The Prime Minister has just said that he accepts the findings of the report. One of them says:

“There were failures of leadership and judgment by different parts of No 10 and the Cabinet Office at different times.”

He provides the political leadership and the political judgment at No. 10. Does he accept his own personal wrongdoing and failings in this regard?

My brief says I should be very careful of what I say. I have no doubt that Crewe is a strong contender, but further details of the competition will be announced in the coming weeks. Expressions of interest from places such as Crewe will be very welcome.

Q4. After inquest verdicts that the 97 people who died in the Hillsborough disaster were unlawfully killed, the right hon. Gentleman stood for election to this House on a manifesto that included legislating to introduce a public advocate. Why, then, have his Government repeatedly blocked my Public Advocate Bill, which has cross-party support and would prevent families bereaved by public disasters from ever again having to endure what the Hillsborough families have had to cope with over the past 32 years? Is it an oversight or yet another broken promise?

I thank the hon. Lady and, no, we do recognise the importance of putting the bereaved, such as the bereaved of Hillsborough, at the heart of investigations. In certain circumstances funding may be available for representation of the bereaved at a public inquiry or interest. We are considering what steps should be taken, and I will ensure she has a meeting with the relevant Home Office Minister as soon as possible.

I thank my hon. Friend. Obviously, that is a matter for the devolved authority, but I am sure that he shares my hope that all pupils will be back in school as fast as possible and that we will hear from the Labour party in Wales that schools are safe.

In Liverpool, only 23% of those who applied for a test, trace and isolate payment received it, and over two fifths of them received a discretionary payment from money that is now exhausted. Effectively facilitating isolation will be key in preventing the resurgence of the virus via new strains that might compromise the vaccine, so does the Prime Minister accept that eligibility for the test, trace and isolate payment is not drawn widely enough to provide support to those who need it and who cannot afford to stop work without extra help? Will he agree to extend it to include all those people who have no access to statutory sick pay?

We will continue to support all those who are isolating. Indeed, we will do what we can to increase our support for them, but we will also support everybody throughout this pandemic. The hon. Lady should wait for the Chancellor to announce his Budget next week.

Yes, of course, because it is thanks to the efforts of her constituents in Stroud that the R is not very far above 1 right now. If we all follow the package of measures that I have outlined today and we all stay at home in the way that I have described, we will be able to open up again on 2 December.

Does the Prime Minister understand that extending the furlough scheme on the very day it was supposed to end, and doing so for just a month, means that in reality many of my constituents whose jobs were furloughed have already been made redundant by their employers in anticipation of its non-availability after 31 October? Can those people be re-employed and furloughed until the scheme’s new endpoint? Can he tell me whether people who have changed jobs since the original furlough scheme was closed to new applicants are eligible to be furloughed by their new employers, who might not have registered for the scheme by the time it closed to new applicants a few months ago?

I hope very much that people will not have been laid off in anticipation of the end of furlough, because there is the job retention scheme and the bonus as well at the end of the year. To discover exactly what entitlements people have under the extended furlough scheme, they should get on to the website. I think that most people appreciate that the Government have done a huge amount to support people throughout the crisis and are continuing to do so in the latest phase, as well as supporting the self-employed.

Pregnant women who are in any doubt about what they should do to shield from covid should consult the gov.uk website for advice, because there is plenty there for pregnancies.

I understand and agree with the need to prevent households from mixing to cut covid rates on Merseyside, but this tough local lockdown is going to destroy many businesses and jobs that will not be eligible for the limited local furlough so far announced by the Chancellor, because they will not be forced to close by law—they will just lose most of their business. Will the Prime Minister undertake to look again, with his Chancellor, at the business support scheme, with the aim of ensuring that jobs and businesses can survive this tough next six months and will be able to grow bigger again in better times, rather than have to close now, with all the misery, unemployment and bankruptcy that is going to result?

Of course, in addition to the billions that we have invested—including £19 billion in coronavirus business interruption loans to small and medium-sized enterprises and £38 billion in bounce back loans, all of which are still available—we are making cash grants of up to £3,000 for businesses, such as those in Merseyside, that have been forced to close as a result of local lockdowns.

I thank my right hon. Friend, and we are committed to protecting areas such as the Chilterns area of outstanding natural beauty. I understand that the Department for Environment, Food and Rural Affairs is considering each of the recommendations in Julian Glover’s review, and following the correct procedures. I hope my right hon. Friend will acknowledge—I hope she knows—that the Government are also leading the way globally in protecting biodiversity, habitats and species, and that is what we will be doing at the G7, and in the run-up to COP26 in Glasgow next year.

Unemployment has already doubled to 8% in my constituency this year, and the end of furlough will lead to thousands more job losses in the next three weeks. The Merseyside local lockdown puts 58,000 jobs in what was a booming hospitality sector in the immediate firing line. Does the Prime Minister agree that tighter local lockdown restrictions, such as those imposed on Merseyside, should trigger automatic Government support for local business and support schemes, to prevent that economic carnage from worsening? Will he please commit today to a targeted support package for Merseyside, as a matter of urgency?

Yes, indeed. That is why the Government are going to get on with our agenda of uniting and levelling up the country with 20,000 more police officers. In fact, we have recruited thousands already, and I am pleased to say in terms of the 147 that she identifies coming to Kent that I think they have already got there. If they have not, they are getting there very shortly.

In view of the Health Secretary admitting yesterday that covid outbreaks are worse in deprived areas and that our great cities have been hardest hit—the PM said earlier in the session that he takes these inequalities very seriously—will he now promise me that Liverpool City Council and Knowsley Council will get the full costs of their covid spend reimbursed, as they were told they would, instead of only half, which is what they have been allocated? I raised the issue with him on 11 May, and he promised he would look into it. I have written to him, but I have not had a reply.

The hon. Lady has raised this before. I pointed out that we have given an extra £3.2 billion to local government and another £600 million to deal with the particular costs of care homes, but I am happy to write back to her about the particular needs of Liverpool and Knowsley councils.

Yes, and of course we will have effective accounting of the investments that we are making to protect the public—the furloughing scheme and all the many other expenditures we are obliged to make—but I think my right hon. Friend will also understand that the biggest single economic risk we face at the moment is the risk that the virus should surge back again and trigger a second spike. That is why we all need to work together, as I am sure everybody understands, to continue to depress the R, keep the virus under control and stay alert.

The Secretary of State for Housing, Communities and Local Government originally said that the Government would fund councils for whatever they needed to get communities through the covid crisis, but he now says they will fund only the things the Government have specifically asked councils to do. Liverpool City Council and Knowsley Borough Council have both received less than half of what they have spent so far, despite having one of the worst outbreaks in the country and already having lost two thirds of their Government funding in the last 10 years. Will the Prime Minister undertake to reimburse them the full costs of covid, as promised at the start of this outbreak?

As the hon. Lady knows, we have invested £3.2 billion extra in supporting local councils. I will take away what she says about Liverpool City Council and Knowsley Council and take it up with my right hon. Friend the Secretary of State for Housing, Communities and Local Government.
