I am grateful to the right hon. Lady for pointing out that I am the Home Secretary. We have seen a higher number of cases of sexual violence being reported, and it is good that people are willing to come forward to report such cases. Some of these are historical cases, and there has been an upturn in the number of people coming forward, particularly as a result of the revelations relating to Jimmy Savile and other such cases. As I said earlier, the number of successful prosecutions by the CPS for rape and sexual violence has hit an all-time high, so I suggest that the right hon. Lady goes away and looks again at her figures.

T4. With crime down by more than 10% since 2010, and by 11% in Warwickshire, will my right hon. Friend join me in commending the hard-working officers of the Warwickshire police force for their contribution to that? Does he agree that the Opposition were wrong to suggest that crime would rise as we started to deal with the legacy of deficit and debt that Labour left behind?

Does not this whole situation clearly demonstrate why, following the Brighton conference and given our chairmanship of the European Council, we must see significant reform? If significant reform is not achieved for any reason, should we not move far more quickly to adopt a UK Bill of Rights instead of the convention?

As I said earlier, I believe that there is every prospect of us being able to move forward on reform of the European Court of Human Rights as a result of the work being done by the Justice Secretary and the Attorney-General. On that basis, I look forward to the outcome of the Brighton conference.

Yes, of course the media have a responsibility in how they report such incidents. I find it deeply distressing that too many people are willing to stand up and condemn the police, when they should be condemning those who perpetrated the acts of violence.

Will the Home Secretary investigate the possibility of introducing a system akin to football banning orders to keep the minority of anarchist thugs off our streets when such demonstrations take place?

I thank my hon. Friend for that question; I am indeed prepared to do that. Over a period of years we saw a sensible response to football hooligans, which included banning orders. That is why I have asked the police whether we need more powers, and I am willing to look at that example.

Student Visas

I am happy to confirm to my hon. Friend that we will be happy to continue speaking with the vice-chancellors.

I strongly welcome the Secretary of State’s statement, particularly as I have learned that in one private college there was no classroom tuition whatever and there were so-called work placements up to 280 miles from the college. Does she agree that it is important that student visa holders should be studying and not working?

I could not agree more. If someone comes to the UK to study and do a course of education, that is precisely what they should be doing. They should not use the student visa route as a back-door entry into migration for work.

I pay tribute to the voluntary organisations that are doing key work in my hon. Friend’s constituency, and indeed in other constituencies up and down the country. This is a very good example of the big society in action. As he will be aware, the Government are putting support into voluntary organisations; £100 million is being made available to help voluntary organisations in the difficult times ahead.

That was a somewhat disappointing question from the right hon. Gentleman. As he will know, the proportion of women who are full members of the Cabinet under the coalition Government is exactly the same as the proportion of women who were full members of the Cabinet under the Labour Government.
