint claim. The hon. Member for Stretford and Urmston also raised that.

Commons ChamberI think it is very important to work with individuals in all the organisations that support families going through separation. We will not always agree on everything but it is important to work together because we must get a solution that is right for mothers, fathers and children.
Will the Minister clarify that the gateway for access by parents will be £20 each and not, as was previously set out, a more complex one? If that is the case, I congratulate her and the Government on listening to people, reducing those charges and making this more simple.
It will be £20 for the applicant only, because we want to make sure that the system is easy and straightforward to administer. For that, applicants will get a calculation of the amount of money their ex-partner would pay them. I should like to reassure my hon. Friend that, on an ongoing basis, the levels of charges will always sit disproportionately on the non-resident parent, because it is important that there is always an incentive for people to come to an arrangement.

Commons ChamberAgain, I reiterate that we are looking to remove overlaps, not mobility. The local authority contracts contain clearly articulated requirements for care homes to cover activities involved in daily living, which include providing access to doctors, dentists and local services, such as libraries and banks. In addition, in order to become registered, a care home provider has to undertake to promote the independence of the disabled people living in the homes that it is providing. We know, as do care home providers, that mobility is an important part of that independence.
This morning I met the BBC—the business breakfast club—in Hastings, which is a group of local employers. It raised with me its concern that when offering additional work to part-time employees of 16 hours, those employees often do not want to take it up because they find themselves worse off. Will the Secretary of State advise what will be done to even that out and make sure that work does pay after 16 hours?
