My hon. Friend makes an excellent point and alludes to exactly the solutions that we are trying to find in the event that we are forced into an operation that does not involve the consent of the Russians, as I think is all too likely.

During the Prime Minister’s conversations at the G7 and NATO summits, what was made of the risk of antagonising China through the UK Government’s trade talks with Taiwan? Does he agree that the UK must respect Taiwanese sovereignty and show that to China?

The discussion at the G7 was probably liveliest on that subject. The G7 feels that China is a gigantic fact of our lives and that we have got to understand that. Everybody has got huge trading relations with China, but, on the other hand, there are lots of areas where we have got to compete, contest and, sometimes, challenge what China does. That was very much agreed around the table at the G7, and indeed at NATO.

My hon. Friend is completely right. As so many colleagues have said, this is not just about Ukraine. This is about the ambition of the Kremlin to seize this moment to try to reimpose a new order and a new security architecture in the European continent, one that we absolutely reject. We stand for the rights of free peoples everywhere to determine their own fate. That was the fantastic achievement of the end of the cold war, the fall of the Berlin wall, and that high moment in 1990 when we had a Europe whole and free. That is what we are trying to protect.

There are reports of some Ukrainians beginning to stock up on non-perishable goods. Can the Prime Minister confirm that the Government have plans in place to support provision of necessities to ordinary Ukrainian people if necessary?

I was not expecting that, Madam Deputy Speaker. First, I thank the COP26 President’s parliamentary team, who were there in Glasgow, for helping MPs to navigate their way around the event. A number of commitments were made on aviation at COP, acknowledging the need for change to be sustainable for the industry. I have raised many times the financial difficulties the industry faces at present. What will the Government do to support it in decarbonising and meeting jet zero without that becoming too great a financial burden?

I thank the hon. Lady very much. We are supporting the campaign for jet zero; we want the UK to lead the world in making sure that planes can fly without using tonnes of kerosene, and there are many attractive technologies. It will not be easy, but we want the whole world to come together to fix this. We are setting an ambitious target of getting more sustainable aviation fuel into tanks by 2030, and going for electric planes for short haul.

I think that our steel companies have done a great job in trying to reduce their carbon footprint. That is extremely hard for steel corporations, because they are one of the biggest emitters that we have. We must move towards zero-carbon steelmaking, while keeping a steelmaking industry in this country. The measures that the hon. Gentleman has described—such as the carbon border adjustment levy—are certainly worth considering.

The United Nations Secretary-General has said that it will be very difficult to secure the commitment needed for the 1.5° goal, and, in relation to new fossil fuel excavations, that

“we don’t need more oil and gas”.

Will the Prime Minister tell us what engagement his Government are having with the oil and gas industries to support them in their efforts to decarbonise sustainably?

We talk all the time to the oil and gas industry, which has a great and proud history in this country. I believe that the future for the industry—for hydrocarbons—is moving beyond the old combustion approach and towards the extraction of clean power. That is the direction in which we should be going.

I thank the hon. Lady very much and I thank the fire service for its outstanding response to the fire at Asmall Primary School. I am sorry for the disruption that children are experiencing. We cannot be complacent about fires at all, let alone fires in schools, and the Department for Education is consulting on guidance to improve fire safety in schools further. I encourage her to make representations in that consultation.

One of my constituents recently attempted to sell a house, only for the surveyor and estate agent to inform him that they require an external wall system certificate. However, under the current Royal Institution of Chartered Surveyors guidance, an EWS1 form should not be expected for properties and buildings under 18 metres high, which includes my constituent’s property in Cambuslang. Will the Prime Minister clarify whether the UK Government intend to take any steps to ensure that lenders and others adhere to RICS guidance on EWS1 forms and will he meet me to discuss how I can assist my constituent?

The hon. Lady makes an extremely important point. That is why my right hon. Friend the Housing Secretary will make a statement to the House shortly. We must be clear that the risk from fire to life in homes is very, very low and leaseholders should not be trapped in their properties, unable to buy or sell, because their properties have been unfairly maligned in that way. Lenders and valuers should not be asking for EWS1 forms on buildings below 18 metres. The Housing Secretary will set out later more about how we propose to ensure that that does not happen.

Nobody, least of all my hon. Friend or I, wants to see covid restrictions last forever, nor do I think that they are going to last forever. As I made clear earlier this week, I think we can have a high degree of confidence that our vaccination programme will work. I think that we need to give it a little more time, as I have explained, to save many thousands more lives by vaccinating millions more people. That is what we want to do.

My constituent Ross has been invited to sit his driving theory test in Oban, 100 miles away from his home in Hamilton. His test has already been cancelled twice, first in November last year and then in February 2021. This September, Ross is starting a university course in paramedic science with a view to becoming a qualified paramedic in the Scottish Ambulance Service with placements across Scotland. Being able to drive is crucial. Will the Prime Minister meet me to discuss the delays in the scheduling of Driver and Vehicle Standards Agency theory tests, and the impracticality of the locations being offered?

I am aware of the problem, and we are doing what we can to accelerate the number of driving instructors and testers to allow young people such as the gentleman that she mentions to get their driving test done, and enable them to fulfil their ambitions.

I know that I speak for my right hon. Friend the Foreign Secretary and, indeed, for my hon. Friend the Member for Dudley North himself when I say that we understand the importance of Brazil. I share his analysis about the future of Brazil. Together with the Canning of our times, the Foreign Secretary, we intend to build closer relationships not just with Brazil and the rest of the Mercosur countries, but with the Pacific Alliance countries too.

With hostile states, non-state actors, terror and crime groups all posing a threat to the UK and our allies, it is important to be prepared to adapt and develop our cyber-technology and capabilities. However, increasing our nuclear weapons arsenal is something I cannot condone. Both President Biden and Putin renewed their bilateral New Strategic Arms Reduction Treaty on nuclear weapons reductions just last month, so why is the Prime Minister going against the flow by increasing our arsenal?

Of course we are committed to nuclear arms reduction. Indeed, we believe that China should be brought into strategic nuclear arms reduction, but one of the most important things about having a credible deterrent for friend and foe alike is setting out what we have, and that is what this integrated review does.

I understand the point that my hon. Friend makes and the feeling of unfairness that he describes. What we are trying to do with the business rates holiday and all the other measures we have announced is to help all retailers. The best thing we can do is to get through this tough period as well as we possibly can and allow all retailers to reopen and give them our support with our custom. That is what we are aiming for.

My constituent applied for the EU settlement scheme in September 2019 for her and her son. Fifteen months on, she is still waiting for a decision on her application. With the end of the transition period just a few short weeks away, will the Prime Minister give a cast-iron guarantee that my constituent’s application and all other outstanding applications to the scheme will be concluded before 31 December 2020?

Yes, we certainly are. An important point to make to the Russians is that, in the end, it is the Iranians who are benefiting from any progress that the Assad regime makes. It is the Iranians who are the whip-holders in that relationship. In the end, the Russians need to detach themselves from the Iranians as well as from Assad.

I hear what the Secretary of State is saying, but a new report from Human Rights Watch suggests that US forces last month failed to properly confirm targets before launching a missile strike in Aleppo, killing dozens of civilians, including lots of children. They even destroyed a building that it has been established was a mosque. As the UK Government cheerlead yet more US airstrikes in Syria, what steps will he take to avoid yet more civilian deaths in Syria?

Obviously, we deplore any civilian deaths in Syria, but I also deplore any false equivalence between American actions and the dropping by the Assad regime of barbaric weapons, which were banned in 1925.

Our policy, as my hon. Friend will know, is that consumers should have the right to judge for themselves whether they wish to purchase them. That is a policy that this Government have pursued for many years.

A Foreign Office Minister has previously described the situation in Hebron as apartheid and settlement endorsement as a form of extremism. Can the Secretary of State tell the House whether the Minister for Europe and the Americas, the right hon. Member for Rutland and Melton (Sir Alan Duncan), would fall foul of the new law if he attempted to travel there?

I do not believe that my right hon. Friend has said anything of the kind or called for any such boycott, and nor do I believe for a second that he would be interrupted if he chose to go to Israel. I must stress that the policy of the Government is unchanged. We remain opposed to illegal settlements and we believe that they are an obstacle to peace. I have said that many times already in this House, but I am happy to repeat it to the hon. Lady.

The Government’s policy is unchanged. We regard settlements as illegal insofar as they are in occupied Palestinian territories. Members will be absolutely clear that sooner or later—I hope sooner rather than later—there will be a deal and an understanding that involves land swaps. As my right hon. Friend rightly says, we will have to show some sense when it comes to doing that deal.

20. I am going to give the Foreign Secretary another opportunity to answer the question from the hon. Member for Birmingham, Northfield (Richard Burden). The Israeli civilian administration personnel and police arrived at Khan al-Ahmar and served 39 stop- work orders, including to a school. An entire community is about to be forcefully displaced. What representation has he made to his Israeli counterpart on this matter?

The Prime Minister wants to do business with President Trump, presumably in the same way that she does business with Saudi Arabia and the United Arab Emirates, Muslim majority countries that are not on the banned list. Not a single terrorist attack on United States soil has come from one of the seven countries on the list, yet 90% of the 9/11 hijackers were from Saudi Arabia and the UAE. Has the Foreign Office made any assessment of a potential conflict of interests between the President’s personal business dealings and his domestic policy?

I am afraid that the hon. Lady must have been momentarily thinking of something else when I pointed out earlier that those seven countries had already been singled out by the Obama regime for very substantial visa restrictions.

It is very important to recognise that the Turkish state—the Turkish Government—was the victim of a violent attempted coup in which hundreds of people died. It was entirely wrong of many Governments in the EU instantly to condemn Turkey for its response rather than to see that, again, there is a balance to be struck. Turkey is vital for our collective security; the last thing we need to do is to push it away and push it into a corner.

Last month, a UK Government spokesperson told Sky News that the Government are

“aware of reports of an alleged airstrike on a school”

in Yemen

“using UK-supplied weapons and are seeking further information regarding the incident.”

Can the Minister update us today on progress on that?

As my hon. Friend will know, the Secretary of State for the Environment, Food and Rural Affairs has been taking the lead in Hanoi in urging the international community to take tougher measures against elephant and rhino poachers. The figures are heartbreaking. In the late 1990s, there were 1.2 million elephants in the world. In Africa, the figure is now down to 300,000. In fact, it has gone down 120,000 since 2010. It is a catastrophic loss for Africa and for the world, and the UK is leading the fightback. We will be holding a summit on the conservation of endangered wildlife in London in the next couple of years.

T8. The Prime Minister will attend the Gulf Cooperation Council leaders’ summit next month as a guest of honour. Does she intend to use the opportunity to push for greater information-sharing with the UK from Saudi-led coalition operations in Yemen so that UK defence personnel are able to form a complete understanding of the coalition’s regard for international humanitarian law?

We are very honoured that our Prime Minister is the first female Prime Minister to be invited to attend the GCC in the Gulf. It emphasises the very strong relations that we have with that area. This Government are doing everything they can to satisfy themselves of the compliance of Gulf countries, notably of Saudi Arabia, with the principles of international humanitarian law.
